On Tuesday, October 24th 2023, one man were reportedly killed and at least four others were injured, as a result of an alleged Israeli bombing on the home of the Mansour family in Tal Al Sultan neighborhood, next to the Directorate of Social Affairs, in Rafah, Gaza Strip. A second man was killed and has been identified as a militant.

Mahmoud Sami, Mahmoud Al-Aarsak and Mohammad n. Abu Shammala reported on Facebook that 29-year-old Nidal Jamal Mansour was killed alongside his 52-year-old father, Jamal Mahmoud Ali Mansour (a militant, also known as Abu Nidal).

When Airwars first published this incident on June 1, 2024, no open sources were found to suggest that Jamal Mahmoud Ali Mansour was a militant. As such, Jamal Mahmoud Ali Mansour was recorded as a civilian. This was in line with Airwars’ methodology which is employed across all conflicts we document, and informed by international standards regarding the ‘presumption of civilian status‘. Specifically, as outlined by the International Committee of the Red Cross, civilian status is assumed until evidence is identified to the contrary.

On July 15, 2026, a Telegram account affiliated with Palestinian Islamic Jihad (PIJ)’s armed wing, published a tribute to Jamal Mahmoud Ali Mansour, identifying him as a fighter. As such, Airwars updated Jamal Mahmoud Ali Mansour’s status from civilian to militant, and changed the minimum number of civilians reportedly killed in this incident from two to one.

Palestinian news agency Safa also stated that dozens were wounded and @Hamzaalnamla1 reported in a post on Twitter/X that there were four injuries, one of them serious.

Family members, including another of Jamal’s sons, Ali, and Nidal’s father-in-law, Abu Khaled Bibo, paid tribute to the victims on social media. Many sources also included images of Jamal Mahmoud Ali Mansour and Nidal Jamal Mansour from before the incident.

The names of both identified victims have been matched to the Palestinian Ministry of Health list of nearly 7000 victims’ names and ID numbers released on October 26th.

Where sources identified a belligerent, all sources attributed the strike to Israeli forces.
