Israel Loosened Its Rules to Bomb Hamas Fighters, Killing Many More Civilians

On December 26th, 2024, The New York Times ran a major investigation into the Israeli military’s rules of engagement in Gaza.

Among a series of revelations, it found that in the hours after the Hamas attacks of October 7th, 2023, the Israeli military changed its policies to permit up to 20 civilians to be harmed in strikes in Gaza which hit relatively low level Hamas officials.

Airwars was the only NGO cited in the piece, with both our findings on specific incidents and the macro trends highlighted. In particular, it used Airwars’ data to show the effect of the policy shift.

“Airwars, a London-based conflict monitor, documented 136 strikes that each killed at least 15 people in October 2023 alone. That was almost five times the number the group has documented during any comparable period anywhere in the world since it was founded a year ago,” the article said.

On October 31, 2023 confirmed Israeli strikes on the densely populated Jabalia refugee camp killed at least 126 civilians, including 68 children. A further 280 civilians were reported injured by the director of the nearby Indonesian Hospital.
