France publish article on Task Force Wagram: Deployed in Iraq since September 2016, Task Force (TF) Wagram has carried out more than 1,500 missions in support of the Iraqi forces. With nearly 200 soldiers armed with four Caesar guns, the Wagram TF completes the means of the “support” pillar of Operation Chammal, supporting the action of Iraqi troops engaged on the ground in the fighting against Daesh. Forte de près de 200 militaires armant quatre canons Caesar, la TF Wagram complète les moyens du pilier « appui » de l’opération Chammal, en soutenant l’action des troupes irakiennes engagées au sol dans les combats contre Daech. Pleinement intégrée à la Coalition, une coordination est effectuée de façon permanente tout au long de la chaîne de validation d’une demande d’appui.

Tout d’abord, les cibles doivent être identifiées. Pour ce faire, les objectifs sont désignés de deux façons différentes : soit par les forces irakiennes sur le terrain, soit directement par les moyens de la Coalition, avec notamment les missions de renseignement des Rafale ou de l’Atlantique 2 pour les moyens français. Dans les deux cas, les informations arrivent au sein de la TF américaine Falcon. Le capitaine Philippe, officier de liaison entre la TF Wagram et la TF américaine, sélectionne les cibles qui pourraient être traitées par les artilleurs français en fonction des capacités du canon Caesar, de leur emplacement géographique et de l’effet souhaité sur le terrain.

Avant chaque tir, le processus de validation est minutieusement mis en place et vérifié par une autorité de la Coalition, le Target Engagement Autority. Cette vérification comporte plusieurs étapes. Premièrement, il faut être certain de la présence de combattants ou de matériels de Daech. Deuxièmement, il faut s’assurer qu’aucun dommage collatéral ne peut avoir lieu vis-à-vis de la population, ou vis-à-vis des infrastructures telles que des écoles ou des hôpitaux.

Troisièmement, chaque demande de tir doit avoir, ensuite, l’approbation des forces irakiennes. Dernièrement, il faut vérifier que les tirs d’artillerie ne rentrent pas en conflit avec d’éventuels autres éléments comme les mouvements aériens.

Le tir peut finalement avoir lieu sous réserve qu’il respecte les règles d’engagement françaises. Ce contrôle est effectué par le chef de corps ou le chef opérations de la TF Wagram avec l’aide d’un legal adviser, conseiller juridique pour les opérations. Une fois l’aval donné, les ordres de tirs sont transmis au centre opérations du groupement tactique d’artillerie sur les postes avancés, afin de les mettre en œuvre. Pour chacun des tirs d’artillerie française, le choix des obus est déterminant. Une proposition d’emploi est d’abord émise par la Coalition avec la demande d’appui-feux ; les artilleurs français valident ou ajustent cette proposition en fonction de l’estimation des dommages collatéraux, de l’effet tactique recherché sur le terrain, et des caractéristiques propres au canon Caesar.

C’est de jour comme de nuit, ou encore sous une chaleur frôlant parfois les 50°C à l’ombre, que les artilleurs de la TF Wagram mettent en application leurs savoir-faire pour réaliser les missions d’appui-feu au profit des soldats irakiens. Intégrés au sein de la Coalition, artilleurs français et américains vivent ensemble au quotidien.

Lancée depuis le 19 septembre 2014, l’opération Chammal représente la participation française à l’opération Inherent Resolve et mobilise aujourd’hui près de 1 200 militaires. A la demande du gouvernement irakien et en coordination avec les alliés de la France présents dans la région, l’opération Chammal repose sur deux piliers complémentaires : un pilier « formation » au profit d’unités de sécurité nationales irakiennes et un pilier « appui » consistant à soutenir l’action des forces locales engagées au sol contre Daech et à frapper les capacités militaires du groupe terroriste.

In the Euphrates valley to the west of Ash Shirwaniyah, a second Tornado flight meanwhile used a pair of Paveway IVs to strike a Daesh-held building, then used another Brimstone to knock out an armed truck.

For the past three years, the 36th Airborne Command and Control Wing has been deploying personnel and aircraft in the Levant as part of the Coalition against Daesh, using the French tactical aircraft E-3F, also known as AWACS (Airborne Warning and Control System). . The mission of AWACS is twofold: to conduct air operations in permanent liaison with the ground command of the operation, and to provide surveillance and air control over the area.

Depuis 3 ans, la 36ème escadre de commandement et de conduite aéroportés mettant en œuvre l’avion tactique français E-3F, aussi appelé AWACS (Airborne Warning And Control System), déploie personnels et appareils au Levant dans le cadre de la Coalition contre Daech. La mission de l’AWACS est double : conduire les opérations aériennes en liaison permanente avec le commandement au sol de l’opération, et assurer la surveillance et le contrôle aérien de la zone.

L’AWACS est un aéronef de commandement et de conduite des opérations. Grâce à son système de combat haute performance, cette « tour de contrôle volante » détecte et identifie tous les aéronefs à plusieurs centaines de kilomètres. Pour cela, l’équipage exploite tous les moyens techniques disponibles : RADAR, interrogateur IFF, système d’identification de signaux électromagnétiques, liaisons de données tactiques, échanges radio cryptés. Une équipe de spécialistes

La multiplicité des missions de l’E-3F requiert de nombreuses compétences. L’équipage est composé d’une trentaine de personnes, assurant différentes fonctions à bord.

Les pilotes, navigateur et mécanicien navigant assurent la « conduite » de l’aéronef. Les contrôleurs, eux, orchestrent les vols. Ils suivent avec concentration l’activité aérienne présentée sur leurs consoles. Quant à l’équipe de surveillance, elle porte une attention particulière à la classification de tous les aéronefs et s’assure de la maîtrise de la zone aérienne. Les techniciens embarqués, enfin, mettent en œuvre les systèmes et se tiennent prêts à toute intervention pour en assurer le plus rapidement possible un dépannage éventuel.

Au sol, l’équipe de mise en œuvre est également constituée d’une multitude de spécialistes : mécaniciens avion, radar, électronique, chiffreur, informaticien… L’équipe prépare l’aéronef avant les missions, et effectue les vérifications et actions de maintenance dès son retour. Leur travail de haute précision est complexifié par les conditions climatiques extrêmes du Levant.

Pour le Lieutenant-colonel Yann, chef de détachement, son équipe est « un véritable bouillon de culture de l’Armée de l’air », s’appuyant sur des experts de haut niveau dans chaque spécialité. Ces missions exigeantes, d’une douzaine d’heures de vol, effectuées de nuit, sont l’aboutissement de nombreux entraînements et exercices menés en France comme à l’étranger.

En trois ans, l’E-3F aura mené plus de 100 missions de guerre et réalisé plus de 1 000 heures de vol au profit de l’opération Chammal.

Lancée depuis le 19 septembre 2014, l’opération Chammal représente la participation française à l’opération Inherent Resolve et mobilise aujourd’hui près de 1 200 militaires. A la demande du gouvernement irakien et en coordination avec les alliés de la France présents dans la région, l’opération Chammal repose sur deux piliers complémentaires : un pilier « formation » au profit d’unités de sécurité nationales irakiennes et un pilier « appui » consistant à soutenir l’action des forces locales engagées au sol contre Daech et à frapper les capacités militaires du groupe terroriste.

For the past three years, the 36th Airborne Command and Control Wing has been deploying personnel and aircraft in the Levant as part of the Coalition against Daesh, using the French tactical aircraft E-3F, also known as AWACS (Airborne Warning and Control System). . The mission of AWACS is twofold: to conduct air operations in permanent liaison with the ground command of the operation, and to provide surveillance and air control over the area.

Depuis 3 ans, la 36ème escadre de commandement et de conduite aéroportés mettant en œuvre l’avion tactique français E-3F, aussi appelé AWACS (Airborne Warning And Control System), déploie personnels et appareils au Levant dans le cadre de la Coalition contre Daech. La mission de l’AWACS est double : conduire les opérations aériennes en liaison permanente avec le commandement au sol de l’opération, et assurer la surveillance et le contrôle aérien de la zone.

L’AWACS est un aéronef de commandement et de conduite des opérations. Grâce à son système de combat haute performance, cette « tour de contrôle volante » détecte et identifie tous les aéronefs à plusieurs centaines de kilomètres. Pour cela, l’équipage exploite tous les moyens techniques disponibles : RADAR, interrogateur IFF, système d’identification de signaux électromagnétiques, liaisons de données tactiques, échanges radio cryptés. En Syrie : Raqqah libérée mais dévastée et soumis à une menace EEI omniprésente

A Raqqah, l’entreprise de reconstruction a débuté. Le défi est immense dans la mesure où la ville est détruite à 80% et qu’elle est polluée par une importante quantité d’engins explosifs. Pour le seul hôpital, les opérations de déminage devraient durer environ un mois.

Combats autour de Deir-Ez-Zor

Après la libération de Raqqah, les combats en Syrie rentrent dans une nouvelle phase dont l’objectif est maintenant la libération des zones situées autour de Deir-Ez-Zor, Mayadin et d’Abou Kamal.

Dans cette zone, les combats se poursuivent à la fois pour les forces démocratiques syriennes et les forces pro-régimes. Ces dernières combattent toujours à Deir-Ez-Zor et Mayadin où la situation a peu évolué depuis la semaine dernière.

En Irak : poursuite des opérations de sécurisation et des préparatifs aux futurs engagements dans la vallée de l’Euphrate

Alors qu’une partie des forces de sécurité irakiennes a rejoint Kirkuk depuis Hawijah sans heurt ou incident notable, les opérations de sécurisation des zones précédemment conquises à Daech se poursuivent. La région des monts Hamrim à proximité d’Hawijah, où Daech compte encore de nombreux combattants déterminés, concentre les efforts des forces de sécurité irakiennes.

Dans le même temps, les forces de sécurité irakiennes débutent leur déploiement dans l’Anbar et la vallée de l’Euphrate où se situent les derniers bastions de Daech. Le lancement de l’offensive sur Al Qaim a été annoncé par le premier ministre Irakien.

Cette semaine a été marquée par la fin de mission de l’AWACS français opérant à Chammal. Cette dernière mission de l’année pour un AWACS est l’occasion de tirer un bilan de la participation de cet avion de détection et de commandement à l’effort de la coalition depuis le début de l’opération Chammal.

Véritable tour de contrôle aéroportée, l’AWACS est chargé d’assurer l’intégrité de l’espace aérien et la sécurité des avions de la Coalition opérant au-dessus du théâtre irako-syrien.

En trois ans d’engagement, les AWACS français ont franchi la barre symbolique des 1000 heures de vol et des 100 missions.

Cette semaine, l’activité aérienne s’est concentrée sur des missions de renseignement. Une seule frappe a eu lieu dans le secteur de Baiji.

Combined Joint Task Force – Operation Inherent Resolve

Monthly Civilian Casualty Report

SOUTHWEST ASIA – Since Coalition operations to free the people of Syria and Iraq from ISIS control began in 2014, Coalition partners have returned more than 95% of ISIS-held land to local populations and governance. The effort has liberated 6.9 million Syrians and Iraqis.

Despite significant successes against ISIS, combat has taken a toll on populations suffering under the militant extremists, to include the brave Iraqis and Syrians engaged in direct combat with a terrorist organization that has killed countless innocent civilians during its brutal three-year occupation.

Iraqi Security Forces, including nearly 120,000 trained by Coalition partners, continue to back-clear previously liberated areas and prepare for major operations in western Anbar and the middle Euphrates River valley. The October 2016 to July 2017 battle to liberate Mosul reflects a significant sacrifice by our Iraqi partners, who lost 1,200-1,500 personnel in action, with an approximate 8,000 more wounded.

The Syrian Democratic Forces, including more than 12,200 trained by Coalition partners, have liberated the city of Raqqah and continue to defeat ISIS in its last remaining pockets in Syria, have suffered similarly in efforts to rid their nation of ISIS, with approximately 1,100 troops killed and 3,900 more wounded in the ongoing fight.

The Coalition and our partner forces in Iraq and Syria take extraordinary care to protect the civilian population. We take all reports of civilian casualties seriously and assess all reports as thoroughly as possible. Investigations include interviewing witnesses and examining the site where possible, interviewing pilots and other personnel involved in the targeting process, reviewing strike and surveillance video, and analyzing information provided by government agencies, non-governmental reports, partner forces, and traditional and social media. We consider new information when it becomes available to ensure a thorough and continuous review process.

In the month of September, CJTF-OIR carried more than 344 open reports of possible civilian casualties from previous months and received 302 new reports resulting from Coalition strikes (artillery or air) in support of partner force operations to defeat ISIS in Iraq and Syria.

During this period, the Coalition completed the assessment of 127 reports: 105 were assessed to be non-credible, six were assessed to be duplicates of previous reports, and 16 were assessed to be credible, resulting in 51 unintentional civilian deaths. To date, based on information available, CJTF-OIR assesses at least 786 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 519 reports are still open and being assessed at the end of the month.

The Coalition conducted a total of 27,566 strikes that included 56,099 separate engagements between September 2014 and September 2017. During this period, the total number of reports of possible civilian casualties was 1,266. The total number of credible reports of civilian casualties during this time period was 194. The percent of engagements that resulted in a report of possible civilian casualties was 2.26%. The percent of engagements that resulted in a credible report of civilian casualties was .35%.

After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed the following 105 reports as non-credible: at this time there is insufficient information to assess that, more likely than not, a Coalition strike resulted in civilian casualties.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. 16 reports were assessed to be credible resulting in the unintentional death of 51 civilians.

A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty. In each of the incidents below, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.

1. Feb. 17, 2017, near Raqqah, Syria via Airwars report. During a Coalition strike that destroyed six ISIS-held buildings and damaged an ISIS fueling station, it was assessed that three civilians were unintentionally killed.

2. March 20, 2017, near Al Tabqah, Syria, via ISIS media report. During a Coalition strike that engaged an ISIS tactical unit and destroyed an ISIS-held building, it was assessed that 10 civilians were unintentionally killed.

3. June 25, 2017, near Al Mayadin, Syria, via media report. During a Coalition strike that destroyed one ISIS-held building, it was assessed that 12 civilians were unintentionally killed.

Monthly Civilian Casualty Report

SOUTHWEST ASIA – Since Coalition operations to free the people of Syria and Iraq from ISIS control began in 2014, Coalition partners have returned more than 95% of ISIS-held land to local populations and governance. The effort has liberated 6.9 million Syrians and Iraqis.

Despite significant successes against ISIS, combat has taken a toll on populations suffering under the militant extremists, to include the brave Iraqis and Syrians engaged in direct combat with a terrorist organization that has killed countless innocent civilians during its brutal three-year occupation.

Iraqi Security Forces, including nearly 120,000 trained by Coalition partners, continue to back-clear previously liberated areas and prepare for major operations in western Anbar and the middle Euphrates River valley. The October 2016 to July 2017 battle to liberate Mosul reflects a significant sacrifice by our Iraqi partners, who lost 1,200-1,500 personnel in action, with an approximate 8,000 more wounded.

The Syrian Democratic Forces, including more than 12,200 trained by Coalition partners, have liberated the city of Raqqah and continue to defeat ISIS in its last remaining pockets in Syria, have suffered similarly in efforts to rid their nation of ISIS, with approximately 1,100 troops killed and 3,900 more wounded in the ongoing fight.

The Coalition and our partner forces in Iraq and Syria take extraordinary care to protect the civilian population. We take all reports of civilian casualties seriously and assess all reports as thoroughly as possible. Investigations include interviewing witnesses and examining the site where possible, interviewing pilots and other personnel involved in the targeting process, reviewing strike and surveillance video, and analyzing information provided by government agencies, non-governmental reports, partner forces, and traditional and social media. We consider new information when it becomes available to ensure a thorough and continuous review process.

In the month of September, CJTF-OIR carried more than 344 open reports of possible civilian casualties from previous months and received 302 new reports resulting from Coalition strikes (artillery or air) in support of partner force operations to defeat ISIS in Iraq and Syria.

During this period, the Coalition completed the assessment of 127 reports: 105 were assessed to be non-credible, six were assessed to be duplicates of previous reports, and 16 were assessed to be credible, resulting in 51 unintentional civilian deaths. To date, based on information available, CJTF-OIR assesses at least 786 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 519 reports are still open and being assessed at the end of the month.

The Coalition conducted a total of 27,566 strikes that included 56,099 separate engagements between September 2014 and September 2017. During this period, the total number of reports of possible civilian casualties was 1,266. The total number of credible reports of civilian casualties during this time period was 194. The percent of engagements that resulted in a report of possible civilian casualties was 2.26%. The percent of engagements that resulted in a credible report of civilian casualties was .35%.

After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed the following 105 reports as non-credible: at this time there is insufficient information to assess that, more likely than not, a Coalition strike resulted in civilian casualties.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. 16 reports were assessed to be credible resulting in the unintentional death of 51 civilians.

A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty. In each of the incidents below, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.

1. Feb. 17, 2017, near Raqqah, Syria via Airwars report. During a Coalition strike that destroyed six ISIS-held buildings and damaged an ISIS fueling station, it was assessed that three civilians were unintentionally killed.

2. March 20, 2017, near Al Tabqah, Syria, via ISIS media report. During a Coalition strike that engaged an ISIS tactical unit and destroyed an ISIS-held building, it was assessed that 10 civilians were unintentionally killed.

3. June 25, 2017, near Al Mayadin, Syria, via media report. During a Coalition strike that destroyed one ISIS-held building, it was assessed that 12 civilians were unintentionally killed.

4. June 25, 2017, near Al Qurayya, Syria, via self-report. During a Coalition strike that destroyed one ISIS staging location, it was assessed that one civilian was unintentionally killed.

Iraqi Forces Launch Offensive to Liberate Final Daesh Stronghold in Iraq

SOUTHWEST ASIA – The Coalition welcomes the commencement of the Iraqi Security Forces’ offensive to liberate Al Qaim district from Daesh Oct. 26.

Al Qaim is Daesh’s final stronghold in Iraq and approximately 1,500 Daesh fighters are estimated to remain in the immediate vicinity.

The Iraqi Security Forces are battle-hardened after their victories in Mosul, Tal Afar and Hawijah. The ISF is a determined, professional force dedicated to ridding Iraq of Daesh.

The Coalition provides the ISF with training, equipment, advice, assistance, intelligence and precise air support. The Coalition will continue to support the Government of Iraq as we recognize together the importance of a unified Iraq to the long-term security and prosperity of the Iraqi people.

Rigorous Coalition standards and extraordinary measures in the targeting process seek to protect non-combatants, in accordance with the Law of Armed Conflict and the principles of military necessity, humanity, proportionality and distinction.

SITUATION

En Irak : les forces irakiennes engagées simultanément sur de nombreux fronts

En Irak, les Forces de sécurité irakiennes restent engagées simultanément sur de nombreux fronts.

Leurs opérations consistent essentiellement à des opérations de sécurisation des zones récemment conquises. Elles se concentrent actuellement dans la région de Tal Afar, dans la vallée de l’Euphrate autour de Anah et dans la poche d’Hawija. Concernant la poche d’Hawija, son nettoyage devrait permettre d’expulser Daech d’une zone refuge qui lui permettait jusqu’alors d’infiltrer Bagdad depuis le Nord pour y mener des attaques.

En Syrie : les combats se poursuivent

A Raqqah, après une phase d’accalmie ayant permis l’évacuation d’environ 1500 civils, les forces démocratiques syriennes (FDS) ont repris leur offensive. Leur progression a été rapide. Ils contrôlent aujourd’hui 98% de la ville. S’il leur reste encore à chasser les derniers combattants de Daech retranchés dans quelques poches de résistance situées à l’est du stade, l’annonce officielle de la libération de la ville est néanmoins imminente.

La reprise de Raqqah, première grande ville de Syrie à être tombée aux mains de Daech en 2014, constituera un revers de taille pour Daech qui a maintenant perdu presque l’intégralité du territoire qu’il avait conquis. Aujourd’hui, de l’ordre de 90 % du territoire initialement tenu par Daech a été repris depuis 2014.

Le retour des populations civiles ne sera néanmoins pas possible avant de longues semaines tant le nombre de pièges et d’engins explosifs laissés par Daech dans sa fuite est important.

Pour mémoire, en Irak, du côté de Tal Afar, le mois dernier a été marqué par la découverte de larges caches d’armements et d’explosifs avec de l’ordre de 500 engins explosifs improvisés trouvés et 11 fabriques d’EEI mises à jour. Ces découvertes illustrent la propension de Daech à utiliser ce type d’armement.

La reprise de la cité de Raqqah conclura l’effort des FDS appuyées par la coalition internationale. Pour la France, depuis octobre 2015, ce sont plus de 700 sorties qui ont été effectuées par les Mirage 2000, les Rafale de l’Armée de l’Air et les Rafales de la Marine nationale, pour des missions d’appui aérien, de reconnaissance ou de frappes planifiées en appui de la bataille de Raqqah. Au cours de ces sorties, plus d’une centaine de frappes ont été réalisées. Sorties auxquelles il faut rajouter les missions de ravitaillement en vol et de surveillance aérienne effectuées par les C135 et AWACS de l’armée de l’air.

Deir-Ez-Zor reste toujours le point focal de l’offensive des forces pro-régimes (PRF) dans l’Est de la Syrie.

Après avoir participée à la reprise d’Hawija, la TF Wagram est actuellement en cours de redéploiement dans le but d’accompagner les FSI dans leurs prochains engagements.

Le redéploiement se déroule nominalement.

Il convient néanmoins de souligner que malgré les défaites successives de Daech, la menace EEI et le risque d’attaques terroristes restent présents.

France reports that after having taken part in the takeover of Hawija, TF Wagram is currently being redeployed in order to support the GUF in their future commitments. France reports 34 air sorties but no strikes. Total tallies since 19/09/14: 7310 sorties / 1412 strikes / 2196 neutralized targets. En Irak : les forces irakiennes engagées simultanément sur de nombreux fronts

En Irak, les Forces de sécurité irakiennes restent engagées simultanément sur de nombreux fronts.

Leurs opérations consistent essentiellement à des opérations de sécurisation des zones récemment conquises. Elles se concentrent actuellement dans la région de Tal Afar, dans la vallée de l’Euphrate autour de Anah et dans la poche d’Hawija. Concernant la poche d’Hawija, son nettoyage devrait permettre d’expulser Daech d’une zone refuge qui lui permettait jusqu’alors d’infiltrer Bagdad depuis le Nord pour y mener des attaques.

En Syrie : les combats se poursuivent

A Raqqah, après une phase d’accalmie ayant permis l’évacuation d’environ 1500 civils, les forces démocratiques syriennes (FDS) ont repris leur offensive. Leur progression a été rapide. Ils contrôlent aujourd’hui 98% de la ville. S’il leur reste encore à chasser les derniers combattants de Daech retranchés dans quelques poches de résistance situées à l’est du stade, l’annonce officielle de la libération de la ville est néanmoins imminente.

La reprise de Raqqah, première grande ville de Syrie à être tombée aux mains de Daech en 2014, constituera un revers de taille pour Daech qui a maintenant perdu presque l’intégralité du territoire qu’il avait conquis. Aujourd’hui, de l’ordre de 90 % du territoire initialement tenu par Daech a été repris depuis 2014.

Le retour des populations civiles ne sera néanmoins pas possible avant de longues semaines tant le nombre de pièges et d’engins explosifs laissés par Daech dans sa fuite est important.

Pour mémoire, en Irak, du côté de Tal Afar, le mois dernier a été marqué par la découverte de larges caches d’armements et d’explosifs avec de l’ordre de 500 engins explosifs improvisés trouvés et 11 fabriques d’EEI mises à jour. Ces découvertes illustrent la propension de Daech à utiliser ce type d’armement.

La reprise de la cité de Raqqah conclura l’effort des FDS appuyées par la coalition internationale. Pour la France, depuis octobre 2015, ce sont plus de 700 sorties qui ont été effectuées par les Mirage 2000, les Rafale de l’Armée de l’Air et les Rafales de la Marine nationale, pour des missions d’appui aérien, de reconnaissance ou de frappes planifiées en appui de la bataille de Raqqah. Au cours de ces sorties, plus d’une centaine de frappes ont été réalisées. Sorties auxquelles il faut rajouter les missions de ravitaillement en vol et de surveillance aérienne effectuées par les C135 et AWACS de l’armée de l’air.

Deir-Ez-Zor reste toujours le point focal de l’offensive des forces pro-régimes (PRF) dans l’Est de la Syrie.

Il convient néanmoins de souligner que malgré les défaites successives de Daech, la menace EEI et le risque d’attaques terroristes restent présents.

Syrian Democratic Forces Liberate Raqqah

SOUTHWEST ASIA – The Coalition congratulates our Syrian Democratic Forces partners on their announcement of the liberation of Raqqah, Syria, from Daesh occupation Oct. 20. Daesh’s loss of Mosul and now Raqqah are turning points for the terrorist organization whose leaders grow ever more distant from a dwindling number of terrorist adherents.

Raqqah was occupied by Syrian opposition forces in 2013 and was embroiled in a destructive civil war before being seized by Daesh in January 2014, at which time the city was declared the capital of the terrorist group’s so-called “caliphate.”

During the civil war in Raqqah, the local population lived in a cross-fire of destruction brought about by continuous conflict between the Syrian regime and the opposition. Under Daesh, Raqqah became a magnet for foreign terrorists. Residents were forced to live under a brutal regime that routinely carried out public executions, extortions billed as “taxation,” and forced conscriptions.

Daesh used its three-plus year occupation to convert Raqqah into a fortified military prison. The terrorist organization used hospitals, mosques, schools and otherwise-protected sites as cover for the planning, execution and support of military operations. Daesh also committed violations of human rights for which individuals will be held accountable. Raqqah was a key location for Daesh’s planning, financing, execution, or inspiration of terrorist activities throughout the world, including attacks in Paris, Brussels, Nice, Manchester and many others.

The fight to liberate Raqqah commenced with Coalition Strikes against Daesh in support of the ground assault by Syrian Democratic Forces June 6. By Sept. 3, SDF had made significant gains and secured the Ancient Mosque in the old city center. This prevented the mosque from succumbing to the same fate as the Al Nuri Mosque in West Mosul, Iraq, which Daesh terrorists destroyed in June 2017.

“An ethnically diverse force with local elements leading the fight, the SDF conducted a highly effective, professional operation in a difficult urban area to free the city,” said Coalition director of Operations, Brig. Gen. Jonathan Braga. “They fought tenaciously and with courage against an unprincipled enemy, taking great care to move the population trapped by Daesh away from the battle area and minimize civilian casualties,” said Braga.

Throughout the fight for Raqqah, the Coalition provided – and continues to provide – training, equipment, advice, assistance, intelligence, air and ground fires support to decisively defeat Daesh. The liberated city will return to local governance and leadership. Raqqawis now have a chance to control their own future.

While symbolic, the SDF’s liberation of Raqqa does not mean the end of Daesh terrorism. “The military defeat of Daesh is essential, but not sufficient,” said Coalition commander Lt. Gen. Paul E. Funk II. “We are still fighting the remnants of Daesh in Iraq and Syria, and will continue to facilitate humanitarian efforts assisting citizens adversely affected by a brutal occupation, who face a long battle to gain their freedom,” said Funk. “A tough fight still lies ahead.”

We honor the valor and considerable sacrifices of our Partner and Coalition Forces in this epic struggle to rid the region of violent extremism. Coalition and partners forces remain fully committed to the permanent defeat of Daesh in Syria and Iraq.

Operation INHERENT RESOLVE observes Task Force’s third anniversary

MIDDLE EAST — Combined Joint Task Force – Operation Inherent Resolve (CJTF-OIR) is proud to mark the third anniversary of the international effort to defeat Daesh.

CJTF-OIR was formally established Oct. 17, 2014 by the U.S. Department of Defense, and is currently supported by the combined effort of 69 nations and four partner organizations. Over the last 3 years, OIR has brought together a large and powerful military coalition which has enabled partner forces in Iraq and Syria to liberate their countries from Daesh.

Daesh began forming amid sectarian conflicts in Iraq and in 2013 its brutal and evil ideology spread across Iraq and Syria, establishing so-called capitals in Mosul and Raqqah.

At its peak, Daesh recruited thousands of foreign and domestic terrorists to enforce its evil tyranny over some 8 million civilians living in the occupied territory, routinely conducting torture and public executions to maintain control over the terrorized population.

In mid-2014, the United States Third Army/Army Central created the Combined Joint Forces Land Component Command to lead operations in Iraq against Daesh. From its formation, the CJTF worked to advise, assist, equip and train Iraqi Security Forces (ISF) to defeat Daesh, and later incorporated the Syrian Democratic Forces (SDF) into the operation.

Coalition nations continue to support the ISF and SDF with the most precise air campaign in history. The Coalition goes to extraordinary lengths to prevent harm to non-combatants and minimize partner force losses.

The “by, with and through” strategy of working with the Government of Iraq and the SDF has seen more than 119,375 forces trained by the Global Coalition in Iraq, and more than 12,154 trained in Syria in the past three years, with these forces playing essential roles in liberating over 6.6 million Iraqi and Syrian civilians from Daesh control. In the process, the combined efforts of the Coalition and its partner forces have reclaimed over 93,790 km² of territory – more than 87% of the territory seized by Daesh in 2014.

Partner forces over the last three years have liberated major population centers in Syria and Iraq including Mosul, Tal Afar and Hawijah in Iraq, and Tabqah and Manbij in Syria. The battle for Raqqah is near its end as SDF clears the city following an arrangement facilitated by the Raqqah Civil Council and local Arab tribal elders that escorted approximately 3,500 civilians to safety.

Throughout the operation, the focus has been on destroying Daesh while avoiding unnecessary loss of civilian life and damage to critical infrastructure. The Coalition holds itself accountable for the use of force in accordance with the law of armed conflict, and in support of our partner forces liberating the people of Iraq and Syria from the oppressive control of Daesh.

CJTF-OIR’s partner forces are effectively holding the regions reclaimed from Daesh throughout Iraq and Syria and are working hard to ensure passage of displaced people to safe locations. The Global Coalition recognizes the hard work and cooperative efforts of the Government of Iraq, legitimate Civil Councils in Syria, international government aid organizations and various non-government organizations in restoring local, inclusive governance and basic, essential services to citizens returning to their home towns.

CJTF-OIR’s efforts to defeat Daesh have made significant progress but are not yet over, with an estimated 3,000 to 7,000 Daesh terrorists continuing to fight in Iraq and Syria. The liberation of Raqqah will be yet another milestone in our partners’ achievements, but there will be more work to do to defeat Daesh.

The people of Iraq and Syria continue to support our shared mission of defeating Daesh because we have demonstrated we care for their well-being and are fighting to restore peace and legitimate governance in the region. OIR’s legacy will be the peace and stability offered to the populations liberated from the scourge of Daesh.

The “by, with and through” strategy of working with the Government of Iraq and the SDF has seen more than 119,375 forces trained by the Global Coalition in Iraq, and more than 12,154 trained in Syria in the past three years, with these forces playing essential roles in liberating over 6.6 million Iraqi and Syrian civilians from Daesh control. In the process, the combined efforts of the Coalition and its partner forces have reclaimed over 93,790 km² of territory – more than 87% of the territory seized by Daesh in 2014.

Partner forces over the last three years have liberated major population centers in Syria and Iraq including Mosul, Tal Afar and Hawijah in Iraq, and Tabqah and Manbij in Syria. The battle for Raqqah is near its end as SDF clears the city following an arrangement facilitated by the Raqqah Civil Council and local Arab tribal elders that escorted approximately 3,500 civilians to safety.

Throughout the operation, the focus has been on destroying Daesh while avoiding unnecessary loss of civilian life and damage to critical infrastructure. The Coalition holds itself accountable for the use of force in accordance with the law of armed conflict, and in support of our partner forces liberating the people of Iraq and Syria from the oppressive control of Daesh.

CJTF-OIR’s partner forces are effectively holding the regions reclaimed from Daesh throughout Iraq and Syria and are working hard to ensure passage of displaced people to safe locations. The Global Coalition recognizes the hard work and cooperative efforts of the Government of Iraq, legitimate Civil Councils in Syria, international government aid organizations and various non-government organizations in restoring local, inclusive governance and basic, essential services to citizens returning to their home towns.

CJTF-OIR’s efforts to defeat Daesh have made significant progress but are not yet over, with an estimated 3,000 to 7,000 Daesh terrorists continuing to fight in Iraq and Syria. The liberation of Raqqah will be yet another milestone in our partners’ achievements, but there will be more work to do to defeat Daesh.

The people of Iraq and Syria continue to support our shared mission of defeating Daesh because we have demonstrated we care for their well-being and are fighting to restore peace and legitimate governance in the region. OIR’s legacy will be the peace and stability offered to the populations liberated from the scourge of Daesh.
