On the morning of Monday, June 23, 2025, an alleged Israeli strike on the Islamic Revolutionary Guard Corps (IRGC) headquarters in Karaj, Alborz Province, Iran, reportedly killed 41 people, including two civilians and 38 non-civilians according to statements from the IRGC’s Public Relations Office and local media reports. There were no reports of injuries.
Among those reported killed were two civilians, identified as engineer Davoud Dideban and passerby Rahim Bashaq. The remaining victims were reported by officials to be members of the IRGC or associated forces.
Davoud Dideban was identified as a Karaj resident and engineer, while Rahim Bashaq was reported to have been a civilian passerby at the time of the strike.
Davoud was an engineer with the Saipa Diesel Company and was highly respected by his colleagues, referred to as “one of the elites of this land.” In his lifetime, he registered several patents and cultured high technical knowledge. Still, he was “down-to-earth and unpretentious person”, according to a collegaue. Another colleague remembered Davoud as giving “hope and motivation with his energetic talks.” A third colleague spoke of Davoud as “a true friend and dear colleague.” His funeral was held at Erfan Hall located on Qasr Dasht Street.
Vista.ir reported that Rahim was killed while waiting for his only son, Mohammed Yasin Bashaq so that the two could complete their office work together. Eqtasad Online remembered Mohammed as a boxer. Images shared to Instagram account @shahid_mohammad_yasin_boshagh showed Mohammed in an IRGC military uniform and with weapons. As such, he has been recorded as a militant.
Fatemeh Salehi was remembered as having worked and lived in a variety of roles, with an Instagram post from @nazi.ii3647 describing Fatemeh as a “devoted member of the Alborz Provincial Guard.” Mehr news remembered her as an “IRGC sister”. While she was also remembered as serving in a variety of civilian roles, for instance, as a lecturer of the Applied Science University of Alborz Province, advisor to the scientific and student associations, member of the media, and a servant at the Holy Shrine of Imam Ali ibn Musa al-Reza (AS), her reported affiliation with the Alborz Provincial Guard and IRGC have led her to be recorded as a militant. This will be updated should additional information become available.
Sources reported that the strike hit the headquarters of the IRGC in Alborz Province, located in the city of Karaj, west of Tehran. According to the Alborz IRGC’s Public Relations Office of Imam Hassan Mujtaba, the attack occurred during the morning and resulted in the deaths of 41 individuals in total.
The official IRGC statement said the attack killed “a group of Islamic Revolutionary Guards, Basij fighters*, conscripts [soldiers] and a number of innocent people.” Among them were 33 IRGC members and Basij fighters, five conscript soldiers, and three civilians. Expanding on the “Basij fighters” reportedly killed, the original Persian-language post stated “بسیجیان جانبرکف” which roughly translates to “Basij fighters”, but may more literally translate to “members of the Basij with their lives in hand”, meaning those prepared to sacrifice their lives. As such, it is worth noting that the language does not absolutely suggest that the Basij members referenced were directly engaged in hostilities. Authorities also urged the public to disregard unofficial casualty figures circulating online and to rely only on statements issued by the provincial IRGC Public Relations Office.
The local sources provided the names of the 33 IRGC officers killed in the strike: Brigadier General Sardar Mojtaba Karami, Hojjatoleslam Ali Torkashvand, Akbar Enayati, Gholamreza Ojani, Seyed Mojtaba Moinpour, Ebrahim Nazari, Ramzanali Chobdari, Seyed Mehdi Seyed Mirzaei, Ali Asgari, Mustafa Maraati, Davoud Zandiyeh, Meysam Moammar, Mohammad Roshandel, Saeed Sharifi, Reza Zamanzadeh Nasrabadi, Mohsen Kohkhel, Reza Inanlu, Vali Rezazadeh, Mustafa Bayat, Ali Javadipour, Morteza Jamali, Ali Asghar Nejatimehr, Mohammad Hossein Ghorbanpour, Seyed Mustafa Mirghaffari, Ali Reza Rahimi, Javad Kazemi, Seyed Mohammad Hassan Seyedi Angoran, Amir Baharimehr, Amir Reza Aksi, Meysam Ahmadi, Mohammad Yasin Bashaq, Gholamreza Souri and Mohammad Faramarzi, as well as five conscript soldiers: Seyyed Salar Mousavinejad, Javad Izadi, Saman Danesh, Fardin Ebrahimi, and Seyyed Mohammad Mousavi.
On June 23, the Israeli military’s official English-language account announced that “a short while ago…Israeli Air Force fighter jets…struck…the Alborz Corps, responsible for the security of several cities in the Tehran District from various threats and for maintaining the regime’s stability”. The site struck in this incident is just west of Tehran province, in Alborz province. As such, it is not clear whether the military’s post references this incident or not. As such, the post has been included in this incident’s ‘Military Statement’ section, below, but has not been used to mark this incident as ‘declared’. This will be updated should additional information become available.
