On November 30, the Israeli Alma Center published on its X platform… A sample protest letter, purportedly addressed to the Sin el-Fil municipality and signed by residents living near the “Marc Chamoun” building (a private real estate company that constructed the building) on Charles Fayez Chaoul Street, circulated on social media. According to the posts, the letter states that prominent Hezbollah figures, including Wafiq Safa, head of the party’s Liaison and Coordination Unit, reside in or visit the building accompanied by armed men, establish a security cordon around it, close the street, and check the IDs of passersby. The letter claims that Hezbollah’s presence and activities in the area threaten the security of residents and increase the likelihood of an Israeli strike. The Sin el-Fil municipality contacted the relevant security authorities to investigate the matter. For his part, Marc Chamoun (owner of the real estate company and the building) denied any connection between the building and Hezbollah in general or Wafiq Safa in particular. It should be noted that Sin el-Fil is an eastern suburb of Beirut with a traditionally Christian majority. We do not know who is actually behind the message or how authentic it is, but we do know that Hezbollah uses the tactic of using "human shields" in various areas...

نشر مركز ألما الإسرائيلي عبر منصة إكس…. في 30 تشرين الثاني، جرى تداول نموذج رسالة احتجاج على مواقع التواصل الاجتماعي، قيل إنها وُجّهت إلى بلدية سنّ الفيل، وموقّعة من سكّان يقيمون قرب مبنى “مارك شمعون” (شركة عقارية خاصة أنشأت المبنى) في شارع شارل فايز شاوول. وبحسب المنشورات، تُفيد الرسالة بأن شخصيات بارزة في حزب الله، من بينهم وفيق صفا، رئيس وحدة الارتباط والتنسيق في الحزب، يقيمون أو يزورون المبنى برفقة عناصر مسلّحة، ويقيمون طوقاً أمنياً حوله، ويغلقون الشارع، ويفتشون هويات المارّة. وتدّعي الرسالة أن وجود حزب الله ونشاطه في هذه المنطقة يهددان أمن السكان ويزيدان من احتمال تعرّض المنطقة لضربة إسرائيلية. وقد تواصلت بلدية سن الفيل مع الجهات الأمنية المختصة للتحقيق في الموضوع. من جهته، نفى مارك شمعون (مالك الشركة العقارية والمبنى) أي علاقة للمبنى بحزب الله عموماً أو بوفيق صفا خصوصاً. تجدر الإشارة إلى أن سنّ الفيل هي ضاحية شرقية لبيروت ذات غالبية مسيحية تقليدياً. ولا نعلم من يقف فعلياً وراء الرسالة أو مدى صحّتها، لكن ما نعرفه أن حزب الله يستخدم تكتيك “الدروع البشرية” في مناطق متعددة من الأراضي...
