The Badr Bloc in the Iraqi Parliament issued an urgent appeal to the legislative and executive branches on Sunday following the shooting of a woman by gunfire originating from the US Embassy in central Baghdad.

A statement from the bloc, received by Mawazin News, said, "The Badr Bloc strongly condemns the shooting of a citizen by a US Embassy military personnel in a residential compound opposite the embassy, resulting in serious injuries to an Iraqi woman's intestines. We denounce this illegal act, which demonstrates that the US Embassy has transformed into a military base using weapons to terrorize citizens, in flagrant violation of the 1961 Vienna Convention on Diplomatic Relations."

The statement added, "This behavior is unacceptable on both political and diplomatic levels, as pointing firearms at safe residential areas and endangering the lives of their residents violates Iraqi sovereignty as stipulated in the Constitution, and constitutes a breach of the Iraqi people's right to life and security, as outlined in Article 15 of the Constitution."

The statement affirmed that, "Based on national and humanitarian considerations, we call upon the legislative and executive authorities to fulfill their duties as stipulated in the Constitution and applicable laws to guarantee full national sovereignty, end all manifestations of the American military presence in Iraq, and provide assurances to citizens that such violations will not be repeated. We also call upon the Commander-in-Chief of the Iraqi Armed Forces and the Council of Representatives to form an investigative committee to examine the circumstances of this blatant attack on Iraqi sovereignty and citizens' rights."

The bloc announced its solidarity with the injured citizen, affirming its support for filing a criminal complaint against the perpetrator and pursuing legal action against him before Iraqi courts. It also pledged legal support for filing a civil lawsuit against the American Embassy to seek compensation for the material and moral damages suffered by the victim. "May God protect Iraq and its people."

وجهت كتلة بدر في مجلس النواب العراقي، اليوم الأحد، طلبًا عاجلًا إلى السلطتين التشريعية والتنفيذية بعد إصابة امرأة بنيران صادرة من السفارة الأمريكية وسط بغداد.

وذكر بيان الكتلة، الذي تلقته /موازين نيوز/، أن "كتلة بدر النيابية تدين بشدة قيام أحد العاملين العسكريين في السفارة الأمريكية بإطلاق النار على أحد المواطنين في المجمع السكني المقابل للسفارة، مما أدى إلى إصابة امرأة عراقية بجروح بليغة في أمعائها. نستنكر هذا التصرف غير القانوني الذي يظهر أن السفارة الأمريكية قد تحولت إلى قاعدة عسكرية تستخدم الأسلحة لإرهاب المواطنين، في انتهاك صارخ لاتفاقية فيينا للعلاقات الدبلوماسية لعام 1961".

وأشار البيان إلى أن "هذا السلوك غير مقبول على المستويين السياسي والدبلوماسي، حيث إن توجيه الأسلحة النارية نحو المجمعات السكنية الآمنة وتعريض حياة سكانها للخطر ينتهك السيادة العراقية كما نص عليها الدستور، ويعد خرقًا لحق العراقيين في الحياة والأمن وفق المادة (15) من الدستور".

وأكد البيان أنه "انطلاقًا من الاعتبارات الوطنية والإنسانية، ندعو السلطتين التشريعية والتنفيذية إلى أداء واجباتهما المنصوص عليها في الدستور والقوانين النافذة لضمان السيادة الوطنية الكاملة وإنهاء جميع مظاهر الوجود العسكري الأمريكي في العراق، وتوفير الضمانات للمواطنين بعدم تكرار هذه الانتهاكات. كما ندعو القائد العام للقوات المسلحة العراقية ومجلس النواب إلى تشكيل لجنة تحقيقية للنظر في ملابسات هذا الاعتداء السافر على السيادة العراقية وحقوق المواطن".

وأعلنت الكتلة تضامنها مع المواطنة المصابة، مؤكدة دعمها لتحريك الشكوى الجزائية ضد المعتدي وملاحقته قانونيًا أمام المحاكم العراقية، بالإضافة إلى تقديم الدعم القانوني لإقامة دعوى مدنية ضد السفارة الأمريكية للمطالبة بالتعويض عن الأضرار المادية والمعنوية التي لحقت بالضحية. "حفظ الله العراق وشعبه".
