Thursday 5 October – Typhoons attacked a terrorist base in eastern Syria…Intelligence had confirmed that a group of three buildings in eastern Syria, some forty miles south-east of Hasakah and close to a border crossing into Iraq, was being used as a base by Daesh. Two Typhoons conducted a carefully planned attack on Thursday 5 October, each of the three buildings being struck with a Paveway IV.

Wednesday 4 October – Typhoons assisted in the liberation of Hawijah, destroying a Daesh mortar team and truck-bomb, while Tornados destroyed another truck-bomb near Bayji…A flight of Typhoons supported Iraqi forces as they advanced to liberate Hawijah on Wednesday 4 October. Our aircraft used Paveway IV guided bombs to remove two threats which the Iraqi troops encountered: a terrorist mortar team, and a truck-bomb which was blocking a road to the north-east of the town. Meanwhile, a pair of Tornados were tasked to deal with a second truck-bomb which had been positioned by terrorists to the north-east of Bayji. The vehicle was destroyed by a direct hit from a Brimstone missile.

Au sein de la base aérienne projetée comme dans les airs, l’interopérabilité des aviateurs et des marins est totale, garantissant une efficacité maximale. Pilotes, mécaniciens, armuriers ou fusiliers ont de suite trouvé leurs marques pour permettre aux premières patrouilles d’agir rapidement pour assurer leurs missions d’appui aérien ou de frappes planifiées sur l’ensemble de la zone d’opérations.

Si les Rafale Marine et Air diffèrent sensiblement d’un point de vue technique, c’est la mission qui rassemble aviateurs et marins : défaire Daech. Sur le théâtre d’opération Chammal, une excellente entente au quotidien traduit l’échange de culture entre les armées, et scelle le début du dernier plot mixte de l’année 2017 sur la Base Aérienne Projetée au Levant.

Lancée depuis le 19 septembre 2014, l’opération Chammal représente la participation française à l’opération Inherent Resolve et mobilise aujourd’hui près de 1 200 militaires. Combined Joint Task Force – Operation Inherent Resolve Monthly Civilian Casualty Report

Since Coalition operations to free the people of Syria and Iraq from ISIS control began in 2014, Coalition partners have returned more than 83% of ISIS-held land to local populations and governance. The effort has liberated more than six million Syrians and Iraqis.

Despite significant successes against ISIS, combat has taken a toll on populations suffering under the militant extremists, to include the brave Iraqis and Syrians engaged in direct combat with a terrorist organization that has killed countless innocent civilians during its brutal three-year occupation.

Iraqi Security Forces, including more than 115,000 trained by Coalition partners, continue to clear the last remaining pockets of ISIS in Hawija and western Anbar Province. The October 2016 to July 2017 battle to liberate Mosul reflects a significant sacrifice by our Iraqi partners, who lost 1,200-1,500 personnel in action, with an approximate 8,000 more wounded.

The Syrian Democratic Forces, who continue to defeat ISIS in Dayr Az Zawr Province and Raqqah, have suffered similarly in efforts to rid their nation of ISIS, with approximately 1100 troops killed and 3900 more wounded in the ongoing fight.

The Coalition and our partner forces in Iraq and Syria take extraordinary care to protect the civilian population. We take all reports of civilian casualties seriously and assess all reports as thoroughly as possible. Investigations include interviewing witnesses and examining the site where possible, interviewing pilots and other personnel involved in the targeting process, reviewing strike and surveillance video, and analyzing information provided by government agencies, non-governmental reports, partner forces, and traditional and social media. We consider new information when it becomes available to ensure a thorough and continuous review process.

In the month of August, CJTF-OIR carried over 455 open reports of possible civilian casualties from previous months and received 80 new reports resulting from Coalition strikes (artillery or air) in support of partner force operations to defeat ISIS in Iraq and Syria.

During this period, the Coalition completed the assessment of 185 reports: 168 were assessed to be non-credible, three were assessed to be duplicates of previous reports, and 14 were assessed to be credible, resulting in 50 unintentional civilian deaths. To date, based on information available, CJTF-OIR assesses at least 735 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 350 reports are still open and being assessed at the end of the month.

The Coalition conducted a total of 26,026 strikes that included 53,948 separate engagements between August 2014 and August 2017. During this period, the total number of reports of possible civilian casualties was 1250. The total number of credible reports of civilian casualties during this time period was 178. The percent of engagements that resulted in a report of possible civilian casualties was 2.32%. The percent of engagements that resulted in a credible report of civilian casualties was .33%.

After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed the following 168 reports as non-credible: at this time there is insufficient information to assess that, more likely than not, a Coalition strike resulted in civilian casualties.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. 14 reports were assessed to be credible resulting in the unintentional death of 50 civilians.

A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty. In each of the incidents below, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.

  1. April 22, 2015, near Mosul, Iraq, via media report: This previously closed allegation was re-opened after the family provided additional information to the Coalition. During a strike on a former residential use building that was being used by ISIS as an explosives storage facility, it was assessed that four civilians were unintentionally killed.
  2. Oct. 2, 2016, near Mosul, Iraq, via Airwars report: During a strike against an ISIS headquarters structure, it was assessed that 10 civilians were unintentionally killed.
  3. March 21, 2017, near Al Tabaqah, Syria, via social media report: During a strike against ISIS headquarters structure, staging facility and internet café, it was assessed that 10 civilians were unintentionally killed.
  4. March 30, 2017, near Mosul, Iraq, via self-report: During a strike against an ISIS formation, it was assessed that seven civilians were unintentionally killed.
  5. June 6, 2017, near Raqqah, Syria, via self-report: During a strike on an ISIS vehicle, it was assessed that one civilian was unintentionally injured.

Combined Joint Task Force – Operation Inherent Resolve Monthly Civilian Casualty Report

Since Coalition operations to free the people of Syria and Iraq from ISIS control began in 2014, Coalition partners have returned more than 83% of ISIS-held land to local populations and governance. The effort has liberated more than six million Syrians and Iraqis.

Despite significant successes against ISIS, combat has taken a toll on populations suffering under the militant extremists, to include the brave Iraqis and Syrians engaged in direct combat with a terrorist organization that has killed countless innocent civilians during its brutal three-year occupation.

Iraqi Security Forces, including more than 115,000 trained by Coalition partners, continue to clear the last remaining pockets of ISIS in Hawija and western Anbar Province. The October 2016 to July 2017 battle to liberate Mosul reflects a significant sacrifice by our Iraqi partners, who lost 1,200-1,500 personnel in action, with an approximate 8,000 more wounded.

The Syrian Democratic Forces, who continue to defeat ISIS in Dayr Az Zawr Province and Raqqah, have suffered similarly in efforts to rid their nation of ISIS, with approximately 1100 troops killed and 3900 more wounded in the ongoing fight.

The Coalition and our partner forces in Iraq and Syria take extraordinary care to protect the civilian population. We take all reports of civilian casualties seriously and assess all reports as thoroughly as possible. Investigations include interviewing witnesses and examining the site where possible, interviewing pilots and other personnel involved in the targeting process, reviewing strike and surveillance video, and analyzing information provided by government agencies, non-governmental reports, partner forces, and traditional and social media. We consider new information when it becomes available to ensure a thorough and continuous review process.

In the month of August, CJTF-OIR carried over 455 open reports of possible civilian casualties from previous months and received 80 new reports resulting from Coalition strikes (artillery or air) in support of partner force operations to defeat ISIS in Iraq and Syria.

During this period, the Coalition completed the assessment of 185 reports: 168 were assessed to be non-credible, three were assessed to be duplicates of previous reports, and 14 were assessed to be credible, resulting in 50 unintentional civilian deaths. To date, based on information available, CJTF-OIR assesses at least 735 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 350 reports are still open and being assessed at the end of the month.

The Coalition conducted a total of 26,026 strikes that included 53,948 separate engagements between August 2014 and August 2017. During this period, the total number of reports of possible civilian casualties was 1250. The total number of credible reports of civilian casualties during this time period was 178. The percent of engagements that resulted in a report of possible civilian casualties was 2.32%. The percent of engagements that resulted in a credible report of civilian casualties was .33%.

After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed the following 168 reports as non-credible: at this time there is insufficient information to assess that, more likely than not, a Coalition strike resulted in civilian casualties.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. 14 reports were assessed to be credible resulting in the unintentional death of 50 civilians.

A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty. In each of the incidents below, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.

April 22, 2015, near Mosul, Iraq, via media report: This previously closed allegation was re-opened after the family provided additional information to the Coalition. During a strike on a former residential use building that was being used by ISIS as an explosives storage facility, it was assessed that four civilians were unintentionally killed. In the past week, 20 strikes that were carried out by French planes. They were concentrated around Hawijah where command centers were targeted, but they also participated in the Battle of Rawah.

SITUATION

En Irak, reprise des actions offensives irakienne sur plusieurs fronts simultanés

Après le succès de Tal-Afar, Akashat, déserté par Daech, est passé aux mains des Forces de sécurité irakiennes tandis que les combats dans l’Anbar ont été couronnés de succès, Anah étant tombé vendredi après une résistance désorganisée.

Les premières actions autour d’Hawijah sont engagées, même si une résistance plus forte est attendue à mesure que les forces irakiennes avanceront. Les artilleurs français de la TF Wagram participent à cette opération en appui des forces irakiennes.

En Syrie, combats acharnés à Raqqah et progression rapide vers Mayadin

Les FDS continuent d’enregistrer des progrès à Raqqah. Elles mènent maintenant des opérations simultanées dans toute la ville qui est conquise à plus de 70%. Daech est maintenant principalement retranché dans le centre, plus précisément dans la zone de l’hôpital et du stade.

Les trois ans de Chammal célébrés la semaine dernière sont l’occasion de faire un premier bilan de ce volet de l’engagement français en Irak.

Depuis avril 2015, une centaine de militaires français sont déployés à Bagdad au sein des Task Force (TF) Narvik et Monsabert afin d’améliorer les capacités de commandement et les savoir-faire tactiques des troupes irakiennes.

En un peu plus de deux années, la TF Monsabert aura formé environ 1800 soldats de la 6e division d’infanterie irakienne, division confrontée quotidiennement aux modes d’action terroristes.

La TF Narvik accompagne la formation des commandos irakiens de l’Iraqi Counter Terrorism Service (ICTS) qui sont en première ligne dans le combat contre Daech. Depuis sa mise en place, elle aura formé plus de 5700 soldats de l’ICTS. Ces soldats ont été engagés lors de nombreuses missions d’envergure menées contre le groupe terroriste (reprise des villes de Ramadi, Hit, Falloujah mais aussi Mossoul et Tal Afar).

L’engagement des soldats français va plus loin que la formation des soldats irakiens. Pendant ces années de présence et de soutien, les TF Narvik et Monsabert ont participé à la création d’infrastructures dédiées à des instructions spécifiques. Cet ensemble de réalisations (une salle d’instruction à la lutte EEI, une salle « piégée » pour faire des mises en situation ou encore un espace d’entraînement pédagogique) permettra à l’Irak d’entretenir des compétences incontournables pour assurer dans le long terme la sécurité des populations civiles.

In the past week, 20 strikes that were carried out by French planes. They were concentrated around Hawijah where command centers were targeted, but they also participated in the Battle of Rawah.

SITUATION

En Irak et en Syrie, les fronts sont nombreux. Plusieurs opérations sont menées simultanément. Les plus importantes ont lieu :

Sur l’ensemble de ces fronts, Daech n’a pas rencontré le moindre succès depuis des semaines. Partout, il recule. L’organisation, la résistance et l’acharnement de sa défense dépendent essentiellement du caractère désespéré ou non de son combat.

Volet terrestre

En Irak, reprise des actions offensives irakienne sur plusieurs fronts simultanés

Après le succès de Tal-Afar, Akashat, déserté par Daech, est passé aux mains des Forces de sécurité irakiennes tandis que les combats dans l’Anbar ont été couronnés de succès, Anah étant tombé vendredi après une résistance désorganisée.

Les premières actions autour d’Hawijah sont engagées, même si une résistance plus forte est attendue à mesure que les forces irakiennes avanceront. Les artilleurs français de la TF Wagram participent à cette opération en appui des forces irakiennes.

En Syrie, combats acharnés à Raqqah et progression rapide vers Mayadin

Les FDS continuent d’enregistrer des progrès à Raqqah. Elles mènent maintenant des opérations simultanées dans toute la ville qui est conquise à plus de 70%. Daech est maintenant principalement retranché dans le centre, plus précisément dans la zone de l’hôpital et du stade.
