At least three civilians were reported killed when an airstrike struck the popular market in the city of Ma’arat Al Nu’man south of Idlib in the morning of June 3rd, 2019. Local sources reported that the market was struck with at least three missiles, also described as “rocket-propelled grenades”, although Smart News Agency claimed the use of a total of four missiles. According to Shaam News, the raid was carried out by the Russian Air Force and Syrian regime helicopters.

Most sources reported that among the three killed civilians was one woman. According to Smart News, the other victims were a woman and a man. The source added that 20 civilians were wounded.

The Syrian Observatory for Human Rights put the death toll higher and claimed that a total of four civilians were killed, including a woman.

In a report in October 2020, Human Rights Watch wrote that “On June 3, 2019, the last day of Ramadan, at about 11 a.m., an aircraft released four munitions, one at a time, onto an extension of the town’s main market. The market was particularly full that day because of people shopping for Eid.”

HRW spoke to Obeida Zikra, the Syrian Civil Defence team leader in Ma’arat Al Nu’man, who stated that “two munitions hit the roof of the market and two others struck inside the market. Zikra said that when he arrived at the scene, he saw a fire burning in one of the shop stalls and many wounded people on the ground.”

HRW analysed several photos and videos of the scene: “The videos and photographs show damage to at least 15 market stalls and shop fronts, debris on the street, damage to motorbikes, a man who seems to have had his right leg severed by the attack being carried on a stretcher to an ambulance, a severely injured or deceased man, and two injured men in the back of an ambulance.”

The SCD team leader told HRW that he was unaware of any military objectives in the vicinity of the site before or at the time of the attack, “nor were there signs of military weapons, equipment, or personnel in the imagery reviewed”.

The incident occured at approximately 11:00 am local time.

Three sources named the victim of the airstrikes as Abdel Qadir al-Salloum.

Syrian Network for Human Rights and other sources claimed that “missiles were fired near Martyr Fajr al Ismail School”, with this source also reporting that the airstrikes “destroyed the school’s building and fence, and damaged its furniture.”

Shaam News reported the death of two civilians in airstrikes on Al Zakat, Hama, June 2nd.

The two victims were identified as Dia’a Muhammad Al-Essi and Asia Al-Saleh. The injured woman was identified as Mahasen Al-Kamel. The three civilians belong to the same family.

This source attributed the fatalities to “the Russian Air Force and the Assad Air Force”, and made reference to the use of phosphorous in their account of a number of airstrikes, including the incident in Al Zakat on June 2nd.

@ShahbaPress reported “civilian casualties following intensive Russian and Syrian regime raids on the town of Kfar Zeita in rural areas of the northern Hama.”

The Facebook account “Lens of Khan Sheikhoun and its countryside post” wrote: “Targeting the town of Kfar Zeita in the northern countryside of Hama with burning phosphorus and napalm missiles by the Russian camp in the village of Bredij.” No other sources reported the use of chemical weapons.

@MasarPressNet wrote that Russian aviation used vacuum missiles to target the town. @Step_Agency also reported airstrikes, but did not specify a belligerent and only reported material damage.

Three men were killed and up to six others were injured in alleged Russian or Syrian regime airstrikes on the village of Al Ziyadiya, Idlib governorate, on May 31st, 2019, according to local sources.

The village of Ziyadiya was struck by artillery shelling believed to have been carried out by the Syrian regime forces from its headquarters in Camp Gurin, in collaboration with the Russian Air Force. Local source Smart News reported that a medical source, who declined to be named, said that three civilians were killed and six others were wounded.

According to the Syrian Network for Human Rights, “three civilians from the same family were killed in a shelling by Syrian regime forces missile launcher on al Ziyadiya village which administratively a part of Jisr al Shoghour city in Idlib governorate western suburbs, on May 31.”

The Syrian Human Rights Committee identified the victims as Khader Al Arif (50), Ibrahim Eid Al Arif (30) and Hamid Al Jum’a Al Arif (19).

Several resources reported that rocket-propelled shelling was used. While most sources blamed the Syrian regime, Shaam News Network blamed both the regime and Russia.

Up to two civilians, including a child, were reported killed in alleged Russian or Syrian regime airstrikes on Kfarouma, Idlib, May 30th, 2019, according to local sources.

Step News and Syrian Network for Human Rights stated that a father and a daughter had died in the bombardment. Meanwhile, Local Coordination Committee for Syria only referred to “wounded civilians”, and Smart News reported one fatality, as did the Syrian Observatory for Human Rights who said that a child had died from injuries sustained in a regime bombing. Smart News reported one civilian death and that “others were wounded”

Syrian Network for Human Rights recorded the victims of the attack as Zainab Bashar Al Hamad, and her father. Abu Othman and Mohammad Haboush on Facebook named the father as Bashar Al Hamad Al Daraawi from Dara’a and added that Al Hamad was “in the ranks of the Free Syrian Army” at the time of his death. According to Haboush, Al Hamad was injured in battle in Hama in 2015, leading to the amputation of his foot or leg, but continued to be involved in the armed movement. It remains unclear whether Al Hamad was on duty when he was killed alongside his daughter.

Qasioun News wrote that the regime warplane shelling destroyed the commercial market in the town. The Syrian Network for Human Rights also reported that “Syrian regime fixed-wing warplanes fired missiles near Al Rahman Mosque in Kfarrouma village in Idlib governorate southern suburbs, severely destroying its building and furniture, on May 30.”

Local Coordination Committee for Syria referred to “successive airstrikes”, but did not positively attribute blame for the attack. Russia was named by Step News as the active belligerent, while most other sources attributed the strikes to the Syrian Regime. Shaam News Network blamed both Russia and the Syrian regime.

A man and two women were killed in alleged Russian or Syrian regime airstrikes on Sufwhen, Idlib governorate, on May 28th, 2019, according to local sources. Up to five civilians, including a Syrian Civil Defence volunteer, were reportedly injured.

Shahba Press claimed that one woman had been killed and an unknown number of others were injured in the strike, while Edlib Media Center and Syrian Network for Human Rights reported the death of two women and one man.

The Facebook page of Sufwhen Town Media Center identified the victims as Qasim Muhammad Al Jisri and presumably his daughter Asia Qasim Al Jisri, and a woman named Radia Hassan Al Awad.

Horrya News wrote that in addition to three deaths, five civilians, including a Syrian Civil Defence volunteer, had been injured. @mo3atasem91 tweeted that a child and a woman had been injured.

Several sources reported helicopter strikes with barrel bombs.

Both @so_ria98 and Smart News agency attributed the strike to Russia, while others named the Syrian regime as the responsible belligerent.

At least four civilians, including two children, were killed and at least 12 others were injured in alleged Russian or Syrian regime airstrikes on the town of Khan Al Sabin, Idlib governorate, on May 28th, 2019, according to local sources.

In what Shahba Press referred to as “heavy air raids”, Syria Civil Defense claimed that five civilians were killed, including three children and a woman, while the Syrian Network for Human Rights stated that at least ten civilians, including three children and two women, died in the airstrikes.

Idlib Plus initially reported the “martyrdom of a girl and the injury of two others”, yet later stated that four were killed in the attack, as the understanding of events unfolded.

Sa’oud Sabah posted a list of the victims of Facebook, including the names of four killed victims. The children Hamdo Jaber Al Bakour and Weam Ghayath Al Bakour were among the victims. In addition, the source reported that 13 others were injured, including an unnamed two-month-old child. According to the source, the town was targeted with four raids by eight helicopters.

The Syrian Observatory for Human Rights wrote that three of the four killed civilians were children. @ShahbaPress reported “dozens of injured”.

Local Coordination Committee for Syria claimed that “eight helicopters bombarded the town with explosive barrels”, while Idlib plus referred to “high-explosive missiles”.

Multiple sources, including Idlib Plus, documented the “targeting of the Al Siddiq mosque”, and Syrian Network for Human Rights stated that the strike “partially destroyed the mosque’s building, and severely damaged its furniture” leading to the mosque being out of service. The Local Coordination Committees of Syria wrote that the mosque had been targeted with rocket-propelled grenades.

While some sources, such as the Syrian Network for Human Rights, blamed the Syrian regime, others including @OrientNews, pointed to Russian forces or to both Russia and the Syrian regime.
