There were contradictory claims as to the status of Bassel Jassem Al Jirroh – reportedly killed in a Coalition or Assad regime strike at Hatla.

While the Damascus Centre for Human Rights Studies and al-Natiq described him as a young male non-combatant killed at Al Aziziah Street, the pro-government Tishreen claimed that al-Jirroh was a “terrorist.”

Hassakah News Network also said al-Jirroh was a combatant, but was killed in a Syrian regime airstrike: “Three armoured vehicles were also targeted and five cars equipped with machine guns, as well as terrorist groupings in The Youth housing which led to the destruction of the armoured vehicles and the killing of a number of terrorists.”

In its monthly civilian casualty report for October 2019 – published on December 5th of that year – the Coalition assessed the event as ‘non credible’, noting that “July 7, 2015, in Hatla, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2798/CS092 37SFV090116”.

There were claims that up to 22 civilians were killed and 16 injured in Coalition airstrikes to the west of Mosul. Women and children were reported to be among the casualties.

In a January 2016 report, the United Nations Assistance Mission in Iraq noted: “According to a source, on 1 July, 17 civilians, including four children and six women, were reportedly killed in an airstrike conducted in the al-Rifaie area of western Mosul, Ninewa. 11 other civilians were reportedly wounded. UNAMI/OHCHR was unable to verify the status of all the casualties nor who was responsible for the airstrike.”

In its monthly civilian casualty report for October 2019 – published on December 5th of that year – the Coalition assessed the event as ‘non credible’, noting that “July 1, 2015, in Mosul, Iraq, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2782/CI080 38SLF284206”.

Coalition officials also provided Airwars with a geolocation to within 100 metres of the area reviewed. However, in light of the UN placing this event in the Rifai area of Mosul, the Coalition has re-opened this event for review.

In the first of their March 2020 civilian casualty reports, the US-led Coalition again assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Reports of the incident mention two different neighbourhoods in the city of Mosul: the National Iraqi News Agency reports the strike to have targeted the neighbourhood of Tel Ruman (تل الرمان), for which the coordinates are: 36.3154191, 43.088851. The United Nations Assistance Mission in Iraq mentioned the neighbourhood of Rifai (الرفاعي), for which the coordinates are: 36.354417, 43.098020.

Airwars assessment

A mystery airstrike reportedly killed between 40 and 60 alleged belligerents on January 31st 2015. Xinhua also reported that “scores of others were injured” in the attack, leaving it unclear whether those injured were civilians or militants. It was described by some as a US drone strike – thought the Pentagon denied this.

Abdulkadir Mohamed Nor Sidi – the governor of Lower Shabelle where the strike hit -reportedly told journalists that unmanned aircraft had targeted a training camp and a house which he said belonged to al Shabaab. The governor also claimed: “Unmanned aircraft also hit Shabaab armored vehicles patrolling the Dugule neighborhood in Toratorow village.”

The US military however denied it had carried out the attack, while confirming it was responsible for a drone strike at 9am local time in the Bay region the same day. AMISOM also denied carrying out the attack, saying it did not have the aircraft to carry out such actions. And the Kenyan Defence Force (KDF), which had launched air attacks in southern Somalia, told the Bureau of Investigative Journalism that the strikes were “not within Sector II where KDF is mandated to operate”.

“I can confirm that between 45-60 al-Shabaab militants were killed during the airstrikes…. Some of their officials were killed also in the attack including foreigners,” Nor Sidi said, according to Horseed Media. A local resident told Xinhua: “There was a loud explosion from the village, and we ran away to escape fearing for our lives.”

If a UAV strike, it would have been the most lethal US drone strike since June 23rd 2009 when an attack killed at least 60 in Pakistan, according to Airwars data. Though claimed as a US action, the high death toll is more in keeping with reported Kenya Defence Force attacks against Shabaab. A non-combatant civilian male, Abd Al Rahman Ahmad Bkar, from the town of Al Kussair near Homs was reported killed in an airstrike.

While Syrian Martyrs attributed the strike to the Coalition, VDC blamed the Assad regime. Other reports were unclear. The location of the man’s death was also confused, given variously as Kobane in Aleppo governorate, or eastern al Buwaida, near Homs.

Airwars assessment

The Syrian Martyrs website identified a single non-combatant victim of a reported Coalition strike in Aleppo.  He was also named by the Damascus Centre for Human Rights Research which said he was originally from Idlib, though didn’t specify if he was a civilian or a militant.

However, all other sources described al Jolani as a combatant (sometimes known as ‘The Emir of Jabhat Al Nusra in Aleppo’), who fought with the Al Qaeda-affiliated al-Nusra Front. He was described as having been killed in an assault by the Syrian Army on January 25th.

In a third version of events, the Siraj agency claimed Abu Khadija actually died on January 28th, succumbing to injuries received on January 19th in a Coalition airstrike on his vehicle. Another Nusra Front commander, Abu Omar al-Hamwi, reportedly died at the scene. How the militant commander was then able to tweet four days later is unclear.

Between one and five civilians, including women and children, were killed as the Farigow leper colony near Jilib, Middle Jubba was struck by unknown warplanes, international media reported.

A woman living near the settlement told the Kenyan group Journalists for Justice that the colony was struck by jets by “mid 2014”, killing one person and injuring another three. “Farigow is a settlement of leprosy victims near Jilib. A woman living near there said it was attacked by jets in mid-2014. Three adults were injured and one killed, she reported to JFJ.”

Journalists for Justice said the attack was the same one described by the UN in its Somalia Monitoring Group report for 2014, which stated: “On 20 May 2014, for example, a village at Faragurow, 3 kilometers west of Jilib town in Middle Jubba, was attacked by fighter jets. Some reports claimed that among the dead were ‘2 women, 2 children and an old man.'”

“Unknown military jets fired several missiles” at a suspected Somali pirate base in the northern autonomous region of Puntland a coastguard official told AFP. The target was the village of Gumah, described as being between Hafun and Bargal towns and some 220 kilometres (140 miles) east of Bossaso, the main port of Somalia’s breakaway Puntland state.

At least two civilians were reported injured, whom RBC Radio described as fishermen.

The air strike came near midnight and was apparently unprecedented as it targeted pirates, not al Shabaab. Muse Jama, an elder, told AFP that the two aircraft that attacked his village “came from the sea.”

Which nation the aircraft belong to is unknown. The European Union’s anti-piracy operation had been authorised to launch strikes on Somali coastal territory. But a spokesperson told AFP the EU was “not involved whatsoever” in the strike and refused to comment on who was. Both NATO and the US were also conducting anti-piracy operations at the time, though neither was known to have deployed airstrikes.

Airwars assessment

Two al Shabaab leaders were possibly killed in an alleged US or French-launched air or drone strike in Afgoye, Lower Shabelle, local and international media reported. No sources reported civilian harm.

Missiles were fired at a training camp in Afgoye, Lower Shabelle, according to al Shabaab. An initial report from the Suna Times stated: “US drone attack killed leaders Ahmed Godane and Hassan Dahir Aweys.”

However, these claims were later disputed. Michael Logan, then editor of Somalia Report, later tweeted “Looks like the deaths of al-Shabaab leaders were greatly exaggerated by the TFG, as usual.” A junior al Shabaab member allegedly told Somalia Report that the group suffered “some casualties.”

Associated Press debated who was responsible for the alleged strikes, with both French and US officials publicly suggesting the other nation may have carried out the attacks.

The local time of the incident is unknown.

Reports of the incident mention that the strike took place in the town of Afgooye, for which the generic coordinates are: 2.14158, 45.118698. Strike likely occurred along the road between the two Agoi of Afgooye towns, as Laantbuur is listed where the strike hit. Geolocated to Afgooye as the closest major city. Due to limited information and satellite imagery available to Airwars, we were unable to verify the location further.
