Airwars assessment

Between six and 11 civilians, including up to four children, an elderly woman and a pregnant woman, were killed and up to 77 others, including a woman and five children, were injured by alleged Russian, Syrian regime, or Iranian militia missile attacks with cluster bombs against Maram refugee camp and other refugee camps closeby on November 6, 2022.

A tweet from @MaramFoundation reported that missile bombardments, including cluster bombs, led to the death of six civilians and the injury of 40 more in Maram refugee camp, which houses 900 families. The @MaramFoundation also tweeted that more than 100 tents were partially destroyed and more than 3000 people were displaced from the camp.

@SyriaCivilDefe put the number of deaths at nine, including three children and a woman, and the number of injuries at 75 and added that the attack carried out by the regime and Russia included internationally prohibited cluster bombs, followed by Russian airstrikes that hit farms and forests in the area.

Nine days after the attack, on November 15th, Shaam News reported that a woman who was injured from the bombing died of her wounds, joining her unborn fetus and her child who were also killed. The woman that died was from the town of Khal al-Sabil and with her death, the death toll rose above 10 civilians killed.

The Civil Defense also reported that the child “Azzam” of one of their volunteers named “Hassan Bakir” was killed in the bombing. Saoud Sayah posted on Facebook the full name of the child as Azzam Hussein Jamil Bakir, adding that another child named Amina Anas Muhammad Ali Al-Saraqi also died and that both were from Khan al-Subul.

A tweet from @Hamoudi_Free_Sy identified Amer Al-Ali from the town of Heish as one of the people killed, adding that he had ben deported by the Turkish government two months ago. The Syrian Observatory for Human Rights added that Amer had been forced to sign papers proving his “voluntary return”, which is something that Turkish immigration services have forced Syrian refugees holding “temporary protection” to sign before they return to Syria.

Amir Bakri posted on Facebook the names of injured civilians: Khaled Al-ShamaliKhaled Al-Shamali’s wifeKhaledia Al-Shamali 6 years old, Muhammad Al-Shamali 9 years old, (And the martyr Shahd Khaled Al-Shamali). The post added that a baby girl was also in critical condition without providing other details.

A Facebook post from Rdwan Al Shhawan gave the names of 16 civilians that were injured and killed: Shahd Al Shamali – 13 years old – dead, Mohammed Al Hussein – 45 years old – injured, Roukaya Al Ibrahim – 13 years old – injured, Khaledia Al Shamali – 10 years old – injured, Ibrahim Al Kurdia – 25 years old – injured, Abo Noh (Salet Al Zohour) – 24 years old – injured, Samer Al Shughri – 25 years old – injured, Azzam Bakir – 8 months old – dead, Ali Al Ahmad – 55 years old – injured, Zahraa Bakir – 30 years old – injured, Asmaa Bakir – 40 years old – injured, Haja Al Thaher – 60 years old – injured, Ahmed Inad Al Ibrahim – injured, Unknown – 50 years old – dead, Farah Al Shamali – 4 years old – injured, Kawthar Bakir – 5 years old – injured.

@It5rMYaOg5UnyFi tweeted that one of the people killed was a father of 10 children.

@alkhabour21 reported that seven civilians, including children, were killed and 70 others were injured by shelling carried out by the regime and Russian forces. Euphrates Post reported similar casualty numbers, specifying that among the seven civilians killed were two children and a woman while Middle East Eye reported that at least 10 civilians were killed and more than 77 were wounded, and among the wound were 12 very serious cases.

The Syrian Network for Human Rights specified where the casualties occurred, reporting that “in Maram IDP Camp the bombardment killed five civilians, including four children, while one civilian was killed in the bombing on Wadi Khaled Kamp, and one elderly lady, aged 60, was killed in Mahtat Meyah Kafr Ruhin Camp”. The totals seven civilians, including four children and an elderly woman, were killed.

A tweet from @SAMS_Arabic provided details that Idlib Central Hospital received 16 injuries from the bombing, among them two children and a man died of their injuries and three of the injured were in the intensive care unit. Step Agency reported that the hospitals in the city of Idlib issued distress calls for people to donate blood due to the shortage and the large number of wounded.

The Syrian Civil Defense specified that the bombing was carried out on camps for forcibly displaced persons near the villages of Kafr Jales and Morin and the Wadi Hajj Khaled area, and that surface-to-surface missiles (220mm 9M27-K Uragan) loaded with internationally prohibited cluster bombs. (9N210 and 9N235) were part of the attack. The Civil Defense also accused the Russians of planning the attack in advance due to a statement from the deputy head of the Russian Center for Reconciliation in Syria Oleg Egorov who accused the White Helmets of preparing an attack at the camp that was bombed.

The correspondent for SY-24 focused on “the camps of the displaced in the area, including “Maram” camp and “Wadi Khaled” camp near the town of “Kafr Jales” and that about 30 missiles had hit the area since the early morning. The Syrian Observatory for Human Rights listed Maram, Watan, Wadi Haj Khaled, Kafr Rouhain water station camp, Maureen village camp and Ba’iba’ah camp as all being affected by the attach, which they identified as involving sockets loaded with hundreds of cluster bombs.

Sources were conflicted as to who was responsible for the strikes, with @edlebhealth blaming the Syrian regime while Middle East Eye reported that the incident was a joint attack between Russian and regime forces. Anadolu Agency attributed the incident to the Syrian regime forces and their allied Iranian militias. Al Araby’s corresponded specified that the missiles likely originated from the Neirab military airport, near the city of Aleppo.

On October 29th, 2022, after midnight, one civilian, a woman, was reportedly killed, and two others injured, a man and a child, as a result of an alleged SDF or Syrian regime missile strike on their house in Kuwait Al-Rahman IDP camp, in Afrin countryside, in Aleppo governorate.

Syrian Network for Human Rights (SNHR) identified the woman killed as 30-years-old Samira Mohammad al-Hussein Kerzak. One local source added that she was displaced, and originally from Damascus. Sources described the victims as part of the same family, and the injured as Samira Mohammad al-Hussein Kerzak’s husband and her child. Syria Civil Defense (SCD) reported that two children from the same family also suffered from ‘psychological trauma’ as they saw their mother killed by the strike. Masar Press News indicated that the child injured was a young girl, while @77Mikiy claimed that it was a 6-months infant. The injured were reportedly transported by SCD workers to Afrin hospital to receive first aid. However, according to Abdul Hadi Abu Muhammad, director of Kuwait Al-Rahma camp, interviewed by Al-Araby Al-Jadeed, the infant was transfered to Turkey due to critical injuries.

Some sources claimed that the strike was conducted by the Syrian Democratic Forces (SDF) while others said Syrian regime forces were responsible for the bombing. SCD reported that the bombing came from areas under the control of both the Syrian regime, Russian forces and the SDF. The Syrian Network for Human Rights reported that a rocket launcher was used in the attack. Abdul Hadi Abu Muhammad, director of Kuwait Al-Rahma” camp, interviewed by Al-Araby Al-Jadeed stated that “at two o’clock after midnight on Friday, two missiles landed inside the camp”.Afrin Post claimed that 6 rockets, fired from al-Shahba area, hit Al-Rahman camp.

Following the strike, SCD observed the displacement of a large number of families and described a ‘state of panic’ inside the camp.

The same source claimed that during the month of October, Kuwait Al-Rahman IDP camp and nearby Wadi Al-Hamam camp were bombed 5 times.

The incident occured at 02:00:00 local time.

Between one and two people were killed and up to 14 others, including women and children, were injured in alleged Syrian Democratic Forces shelling of Kuwait Al-Rahma camp in the countryside of Afrin on October 13, 2022.

The @SyriaCivilDefe reported that two civilians were injured by shelling on Kuwait Al-Rahma camp in the countryside of Afrin. The Civil Defense added that they evacuated two families from the camp to a safe place.

@shaamnews tweeted that there were dead and wounded from artillery shelling that came from areas under the control of the SDF. @mzmgr941 put the casualty toll at two young men killed and 14 others wounded, adding that the Al-Jolani Authority (Hay’at Tahrir al-Sham) attacked the ambulances that were transferring the wounded.

@iHHDYROQMHnphnS identified that among the 14 injured were some in critical condition and @ShahbaPress added that children and women were among the wounded and @horryapress noted that IDPs live in the camp.

On September 27th 2022, between two and eight civilians were reportedly injured, including an elderly woman and a young man, when a Russian air strike hit a refugee camp in the Kalbid area, near the Bal al-Hawa border crossing in Syria.

One Syrian Civil Defense volunteer, Hamza Al-Jassem, stated after being at the scene, “it is a difficult feeling that death is chasing you even in the last place.”

Step News reported that the Russian airstrike targeted a military site belonging to a Turkish-backed Syrian opposition faction, which calls itself “Army of God”, near the Syrian-Turkish border. There were reportedly four missiles, and one missile fell into the vicinity of the refugee camp.

Syrian Network for Human Rights reported that shrapnel from the bombardment wounded four civilians on the main road near the base in the area.  It also reported that the attack caused “panic and terror among the internally displaced people, especially students in the camps, as the missile strike was around school hours.”

Two civilians, a man and his minor son, were killed and another man, who is alleged to be a civilian or a member of ISIS, was injured during an airdrop operation carried out by the Coalition and the SDF in the village of Al Baydar on September 20, 2022.

According to the Euphrates Post, Muhammad Al-Shalash and his son Abadi Al-Shalash were killed during a raid carried out by the SDF (Syrian Democratic Forces) along with the Coalition in the village of Al Baydar.

Eye of Euphrates added that the father and son were shot when the American forces and the SDF were trying to arrest a displaced person from the countryside of Aleppo and residing in the village who had fled to the home of the Al-Shalash family and was firing at the raiding forces. The correspondent added that a third civilian was wounded by a bullet and taken to the hospital and that the intended person was arrested during the raid.

@AlkneterOthman tweeted that the wounded person is the other son of Muhammad and Baladi News provided the name of the wounded son as Muhammad Al-Shalash, detailing that he was taken to Raqqa hospital for treatment of his injuries. According to Nedaa Post, the wounded son Muhammad was the intended person to be arrested and was arrested on charges of “working in the ranks of ISIS cells in the area”. The three men had only been in the area for ten days and were displaced from a village in northern Aleppo.

Shaam News disputed that the injured person was a member of ISIS, referring to him as a civilian, and reporting that the SDF “raided the house because it received information about the names of wanted persons, who are relatives of the owner of the house that they raided, but instead of raiding the house of the wanted persons, they mistakenly raided another house.”

@DeirEzzore identified Abadi, the son that was killed, as being a minor, and reported that the raid occurred at approximately 3:30 in the morning. @DeirEzzore added that the father and son were from “the Al-Bureij clan – Al-Aliat”.

All of the sources referred to the incident as a joint operation between the SDF and Coalition, with some sources blaming the shooting on the SDF while others attributed the shooting to the Coalition.

Between two to seven civilians were killed including one to three children and seven to 16 other civilians were wounded, in an alleged Russian airstrike destroying a house and a stone sawmill in Hafsarja in Idlib province on September 8th, 2022.

Al Khabour news reported the lowest number of civilians killed at two and the Syrian Civil Defense, Shaam News, and multiple other sources reported the highest death toll with seven civilians killed including between one to three children. Abdo Al-Tayfur Abu Lama and his two children Ahmed Al-Tayfur and Madyan Al-Tayfur were reportedly killed in the strikes. They were internally displaced persons from a village named Dana who were living in Idlib and the father worked at the sawmill. Hafsarja deaths also named Bilal Abdul Majid Staifi, a young adult as a victim of the airstrikes. Furthermore, Abdulkarim Khaled Awaida (Oweida) and Shahem Abdul Eid were also killed. Awaida was a child and Abdul Eid was either a young adult or a teenager. Additionally, the reports named Tayseer Mohammed Al-Daher as killed in the attack. @MMCSYR noted that the victims of the attack were workers ‘trying to survive and support their children’ and that it was a ‘massacre’. @omar_madaniah also posted a photo of a man holding a hand torn from the body of one of the victims after the strike.

The number of civilians wounded varied from seven injured according to @MMCSYR, 11 according to SNHR and 16 according to @fatina_sam98. Overall, the @SyrianCoalition confirmed that the toll was ‘indefinite’ and continuously rising.

The airstrike was allegedly undertaken by three to four Russian ‘fixed-wing warplanes’ who launched 11 to 16 consecutive air raids on a house and a stone sawmill as they took turns firing the missiles. These were reportedly ‘loaded with cluster bombs’ and the SOHR alleged that surface-to-surface missiles were used. Furthermore, Radio Al Kul news and SY-24 noted that vacuum missiles were simultaneously used in the attack. The air traffic observatory reported that four planes were seen taking off from the Russian Hmeimim base which then circled above Hafsarja, launching the attack. The debris and shrapnel resulting from the attack also hit an informal IDP camp located 200 metres away from the workshop causing mass damage to the infrastructure. The SNHR stressed that the attack by Russian forces violated the ceasefire agreement in place between Russia and Turkey which came into place on March 6th, 2020.

The incident seemed to take place during the day as the videos and photographs indicate. More specifically, ‘Observatory 80’ wrote to Enab Baladi informing them that two Su-24, Su-34, and Su-35 warplanes departed from the Russian air base at 10:22 in the morning to launch their attack. The location of the incident was in the west of Idlib city in the town of Hafsarja.

The missile fire was an alleged Syrian regime or SDF (PYD/PKK) action.  Local sources were reporting the event as the “Al Bab massacre” due to the high death toll.

One of the missiles hit the four way intersection known as Khamis Local Market in Al-Bab’s Al Sharqi neighbourhood, according to Syrian Network for Human Rights.

MMC reported that the death toll rose to 14 with up to 38 wounded including five civilians who remained unidentified.

One woman who was killed was allegedly displaced from Deir ez-Zor governorate. Another civilian reportedly killed, Tayseer Ramadan, was reportedly displaced from Maarat al-Numan. The Syrian Civil Defense reported that the area, Al Bab, has become “the last refuge for thousands of families that have been displaced by the regime forces and Russia and are living in an acute humanitarian crisis.”

MMC reported that the Director of the Media Center of the Syrian Democratic Forces, Farhad Shami said, “our forces have nothing to do with the bombing of the city of Al-Bab”, denying the responsibility of the PYD/PKK.  Syrian Network for Human Rights reported that six missiles hit the town of Al Bab and they have so far been unable to identify the source of the missiles. They believe that it is a result of either Syrian regime forces or by the Syrian Democratic Forces due to the location of the strike, coming from areas jointly controlled by both actors.

One volunteer from the Syrian Civil Defense reported, “everything is stained with blood, the smell of death is everywhere, the scene is very harsh, people, body parts and children, they are all people descending looking for their livelihood…it is clear that the criminal who bombed the city aimed to kill the largest number of civilians and children, because a missile targeted a school, and thank God, today is a holiday, otherwise the tragedy would have been greater.”

Airwars assessment

One civilian was reported killed on August 9th 2022 in the village of Al-Salmsaa, southwest of Tal Tamr district in Syria, as a result of alleged Turkish military artillery.

The incident was reported to have taken place at approximately 3:30am in the morning, which allegedly resulted in the death of Ibrahim Mohammad Hashi, aged 55. He was reportedly displaced from the village of Al-Sebatiya, northwest of Tal Tamr district.

Hashi was severely injured in this attack and was taken to Hasaka Hospital where he was confirmed dead.

The incident occured at 03:30:00 local time.
