Airwars assessment

Two civil defence paramedics were killed by an alleged Israeli airstrike on September 23, 2024, in Tyre Filseh, Lebanon.

Muhammad Taha Fawzallah, from Al-Musaylih, born August 19, 2000, and Hassan Samih Haider Diab, from Tura, born June 10, 1996, were the two paramedics from the Islamic Health Authority who were killed while performing “national and humanitarian duties” according to Dahieh, the Islamic Scout Association and the Amal Movement.

Multiple social media posts honoured the paramedics, including publications of their photos, highlighting their efforts and dedication to their profession. They are both pictured in the uniform of the Islamic Message Scouts Association, and were members of the Islamic Health Authority. Though a civil defense group, the Authority is associated with Hezbollah, as is the Amal Movement, which was involved in hosting their funeral arrangements. While Hezbollah operates an active militant wing, their political presence is also deeply enmeshed within the state, providing social and organisational services, especially in the area in which this strike occurred. There was no indication that Muhammad or Hassan were engaged in militant activities or had been involved in the militant wing of Hezbollah. With this context in mind, Airwars has counted these individuals as civilians.

Muhammad Taha Fawzallah was mentioned as the “first Egyptian deceased” to be killed in Lebanon in a post by Mahmoud Mohammad Zaki. Mahmoud specified that Muhammad hailed from the northern Egyptian city of Mesir, in the Kafr El-Sheikh Governorate. Muhammad’s brother-in-law, Amir Amir, asked that “God Almighty have mercy on him”, and directed mourners to an “absentee prayer” in his memory.

Facebook pages “Kafr el-sheikh and the people” and “Happening in mseer” mentioned on social media that Muhammad Taha Fawzallah was buried in Lebanon, with an absentee prayer held at Sheikh Abdul Razzaq Mosque in Minyat Musir, Egypt.

A post by Kksld included photos and detailed the funeral of Hassan Samih Dhiyab, known as Abu Turab. The Amal Movement and the Al-Resala Society for Health Aid conducted the funeral, with what appears in the photo to be a group of civil defence paramedics gathered around the coffin.

Where sources could attribute responsibility, all pointed to Israeli forces.

The local time of the incident is unknown.
