Airwars assessment

An alleged Palestinian rocket struck a private home in the city of Ashdod, southern Israel on May 11th, 2021 injuring between two and nine civilians, including a child, according to local reports.

Ashdod Net said rescue workers and staff at the Assuta Hospital attended to nine patients with minor injuries, including one child.

@manniefabian reported that there were “2 light injuries according to initial reports”.

The strike came as part of a wave of rocket attacks against the cities of Ashdod and Ashkelon. Police announced that two rockets had struck the city of Ashdod according to Emanuel Fabia, a journalist with The Times of Israel. There were reports of as many as 11 casualties reaching hospitals in the city of Ashdod however it was not possible to say which strikes these casualties were attributed to, and so are not included in this assessment.

Ashdod Net uploaded a video from the scene of the alleged strike which showed extensive damage to the interior of a building.

The incident is believed to have taken place in the late afternoon. Various sources alleged that the rocket was launched from the Gaza Strip and by the “resistance”.

As many as eight to eighteen civilians were injured and at least one civilian was killed by a rocket allegedly fired from Gaza which struck the city of Holon, Central Israel, at around 9pm on May 11th, 2021, according to local media reports.

Mynet reported that the rocket struck next to the line 4 bus injuring four passengers critically. Mako News reported that eight people were evacuated to hospital including a 30 year old woman, 50 year old man, and a 5 year old girl.

Mynet named the girl Orian and reported her twin brother was also injured in the attack.

Mynet also reported that “six people were injured at the scene” but a “total of 18 patients came from the inident, of which 1 was severe in the operating room and 1 severe in the shock room.”

Spartak Zevulun, a local shopkeeper who was outside his store when the rocket struck, gave an interview to Mako News from Wolfson Hospital where he was being treated for chest and back injuries.

France 24 and the Alhurra Post reported that a woman was killed in the bombing.

Sources vary in the number and severity of injuries reported.

France 24 carried an announcement by Hamas that it had launched 130 rockets towards the city of Tel Aviv on Tuesday evening. Shihab News also posted a video with the caption, “the moment the Al-Qassam, M-M rockets landed in Tel Aviv, and there were casualties.”

Up to seven civilians were killed, including two children, and as many as 34 people were injured, when an alleged rocket fired by a Palestinian armed group landed in Saleh Dardouna Street, near the al-Omari Mosque in Jabalia, north Gaza on May 10th 2021, according to multiple sources.

An investigation by Human Rights Watch revealed that seven civilians had been killed. The victims were named as: Bara al-Gharabli, 6; Mustafa Mohammad Obied, 14; Mousa Khamees Junied al-Zain, 20; Raed Abu Warda, 33; Nabeel Noman Dardona, 24; Ismat al-Zain, 50; and Basheer Aloush, 54. Fifteen people were said to have been injured, including five children. A shopkeeper who witnessed the strike identified one of the injured children as Mohammed Shaban.

In a report published on May 11th 2021, Defence for Children International – Palestine, said eight civilians had been killed and as many as 34 injured, 10 of them children. Mustafa Mohammad Mahmoud Obaid, 16, was killed in the blast, and five-year-old Baraa Wisam Ahmad al-Gharabli succumbed to his injuries around 11 p.m. on May 10.

Another man, Zakaria Ziad Alloush, was also reported to have been killed. Tributes were paid online by relatives who identified Basheer and Zakaria Alloush as uncle and nephew respectively.

Four people, who were on the street at the time, said they saw a rocket rise into the sky above them and then fall to the street. Two adults said they saw the rocket approach from the northwest. Human Rights Watch spoke to a relative of one of the deceased who was at the scene. He gave the following account: “At about 6 p.m. I was standing near the entrance to the local market on Martyr Salah Dardona Street. I was near about 50 people who were close together in the street. Some of them were there to get food for poor people, cooked by locals wanting to help the poor during Ramadan. Suddenly, I heard a barrage of rockets being fired and I looked up and saw them rise in the air. I saw one rocket rising in the shape of a spiral and then it came down in the middle of the street about 10 meters from where I was standing.” The relative said that among those killed and injured were a father and a child washing a car, a man riding a motorbike, a child coming to get a plate of food, a woman exiting a hairdresser’s shop, and a child playing in front of a bicycle shop. The relative later spoke to a person who told him that six rockets had been launched from the Sheikh Radwan area of Jabalya.

The wife of one of those killed gave the following account: “[My husband] had just come home from work. He had bought sweets and new clothes for everyone, in preparation for Eid [Muslim holiday marking the end of the holy month of Ramadan]. Before he left, he gave the kids some sweets and kissed and hugged them. Then he asked me to look after the kids, as he wanted to buy one more thing. He told me he wouldn’t be delayed, as he was feeling tired. But he never came back.”

Some sources, including accounts from relatives of the victims, reported that Israeli forces were responsible for the strike. Human Rights Watch determined, based on witness accounts during site visits, munition remnants, and a review of video footage, that the casualties had been caused by a Palestinian rocket. Defence for Children International – Palestine came to the same conclusion citing Palestinian security sources and explosives experts.

The website NGO Monitor reported that one of the deceased, Issmat Shaaban Al-Zain had been a member of the Izz Ad-din Al-Qassam brigades. Al Qassam verified that he was a member, posting in their Telegram channel “The martyr Al-Qassami Mujahid / Ismat Sha`aban Al-Zein from Jabalia Al-Balad, who was martyred during the battle of #Saif_Al-Quds”. The Israeli Defense Force also identified Raed Abu Warda as “a Hamas terrorist operative [who] was killed in a failed jihadist launch” but Raed’s name was not posted in the official Al Qassam Telegram channel.

A missile, allegedly fired from Gaza, struck an ambulance injuring the driver in the Western Negev region of Israel on May 10th 2021, according to local reports.

The Magen David Adom medical service, which operates the ambulance, said the vehicle was struck by a rocket whilst traveling to attend to a call. The driver was treated by his colleagues for mild injuries and taken to Soroka Hospital, according to the source.

Israeli media outlet I24 described the munition as an “anti-tank projectile” and reported that the Palestinian militant group Islamic Jihad had claimed responsibility for the strike.

The Wall Street Journal reported that Hamas had claimed responsibility for the attack saying it was “in retaliation to [Israel’s] crimes and aggression on the holy city and brutality against our people in Sheikh Jarrah and Al Aqsa Mosque.” According to the source a spokesman for the group, Abu Obeida, said it would step up its attacks if Israel ramps up theirs. However, it is unclear if Hamas was specifically referring to this incident as they only referenced targeting Jerusalem.

A video, posted to the Magen David Adom Twitter account, shows one of its vehicles with a broken window. According to the source, the strike took place between the hours of 19:00 and 22:30.

One Israeli civilian was reported injured when a guided missile, allegedly fired from Gaza, struck a vehicle in the town of Nir Am in the western Negev region of southern Israel on May 10th 2021, according to local reports.

Quds 10 said: “A settler was injured and an Israeli vehicle was set on fire by a guided missile in the northern Gaza Strip.”

Al Makdesy Media reported the unnamed 49-year-old man from Sderot was treated for injuries to his face and limbs by the Magen David Adom medical service. He was later transferred to Barzilai Hospital for treatment, according to the source.

A video released on the evening of May 10th 2021 by the Palestinian militant group Islamic Jihad, appeared to show footage of the strike which took place not far from the border with Gaza.

Another video posted to twitter by Matan Tzuri appears to show the aftermath of the strike in which a vehicle can be seen ablaze.

The Palestinian Information Center quoted Hebrew sources as saying the strike was the result of rocket fire.

The strike took place in the evening according to Walla News.

The local time of the incident is unknown.

At least three civilians were injured in alleged Turkish artillery shelling on the village of Saida in Ain Issa on April 29, 2021.

According to Almasirah, “a number of civilians were injured as a result of the Turkish occupation forces and their mercenaries… with artillery shells on the perimeter of the town of Ain Issa.” The artillery shells struck “the population centers in the village of Saida and the vicinity of Ain Issa town and the roads leading to it,” resulting in injuries and damage to homes and property.

The Syrian Observatory for Human Rights reported that “the bombardment targeted a petrol station on the western outskirts of Ain Issa, which injured three people and burned down an oil truck.” Turkish forces had also reportedly shelled similar areas the day before, April 18th, but no casualties were claimed.

Various other sources also reported that alleged Turkish shelling occurred in residential areas and caused injuries and damage to property, but did not identify how many civilians were injured. All of the sources attributed the shelling to Turkish forces or pro-Turkish factions.

At least one civilian was killed and between one and two civilians were injured in an alleged Russian missile strike in the vicinity of Qah and Salwa towns the afternoon of March 21, 2021.

Multiple sources, including Syrian Civil Defense and Reuters, reporting that the strike was ” a surface-to-surface missile.” Idlib EMC stated that “Russian battleships on the Syrian coast, with a ground-to-ground missile, targeted the town of Qah.” Other sources referred to the strike as a ballistic missile or a long-range missile. Syrian Observatory for Human Rights reported that at the time, “it is not known yet if the missile was fired by a warship near the Syrian coastline or from the Russian base in Hmeimim.”

The location struck was identified as being near internally displaced persons camps and Jisr Press specifically reported that the missile landed near Atmeh Camp. Step News reported that ” a long-range ballistic missile fell on the headquarters of the 23rd of the Sham Legion,” a Syrian opposition faction, and the civilian and animals injured and killed were close to the vicinity. The area struck was also identified by Syrian Observatory for Human Rights as being “a military headquarters of opposition faction”  but that the area contains “a large number of refugee camps which host displaced people” and is near the “Syria border with Iskenderun region.”

According to Syrian Civil Defense, the strikes resulted in ” the serious injury of a civilian and the death of a number of livestock.” Jisr Press reported “the death of a large number of livestock and the injury of a shepherd in the aforementioned area. It is reported that he later died of his injury.” A tweet from @dr_aalassad identified two civilians as being injured and Al Modon news reported that the strike “resulted in the injury of a child who was grazing sheep in the area.”

Images posted by SCD Idlib show animals that were killed in the airstrike and White Helmets inspecting the area. A video posted by @Step_Agency and images posted by other sources show the smoke cloud in the sky following the strike.

Syrian Civil Defense attributed the strike to regime and Russian forces, while all other sources identified the strikes as being Russian, from the Russian base in Hmeimim, or from Russian battleships.

The incident occured in the afternoon.

Between three and eight civilians, including two children and a woman, were killed and between 11 and 22 others were injured in alleged regime or Russian strikes at Al Maghara Hospital in Al Atareb, Aleppo in the morning on March 21, 2021.

Syrian Civil Defense and other sources, including @HalabTodayTV, identified artillery shelling as the cause of the injuries and damage and France 24 reported that six shells struck the city while Syrian Observatory for Human Rights reported about six rocket-propelled grenades and Syrian Network for Human Rights reported three mortar shells striking the hospital. According to DW News, dozens of rockets and heavy artillery shells struck Al Maghara Hospital. Syrian Archive reported the time of the incident from 8:41-8:45AM.

In a preliminary outcome reported by Syrian Civil Defense, “3 civilians, including a child and a woman…and 15 other medical personnel working at Al-Atareb City Hospital and the visitors were injured this morning.” Syrian Civil Defense later posted that the death toll ” increased to 5 civilians, including a child and a woman… and wounding 9 medical personnel (5 doctors and 3 Nurses and technicians) and in a later video, increased the count to seven people killed and more than 15 others injured, including nine hospital staff. France 24 news reported that six people were killed including a child and a hospital worker and 11 others were wounded. Baladi News reported 22 people injured to varying degrees. Reuters reported that “Syrian army artillery killed seven civilians and injured 14 medics” and that the Turkish Defence Ministry had earlier said that ” five people were killed and 10 injured” in the artillery attack. Syrian Network for Human Rights published a report a week later that identified “eight civilians [were killed], including one child and one woman, and injuring about 17 others, including five of the hospital’s medical staff. Other sources also identified between three to seven civilians killed.

A tweet by @anasanas84 and Facebook post by Zakariya Mohammed Zilo named those killed as Muhammad Abdel Hamid Haji Ahmed (male from Al Atareb), Hikmat Hussein Al Khalaf (male from Al Khalaf), Mustafa Ayoub (male from Al Atareb), Mustafa Ahmad Hallaq (male), Sami Ali Kaddour (from Abyanas), and Ahmed Khattab (from Kafr Nouran) as well as an unidentified male child and an unidentified woman. Syrian Archive also named Ahmed Abdel Qadir Ayoub, a child, as being killed. The director of the Free Aleppo Health Authority, Nawar Kurdiya, was injured in the eye as a result of artillery shelling. Mahmoud Khalifa, a maintenance technician at Al Atarib Surgical Hospital, was also injured in the attack.

Syrian Archive reported that Mohammed Abdul Hamid Haji Ahmed, who was only 18 years old and recently married, was killed while taking his mother, who was injured in the bombing, to the hospital for treatment. His daughter was born five days after he was killed in the hospital attack.

The Directorate of Education in Aleppo posted on Facebook that two of its teachers and one of its students were killed in the attack on Al Atarib. The student named by the directorate is Ahmed Abdullah Ayoub (known as Ahmed Rajab Hallaq) and the teachers named are Mustafa Ahmed Ayoub and Ahmed Khattab Khattab.

Images and videos posted by @IndyArabia and other sources show severe damage to the hospital and injured patients being removed on stretchers. France 24 reported that according the the Syrian Observatory for Human Rights, the courtyard and the entrance to the hospital were struck by shells. DW News reported that an AFR reporter witnessed damage to the hospital entrance, shells penetrating the roof, windows of the information room shattered, and blood stains spread around. According to The New Arab, in a statement by Fadi Hakim,a spokesman for the Syrian American Medical Society, which supports the hospital, said the structural damage includes destruction of the orthopedic clinic and the emergency room and One News added that the electric generators on the roof of the hospital were knocked out. Syrian archive reported that “the first artillery shell hit near the hospital’s emergency room entrance and the other two shells followed hitting the orthopedic clinic and the waiting area in the hospital yard as well as the hospital roof near the obstetrician room and hospital staff accommodations.”

The Syrian Network for Human Rights reported that the hospital is located far from residential areas and there is no military equipment. Al Jazeera and various other sources also pointed out that this occurred in a rebel-held part of Northwest Syria.

According to Syrian Civil Defense, the attack resulted in physical damage to the hospital so severe that the hospital could no longer serve patients. An Al Jazeera correspondent Adham Abu Al-Hussam pointed out that the hospital served more than 100,000 civilians in the city of Atarib and the surrounding areas but no longer can from the damage. Syrian Archive reported that the hospital conducts general as well orthopedic, urologic, and ENT operations and the average number of hospital beneficiaries ranges from 5,000 – 6,000 patients a month.

Following the attack, civil defense teams took the injured to the nearest hospital and transported those killed to their families. Baladi News reported that six of those injured were transferred to Turkish hospitals and the rest went to hospitals across the northern countryside of Idlib. Images posted by @MMCSYR also show the victims being buried.

France 24 and most other sources identified regime forces as responsible for the artillery shelling, including a post by Al Atareb City on Facebook that specifically identified the 46th regiment of the regime and DW News identifying the regime forces stationed in the town of Urem Al-Soghra as responsible. However, a tweet from @ZaitunAgency attributed the attack to both the regime and Russia. According to Syrian Archive, the 46th regiment is about 5km away from the hospital and could be the potential launch point.

Russian media posted a video following the attack showing Russian surveillance guided the artillery strike. Analysis by @Charles_Lister also shows that Russian “Kasnopol” laser-guided artillery shells were used in the attack. The missiles require external laser markers and the target must be illuminated with a laser for an accurate strike. By analyzing the remnants from the attack, they were able to point out that they closely match the laser-guided “Krasnopol” used in Ukraine. A tweet from @rien4djri also identified the times that Russian and regime planes get over Al Atarib, showing Russian involvement.

Anadolu Agency News attributed the attack to the regime and Iranian-backed foreign terrorist militias.

Anadolu Agency News and France 24 both pointed out that the shelling occurred in a UN de-escalation zone that was agreed upon by Turkey, Russia and Iran but the regime has recaptured three of the four areas covered by the deescalation. Al Jazeera also pointed out that the hospital is located underground, which is a tactic often used by the opposition to avoid targeting. Also, as Syrian Archive pointed out, “Al Atarib Surgical Hospital is remotely located, meaning it is situated distinctly separate from main centres of population and is not near to or surrounded by many other, unrelated (non-medical) structures.”

Rehana Zawar, the IRC’s country director for northwest Syria, said in a statement “Although SAMS shared the hospital’s coordinates through the UN’s notification system, it came under attack and has now been damaged so severely that it can no longer be used. Health facilities are protected under international law and should be safe havens in times of crisis, but after 10 years of war this is not the case in Syria.”

Aljazeera reported that the White Helmets released a statement that the attack is a “continuation of the regime and Russia’s systematic policy of targeting medical facilities and hospitals.”

The Turkish Defense Ministry released a written statement that “the Assad regime once again has carried out a brutal attack on innocent civilians” according to Daily Sabah.

The US Department of State also released a statement, “Reported artillery shelling on the Al-Atareb Surgical Hospital in western Aleppo killed several patients, including a child, and injured more than a dozen medical staff.  This hospital’s coordinates had been shared with the UN-led deconfliction mechanism.”
