AFRICOM reported the following day that it had “conducted an airstrike targeting al-Shabaab militants in the vicinity of Quy Cad, Somalia on November 20, 2018.”

It added: “We currently assess this airstrike did not injure or kill any civilians.” However, AFRICOM claimed that the airstrike “killed seven (7) militants”.

In a subsequent FOIA response obtained by journalist Joshua Eaton in May 2019, AFRICOM again confirmed it had struck on this date what it says were “al Shabaab fighters”, in the vicinity of Quy Cad, Somalia.

No additional information is presently known about this event.

To support the Federal Government of Somalia’s efforts to degrade al-Shabaab, U.S. forces conducted an airstrike targeting al-Shabaab militants in the vicinity of Quy Cad, Somalia on November 20, 2018.

We currently assess this airstrike killed seven (7) militants.

We currently assess this airstrike did not injure or kill any civilians.

This precision airstrike was conducted in coordination with and in support of the Federal Government of Somalia as it continues to degrade al-Shabaab. On November 20th 2019, AFRICOM reported that it had “conducted two (2) airstrikes in the vicinity of Debatscile, Somalia targeting al-Shabaab militants on November 19, 2018”. These are recorded as separate events, with the other that day near Quy Cad.

AFRICOM asserted: “We currently assess these airstrikes did not injure or kill any civilians.” It also claimed that this “second, separate airstrike killed ten (10) militants”.

A US defense official told CNN that they were both carried out by a drone.  Voice of America noted that “Local sources tell VOA’s Somali Service that the attacks took place in the vicinity of Dabad Shil, about 60 kilometers north of Harardhere, a town in the Mudug region. Locals told VOA Somali that the strikes targeted al-Shabab vehicles and militias.”

In a subsequent FOIA response obtained by journalist Joshua Eaton in May 2019, AFRICOM confirmed it had struck what it says were “al Shabaab fighters”, in the vicinity of Debatscile, Somalia.

These precision airstrikes were conducted in support of the Federal Government of Somalia as it continues to degrade al-Shabaab. Airstrikes reduce al-Shabaab’s ability to plot future attacks, disrupt its leadership networks, and degrade its freedom of maneuver within the region.

Alongside our Somali and international partners, we are committed to preventing al-Shabaab from taking advantage of safe havens from which they can build capacity and attack the people of Somalia. In particular, the group uses portions of southern and central Somalia to plot and direct terror attacks, steal humanitarian aid, extort the local populace to fund its operations, and shelter radical terrorists.

The desired end state in East Africa is one in which terrorist organizations cannot destabilize Somalia and its neighboring states, nor threaten the interests of the U.S. and its international allies in the region. Accordingly, U.S. Africa Command will continue to work with its partners to transfer the responsibility for long-term security in Somalia from the African Union Mission to Somalia (AMISOM) to the Federal Government of Somalia and its Member States.

AFRICOM reported that the previous day it had “conducted two (2) airstrikes in the vicinity of Debatscile, Somalia targeting al-Shabaab militants on November 19, 2018”. This entry records the first of of these events.

AFRICOM asserted that “We currently assess these airstrikes did not injure or kill any civilians.” It also claimed that “the first airstrike killed twenty-seven (27) militants. This precision strike was a planned and deliberate action.”

A US defense official told CNN that the strikes were carried out by a drone and that the target of this one was an al Shabaab camp. Also, this strike was a “planned and deliberate action” which killed 27 al Shabaab fighters, according to AFRICOM.

Voice of America suggested a near location for both strikes: “Local sources tell VOA’s Somali Service that the attacks took place in the vicinity of Dabad Shil, about 60 kilometers north of Harardhere, a town in the Mudug region. Locals told VOA Somali that the strikes targeted al-Shabab vehicles and militias.”

Airwars assessment

Airstrikes by an unknown party destroyed part of an al-Andalus radio station in Jilib – a propaganda service run by the terror group al Shabaab. At least one person described as a journalist was reported injured or killed.

According to Middle East Monitor, “An air strike; believed to be American, has destroyed the Al-Andalus radio station; the main media platform for Somalia’s al-Shabab group in the city of Jilib in Middle Juba region, south of the country. The radio station broadcasts daily news about the attacks carried out by the rebels against government sites.

“Somalia’s Sonna news agency quoted security sources as saying that the city of Jilib witnessed last night air raids against various locations where the fighters were stationed. The sources said the radio station was one of the target sites, adding that the station’s headquarters was completely destroyed, and all those who were inside were killed.”

Voice of America reporter Harun Maruf also noted the event, though said he was unsure of the date of the alleged attack: “Al-Shabaab’s Andalus radio station in Jilib town hit in airstrike, Somali Govt radio has reported. The station didn’t specify when the strike took place. Jilib is an Al-Shabaab stronghold in southern Somalia.”

US military officials publicly denied responsibility for the attack – though this left open the possibility of CIA involvement. The radio station was again targeted on January 20th 2019 by an unknown party – killing five more individuals described as al Shabaab journalists according to local reports.

Airwars assessment

An alleged Coalition airstrike targeted a residential area and reportedly killed between eight and 23 civilians, in what local sources described as “a massacre”.

According to Sana News, 23 civilians died as a result of the airstrike. Step News  and Euphrates Post reported that a total of 20 people died. Step added that 17 belonged to the same family of Al Hamid al-Saleh Al Abdullah, of whom many were women and children.

The Syrian Network for Human Rights first reported 10 civilian deaths as a result of the strike, including four women. It later added that the death toll had risen to 18 and that all victims were of the same family, including 14 children and three women. Most other media sources reported similar numbers between 17 or 18 civilians of whom most were reported to be women and children of the same family.

Deir Ezzor 24 reported the lowest number of civilian casualties and put the death toll at eight.

Free Deir Ezzor Radio posted that several civilians were injured in addition to the family members who died. According to Step News, it was one female family member who survived.

According to Jisr TV, the family was displaced and had fled Coalition bombing and Kurdish militias on their border village in search of safety in the town of al Soussa.

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

For November 14th-20th 2018, the Dutch MoD reported that Dutch F-16’s supported ground troops in the fight against IS during 10 missions. Weapons were deployed during 3 missions above Deir Ezzor in Syria, targeting IS warehouses and fighting positions.

Between 20 and as many as 60 non-combatants died in an alleged Coalition airstrike on Al Sha’afa, according to local media. A number of sources including Baladi News and the Syrian Unified Observatory, reported that the airstrikes hit both the towns of Al Sha’afa and Al Kashma, killing mostly civilians including women and children.

According to Sana News at least 60 civilians were either dead or injured as a result of the alleged Coalition airstrike on Al Sha’afa.

The Syrian Observatory for Human Rights reported that it monitored the recovery of the bodies of at least 28 people after the airstrike on Al Sha’afa including 22 ISIS family members. It said that among the victims were eight “citizen women” and nine children under the age of eighteen. The Observatory later added that the toll of civilian casualties had risen to 32 civilians from the families of ISIS, including 13 children under the age of 18, and 12 women, while an additional 6 casualties were found to be IS members. Dozens of civilians were reportedly injured.

UNICEF published a statement in response expressing that “UNICEF is alarmed by recent reports of up to 30 children who have been killed in recent violence in Al Sha’afa village, in eastern Syria.”

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

From Nov 7th – 13th, France reports that the three CAESAR guns carried out 49 ‘fire’ missions from the Iraqi territory – 35 illumination, 14 destruction. Aircraft conducted 18 sorties and 1 strike in support of forces on the ground in Syria.

Ainsi, du 5 au 11 novembre, un groupe d’instructeurs s’est rendu au poste de commandement de la 24ème brigade pour former pour former 20 stagiaires irakiens aux techniques du combat urbain. La TF Narvik forme et conseille les membres de l’Iraki Counter Terrorism Service (ICTS). Elle dispense actuellement des instructions au combat débarqué et au recueil de renseignement. Les bases aériennes en Jordanie et aux EAU en appui des opérations Au sein de la coalition, les aéronefs français basés en Jordanie et aux Émirats arabes unis poursuivent leurs actions contre Daech. Cette semaine, les aéronefs de l’opération Chammal ont réalisé 18 sorties aériennes (bilan du 7 au 13 novembre inclus) et conduit 1 frappe, en appui des FDS en Syrie. Bilan total de l’action du pilier appui aérien depuis le 19/09/14 : 8636 sorties / 1479 frappes / 2278 objectifs neutralises.’

Airwars assessment

Between four and 26 civilians died in alleged US-led Coalition airstrikes on the town of Hajin on November 10th, 2018, according to local sources. An unknown number of others was injured.

Sources claimed that many of the victims were women and children. Sana News put the death toll at four, reporting that “the US-led coalition carried out airstrikes on residential buildings in Hajin city 110 km east of Deir Ezzor city, claiming the lives of two children and two women, and wounding others.”

Syrian Unified Observatory reported 10 killed civilians, also stating most of them were women and children. According to Sound and Picture, 26 civilians died in the airstrikes while attempting to flee the ISIS-held area. Local SDF forces had attempted and failed to negotiate with ISIS an evacuation corridor from the town around this time. 

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition deemed this incident credible and assessed that “Coalition aircraft conducted a strike on ISIS terrorists in a building. Regrettably, one civilian was unintentionally wounded due to their proximity to the strike”, which differs from the toll of civilian casualties given by other sources.

Airwars assessment

Local media reported that between 11 and 26 civilians died in an alleged Coalition airstrike on Hajin, in what some sources described as “a massacre”. 

In June 2019 the Coalition accepted responsibility for just one death in this event, with their monthly civilian casualty report noting: “Near Hajin, Syria, via media report. Coalition aircraft conducted an airstrike against a Daesh facility. Regrettably, one civilian was unintentionally killed due to their proximity to the strike.” Officials confirmed to Airwars that this matched our event CS1827.

Airstrikes were carried out in Hajin and Al Shaafa on the same day according to locals, and most sources reported on a combined number of civilian casualties as a result of airstrikes in both places. Zaman al Wasl News reported the death of 11 civilians, but did not specify the number of  casualties in each location.

Smart News and Al Haal added that air and artillery strikes were allegedly carried out by both the Coalition and the regime. The Coalition itself later complained of multiple strikes by an unnamed party (presumably the regime) into the Hajin Pocket. According to Al Haal’s named source, 18 civilians died in addition to six members of ISIS and dozens of wounded. 

This particular airstrike in Hajin allegedly targeted “Mohammed al-Latta’s shops, on al Ishreen Street”, a site which reportedly housed ISIS families and weapons. 

Reuters reported that the Syrian government protested to the United Nations about an air strike by the US-led coalition against Islamic State which it said killed 26 civilians in Hajin – to which the Coalition’s spokesman replied that the alliance had “successfully struck and destroyed an ISIS (Islamic State) observation post and staging area in Hajin, void of civilians at the time”. 

Sana News described the event as a “massacre” that claimed the lives of two children and two women, who were reported to be of the same family by the Syrian Network for Human Rights.Euphrates Post named five victims, all from the same family.

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

In May 2020, in its annual civilian harm report to Congress, the Pentagon declared this as a US event.
