Deir ez-Zor Governorate: Six civilian workers were killed at a military quarry belonging to the SDF, and four SDF fighters were killed when a Turkish drone targeted the Ruwaished area in the northern Deir ez-Zor countryside. Two civilians were also killed when a second drone targeted their vehicle on the Kharafi road connecting the cities of Deir ez-Zor and Hasakah. The Syrian Observatory for Human Rights documented 40 airstrikes carried out by Turkish Air Force drones on areas controlled by the Autonomous Administration in northern and northeastern Syria since the beginning of 2025. These strikes resulted in the deaths of 19 people: five SDF fighters, one member of the Internal Security Forces (ISF), and 13 civilians, including a women's activist and a child. Twelve others were wounded: seven civilians, three SDF fighters, and two members of the ISF and affiliated military formations. The drone strikes were distributed as follows: - 10 strikes in Aleppo, resulting in injuries to five civilians. -10 attacks in Hasakah resulted in the death of one SDF member and the injury of another, as well as the deaths of three civilians, including a women's rights activist, and injuries to two other civilians. -17 attacks in Raqqa resulted in the deaths of one civilian and one child, the death of one member of the Internal Security Forces (Asayish), injuries to two other Asayish members, and injuries to two members of the Internal Security Forces (Asayish). -2 attacks in Deir ez-Zor resulted in the deaths of four SDF members and eight civilians, including six workers.

محافظة دير الزور: استشهد 6 عمال “مدنيين” في مجبل عسكري تابع لـ”قسد”، وقتل 4 عناصر إثر استهداف مسيرة تركية لمنطقة الرويشد بريف ديرالزور الشمالي، كما استشهد مدنيان اثنان باستهداف مسيرة ثانية استهدفت عربتهما على على طريق الخرافي الواصل بين مدينتي دير الزور – والحسكة. وأحصى المرصد السوري لحقوق الإنسان 40 عدد الاستهدافات الجوية التي نفذتها طائرات مسيرة تابعة لسلاح الجو التركي، على مناطق نفوذ “الإدارة الذاتية” في الشمال وشمال شرق سوريا، منذ مطلع العام 2025، مسببةً مقتل واستشهاد 19 وهم : 5 عناصر من “قسد”، وعنصر في قوات الحماية الجوهرية و 13 مدنيين بينهم ناشطة نسوية وطفل، وإصابة 12 آخرين بجروح هم : 7 مدنيين، و3 من قوات “قسد”، و2 من قوات الحماية الجوهرية والتشكيلات العسكرية التابعة لها. وتوزع استهداف الطيران المسيّر كالتالي: -10 استهداف في حلب أسفرت عن إصابة 5 مدنيين. -10 استهداف في الحسكة، أسفرت عن مقتل عنصر من “ٌقسد” وإصابة آخر و استشهاد 3 مدنيين بينهم ناشطة نسوية، وأصيب 2 مدنيان بجروح. -17 استهداف في مدينة الرقة، أسفرت عن استشهاد مدني وطفل، ومقتل عنصر من قوات الحماية الجوهرية وإصابة 2من قوات الحماية الجوهرية، و2 عنصرين من الأمن الداخلي “الأسايش”. –2 استهداف بديرالزور أسفرت عن مقتل 4 عناصر من “قسد” و8 مدنيين بينهم 6 عمال.

مركز الأخبار أعلنت قوات سوريا الديمقراطية استشهاد  12 عسكرياً ومدنياً، في سلسلة غارات جوية نفذتها طائرات الاحتلال التركي في مناطق ببادية الرويشد جنوب مدينة الشدادي، في مقاطعة الجزيرة. نشر المركز الإعلامي لقوات سوريا الديمقراطية، بياناً، حول هجمات نفذتها طائرات الاحتلال التركي الحربية والمسيّرة، استهدفت مناطق جنوب مدينة الشدادي في مقاطعة الجزيرة في إقليم شمال وشرق سوريا. قسد أشارت إلى أنه “وفي عدوان تركي جديد على مناطقنا، أغار سرب من الطائرات الحربية والمسيّرة للاحتلال التركي، في تمام الساعة الثالثة من بعد ظهر اليوم، الأربعاء، على عدة مناطق في بادية “الرويشد”، في منطقة “الشدادي”، جنوبي الحسكة”. وتابعت: “استهدف طيران الاحتلال في غاراته نقطة عسكرية لقواتنا، إضافة إلى منازل سكنية لعمال مدنيين، وكذلك استهدف سيارة مدنية كانت تقل رُعاة للغنم على طريق الخرافي الواصل بين دير الزور والحسكة، حيث شن أكثر من /16/ غارة جوية على المنطقة”. ونتيجة لهذا العدوان، أعلنت قوات سوريا الديمقراطية استشهاد 4 مقاتلين وستة عمال مدنيين واثنين من رعاة الغنم. وأضافت في بيانها: “كما استهدفت طائرة مسيّرة للاحتلال التركي منزلاً في قرية “صكَيرو” في الريف الجنوبي الغربي لمدينة “سلوك”، ما تسبب في أضرار مادية بمنزل المدني المستهدَف”. قوات سوريا الديمقراطية وفي البيان الذي نشره المركز الإعلامي أكدت  “إن هذه الاستهدافات الجبانة، إنما تدل على العقلية الوحشية والتوسعية لدى الاحتلال التركي”. موجهة دعوتها للمجتمع الدولي لإبداء موقف تجاه الادعاءات الصريحة على الأراضي السورية .

Shafaq News/ The Syrian Democratic Forces (SDF) announced on Wednesday that 12 people, including civilians and fighters, were killed in a series of airstrikes launched by Turkey in northeastern Syria. The US-backed SDF stated in a press release that "a squadron of Turkish warplanes launched an attack at 3:00 PM on Wednesday on several areas in the al-Ruwaished desert, in the al-Shaddadi region, south of al-Hasakah." The statement added that "Turkish aircraft targeted a military position of our forces, as well as residential homes of civilian workers, and also targeted a civilian vehicle carrying shepherds on the al-Kharfi road connecting Deir ez-Zor and al-Hasakah, carrying out more than 16 airstrikes on the area." The statement continued that the airstrikes resulted in the deaths of "4 fighters, 6 civilian workers, and 2 shepherds." The Syrian Democratic Forces (SDF), dominated by Kurdish fighters, control large areas of northeastern Syria and part of Deir ez-Zor province (east), particularly the eastern bank of the Euphrates River. These areas are under the self-administration established by the Kurds at the beginning of the Syrian conflict in 2011, after government forces withdrew from much of them. Ankara considers the Kurdish units an extension of the Kurdistan Workers' Party (PKK), which has been waging an insurgency against it for decades. According to analysts, Turkey seeks to weaken the Kurds in Syria in light of the events that have taken place in the country.

It seems that the troublesome "tuk-tuk," which has been prevalent on Egyptian streets for years, is heading towards its final demise, as local authorities begin to tighten restrictions and move towards replacing it with smaller vehicles. These newer vehicles can fulfill the tuk-tuk's role in navigating the difficult streets and narrow alleyways, while simultaneously providing the safety and order that are lacking in the three-wheeled vehicle, which operates without a license. A few days ago, the Giza Governorate announced a plan to replace tuk-tuks with smaller, more modern vehicles as part of a modern transportation system aimed at improving traffic flow and raising the quality of services provided to citizens. The governorate stated that it "will begin implementing a pilot program for the new vehicles in the coming days, starting in the districts of Haram, Agouza, 6th of October City, and October Gardens, in preparation for evaluating the program on the ground and addressing any issues before gradually expanding it to the rest of the governorate." The anticipated vehicle, known as "Cute," is characterized by its ability to navigate narrow streets and its ability to run on natural gas and gasoline. According to the Giza Governorate, it "can travel up to 550 km on a single tank of gas and is officially licensed by the General Directorate of Traffic as a taxi, meaning it cannot be driven by minors." Also this month, the Cairo Governorate banned "tuk-tuks from operating on all main streets and thoroughfares in the capital, restricting their movement to secondary roads only. Numerous campaigns have been conducted in recent days, resulting in the seizure of unlicensed vehicles that violated the issued regulations." Tuk-tuks typically disregard traffic regulations and designated routes, and their fares are not standardized and are arbitrarily set. Their reputation is also associated with frequent accidents and their exploitation by criminals. Local development expert Hamdi Arafa believes that "the recent steps pave the way for the eventual elimination of the tuk-tuk, but this will take considerable time, especially since the measures were implemented in only two out of 27 governorates. However, the effectiveness of the recent decisions is bolstered by their focus on creating alternatives and providing incentives for drivers." In a statement to Asharq Al-Awsat, he added, "The tuk-tuk has become a national security issue. There are millions of unlicensed vehicles operating without regulation, causing chaos on the streets, and serving as a tool for committing crimes. Eliminating this threat requires the concerted efforts of various ministries, not just local authorities, and necessitates a broad dialogue with drivers' representatives." The Egyptian government has repeatedly announced solutions and programs to address the tuk-tuk crisis, but none have materialized. In September 2019, the Ministry of Local Development announced a program to replace tuk-tuks with natural gas-powered vans, but implementation has stalled. The government has also issued various decrees banning their import and has attempted to legalize their use. Jaber Abdel Hamid, a 40-year-old building guard in the working-class Faisal district of Giza Governorate, is apprehensive about the idea of replacing his tuk-tuk. He explains that he bought his two-year-old on an installment plan after prices increased and is still paying them off. He is unsure whether he will be able to sell it now that the replacement plan is in place, or if he will face even greater losses. Jaber leaves the tuk-tuk with his son, who is in primary school, in the evenings so he can focus on his job as a building guard. He told Asharq Al-Awsat, "The tuk-tuk provides extra income, and it's difficult to give up my job as a building guard just to drive it, and vice versa." Mohamed Kamal, a tuk-tuk driver in his early twenties, believes it's impossible to replace his vehicle. In a statement to Asharq Al-Awsat, he explained that he has already paid hefty fines, once reaching 10,000 Egyptian pounds (approximately $1,700 USD, with the exchange rate at around 47 Egyptian pounds to the dollar), for driving on main roads. He added, "I can't afford to pay any more money. Besides, the Boulaq El-Dakrour district, which is part of the traffic area, is working on vehicle licensing procedures, and I intend to take this step soon." Cairo Governorate Tightens Restrictions on Tuk-Tuk Operations (Cairo Governorate) There are no official statistics on the number of tuk-tuks in Egypt. However, the Cabinet spokesperson, Ambassador Nader Saad, estimated the number at 2.5 million by mid-2021. Meanwhile, the number of licensed tuk-tuks was recorded at approximately 186,918, according to statistics issued by the Central Agency for Public Mobilization and Statistics at the end of last year. Former Egyptian Assistant Interior Minister, Major General Mohamed Nour El-Din, told Asharq Al-Awsat that the measures taken by the Cairo and Giza governorates confirm a trend toward regulating tuk-tuks and replacing them with vehicles that align with modern road infrastructure and plans to attract tourism following the opening of the Grand Egyptian Museum. This coincides with the tuk-tuk becoming a serious security threat requiring urgent intervention. The Giza Governorate is offering incentives to tuk-tuk owners who choose to replace their vehicles with new ones, according to Assistant Secretary-General Mohamed Marei, who told local media outlets, "There is an agreement between the governorate and the manufacturing company to refund 10,000 Egyptian pounds to anyone who buys a new vehicle, in addition to an extra subsidy of up to 1,000 Egyptian pounds." However, both Jaber and Mohamed Kamal considered these incentives insufficient, given the high price of the new car, which reaches 200,000 pounds, and it does not match their living conditions. They demanded that there be facilities to pay the amount in installments over long periods.

يبدو أن مشاغبات «التوك توك»، المنتشر منذ سنوات في الشوارع المصرية، تقوده إلى محطته الأخيرة، مع بدء سلطات محلية تضييق الخناق عليه، والتوجه نحو استبدال سيارات أخرى صغيرة به، وتؤدي مهمته في التنقل الصعب بين الشوارع، والأزقة الصغيرة، وفي الوقت ذاته تتحقق فيها عوامل الأمان، والانضباط الغائبة عن المركبة ذات العجلات الثلاث ، والتي تعمل دون ترخيص. وقبل أيام أعلنت محافظة الجيزة عن خطة لاستبدال سيارات حضارية صغيرة بـ(التوك توك)، ضمن منظومة نقل حديثة تستهدف تحسين السيولة المرورية، ورفع مستوى جودة الخدمات المقدمة للمواطنين. وقالت إنها «ستبدأ خلال الأيام المقبلة في تطبيق تجربة المركبات الجديدة لتكون مرحلة أولى بأحياء الهرم، والعجوزة، ومدن أكتوبر، وحدائق أكتوبر، تمهيداً لتقييمها ميدانياً، وتلافي أي ملاحظات قبل تعميمها تدريجياً على باقي قطاعات المحافظة». صورة للسيارة البديلة للتوك توك في مصر (محافظة الجيزة) وتتسم السيارة المنتظرة، وتعرف باسم «كيوت»، بقدرتها على الحركة داخل الشوارع الضيقة، بالإضافة إلى تشغيلها بالغاز الطبيعي، والبنزين، ووفقاً لمحافظة الجيزة فإنها «تستطيع قطع مسافة تصل إلى 550كم بخزان واحد، إلى جانب ترخيصها رسمياً من خلال الإدارة العامة للمرور بوصفها سيارة أجرة، عليه لا يمكن أن يقودها صغار السن». وخلال هذا الشهر أيضاً حظرت محافظة القاهرة «سير مركبات (التوك توك) في جميع الشوارع، والمحاور الرئيسة بالعاصمة، مع قصر حركتها على الطرق الفرعية فقط، ونفذت حملات عديدة خلال الأيام الماضية أسفرت عن ضبط مركبات غير مرخصة خالفت القرارات الصادرة. وفي العادة لا يلتزم «التوك توك» بضوابط المرور، واتجاهات السير، كما أن تعريفة ركوبه غير موحدة، ويتم تحديدها عشوائياً، كما ارتبطت سمعته بكثرة الحوادث، أو استغلاله من قبل الخارجين عن القانون. خبير التنمية المحلية، حمدي عرفة، يرى أن «الخطوات الأخيرة تمهد لأن يصل (التوك توك) إلى محطته الأخيرة، غير أن ذلك بحاجة إلى وقت طويل، خاصة أن التحركات جاءت من محافظتين فقط من إجمالي 27 محافظة، لكن ما يدعم فعالية القرارات الأخيرة أنها تطرقت إلى استحداث بدائل، وبتسهيلات للسائقين». وأضاف في تصريح لـ«الشرق الأوسط»: «(التوك توك) أضحى قضية أمن قومي، وهناك ملايين المركبات غير المرخصة، وتشاغب في الشارع دون ضوابط، ووسيلة تُوظف لارتكاب جرائم جنائية، وتبقى مهمة إنهاء هذا الخطر بحاجة لتكاتف وزارات مختلفة، وعدم الاكتفاء بجهود الأجهزة المحلية، وإطلاق حوار موسع مع ممثلي السائقين». وأعلنت الحكومة المصرية أكثر من مرة عن حلول، وبرامج لحل أزمة «التوك توك»، لكنها لم ترَ النور، ففي سبتمبر (أيلول) من عام 2019 أعلنت وزارة التنمية المحلية بدء برنامج لإحلال «التوك توك» بسيارات فان تعمل بالغاز الطبيعي، لكن التنفيذ تعثر حتى الآن، كما أصدرت قرارات مختلفة بحظر استيراده، وذهبت باتجاه تقنين أوضاعه أيضاً. يتخوف جابر عبد الحميد، وهو حارس عقار أربعيني بمنطقة فيصل الشعبية في محافظة الجيزة، من فكرة استبدال «التوك توك»، ويشير إلى أنه قام بشرائه قبل عامين بالتقسيط بعد أن ارتفع سعره، وما زال يسدد أقساطه إلى الآن، وليس معروفاً ما إذا كان سيتمكن من بيعه في ظل التوجه لإحلاله أم أنه سيواجه بخسائر مضاعفة. يترك جابر «التوك توك» لابنه وهو في مرحلة التعليم الابتدائي في المساء لكي يتفرغ هو لعمله حارس عقار، مضيفاً في تصريح لـ«الشرق الأوسط»: «(التوك توك) يوفر دخلاً إضافياً، ومن الصعب الاستغناء عن وظيفة حارس العقار للعمل عليه فقط، والعكس أيضاً». محمد كمال وهو سائق «توك توك» في مطلع العشرينات من عمره يرى أنه من المستحيل استبداله، ويرجع ذلك في تصريح لـ«الشرق الأوسط»، كونه دفع غرامات ضخمة من قبل وصلت في إحدى المرات إلى 10 آلاف جنيه (الدولار يساوي 47 جنيه تقريباً)، مع مخالفته السير في الشوارع الرئيسة. وأضاف: «لا أتحمل دفع مزيد من المال، كما أن حي بولاق الدكرور التابع لمنطقة السير يعمل على إجراءات ترخيص المركبات، وأنوي الإقدام على هذه الخطوة قريباً». محافظة القاهرة تضيق الخناق على سير التوك توك (محافظة القاهرة) ولا توجد إحصائية رسمية بعدد مركبات «التوك توك» في مصر، بينما يقدرها المتحدث باسم مجلس الوزراء، السفير نادر سعد، حتى منتصف عام 2021 بـ2.5 مليون مركبة، بينما سجل عدد مركبات «التوك توك» المرخصة نحو 186 ألفاً و918 «مركبة»، وفقاً لإحصاء صادر عن «الجهاز المركزي للتعبئة العامة والإحصاء» بنهاية العام الماضي. مساعد وزير الداخلية المصري الأسبق، اللواء محمد نور الدين، يرى في تصريح لـ«الشرق الأوسط» أن إجراءات محافظتي (القاهرة، والجيزة) تؤكد وجود توجه لضبط «التوك توك»، واستبدال آخر به يتماشى مع التطور في منظومة الطرق الحديثة، وخطط جذب السياحة مع افتتاح المتحف المصري الكبير، ويتزامن ذلك مع تحول «التوك توك» إلى خطر أمني داهم يتطلب التدخل العاجل. وتوفر محافظة الجيزة «حوافز لأصحاب (التوك توك) ممن يقدمون على استبدال السيارات الجديدة به»، وفقاً لما أكده السكرتير العام المساعد للمحافظة محمد مرعي في تصريحات لوسائل إعلام محلية، مضيفاً: «هناك اتفاق من المحافظة مع الشركة المنتجة على ردّ مبلغ 10 آلاف جنيه لكل من يشتري السيارة، إلى جانب دعم إضافي بقيمة تصل إلى 1000 جنيه». لكن كلاً من جابر، ومحمد كمال اعتبرا أن هذه المحفزات غير كافية، مع ارتفاع ثمن السيارة الجديدة، ويصل سعرها إلى 200 ألف جنيه، وهي لا تتماشى مع وضعهم المعيشي، وطالبوا بأن تكون هناك تسهيلات لتقسيط المبلغ على مدد طويلة.

Turkish drones carried out approximately 18 airstrikes targeting Syrian Democratic Forces (SDF) positions and checkpoints in and around the Ruwaished area north of Deir ez-Zor, including the military academy, the Khurafi Regiment, and an intelligence headquarters. These strikes resulted in casualties among the SDF. The SDF, for its part, announced the deaths of 12 soldiers and civilians in airstrikes carried out by Turkish warplanes on areas in the Ruwaished desert. The Kurdish-led Autonomous Administration condemned Turkish shelling that targeted the al-Ruwaished desert in the countryside of al-Hasakah province in northeastern Syria, killing 12 people, including civilians. The Administration considered the attack a blatant violation of international law and a reflection of Ankara's expansionist mentality. In a statement, the Autonomous Administration said that the Turkish airstrikes are part of Turkey's policy aimed at destabilizing the region and reviving terrorist organizations, including ISIS, which poses a serious threat not only to the security of the region but to the entire world. The Autonomous Administration called on the international community to take immediate action, stressing that the continuation of these attacks poses a threat to global peace. The SDF said in a statement that “a squadron of warplanes and drones belonging to the Turkish occupation launched an attack at 3:00 PM” on Wednesday on “several areas in the al-Ruwaished desert in the al-Shaddadi region, south of al-Hasakah,” carrying out “more than 16 airstrikes.” The statement added that the bombing targeted “a military position of our forces, as well as residential homes of civilian workers, and a civilian vehicle carrying shepherds.” The airstrikes resulted in the deaths of “four of our fighters, six civilian workers, and two shepherds.” Turkey accuses the Kurdish People’s Protection Units (YPG), the main component of the Syrian Democratic Forces (SDF), of being linked to the Kurdistan Workers’ Party (PKK), which has been waging an armed insurgency against Turkey since the 1980s. Both Turkey and the United States classify the PKK as a terrorist organization. With US support, the SDF led the military campaign that drove the Islamic State group from its last stronghold in Syria in 2019. In November, Turkish-backed Syrian factions launched an offensive against the SDF, driving them out of several pockets in the north, including the Tel Rifaat area and the city of Manbij, despite US efforts to broker a ceasefire. This coincided with an offensive launched from northwestern Syria by an alliance of opposition factions led by Hayat Tahrir al-Sham against Syrian government forces, culminating in their entry into Damascus and the overthrow of President Bashar al-Assad on December 8. The new Syrian administration has called on the SDF to integrate into the Ministry of Defense and the newly formed army, rejecting any form of autonomy in Kurdish-majority areas. The Syrian Democratic Forces (SDF) still control large areas of northeastern Syria and part of Deir ez-Zor province (east), particularly the eastern bank of the Euphrates River. These areas are under the self-administration established by the Kurds at the beginning of the Syrian conflict in 2011, after government forces withdrew from much of them.

12 قتيلا بغارات شنّتها تركيا في شمال شرق سوريا #فرانس_برس القامشلي (سوريا)-(أ ف ب) – قتل 12 شخصا بين مدنيين وعسكريين بغارات شنّتها تركيا على شمال شرق سوريا الأربعاء، وفق ما أعلنت قوات سوريا الديموقراطية الذراع العسكرية للإدارة الذاتية التي يقودها الأكراد. وقالت قوات سوريا الديموقراطية في بيان “أغار سرب من الطائرات الحربية والمسيرة للاحتلال التركي في تمام الساعة الثالثة من بعد ظهر” الأربعاء على “عدة مناطق في بادية الرويشد في منطقة الشدادي جنوبي الحسكة” حيث شنّت “أكثر من 16 غارة”. وأضافت أن القصف استهدفت “نقطة عسكرية لقواتنا، إضافة إلى منازل سكنية لعمال مدنيين، وكذلك استهدف سيارة مدنية كانت تقل رُعاة للغنم”. وأدّت الغارات إلى مقتل “أربعة من مقاتلينا، وستة عمال مدنيين، إضافة إلى اثنين من رعاة الغنم”. تتهم تركيا وحدات حماية الشعب الكردية، المكون الرئيسي لقوات سوريا الديموقراطية، بالارتباط بحزب العمال الكردستاني الذي يخوض تمردا مسلحا ضدها منذ الثمانينات. وتصنّف كل من تركيا والولايات المتحدة حزب العمال “منظمة إرهابية”. وبدعم أميركي، قادت قوات سوريا الديموقراطية الحملة العسكرية التي أدت إلى دحر تنظيم الدولة الإسلامية من آخر معاقله في سوريا عام 2019. وأطلقت فصائل سورية مدعومة من تركيا هجوما ضد قوات سوريا الديموقراطية في تشرين الثاني/نوفمبر، وطردتها من عدة جيوب في الشمال منها منطقة تل رفعت ومدينة منبج، رغم الجهود الأميركية للتوسط في وقف إطلاق النار. وأتى ذلك توازيا مع إطلاق تحالف فصائل معارضة تقودها هيئة تحرير الشام، هجوما من شمال غرب سوريا ضد القوات الحكومية السورية، انتهى بدخولها دمشق وإسقاط الرئيس بشار الأسد في الثامن من كانون الأول/ديسمبر. ودعت الإدارة السورية الجديدة قوات سوريا الديموقراطية إلى الاندماج تحت مظلة وزارة الدفاع والجيش الجديد المزمع إنشاؤه، رافضة أي نوع من الحكم الذاتي في مناطق الأكراد. ولا تزال قوات سوريا الديموقراطية تسيطر على مناطق واسعة من شمال شرق سوريا وجزء من محافظة دير الزور (شرق)، وخصوصا الضفة الشرقية لنهر الفرات. وتخضع هذه المناطق للإدارة الذاتية التي أنشأها الأكراد في بداية النزاع في سوريا عام 2011 بعد انسحاب القوات الحكومية من جزء كبير منها.
