Afghanistan: Reported US covert actions 2019
The timeline below contains information on all US air attacks on Afghanistan recorded by the Bureau in 2019. It is updated with the latest US air attacks. We also log Afghan Air Force attacks when they are reported. The Bureau collects information on the US and Afghan strikes and the people they kill from local and international media reports – including the Bureau’s own field investigations – as well as academics and NGOs that cite US, Afghan and Pakistani civil, military and intelligence officials, and witnesses and local people in the affected areas.
Please note that our data changes according to our current understanding of particular strikes. The information below represents our present best estimate.
Background
US aircraft have been bombing Afghanistan since late 2001 and the airstrikes have continued into the Trump administration. Up until December 2014 the US was operating in concert with its allies in the Nato-led International Security Assistance Force. Now it is just the US, and the Afghans, flying strike missions in the country.
The Bureau began tracking the strikes from January 1 2015 onwards, when the US and Nato’s combat mission in Afghanistan came to an end. The Afghan military and police took the lead in fighting the Taliban with the US and its international partners moving into a non-combat “train, advise, assist” role, supporting local forces.
US air forces are still flying combat missions however. There are three targeting authorities that govern the kind of strikes the US can conduct in Afghanistan.
Force protection strikes are intended to protect friendly ground forces who are under attack, or are about to be attacked. From January 1 2015 the US was supposed to stop deliberately going after the Taliban, leaving that to the Afghans. But in June 2016, with the Taliban pushing the Afghan forces to breaking point, the US went on the offensive against the Taliban, under “strategic effect” strikes.
The third authority governs the US’s counter-terrorism strikes, part of its offensive operations against al Qaeda and, since January 2016, Afghanistan’s Islamic State offshoot.

A US drone attack intended to hit an ISIS hideout killed 30 civilian pine nut farmers in Nangarhar province - while the US have confirmed the strike, they say they are still investigating whether those killed were civilians.
The 01:30am local time strike in the Wazir Tangi area of Khogyani district, is said to have injured another 40 people.
"Initial indications are members of Daesh [ISIL] were among those targeted in the strike," Colonel Sonny Leggett, spokesperson for the American-led coalition said.
"However, we are working with local officials to determine whether there was collateral damage."
Malik Rahat Gul, a tribal elder in Wazir Tangi, said the air raid happened at a time when tired workers, mainly daily wage earners, had gathered near their tent after harvesting pine nuts in a field nearby, according to Al Jazeera.
"The workers had lit a bonfire and were sitting together when a drone targeted them," said Gul.
"The strike was supposed to target Daesh (ISIS) fighters, but it mistakenly hit the civilians," Nangarhar police spokesman Mubariz Attal told AFP.
According to AP, the businessman who had hired the workers heard that there was a drone over the mountain so called the NDS to remind an official that his workers were there, as he had notified them days earlier.
“He laughed and said, ‘Don’t worry they are not going to bomb you,’” the businessman, Aziz Rahman, recalled.
The New York Times reported that while local officials claimed that none of the 30 pine nut farmers had any affiliation to Afghanistan's branch of the Islamic State, they were inside an ISIS tent when the strike hit.
Malik Maki, a community leader in the district, said the tent had been set up and occupied by Islamic State fighters, but it was unclear whether ISIS members were inside at the time of the drone strike.
Sohrab Qaderi, a provincial council member in Nangarhar also confirmed the deaths of the pine nut farmers.
Seven members of one family were victims of the strike. A relative, Mohammed Hasan, angrily described body parts they found scattered on the ground, gesturing at his arm, his leg, his head, AP said.
The US military suggested the claim of civilian deaths could be a "ploy" to distract from the carnage at a hospital in the country's south where a Taliban suicide attack killed as many as 20 people.
At this time Resolute Support say they are still working with their Afghan partners to investigate the claims of civilian harm. We will update this post when any new information comes to light.

At least seven civilians were killed in a strike in Wardak province, various Afghan news outlets reported - it was not clear whether US or Afghan forces were responsible, but a US commander has reportedly apologised for the civilian casualties.
The drone - which would suggest it was an American action - targeted a civilian vehicle, killing Abdul Rahim and his two sons, as well as others, Pajhwok reported.
The seven civilians killed were said to have been returning from a funeral when they were struck in Burkhan Khel village in Sayed Abad district, residents told Tolo News.

“He was a driver. His son was a student, another was a laborer, another man was working in a company, one of them was his cousin and was a resident of Kabul. They all were here for a funeral ceremony,” said Basir, another resident of Sayed Abad.
The Afghan army's 203rd military corps reportedly said in a statement that Brig. General Harab Khanullah Shuja, had travelled to Wardak to meet with residents and relatives to apologise.
The statement was said to have quoted the NATO commander for the zone as apologising to people over the airstrike which he called a mistake.
As they described the airstrike as a Coalition action, we currently cannot be sure if it was a US or Afghan strike. We will reach out to Resolute Support for clarification of their involvement in the incident.
