“Tijdens operatie Desert Falcon is niemand overbodig”

Eind juni 2016 vloog Defensie zes van zijn F-16’s over naar het Midden-Oosten voor de strijd tegen DAESH. Elke dag filtert een ervaren F-16-piloot in het hoofdkwartier de ene opdracht na de andere voor de Belgen. De operatie is intens en vraagt veel van mens en machine. “Met 99 zijn we in totaal”, zegt de detachementscommandant. “Maar geen man is hier overbodig.”

Nog voor de zon een nieuwe dag aankondigt, zijn de onderhoudstechnici druk in de weer in en rond een F-16. Ze hebben de zware motor uit het toestel getrokken voor controle. “Om de 200 vlieguren kijken we de motor na op de kleinste mankementen”, vertelt de militair die de laatste inspectie voltooid vooraleer de techniekers de motor weer in het toestel duwen. “Het is een belangrijk werk want het vele stof hier tast de mechaniek aan. Daarom moeten we elke opening hermetisch afsluiten tegen opwaaiend zand maar ook ongedierte.”

Naast de onderhoudstechnici zijn er militairen die de piloot bijstaan met de communicatie, het gevechtsvliegtuig helpen opstarten of de bewapening voorbereiden en monteren. Haast elk gevechtsvliegtuig dat vertrekt heeft twee explosieven onderaan zijn vleugels hangen om indien nodig de grondtroepen te steunen. Ze wegen tot één ton en eens geplaatst moeten de technici er heel omzichtig mee omgaan. Daarom verwijderen ze de veiligheidspinnen slechts enkele minuten voor het vertrek.

Nog een belangrijke pion tijdens de operatie Desert Falcon is de zogenaamde red card holder. Dat is een oudere F-16-piloot met jaren ervaring achter de kiezen. Samen met een juridische raadgever doorspit hij elke opdracht van de Belgen. Komt de missie overeen met het mandaat dat Defensie van de regering kreeg? Respecteert de opdracht de wetten bij gewapende conflicten?

“Het is cruciaal dat elke opdracht zonder onschuldige slachtoffers verloopt”, besluit de detachementscommandant. “Collaterale schade is een term die niet in ons woordenboek staat. We willen te allen prijze vermijden dat er door ons toedoen burgerslachtoffers vallen. Die rode kaart van de ervaren F-16-piloot mag je dus erg letterlijk nemen.”

Pour la sixième fois, un E-3F de la 36ème escadre de commandement et de conduite aéroportés (EC2A) renforce les forces françaises engagées au Levant. La soixantaine d’aviateurs déployés est donc aguerrie à cette lutte menée par la Coalition contre les groupes armés terroristes de Daech.

Deux jours après leur arrivée, équipage et mécaniciens se concentraient déjà sur la réalisation de leur premier vol opérationnel. « A partir d’une zone aérienne couvrant la Syrie et l’Irak, nous avons collaboré avec un AWACS australien pour établir une situation aérienne complète. L’objectif était de fournir au Centre de commandement tactique ( Combined Air Operation Center), par transmissions de données, toutes les détections d’aéronefs identifiés comme amis ou inconnus » explique le lieutenant-colonel Jean-Yves, commandant du détachement.

« Sous la direction d’un commandant de bord et d’un chef de mission, pilotes, navigateurs, contrôleurs et techniciens embarqués ont d’ailleurs vite retrouvé leurs réflexes de spécialiste au cours de ces huit premières heures de vol dans le ciel du Levant», poursuit-il.

Avoir une idée précise des différentes menaces et de toutes les activités aériennes du théâtre au Levant s’avère en effet décisif pour les autorités militaires comme pour les unités aériennes engagées au-dessus du champ de bataille.

L’E-3F offre à la France une autonomie renforcée en termes de commandement, de conduite mais aussi d’appréciation de la situation sur le théâtre grâce à ses nombreux capteurs. Il capte, réoriente en vol les frappes d’appui rapproché et le flux des ravitaillements en vol. Il dispose lui-même d’une endurance accrue, fort de sa capacité de ravitaillement en vol compatible avec de nombreux types d’aéronefs ravitailleurs.

De retour à Al Udeid, la mission continue au sol. Il faut analyser les informations reçues, les exploiter et en déduire de nouvelles méthodes d’action pour l’équipage comme pour l’ensemble des spécialistes qui mettent en œuvre cet « appareil à haute valeur ajoutée » dont l’électronique vient d’être modernisée au tout dernier standard de l’US AIR Force.

Lancée depuis le 19 septembre 2014, l’opération Chammal mobilise actuellement 1 000 militaires. Elle vise, à la demande du gouvernement irakien et en coordination avec les alliés de la France présents dans la région, à renforcer le volet aérien offensif de la Coalition en Irak et en Syrie contre le groupe terroriste autoproclamé Daech.

Le dispositif complet est actuellement structuré autour de douze Rafale de l’armée de l’air, d’un avion de détection et de contrôle aéroporté E-3F, d’un avion de patrouille maritime Atlantique 2 de la marine nationale ainsi que de capacités de renseignement, de commandement et de contrôle (C2). Monday 19 September – Tornados struck three targets in northern and western Iraq…Operations in the area north of Ramadi continued on Monday 19 September, when Tornados used an Enhanced Paveway II guided bomb to destroy a Daesh supply store, and two Paveway IVs to destroy a neighbouring headquarters. Tornados also operated over north-western Iraq, where a Brimstone missile was used to destroy a terrorist vehicle spotted some ten miles north-west of Tall Afar.

Le 18 septembre 2016, les Rafale de la force Chammal ont effectué un raid contre un site du groupe terroriste en utilisant des missiles SCALP.

Quatre avions Rafale armés de missiles de croisière ont détruit un site de Daech dans la région de Mossoul. Centre d’entraînement pour combattants terroristes, ce site était également utilisé comme usine de production d’engins explosifs pour véhicules piégés. Les avions ont réalisé le raid en complète autonomie depuis la base aérienne projetée en Jordanie.

Au cours des quatre derniers jours, les avions de l’armée de l’air française ont poursuivi leurs actions d’appui aux troupes irakiennes au sol et de destruction contre les installations de Daech, notamment dans la région de Mossoul. Ces frappes de la force Chammal, réalisées au sein de la coalition OIR, s’inscrivent dans le renforcement des actions interarmées visant à préparer la prise de la ville de Mossoul, prochain objectif de la coalition.
