Afghanistan: Reported US covert actions 2018

The timeline below contains information on all US air attacks on Afghanistan recorded by the Bureau in 2018. It is updated with the latest US air attacks. We also log Afghan Air Force attacks when they are reported. The Bureau collects information on the US and Afghan strikes and the people they kill from local and international media reports – including the Bureau’s own field investigations – as well as academics and NGOs that cite US, Afghan and Pakistani civil, military and intelligence officials, and witnesses and local people in the affected areas.

Please note that our data changes according to our current understanding of particular strikes. The information below represents our present best estimate.

Background

US aircraft have been bombing Afghanistan since late 2001 and the airstrikes have continued into the Trump administration. Up until December 2014 the US was operating in concert with its allies in the Nato-led International Security Assistance Force. Now it is just the US, and the Afghans, flying strike missions in the country.

The Bureau began tracking the strikes from January 1 2015 onwards, when the US and Nato’s combat mission in Afghanistan came to an end. The Afghan military and police took the lead in fighting the Taliban with the US and its international partners moving into a non-combat “train, advise, assist” role, supporting local forces.

US air forces are still flying combat missions however. There are three targeting authorities that govern the kind of strikes the US can conduct in Afghanistan.

Force protection strikes are intended to protect friendly ground forces who are under attack, or are about to be attacked. From January 1 2015 the US was supposed to stop deliberately going after the Taliban, leaving that to the Afghans. But in June 2016, with the Taliban pushing the Afghan forces to breaking point, the US went on the offensive against the Taliban, under “strategic effect” strikes.

The third authority governs the US’s counter-terrorism strikes, part of its offensive operations against al Qaeda and, since January 2016, Afghanistan’s Islamic State offshoot.

In mid-May, the US military confirmed that it killed Hazrat Abbas and his bodyguard in an airstrike in Nangarhar province on April 23.

Abbas was described as senior commander of al Qaeda in the Indian Subcontinent and the Pakistan Taliban. He "controlled fighting forces in both Pakistan and Afghanistan" and these forces were "responsible for numerous attacks and kidnappings on both sides of the border", the military said.

"Abbas’ integration and command of multiple organisations highlights the relationships between terrorist organisations in Afghanistan and the surrounding region, specifically how regional terrorist groups shelter and facilitate global threat networks," it added.

They released a video showing the strike that they have said killed the two men. It appears to show them travelling on a motorcyle.

Islamic State group, through a programme aired on its radio channel, has said that a US cruise missile strike on April 23 killed two children of a local resident.

The resident, identified as Payanda Mohammad, lost his 14-year-old son and older daughter, the group claimed.

We will record this here as a possible strike.

Pakistan Today reported that a "notorious" commander from Pakistan's tribal regions died in a US drone strike in Afghanistan's Nangarhar province.

Hazrat Ali, or "Pistol Mullah" as he was allegedly nicknamed, was reportedly the chief commander of Abdullah Ezzam Brigade, which Pakistan Today said was affiliated with the TTP. The group, it said, has targeted Nato convoys and had been behind number of kidnappings. He was originally from Pakistan's Kyber Agency.

The sourcing was too vague to record this strike in our database as yet. We have included in here as a possible strike. There were no details on other casualties.

Afghan air and artillery strikes hit Islamic State tunnels killing 17 members of the group, Khaama Press reported based on a statement from the "provincial police commandment".

The statement said nine tunnels, six hideouts and some weapons were destroyed.

A video posted by the US Department of Defence showed a US A-10 strike what was described as a Taliban narcotics production facility in Farah province.

"US Forces-Afghanistan and Afghan National Defense and Security Forces continue to expand their counter-revenue campaign against the Taliban beyond Helmand and Southern Afghanistan," a statement accompanying the video said.

No additional details were provided.

"Joint" Afghan and US strikes targeted Taliban insurgents who had launched an attack on security posts, Khaama Press reported.

Their information came for 207th Zafar Corps, which is part of the Afghan army. According to them, the strikes killed at least 37 Taliban members and injured seven others. The group apparently launched an attack on security posts on the outskirts of Farah city at around 2am, with air strikes launched around an hour later. Several key Taliban commanders were reported killed.

We are not entirely sure what is meant by "joint" air strikes. We have recorded the strikes as possible US strikes to reflect the ambiguity. It is also not clear when they took place but they were reported on April 16.

At least 20 members of Afghanistan's branch of Islamic State were killed and and 17 others injured in an Afghan strike in Jawzjan province, a statement from Afghan Ministry of Defence reportedly said. 

The local commander, identified as Mohammad Yusuf, was allegedly killed in the strike.

The strike, reported in the morning of April 15, had occurred at some point in the previous 24 hours.

Seven Taliban members were killed and three others injured in a US air strike in Paktika province, Police Chief Mohammad Azeem Hashami told Pajhwok News.

Seventeen landmines, one vehicle and six motorcycles had been destroyed in the airstrike, he said.

A number of Taliban fighters were killed in security operations in Uruzgan province, Pajhwok News reported, but it was unclear who carried out the strikes. The breakdown between ground operations and air strikes was not clear.

Four members of the group were allegedly killed and 17 others injured in security forces operation and an air strike in Khas Uruzgan district. Three more insurgents were reportedly killed and one injured in security forces artillery shelling and airstrike in Tarin Kot district, the provincial capital of the province. The breakdown between ground operations and air strikes was not clear.

It was unclear when these strikes took place, but they were reported on April 12.

A large gathering of Taliban fighters came under attack from Afghan air and artillery strikes with the support of US forces, the 207th Zafar Corps, which is part of the Afghan army, reportedly said.

Khaama Press reported that the Zafar Corps said preliminary reports indicate that 35 insurgents were killed and at least 29 others were injured during the operation.

The extent of the US involvement is not clear, but we have recorded the strikes reported as possible US strikes.

It was also not clear when the attack took place, although it was reported on April 11.

Eight fighters belonging to an unspecified militant group were allegedly killed in an air strike by Afghan forces in Badakhshan province, according to General Mohammad Radmanish, a spokesperson for the Afghan Ministry of Defence. 

General Radmanish said 13 air strikes had been carried out across the country over a 24 hour period. The number of casualties from these was not specified.

“On Friday (April 6) afternoon Afghan National Army Air Force A-29 military planes struck two Taliban hideouts in Farghamerawi locality of Wardoj district," Army Spokesperson Hanif Rezai told Xinhua."The initial information found eight militants lost their lives after the sorties.” 

A stolen armoured military carrier, a heavy gun and three bunkers along with weapons and ammunition were also destroyed, he reportedly said.

A US strike killed a senior commander of Afghanistan's branch of Islamic State (IS-K) and his bodyguard in Faryab province's Bal Chiragh district, a Nato press release stated.

The commander, identified as Qari Hikmatullah, was also described as the main facilitator of IS-K fighters into northern Afghanistan.

"Hikmatullah, a native Uzbek, had a history of divided loyalties; first as an Islamic Movement of Uzbekistan leader, followed by allegiance to the Taliban, and ultimately IS-K," the press release stated.

"IS-K in Jowzjan province is the main conduit for external support and foreign fighters from Central Asian states into Afghanistan. Hikmatullah was the key leader for those operations," it added.

Some Afghan officials have said that the airstrike was carried out by their own forces, but the press statement from Resolute Support, the Nato mission through which the US conducts the war in Afghanistan, specifically said it was a US strike.

The head of the Jowzjan provincial council, Abdul Hai Hayat, told Washington Post that Hikmatullah was killed in the Khawaja Arab village of Bal Chiragh district, which sits on the border with Jowzjan province.

Hayat said the commander was ruthless, noting his group beheaded a well-known cleric and had also displayed publicly a bag containing dismembered remains of a man they killed.

The group has already reportedly named Mawlavi Habibul Rahman, another native Uzbek, as Hikmatullah’s successor. He is also believed to have had intermittent ties to the Taliban.

General Mohammad Radmanesh, a spokesperson for the Afghan Ministry of Defence, reportedly said Hikmatullah’s successor “does not have the efficiency and experience that he did”.

“ASSF and US counter-terrorism forces killed Hikmatullah and they will kill any successors,” said General John Nicholson, commander, US Forces-Afghanistan. “IS-K will be eliminated.”

The US announced that strikes against Taliban revenue streams had expanded to western Afghanistan for the first time.

Counter-revenue efforts began following new targeting authorities given last year, with the focus on hitting narcotics production facilities.

"US Forces-Afghanistan and Afghan National Defence and Security Forces conducted strikes on 11 Taliban narcotics production facilities in Farah and Nimroz provinces April 3-5," a press release from Resolute Support said.

It seems the strikes were carried out by the US, with American F-16s, A-10s and MQ-9s used and not aircraft flown by the Afghan Air Force.

"The Taliban will have no safe havens. We will continue to exploit their networks and decimate their ability to develop narcotics," Major General James Hecker said when commenting on the strikes.

"They have become a criminal organization that profits from selling drugs and using those funds to conduct operations that maim and kill Afghans. By cutting off the Taliban’s economic lifelines, we also reduce their ability to continue these terrorist activities.”

There were no details on any casualties arising from the strikes in the press release.

As 11 Taliban narcotics production facilities were hit, we have recorded 11 strikes under this entry. The strikes occurred between April 3 and 5 but we can only select a single date in our database.

The press release said that since November 2017, the counter-revenue campaign has conducted 75 strikes against narcotics production facilities in Afghanistan.

Over 30 children were killed and a further 51 injured in Afghan air force strikes in Kunduz's Dasht e Archi district on April 2, the UN's mission in Afghanistan (UNAMA) said in a report released in May. 

Multiple rockets and heavy machinegun fire targeted an open-air religious ceremony next to a madrassa where hundreds of men and boys had gathered, UNAMA said. It took place when lunch was about to be served for the attendees, and the crowd gathered also included members of the community, including children, who came to observe the ceremony or partake in the meal. 

The UN mission verified a total of 107 casualties (36 killed and 71 injured), with credible information indicating even higher figures. It noted that it could not confirm each individual's civilian status. The vast majority of the casualties were however children.  

UNAMA stated the following in its report: 

A key finding of this report is that the Government used rockets and heavy machinegun fire on a religious gathering, resulting in high numbers of child casualties, raising questions as to the Government’s respect of the rules of precaution and proportionality under international humanitarian law. Additionally, the timing and place of the attack, which occurred during a religious ceremony attended by hundreds of people, cannot be reconciled with the Government’s obligations under international humanitarian law to take all feasible measures to spare civilians and civilian objects from the harm of conflict, or, at minimum, to minimize incidental loss of civilian life and damage to civilian property.

According to the Government, the airstrike targeted senior Taliban leaders present in the area, including members of the Quetta Shura and of the Taliban ‘Red Unit’, who had allegedly gathered to launch an operation against Kunduz city. The President established a committee to investigate after acknowledging civilian casualties, and the province's governor also reportedly established a provincial-level investigation committee. UNAMA noted that at the time of the report's publications, neither had been publicly released their findings.

The initial official response was confusing. Defence Ministry Spokesperson Brigadier General Mohammad Radmanish denied civilians casualties. “During the attack by our helicopters, 21 terrorists, including a Taliban commander, have been killed,” he said. “It isn’t a residential area, and only terrorists and the Taliban were active in the place. There wasn’t any civilian in the area.” He later told reporters, according to Khaama Press, that civilians had died, but said this was a result of small arms fire from the Taliban and not an Afghan air strike. 

The Afghan defence ministry said the site attacked was being used as the training camp by the Taliban. A security official told AFP the group had been using the religious school to plan its annual spring offensive, with the use of a school seen as a possible way to avoid strikes. A local police official told Reuters a representative of the Taliban leadership council, based in Pakistan's Quetta, was visiting the area. He said the strike hit a gathering of Taliban fighters preparing an operation killing 15 and injuring a further ten, although he acknowledged civilian casualties had also occurred. 

Following the strike, reports suggested either a religious school or a mosque had been hit in the strike in Dasht e Archi district. Nasruddin Saadi, the district governor, said helicopters attacked while a religious ceremony attended by 1,000 people was taking place. The event had been organised to "recognise graduates, appoint mullahs and elevate junior mullahs", witnesses told New York Times. Others described it as a graduation ceremony. 

Witness have said those present included civilians, students, and also Taliban fighters, and the district governor has said armed militants were in attendance. The district is a Taliban stronghold. 

A local farmer, who told NYT his ten-year-old nephew had been injured in the strike, acknowledged that there had been a small number of armed Taliban fighters among the crowd, but said most attendees were civilians, including madrasa students and graduates and many children. The first rockets, he said, hit a group of youngsters. “Children come to any gathering where there is a free lunch,” he added.  

Estimates of the death toll ranged considerably. The highest estimate came from the Taliban, who said 150 religious scholars and civilians were killed. The district governor reported 70 people had died and 30 were injured. Mawlawi Abdullah, a Kunduz council member, said 50 to 60 people have been killed. Health officials in Kunduz city told Reuters five dead bodies and 40 wounded patients had been taken to city hospitals. While the Taliban said none of its members were present, none of the other estimates specified how many of the dead were civilians. 

Sayed Jaan, a resident of the area, told Reuters, he had attended two funerals for a total of almost 40 people. “There were two mass graves to bury the victims of the bombing and I took part in both burials. In one grave, 16, and in another, 21. Many were young children,” he said. “There were other burials and people were digging graves."

A spokesperson for US Forces - Afghanistan has said they carried out no strikes in Kunduz on that day.

An US A-10 attack jet killed Taliban fighters who had ambushed Afghan forces in Helmand province’s Nad Ali district, Marine Captain Jesse Gonzalez, an US intelligence officer, told Washington Post.

The attack was used as an example of how Afghan forces are providing enough information to allow the US to launch strikes without American personnel on the ground. There were no casualty estimates.

In the entry below we have recorded another strike that allegedly killed three members of the group and injured another, in Nangarhar's Deh Bala district. Deh Bala seems to be another name for Haska Mena. It could be the same strike. There is no clear date for either, with information on this one published on March 29 and information on the other published four days previously.

The Bureau also only includes strikes reported by named Afghan sources, or named and unnamed US sources, in its spreadsheet.

For these reasons we have not added this strike into our database.

He identified the commander as Abdul Haq.

Four people, including a child, who travelled from India's Kerala to Afghanistan are said to have been killed in a US strike, The Hindu reported. They were allegedly part of a larger group from the Indian state that joined Afghanistan's branch of Islamic State.

A relative of two members of the Kerala group received a message on March 22 saying four other members had been killed. The message had been sent by Ashfaq Majeed via Telegram. Majeed is also believed to be part of the group that left for Afghanistan.

The dead were identified as Mohammad Mansad, Shihas, his wife Ajmala and their child. Shihas and his family were reportedly natives of the southern Kerala coastal hamlet of Padanna, while Mohammad came from nearby Thrikkarippur.

A senior government official has said that they have no way of checking the authenticity of the messages.

Air strikes carried out by Afghan forces targeted districts in Faryab province causing heavy militant casualties, according to the 209th Shaheen Corps, which is part of the Afghan army. 

The strikes hit Andkhoi and Pashtun Kot district. Strikes in the latter reportedly killed 24 fighters and injured a further five. 

It was not clear when the strikes took place, but they were reported on by Khaama Press on March 22.

The Afghan Ministry of Defence said that 33 insurgents were killed and three others injured in Afghan air strikes in Helmand and Uruzgan provinces, according to TOLO News. 

The first strike operation reportedly hit Nad All and Marja district in Helmand province killing 13. The second took place in Chora district of Uruzgan province and left 20 alleged insurgents dead. Weapons, vehicles and bases were destroyed, the statement said.

A US air strike on March 16 killed IS-K commanders Omair and Abu Samaya as they met in Sar e Pul province, a Nato press release said.

The pair, the release said, had replaced Khitab Aka, the group’s head facilitator of foreign fighters in Jawzjan province, who was captured by Afghan forces in January.

"Every day, we’re going against IS-K," General John Nicholson said in the press release. "They were in southern Nangarhar. If you were to go there today, you would see some of the valleys that have been liberated from IS-K: the populations returning, the kids going back into school."

At least 37 members of Afghanistan's branch of Islamic State were killed in US strikes in Jawzjan province on March 16, according to Mohmmad Reza Ghafoori, the spokesperson for the province's governor.

The strikes hit Sar Dara and Moghol villages in Darzab district and Chaqma Choqor village in Qishtepa district, both in Jawzjan province, Ghafoori said. Three bases of the group were destroyed in these, he said.

The Afghan military confirmed the attack, saying up to 35 members of the group were killed and another dozen wounded in pre-dawn strikes.

As well as the strikes, a statement from the regional Afghan military reportedly said US special forces conducted a ground raid in Qishtepa and captured “a key Daesh commander”, along with several other aides. Ghafoori said ten militants were captured by the US.

"As a result the communication set up of the group has been eliminated," Khaama Press reported.

Two US strikes in Helmand province were reported by Khaama Press based on information from the 203rd Thunder Military Corps, which is part of the Afghan army. However, we cannot add either of these to are database as yet because we only include strikes from named Afghan sources.

One reportedly killed six insurgents and wounded a further four in Marja district. The group's commander, named as Maulvi Wafa, was allegedly among the dead. The other strike was said to have taken place in Nad Ali district, killing four and wounding a further two.

It was not clear when the strikes took place, but Khaama Press published the news report on them on March 13.

The US carried out a series of air strikes on Taliban positions in support of security forces in Kandahar, Provincial Police Spokesperson Zia Durrani said.

The strikes came as Taliban insurgents attacked security posts on the Kandahar-Uruzgan highway on the night of March 11, he said.

Durrani said the strikes and clashes with security forces killed at least 25 insurgents and injured a further 14. It was unclear how many of those died in the strikes themselves, so we have recorded a casualty range to reflect this.

The Air Force released a video of a US strike on what it described as a "Taliban narcotics production facility" in Helmand on March 9, published on DVIDS. In the video the target is however described as a Taliban checkpoint.

"Since the launch in November 2017 of the campaign to eliminate major sources of Taliban revenue, US Forces-Afghanistan and the Afghan National Defense and Security Forces have destroyed 50 narcotics facilities and removed $35 million in direct Taliban revenues," text accompanying the video said.

The aircraft used was a A-10 "Warthog". Reuters reported that the A-10 returned to Afghanistan for the first time since 2012 in January.

There was no mention of casualties.

Air strikes were called in after Taliban insurgents attacked a security post in Kandahar, Provincial Police Spokesperson Zia Durrani told Khaama Press.

The checkpoint was stormed at midnight, he said. Air support arrived and by 2am 60 insurgents had been killed, Durrani added.

It was unclear if the strikes were carried out by US or Afghan forces.
