The General Department of Legal Affairs and Regulation Development of the Secretariat of the Supreme Council for the Cultural Revolution has published an "analytical-consultative report on the legal bases and requirements of international follow-up to the attack on the country's educational and medical centers during the Ramadan War."
The Director General of Legal Affairs and Regulation Development stated in explaining the initial sections and framework of this report: The first part of the report is dedicated to a brief description of the major aggressions of the American-Zionist aggressor regime. These crimes include the missile attack on the "Shajre Tayyiba" school in Minab city with 168 martyred students and teachers, the attack on Gandhi Hospital in Tehran and the creation of an emergency situation for infants and patients, as well as damage to cultural heritage including Ashraf Hall, Chehelsotun Museum Palace and the Karnal War Painting in Isfahan.

اداره کل حقوقی و تدوین مقررات دبیرخانه شورای عالی انقلاب فرهنگی، «گزارش تحلیلی-مشورتی در خصوص مبانی و الزامات حقوقی پیگیری بین‌المللی تهاجم به مراکز آموزشی و درمانی کشور در جنگ رمضان» را منتشر کرد.
مدیرکل امور حقوقی و تدوین مقررات در تشریح بخش‌های ابتدایی و چارچوب این گزارش اظهار داشت: بخش اول گزارش به شرح مختصری از تهاجمات عمده رژیم متجاوز آمریکایی-صهیونیستی اختصاص دارد. از جمله این جنایات، حمله موشکی به مدرسه "شجره طیبه" در شهر میناب با ۱۶۸ دانش‌آموز و معلم شهید، حمله به بیمارستان گاندی تهران و ایجاد وضعیت اضطراری برای نوزادان و بیماران، و همچنین آسیب به میراث فرهنگی از جمله تالار اشرف، کاخ موزه چهلستون و نقاشی جنگ کرنال در اصفهان است.
