On the evening of Saturday, 11th November 2023, at least five civilians were killed and at least a number of civilians were injured when an alleged Israeli strike hit the headquarters of the UNRWA and United Nations Development Program, which housed displaced people, in the al-Nasr neighbourhood of Gaza City. In addition to causing civilian casualties, the attack also resulted in the extensive destruction of the third floor of the UNDP headquarters.
At 11.04 p.m., Shehab Agency posted an #Urgent post, reporting on the incident and citing the initial death toll of two victims and a number of injuries after an attack on the UNRWA headquarters. Alarabiya and IMLebanon News similarly reported two deaths and a number of injuries.
News Outlets Alhaya ps and Alealamiya reported that the attack hit the third floor of the United Nations Development Program headquarters. Social media users made posts appealing to the Red Cross to intervene and allow ambulances to reach the injured.
The Facebook post by Ismail Aboghaben identified five victims of the strike and also noted that “a large number of injuries” were staying at the UNDP headquarters. He also appealed to the International Red Cross to intervene to save the injured.
The victims were identified as Nour Abu Ghaben, 18-year-old Sabri Nour (Sabri) Abu Ghaben, 18-year-old Ramadan Nahed (Ramadan) Abu Ghaben, 23-year-old Ramadan Ibrahim (Ramadan) Abu Ghaben, and Nour Ali Abu Ghaben. Muhammad Farid Abu Ghaben and Nour Khatir were both reported to have been injured.
Where possible, the names of the victims have been matched with the Palestinian Ministry of Health (MoH) lists, which include national ID numbers. Since October 26, 2023, the MoH has released a number of lists, along with an additional list of medical professionals, which was released on September 17, 2024. Airwars is matching individuals to the first list where their name appeared. In regard to this incident, names are matched to the eighth “Palestinian Ministry of Health List of Fatalities in Gaza”, which was released on March 24, 2025, and to the sixth list, which was released on September 16, 2024.
The age of Ramadan Ibrahim Ramadan Abu Ghaben has been found by cross-checking names against lists of fatalities shared online by Genocide in Gaza, which has a list of “martyrs” of Israeli forces. It was written on the profile of Ramadan that he was a “trainee lawyer”, and his image in a black shirt, smiling and holding a mobile phone, was shared. He was a young man with black hair and a black beard.
Family member Ismail Aboghaben made a Facebook post, urging the “Red Cross to intervene to save the injured”. He mourned the death of his cousin Nour Abu Ghaben and the five other civilians who were killed: Sabry Nour, Ramadan Nour, Ramadan Ibrahim and Nour Ali Abu Ghaben. He exclaimed, “Gaza is bleeding every moment.” A photo shared alongside a post made by Ismail depicted Sabry Nour Abu Ghaben as a young teenage boy wearing a white jumper and black trousers. Another photo shared alongside the post depicted two young teenage boys and Ramadan Ibrahim Abu Ghaben in a photo collage with a broken heart emoji.
In another post, Ismail wished a speedy recovery to Muhammad Farid Abu Ghaben and Nour Khatir, who were injured in the strike.
Em Alaa Nabil mourned the loss of her nephews, Ramadan Ibrahim and Ramadan Nahed, and the cousins Sabri and Nour.
