Friday 14 July – Typhoons destroyed a tunnel entrance in Raqqa… With Mosul largely liberated, the major focus for RAF missions has been to assist the Syrian Democratic Forces fighting in Raqqa. On July 13, Coalition military forces conducted 20 strikes consisting of 48 engagements against ISIS terrorists in Syria and Iraq.

In Syria, Coalition military forces conducted 15 strikes consisting of 28 engagements against ISIS targets.

Lancée en septembre 2014, l’opération Chammal regroupe 1200 militaires français engagés au sein de l’opération interalliée Inherent Resolve. 16% d’entre eux assurent depuis 3 ans tout le soutien logistique indispensable à la poursuite des opérations. Bilan de l’engagement de ces spécialistes de l’ombre, aussi pointus qu’opérationnels.

Aux côtés des 14 Rafale déployés sur les bases aériennes en Jordanie et aux Emirats arabes unis, la France a engagé des moyens de détection et de surveillance (E3F (AWACS), Atlantique 2 et une frégate), de ravitaillement en vol C135-FR ainsi que 4 canons CAESAR en Irak. Le Groupe aéronaval avec son groupe aérien « tout Rafale », lorsqu’il est déployé représente près de 3000 hommes supplémentaires. Pour assurer la continuité des opérations de lutte contre Daech, il est essentiel d’assurer le maintien en condition opérationnelle des moyens mais également des hommes qui les mettent en œuvre.

Voici 10 chiffres permettant d’illustrer le travail titanesque réalisé par les combattants du soutien, sur l’ensemble du théâtre Chammal (Koweït, Qatar, Emirats arabes unis, Irak et Jordanie) :

– 20 000 heures de vols comptabilisées sur l’ensemble des aéronefs déployés,

– 14 000 ravitaillements (en vol) des aéronefs français par l’ensemble de la coalition (dont le C135 FR),

– 12 000 avitaillements (au sol) des aéronefs français depuis nos bases en Jordanie et aux Emirats arabes unis,

– 15 000 tonnes de fret acheminées sur l’ensemble du théâtre dont la moitié par voie maritime et l’autre par voie aérienne, équilibrant ainsi coût induit et réactivité nécessaire aux opérations,

– 9000 tonnes uniquement à destination de la base aérienne projetée (BAP) en Jordanie, outil de combat avancé et plaque tournante du soutien aux opérations de lutte contre le terrorisme,

– près de 24 000 mouvements de personnels (comprenant les déploiements des frégates et du Charles de Gaulle),

– 12 000 allers-retours par voie aérienne, soit l’équivalent de 100 Airbus A310,

– 700 ordinateurs interconnectés en permanence grâce notamment à 50 stations satellitaires civiles et militaires dans le but d’assurer la sécurisation et la continuité des opérations au Levant,

– 90 chantiers d’infrastructures (logements, dépôt de munitions, des essences, parking avions…) menés uniquement pour l’année 2017, afin d’assurer de bonnes conditions de vie et de travail à nos militaires ; leur permettant ainsi de tenir dans la durée.

Aujourd’hui, plus de 1000 jours d’opérations aériennes en appui des forces amies combattant Daech au sol ont permis de détruire plus de 2000 objectifs. Depuis octobre 2016, le détachement d’artillerie a appuyé les forces irakiennes dans leur progression vers la ville de Mossoul, aujourd’hui libérée de l’emprise de l’organisation terroriste. Mais toutes ces missions accomplies avec succès ne sont possibles que grâce à l’aide indéfectible et continue des militaires assurant le soutien opérationnel et une liaison étroite entre les chaines opérationnelle et du soutien.

La responsabilité du soutien de la force Chammal a été confiée au Contre-amiral Piaton, (NCC, national contingent commander), également commandant de la zone maritime de l’océan indien et des forces pré positionnées aux Emirats arabes unis. Cette triple casquette lui confère une connaissance fine des enjeux régionaux, lui permettant d’anticiper et d’orienter le soutien au mieux, en cohérence avec les différents représentants des forces françaises sur le théâtre (national representative au Qatar et en Irak auprès de la coalition ainsi que le commandant de la BAP).

Aussi, son état-major interarmées (EMIA), responsable opératif de l’opération Chammal jusqu’à l’été 2016, conserve un pied dans l’opération en termes de logistique et de soutien interarmées. La division logistique de l’EMIA est composée d’une vingtaine de personnels chargée de recueillir et de répondre aux besoins des diverses unités du théâtre. Besoins aussi divers que variés : allant du soutien pétrolier, de la maintenance du matériel, de la sécurité ou de la prévention en opération aux soutiens de l’homme (alimentaire, médical, social, administratif…). Assurant l’interface avec les états-majors et grands commandements en métropole, cette équipe de spécialistes mobilisent, chaque jour depuis trois ans, leurs connaissances au profit de l’opération.

SITUATION

En Syrie,

A Raqqah, la manœuvre d’encerclement menée au Sud de la ville pour couper les combattants de Daech de leurs soutiens est terminée.

Dans la ville, la progression des Forces Démocratiques Syriennes se poursuit maison par maison, face à une défense de Daech faite d’actions permanentes de harcèlement, d’infiltrations et d’attaques suicides menées avec l’aide de boucliers humains.

Les Forces armées syriennes se heurtent aux défense de Daech plus à l’Est et les positions se stabilisent.

En Irak,

Dimanche 9 juillet, le Premier ministre irakien a annoncé la libération de Mossoul. Cette victoire sur l’organisation terroriste marque le succès de forces irakiennes appuyées par les forces aériennes de la Coalition et un soutien artillerie, au cœur d’une stratégie qui aura permis d’affaiblir Daech avant de contre-attaquer en remontant le Tigre et de progresser ensemble jusqu’au cœur de la ville après l’avoir encerclée.

Désormais, les forces de sécurité débutent une longue phase de sécurisation de Mossoul. La nécessité de nettoyer la ville des très nombreux pièges posés par Daech, la présence de combattants-suicides disséminés au sein de la population, la probable présence de cellules terroristes dormantes, va imposer aux Forces de Sécurité Irakiennes de poursuivre leurs efforts pendant de longues semaines.

Les combats se concentrent désormais dans le secteur de Tall Afar où bon nombre de combattants terroristes ont trouvé refuge après avoir fui la zone de Mossoul. Daech poursuit de son côté ses actions terroristes dans les régions de l’Anbar et d’Hawijah où l’organisation dispose encore de forces importantes.

ACTIVITÉS DE LA FORCE

Cette semaine, les aéronefs ont réalisé 21 sorties aériennes dont 19 de reconnaissance armée et d’appui au sol (CAS), ainsi que 2 missions de recueil de renseignement. 04 frappes ont été réalisées dont 02 dans le cadre de la bataille de Raqqah.

La Task Force (TF) Wagram a mené de son côté 15 missions de tir dont 14 de harcèlement et 01 d’éclairement.

Le bilan global depuis le 19 septembre 2014 s’élève 1311 frappes, 2076 objectifs et 6775 sorties.

SOUTHWEST ASIA – The Coalition welcomes Prime Minister al-Abadi’s announcement of Iraq’s victory in Mosul and we congratulate the Iraqi Security Forces on their remarkable progress against ISIS while making extraordinary efforts to safeguard civilian lives.

While there are still areas of the Old City of Mosul that must be back-cleared of explosive devices and possible ISIS fighters in hiding, the ISF have Mosul now firmly under their control.

“The global Coalition fighting ISIS congratulates Prime Minister al-Abadi and the Iraqi Security Forces on their historic victory against a brutal and evil enemy. Make no mistake; this victory alone does not eliminate ISIS and there is still a tough fight ahead. But the loss of one of its twin capitals and a jewel of their so-called caliphate is a decisive blow,” said Lt. Gen. Stephen J. Townsend, commanding general of Combined Joint Task Force – Operation Inherent Resolve.

Iraqi Militia Forces, Kurdish Peshmerga fighters and the global Coalition also deserve a share of the credit for their sacrifices to achieve this hard-won victory.

“Mosul would have been a challenging fight for any army, and the Coalition is proud to stand side-by-side with our Iraqi partners as they celebrate their hard-fought victory. A victory that has cost the lives of many brave Iraqis; soldiers, police and civilians. People of all ethnicities and sects have suffered and sacrificed together, not only for their own country, but to help provide security to the region and the world,” said Townsend.

“However, this victory does not mark the end of this evil ideology and the global threat of ISIS. Now it is time for all Iraqis to unite to ensure ISIS is defeated across the rest of Iraq and that the conditions that led to the rise of ISIS in Iraq are not allowed to return again,” said Townsend.

During its occupation of Mosul, ISIS destroyed many of the city’s religious and cultural treasures, including the al-Nuri Mosque and the Tomb of the Prophet Jonah. It terrorized and brutally murdered thousands of civilians, including scores of women and children. ISIS used mosques, schools and hospitals as bomb-building facilities and fighting positions; but in the end, ISIS was still defeated.

Although ISIS has lost Mosul, the threat remains in other areas of Iraq. The Coalition will stand side-by-side with the Iraqi government and its people until ISIS is defeated and all Iraqis are liberated and security is restored.

Les Rafale et l’avion de patrouille maritime Atlantique 2 de la Base aérienne Projetée (BAP) en Jordanie viennent de se poser après avoir effectué plusieurs frappes en l’espace de quelques heures en Irak. Récit de cette journée d’engagement.

Les équipages des Rafale et de l’Atlantique 2 de l’opération Chammal s’appuient sur le haut niveau de soutien et d’expertises disponibles sur les bases aériennes au Levant pour préparer leurs missions dans les meilleures conditions.

Deux missions distinctes sont planifiées ce jour. Pour l’Atlantique 2, il s’agit de conduire une mission d’ISR (Intelligence, Surveillance et Renseignement). Au cours de cette mission, il pourra être amené à guider d’autres avions de chasse, notamment les Rafale français, même si ces derniers sont attendus, pour l’heure, en mission de CAS (Close Air support) à Mossoul, en appui des troupes irakiennes engagées dans les combats au sol.

L ’Atlantique 2 (ATL2) s’élance le premier sur la piste et rallie sa zone de travail, des positions supposées de Daech sur les arrières. La zone à surveiller est immense et les 10 heures d’autonomie de l’appareil prévue à cette occasion ne seront pas de trop ! Quelques heures plus tard, les moteurs des deux Rafale de la patrouille légère (ie. 2 avions) brisent le silence du désert jordanien. Les chasseurs prennent aussitôt un cap Nord-Est.

L’Atlantique 2 survole les différents points de contrôle assignés. Un des membres d’équipage identifie un véhicule suspect. Les informations s’échangent entre les 14 membres d’équipage pour suivre le véhicule suspect et l’étudier. Pour cet équipage aguerri, les détails observés indiquent qu’il s’agit d’un VBIED (vehicule borne improvised explosive device). Les éléments sont transmis vers l’état-major qui recoupe l’analyse effectuée par l’équipage français avec les informations transmises par d’autres capteurs alliés et les forces au sol. Le CAOC autorise une frappe d’opportunité après le feu vert de l’autorité française insérée, appelée Red Card Holder. Quelques minutes plus tard, en plein désert, une bombe guidée GBU 12 frappe et détruit le véhicule utilisé par Daech dans une boule de feu qui confirme l’analyse initiale. Le véhicule était bien piégé.

Pendant ce temps, les deux Rafale ravitaillent sur des appareils de la coalition et rejoignent la zone de combat. Ces quelques dizaines de kilomètres carrés à Mossoul seront leur terrain d’opération pour l’après-midi. « L’environnement urbain est très complexe pour les équipages » rapporte l’un des navigateurs.

Une demande d’appui émane alors des troupes au sol. Toutes les informations sont envoyées par le JTAC et remontent ensuite vers le centre opérationnel de la coalition. La demande passe au filtre du ciblage et du contrôle national pour vérifier que la frappe peut être délivrée. La chaîne de commandement et le Red Card Holder valident à nouveau les demandes et suivent en temps réel la situation grâce aux drones placés en orbite. « Pas de dommages » collatéraux est la consigne.

Quatre bombes guidées frappent les points ciblés. Les Rafale, une fois leurs tirs effectués, poursuivent leur mission, prêts à répondre, si nécessaire, à une nouvelle demande d’appui.

Trois heures plus tard, aviateurs et marins ont « débriefé » leur vol et rejoignent leurs compatriotes au mess. Le patron du Génie de l’air vient de terminer, avec son équipe, la réparation d’une dalle abimée du « parking aéro » par 45 degrés. Cet officier de l’armée de terre dînera avec ses collègues de retour de vol ce soir ! Tous auront été « opérationnels ensemble » aujourd’hui.

Combined Joint Task Force – Operation Inherent Resolve Monthly Civilian Casualty Report

SOUTHWEST ASIA- In the month of May, CJTF-OIR carried over 38 open reports of possible civilian casualties from previous months and received 61 new reports resulting from Coalition strikes in support of partner force operations to defeat ISIS in Iraq and Syria. Additionally, the Coalition began the assessments of 222 historical reports of possible civilian casualties received from Airwars.org. During this period, the Coalition completed the assessment of 141 reports, of which 114 were assessed to be non-credible and 27 were assessed to be credible resulting in 119 unintentional civilian deaths. To date, based on information available, CJTF-OIR assesses that, it is more likely than not, at least 603 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 180 reports were still open and being assessed at the end of the month. Coalition strikes are defined as ground artillery or air strikes conducted as part of the Coalition Air Tasking Order.

CJTF-OIR takes all reports of civilian casualties seriously and assesses all reports as thoroughly as possible. Although we are unable to investigate all reports of possible civilian casualties using traditional investigative methods, such as interviewing witnesses and examining the site, the Coalition interviews pilots and other personnel involved in the targeting process, reviews strike and surveillance video if available, and analyzes information provided by government agencies, non-governmental organizations, partner forces, and traditional and social media. In addition, the Coalition considers new information when it becomes available in order to ensure a thorough and continuous review process.

To date, based on data between August 2014 and May 2017, the Coalition conducted a total of 21,910 strikes that included 46,534 separate engagements. During this period, the total number of reports of possible civilian casualties was 727. The total number of credible reports of civilian casualties during this time period was 145. The percent of engagements that resulted in a report of possible civilian casualties was 1.56%. The percent of engagements that resulted in a credible report of civilian casualties was .31%.

After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed that the following 114 reports are non-credible. Non-credible means that at this time there is not sufficient information available to assess that, more likely than not, a Coalition strike resulted in civilian casualties.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. Twenty-seven reports were assessed to be credible resulting in the unintentional death of 119 civilians.

A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty. In each of the incidents below, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.

1. April. 19, 2015, near Ar Rutbah, Iraq, via Airwars report: During a strike on an ISIS checkpoint, it was assessed that two civilians were unintentionally injured when a vehicle arrived at the checkpoint after the munition was released.

2. May 13, 2015, near Bayji, Iraq, via Airwars report: During a strike on an ISIS weapons cache, it was assessed that six civilians may have been unintentionally killed.

3. May 26, 2015, near Raqqah, Syria, via Airwars report: During a strike on an ISIS staging area, it was assessed that six civilians were unintentionally killed and two were injured after their vehicles entered the target area after the munition was released.

4. Aug. 29, 2015, near Manbij, Syria, via Airwars report: During a strike on ISIS equipment, it was assessed that one civilian was unintentionally killed and three were injured after, unbeknownst to the Coalition, the civilians were forced to do manual labor for ISIS against their will.

Combined Joint Task Force – Operation Inherent Resolve Monthly Civilian Casualty Report

SOUTHWEST ASIA- In the month of May, CJTF-OIR carried over 38 open reports of possible civilian casualties from previous months and received 61 new reports resulting from Coalition strikes in support of partner force operations to defeat ISIS in Iraq and Syria. Additionally, the Coalition began the assessments of 222 historical reports of possible civilian casualties received from Airwars.org. During this period, the Coalition completed the assessment of 141 reports, of which 114 were assessed to be non-credible and 27 were assessed to be credible resulting in 119 unintentional civilian deaths. To date, based on information available, CJTF-OIR assesses that, it is more likely than not, at least 603 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 180 reports were still open and being assessed at the end of the month. Coalition strikes are defined as ground artillery or air strikes conducted as part of the Coalition Air Tasking Order.

CJTF-OIR takes all reports of civilian casualties seriously and assesses all reports as thoroughly as possible. Although we are unable to investigate all reports of possible civilian casualties using traditional investigative methods, such as interviewing witnesses and examining the site, the Coalition interviews pilots and other personnel involved in the targeting process, reviews strike and surveillance video if available, and analyzes information provided by government agencies, non-governmental organizations, partner forces, and traditional and social media. In addition, the Coalition considers new information when it becomes available in order to ensure a thorough and continuous review process.

To date, based on data between August 2014 and May 2017, the Coalition conducted a total of 21,910 strikes that included 46,534 separate engagements. During this period, the total number of reports of possible civilian casualties was 727. The total number of credible reports of civilian casualties during this time period was 145. The percent of engagements that resulted in a report of possible civilian casualties was 1.56%. The percent of engagements that resulted in a credible report of civilian casualties was .31%.

After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed that the following 114 reports are non-credible. Non-credible means that at this time there is not sufficient information available to assess that, more likely than not, a Coalition strike resulted in civilian casualties.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. Twenty-seven reports were assessed to be credible resulting in the unintentional death of 119 civilians.

A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty. In each of the incidents below, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.

1. April. 19, 2015, near Ar Rutbah, Iraq, via Airwars report: During a strike on an ISIS checkpoint, it was assessed that two civilians were unintentionally injured when a vehicle arrived at the checkpoint after the munition was released.

2. May 13, 2015, near Bayji, Iraq, via Airwars report: During a strike on an ISIS weapons cache, it was assessed that six civilians may have been unintentionally killed.

3. May 26, 2015, near Raqqah, Syria, via Airwars report: During a strike on an ISIS staging area, it was assessed that six civilians were unintentionally killed and two were injured after their vehicles entered the target area after the munition was released.

4. Aug. 29, 2015, near Manbij, Syria, via Airwars report: During a strike on ISIS equipment, it was assessed that one civilian was unintentionally killed and three were injured after, unbeknownst to the Coalition, the civilians were forced to do manual labor for ISIS against their will.

Until December 31, 2017, Belgium’s F-16 hunting aircraft will fight against IS in the context of the Desert Falcon operation. However, the number of F-16s will be reduced by a third.

A Raqqah, les combats pour le contrôle de la ville se poursuivent. Daech concentre sa défense sur les zones les plus urbanisées selon une stratégie qui a déjà été observée à Mossoul : piégeage, tunnels, fortifications sont en place et rendent la progression des Forces Démocratiques Syriennes difficile et dangereuse.

Les FDS progressent néanmoins de l’Est vers l’Ouest de la ville, profitant de brèches dans le mur d’enceinte pour entrer dans la Médina. Elles poursuivent également leur manœuvre d’encerclement au Sud de la ville pour réduire les soutiens de Daech, notamment en provenance du Sud-Ouest. Les Forces pro-régime sont à une vingtaine de km au Sud de Tabqa.

En Irak,

A Mossoul, Daech perd du terrain chaque jour dans la Médina et s’acharne à défendre le dernier kilomètre carré encore tenu. Sa liberté de circulation dans la région environnante est également compromise. L’organisation terroriste essaie de se recentrer vers Tal Afar à l’Ouest, et Hawijah plus au sud de Mossoul, deux secteurs fortement défendus et encore sous son contrôle.

Daech a néanmoins la capacité de réactiver des cellules dormantes qu’elle concentre au moment opportun contre les forces de sécurité. Ceci démontre que la prudence reste de mise quant à la reprise de Mossoul même si l’optimisme des forces locales domine.

Cette bataille s’inscrit bien dans une stratégie coordonnée entre la Coalition et le pays hôte. Cette stratégie comportait une première phase de préparation de la bataille afin d’accompagner la montée des forces de sécurité vers Mossoul et d’encercler la ville pour couper tout renfort ou soutien extérieurs au profit des terroristes retranchés.

1 200 militaires sont déployés dans le cadre de CHAMMAL sur cinq pays. 16% seulement de cet effectif contribue à soutenir le personnel comme les matériels dengagés.

La logistique en opérations recouvre douze domaines spécialisés : 07 sont principalement dédiés au profit du personnel, 05 le sont au profit des matériels.

Dans le domaine de l’acheminement, en trois ans, 24 000 passagers ont transité par voie aérienne vers le théâtre. 15 000 tonnes de matériels ont été projetées de France, la moitié par voie aérienne et l’autre par voie maritime, avec une recherche permanente d’équilibre entre la nécessaire réactivité et les coûts induits.

Dans le domaine du soutien carburant, 12 000 pleins (avitaillement) ont été réalisés au sol, 14 000 en vol (ravitaillements) au profit de l’ensemble des aéronefs français engagés.

Ces forces sont parfaitement interopérables grâce aux réseaux classifiés établis entre 700 ordinateurs reliés sur le théâtre et avec la métropole, par le biais de 50 stations satellitaires.

Dans le domaine de l’acheminement, en trois ans, 24 000 passagers ont transité par voie aérienne vers le théâtre. 15 000 tonnes de matériels ont été projetées de France, la moitié par voie aérienne et l’autre par voie maritime, avec une recherche permanente d’équilibre entre la nécessaire réactivité et les coûts induits.

Dans le domaine du soutien carburant, 12 000 pleins (avitaillement) ont été réalisés au sol, 14 000 en vol (ravitaillements) au profit de l’ensemble des aéronefs français engagés.

Ces forces sont parfaitement interopérables grâce aux réseaux classifiés établis entre 700 ordinateurs reliés sur le théâtre et avec la métropole, par le biais de 50 stations satellitaires.
