On the morning of July 16th, 2025, at least 24 civilians, including two women and six children, were killed and dozens were wounded in a stampede at the Gaza Humanitarian Foundation (GHF) aid distribution centre known as Morag in the al-Hashash neighbourhood north of Rafah/south of Khan Younis, in the southern Gaza Strip. Multiple human rights organisations and eyewitnesses reported that US private security personnel contracted by the Gaza Humanitarian Foundation, operating in coordination with Israeli forces, fired tear gas, pepper spray, sound bombs, and live ammunition into densely packed crowds of civilians waiting for food aid, triggering panic, suffocation, and a stampede in a narrow fenced corridor.

In statements posted to Twitter/X, the GHF blamed Hamas for the chaos that resulted in the death of 20 people, 19 of whom they say were trampled to death and one who they claim was stabbed. No other sources identified Hamas or the presence of any other armed groups or individuals. On the day of the incident, the Palestinian Center for Human Rights (PCHR) published an article attributing the harm to the ‘US private security forces’ working at the GHF site. The Euromedmonitor published an article claiming the same. All other sources – individuals in Gaza who shared reports of the event and tributes for their loved ones – attributed the violence to the Israeli military. At the time of publishing, the Israeli military had not released a statement regarding the incident. As a result, this incident has been recorded as ‘contested’. This will be updated should additional information become available.

Noted above, PCHR “condemned in the strongest terms the horrific crime committed by US private security forces contracted by the Gaza Humanitarian Relief Foundation (GHF) this morning, which resulted in the suffocation deaths of 18 civilians, including five children, and the injury of dozens more. Two civilians, including a woman, were also killed by Israeli forces near an aid distribution point in Rafah.” Within the same article, PCHR later refers to 19 killed by suffocation, so it is unclear which is their official toll. The Euro-Mediterranean Human Rights Monitor reported “the killing of 21 Palestinian civilians by suffocation with tear gas, underfoot, and bullets by American security forces working in direct coordination with the Israeli army, at an aid distribution point run by the Gaza Humanitarian Foundation in Rafah” while Al Mezan Center for Human Rights reported a toll of 20 killed and dozens injured. According to Al Mezan, the victims were brought to Nasser Hospital by animal-drawn carts and 17 had been identified at the time of reporting The Palestinian Ministry of Health, which was also quoted by Euro-Med provided a similar death toll of 21 and specified that 15 had died of suffocation from tear gas fired by Israeli forces and the stampede, while seven were shot with live ammunition.

Journalist Mohamed Awad provided the names of 25 people who had been reportedly killed (two of whom were killed in an earlier incident and have not been included, one has since been identified as a militant): 33-year-old Yasser Hassan Salman al-Malalha, 22-year-old Saqr Wael Ibrahim al-Batniji, 15-year-old Firas Faris Izzat Abu Jamea, Mahmoud Muhammad Salha,17-year-old Firas Ali Hassan al-Tahrawi, 14-year-old Walid Muhammad Abdul Aziz Dahir, 21-year-old Anas Nasrallah al-Tarabin, 31-year-old Jihad Fathi Marzouq al-Najjar, 35-year-old Karam Ismail al-Nawajha, 41-year-old Muhammad Mahmoud Abu Maarouf, 34-year-old Thaer Marei Muhammad al-Attar, 32-year-old Muhammad Yasser Rizq Abu Amra, 18-year-old Yazan Ayman Shahdeh Abu Shab, 19-year-old Alaa Maher Khalil Abu Taha (al-Hour), 14-year-old Ziad Muhammad Hilmi Barbakh, 71-year-old Daoud Jasser Barbakh, 19-year-old Muhammad Ayman Ahmed Ruqa, 17-year-old Obaida Nabil Farouk al-Jabri, 57-year-old Maryam Hamed Mohammed Abu Khatla, 16-year-old Mahmoud Nidal Ayesh al-Agha, 21-year-old Ahmed Mahmoud Obaid (Eid) Muharab, 25-year-old Firas Sami Othman al-Agha, and 22-year-old Mohammed Naji Abdullah al-Aqqad. PCHR specified that Maryam Hamed Mohammed Abu Khatla and Ahmed Mahmoud Obaid (Eid) Muharab had both been killed by Israeli forces. Multiple sources mentioned that the killed and injured were brought to Nasser Medical Complex.

On June 18, 2026, a Telegram account affiliated with Palestinian Islamic Jihad (PIJ), published a tribute to an individual named Mahmoud Muhammad Salha, identifying him as a “martyred fighter”. Airwars reviewed the source, checking the image of the individual against images of Mahmoud Muhammad Salha who was reportedly killed in this strike. In doing so, Airwars determined that the individual named by PIJ did not match any of the individuals killed in this incident. As such, the civilian fatality numbers recorded in this incident remain unchanged. This will be updated should additional information become available.

Where possible, the names of the victims have been matched with the Palestinian Ministry of Health (MoH) lists, which include national ID numbers. Since October 26, 2023, the MoH has released a number of lists, along with an additional list of medical professionals, which was released on September 17, 2024. Airwars is matching individuals to the first list where their name appeared. In regard to this incident, names are matched to the eleventh “Palestinian Ministry of Health List of Fatalities in Gaza”, which was released on August 4, 2025.

According to the Gaza Humanitarian Foundation, “20 people were killed during a massive stampede that occurred at an aid distribution area in the city.” Its statement claimed that “19 people were trampled to death as a result of the sudden outbreak of chaos,” while another person died after being stabbed. The Foundation attributed responsibility to Hamas, with the statement being quoted by the U.S. ambassador to the UN, Dorothy Shea, who said  that “The GHF stated it confiscated weapons at the site and has credible reason to believe that elements within the crowd – armed and affiliated with Hamas – deliberately fomented the unrest.”

This account was disputed by Palestinian officials and witnesses. Mahmoud Basal, a spokesman for the Civil Defense Authority in Gaza, asserted that the deaths were caused by Israeli gunfire and tear gas during a stampede that followed the closure of the main gates to thousands of hungry civilians gathered since dawn in the al-Tina area. “We transported at least 20 martyrs and a large number of wounded, including children and women, to Nasser Hospital in Khan Yunis after the [Israeli] forces opened fire and sprayed tear gas on the crowds searching for food,” Basal said. He stated that Israeli forces targeted civilians as they gathered, causing the deadly crush.

The Euro-Mediterranean Human Rights Monitor reported that the incident unfolded in two stages. The first occurred around 4:00 a.m., when Israeli forces opened fire on thousands of civilians assembled on al-Tina Street, coinciding with the unloading of food aid trucks, which resulted in deaths and injuries. Despite the gunfire and casualties, many remained, having been told distribution would begin at 6:00 a.m.

The second stage, according to Euro-Med Monitor, began at 6:20 a.m. when crowds surged toward the outer gate to the distribution point amidst severe overcrowding and the closure of the inner gate. Instead of crowd control, members of the American special security force reportedly fired sound bombs, tear gas, and pepper spray into the trapped civilians, causing panic. Some tried to jump into the distribution point to escape, but were reportedly shot. The Euro-Med Monitor team’s review showed several bodies had no bullet wounds, supporting the narrative that some died from suffocation or crushing in the closed, overcrowded space.

Survivor Abdul Rahman B told Euro-Med Monitor that “At approximately 6:15 a.m., a quadcopter arrived and informed us that the distribution point had been opened and asked us to head to the gates. People rushed frantically toward the entrances. When we arrived, we found the inner door closed. There was a heavy presence of American forces with employees speaking Arabic. They asked us to step back 50 meters and enter in groups of no more than 100, but the crowding was so intense that retreat was impossible. Minutes later, they started firing sound bombs, then tear gas and pepper spray. People were confused and suffocated. Some tried to climb the wires to escape, but the snipers shot them. Those who fell to the ground couldn’t get up and were trampled. I saw women and children among the victims, and we managed to escape over the dead bodies lying there.”

Al Mezan spoke with a 17-year-old boy referred to as M.Z., who lives in a tent in Mawasi and was at the distribution point when the incident occurred: “At around 5:00 a.m., I went with my cousin (Z. N.) to the al-Tina Street area to go to the American aid distribution point in the Morag area, south of Khan Yunis. After we arrived, we sat at the end of a street called Lemon Street, which is the only road leading to the Morag point, and is about a kilometer and a half away from the distribution point. Suddenly, there was shooting from an Israeli tank that was stationed in the middle of the street. At around 6:30 a.m. on the same day, the tank withdrew, which meant that the distribution point was open and people could cross the street and go inside the point to obtain aid. Indeed, my cousin and I ran at top speed towards the point. There were huge numbers of people heading to obtain aid. When we arrived at the main gate, we were crowded between the fence as if it were a milking machine for inspection. We were surprised after our arrival when the American soldiers closed the gate before we entered, and they fired pepper gas at us. Then, a stampede and collision occurred among the people, and many of us fell on the ground. The ground, especially the children, was underfoot. People were trampled underfoot by the crowding and jostling, and no one was able to rescue them. Everyone wanted to get away from the gas and, at the same time, get aid. After that, we opened the gate that the American soldiers had forcibly closed and entered the distribution point. I took some legumes and cooking oil and put them in an empty flour bag that I always take with me. People crowded around me as I sat on the ground searching for some 1-kilo bags of flour. I felt extremely suffocated, so I immediately grabbed the bag I had placed in which I had placed some of the food and shouted at the people above me to get me out. After the jostling and shouting, I was able to get out. As I was outside, near the main gate, I saw about 15 people lying on the ground, some of whom were motionless, and others whom people were trying to help. I grabbed the bag I had with me and returned home, feeling extremely exhausted.”

Muhammad Hamada Fawzi Za’rab (20), from Khan Yunis, told PCHR that “At approximately 4:00 a.m., I left the displacement area on Street 5 in Mawasi with relatives and walked to the American aid center near al-Tina Street. At 6:10 a.m., we no longer heard gunfire from Israeli soldiers. I ran with hundreds toward the center along a corridor about 3 meters wide and 150 meters long. The crowding was severe. Before reaching the gate, some fell, and others fell on top of them. I saw American soldiers throwing three sound bombs and spraying pepper gas. I was among those who fell, along with my relative Ramadan Omar Za’rab, 19. I was unable to breathe. Then the gate opened, and the citizens continued walking. They climbed over us and entered the aid center. After about a quarter of an hour, a number of citizens carried and extracted those who had fallen to the ground. They transported me and my relative Ramadan to Nasser Hospital via a donkey-drawn cart, along with three others. Others were transported in a tuk-tuk. In the reception area, my condition improved. A nurse administered an IV to my relative Ramadan Za’arub and gave him several injections. After that, his condition improved.”

Islam Nahed Mustafa Shahwan (26), also from Khan Yunis, recalled to PCHR his experience going to the distribution point with his brother Muntaser Nahed Mustafa Shahwan and other relatives: “At approximately 3:00 a.m., I left with my brother Muntaser, 36, and six of my relatives from our displacement site on Rashid Street, near the Karza rest stop in the Mawasi area of Khan Yunis. We walked to the American aid center from al-Tina Street and the Lemon Orchard (Turkish Slaughterhouse Street), south of Khan Yunis. We arrived at approximately 4:00 a.m. Soldiers were firing around us as we took cover with thousands of other civilians behind trees and rubble or lying on the ground. At approximately 5:30 a.m., a woman in her fifties was shot next to me with a bullet in her forehead, which exited the back of her head and left a large hole in her skull. She died instantly. Some citizens carried her out of the area. At approximately 6:00 a.m., the shooting stopped.” Some citizens were seen raising a green flag to let people know that the distribution center had been opened. Hundreds of citizens ran quickly towards the aid center through a narrow road, about 3.5 meters wide and 150 meters long, with a gate at the end in front of the aid center. In a few minutes, the narrow road (corridor) was filled with citizens. The situation was chaotic and everyone was crowding. An American soldier placed an electric shock stick on the fence, and other American soldiers threw about 4 sound bombs at the citizens and sprayed them with pepper gas. The crowding increased, and dozens of them fell to the ground, and others were trampled on. Among those who fell was my brother Muntaser, 36 years old. However, a citizen helped him stand up and pulled him out from underfoot. Then we took him and walked with him to the outside of the corridor. I then saw a crowding in which there were about seven bodies of citizens who had suffocated from the crowding and fallen to the ground. We did not find a means of transportation to return to our tent, so we walked until we reached it. My brother Muntaser was enduring the pain. After several hours, we called, and an ambulance arrived and transported him to Nasser Hospital in Khan Yunis. He was found to have bruises and contusions in his chest and difficulty breathing.”

Multiple people on social media mourned the victims of the incident, sharing photographs, recounting personal memories, and offering prayers.

Tributes were shared for Jamal Muammar “Jamoula” and Saqr Al-Batniji “Ayad”, described as “the best young men of our neighbourhood”.

Mahmoud Muhammad Salha was mourned in a post by his “friend and brother,” Mahmoud Abu El Reesh, who included two images of Mahmoud, one from before his death, where he is pictured wearing a blue shirt, and the other a graphic picture taken after his death. He was a young man with large dark eyes, short curly hair and a short trimmed beard.

Dr Nabeel [al-Hour] mourned family member Alaa Maher Khalil Abu Taha, who was initially killed, and then four other family members who were subsequently killed when their house of mourning for Alaa Maher was bombed (assessed separately in ISPT160725m). In his image on the website “Genocide in Gaza”, Alaa is seen as a young man with short-styled hair, wearing a grey hoodie.

Maryam Hamed Abu Khatla, wife of Ziad Suleiman Zayed Abu Khatla, was remembered on the “Abu Khatla clan in the homeland and diaspora” Facebook page.

Multiple tributes remembered Mahmoud Nidal al-Agha, who was “suffocated by American aid”, praying for him to “be granted the highest place in Paradise”. Another post gave his full name, Mahmoud Nidal Ayesh Hussein Musa Hussein al-Agha, noting his age (16 years, 7 months, and 19 days) and offering extended prayers. The post noted the location of his death as Al-Satr Al-Gharbi – Al-Bahr Street.

The Agha family also mourned Firas Sami Othman Tabasi Asaad Badawi Ahmed Ibrahim (Badawi) Agha, noting his age as 25 years, 11 months, and 16 days. Another Facebook post included images of the funeral for Firas, where men can be seen digging a hole and reflecting around the grave site.

Grief was also expressed for Ahmed Mahmoud Muharab, with loved ones calling him both “my cousin” and “my brother and friend.” Several posts repeated his name and offered prayers for him.

Mohammed Naji Abdullah al-Aqqad was remembered in several tributes referring to him as “my dear brother” or “our family member.” Images of Mohammed al-Aqqad’s deceased body on a stretcher and wrapped in a white shroud were shared by loved ones, as well as an image of him from before his death wearing a navy blue suit with a red tie.

Condolences were offered to the family of Anas Nasrallah al-Tarabin, a nurse. Relatives referred to him as “my dear nephew” and “the wise,” expressing pride in his service and sorrow at his loss.

The al-Najjar family mourned Jihad Fathi Marzouq al-Najjar, described as “a young family member” and “a moon of the Eastern Satellites”. The young man Jihad is pictured in a red t-shirt with black stripes.

Two posts honoured Karam Ismail Hassan al-Nawajha “Abu Ismail”, who was described as “my cousin and older brother” and “the beloved son of the family,” with prayers for Paradise. Images shared by loved ones show Karam in a brown leather jacket and a red polo shirt, smiling at the camera in both pictures.

Yazan Ayman Shahdeh Abu Shab was mourned in a short post announcing his death, which included an image of him in a red shirt.

Friends and relatives expressed deep grief over Muhammad Yasser Rizq Abu Amra “Abu Youssef”, with one post describing the news as “like a thunderbolt” and lamenting that “you broke our hearts.”

Several posts remembered Thaer Marei Muhammad al-Attar, including those from his brother and friends, who prayed for him. In his image on the website “Genocide in Gaza”, he is seen wearing a striped yellow-brown T-shirt. He was a young man with short dark hair and a mustache.

Condolences were also shared for Yasser al-Malalha, with the Bani Amer al-Malalha Youth Council extending prayers and solidarity to the bereaved family. In his profile photo on the website “Genocide in Gaza”, Yasser is seen as a slender young man wearing a turquoise T-shirt, standing in nature.

Multiple tributes were posted for Firas Ali Hassan al-Tahrawi, a player for al-Bureij Services Club and the Palestine U18 national team. Friends referred to him as “Qamar al-Bureij” (the moon of al-Bureij) and “a martyr for livelihood” in reference to being killed while seeking food. His father, Ali al-Tahrawi, received condolences from friends and neighbours. In the photo shared on the website “Genocide in Gaza”, he is seen sitting on a bike outdoors, wearing a black T-shirt and blue trousers.

Several posts mourned the loss of relatives from the Barbakh family, including Daoud Jaser Barbakh, known as “Abu Akram,” and Ziad Barbakh, both referred to as “two new moons joining the constellation of martyrs. The elderly Daoud is pictured in a kufi and red vest, while the young Ziad is pictured in olive green pants and a white t-shirt.

A cousin of Ziad Barbakh recalled details of what happened at the aid distribution: “They herded people in and fired tear gas canisters at them,” adding that “We were running. We reached the gate, and it was closed, and people started to push each other. Tear gas was fired. People suffocated and people fell and people started to trample on each other. About 30 to 40 martyrs died. The Americans were firing tear gas and black pepper like tear gas bombs. There were more than 3 to 4,000 people, but they crammed them all in at the entrance to the people’s gate. You go there. People want to eat. The crossings are closed and everything is closed. They were firing black pepper at us and cramming people in and making them push each other so that they die. This is what they do. I came here on foot.” Family members can be seen crying over the body of the young boy Ziad and saying their final good-byes, including a very distressed young boy.

A video published by Abdallah Alattar showed four men carrying the body of a young man who “succumbed to his injuries after the [Israeli] forces fired tear gas canisters at civilians in the humanitarian aid area west of Rafah”. One of the men carrying the body can be heard saying, “They didn’t open the door and wouldn’t let us in to get aid. People started jumping on the gates, and this person suffocated. The Palestinian people are dying for a little flour to eat and feed their families,” adding that he didn’t know who the deceased young man was. In another video published by Abdallah Alattar, a truck filled with at least 10 young men, some injured and some deceased, can be seen arriving at the hospital.

In a recorded testimony published on Facebook by “Sabra neighborhood gate”, Munir al-Ayadi, visibly shaken, described saving dozens from suffocation: “When we arrived, people were on top of each other. Some said the gate was open, others said it was closed, but there were so many in front that people pushed each other. I saw dead people and people walking on them — about thirty dead… People are dying, and others are walking on their bodies…. Where is the conscience of the people? Today I saw a heartbreaking scene”.

At the time of the report, multiple eyewitnesses and human rights organisations consistently alleged that US private security forces contracted by the Gaza Humanitarian Relief Foundation, in coordination with Israeli forces in the area, were responsible for firing tear gas, pepper spray, sound bombs, and, in some accounts, live ammunition at civilians gathered for aid. The Gaza Humanitarian Relief Foundation issued a statement attributing the deadly crush and suffocations to chaos and actions by Hamas-affiliated armed individuals — a claim disputed by Palestinian officials and rights groups.

Since the opening of these centers on May 27, the occupation forces have killed 851 Palestinians and injured more than 5,634 others near these centers, without addressing the problem of starvation, which continues to spread. This killing is part of genocide, taking place under conditions that pose no threat to the lives of the occupation soldiers or the workers in the distribution centers. The Center reiterates that these developments demonstrate that this aid distribution mechanism "completely violates the standards of humanitarian and relief work stipulated by international humanitarian law, and that it is a humiliating and degrading act in and of itself, and that it violates the right to freedom of expression and assembly." With respect for human dignity, especially for Palestinian civilians who have suffered for 21 months from systematic and deliberate Israeli starvation, in one of the most heinous contemporary mass crimes. حوالي الساعة 03:00 فجراً، خرجت مع أخي منتصر، 36 عاماً، و6 من أقاربي من مكان نزوحنا في شارع الرشيد، قرب استراحة كرزة، في مواصي خان يونس، وذهبنا إلى مركز المساعدات الأمريكية مشياً على الأقدام من شارع الطينة، وبيارة الليمون (شارع المسلخ التركي)، جنوب مدينة خان يونس، ووصلنا في حوالي الساعة 04:00 فجراً، وكان الجنود يطلقوا النار حولنا ونحن نحتمي مع مواطنين آخرين عددهم بالآلاف خلف الأشجار والركام أو مبطوحين على الأرض. عند حوالي الساعة 05:30 فجراً، أصيبت بجواري امرأة في عمر الخمسين بعيار ناري في جبهتها وخرج من رأسها من الخلف وعمل فتحت كبيرة في رأسها، وتوفيت على الفور، وقام بعض المواطنين بحملها وإخراجها من المنطقة. وعند حوالي الساعة 06:00 صباحاً، توقف إطلاق النار، وشاهد بعض المواطنين يرفع راية (علم) باللون الأخضر ليعرف الناس أن مركز التوزيع قد تم فتحه، فتوجه مئات من المواطنين وهم يجرون بسرعة إصابته برضوض وكدمات في الصدر وصعوبة في التنفس. تدلل هذه المعطيات على صوابية موقف المركز بأن آلية توزيع المساعدات صنعت لقتل المجوعين وإذلالهم ومطلوب وقفها فوراً. كما يؤكد التورط المباشر في صناعة الفوضى والازدحام وإطلاق النار والقنابل تجاه المجوّعين، أن المؤسسة ليس إلا ذراع تنفيذي للاحتلال لإدارة التجويع وتسهيل قتل الفلسطينيين. ومنذ افتتاح هذه المراكز في 27 مايو الماضي، قتلت قوات الاحتلال 851 شهد قطاع غزة، صباح اليوم الأربعاء، مأساة جديدة راح ضحيتها 20 فلسطينياً قرب مركز توزيع مساعدات في مدينة خان يونس جنوب القطاع، في ظل ظروف إنسانية متدهورة، ومع تصاعد الاتهامات بين الأطراف المعنية بشأن المسؤولية عن الحادث المروع. وبحسب مؤسسة غزة الإنسانية، وهي جهة مدعومة أميركياً وإسرائيلياً تتولى توزيع المساعدات في القطاع”أن 20 شخصاً لقوا حتفهم أثناء حادث تدافع كبير وقع في منطقة توزيع مساعدات بالمدينة”. وقالت المؤسسة في بيان لها إن “19 شخصاً قضوا دهساً تحت الأقدام نتيجة حالة فوضى عارمة اندلعت بشكل مفاجئ”، بينما سُجلت وفاة شخص آخر إثر تعرضه للطعن خلال الأحداث. وحمّلت المؤسسة حركة حماس مسؤولية ما حدث، مشيرة إلى أن “عناصر مسلحة يُعتقد بانتمائها إلى حركة حماس اندست بين الحشود وتسببت عمداً في حالة الفوضى”، مضيفة أن موظفيها لاحظوا للمرة الأولى وجود أسلحة نارية وسط التجمع، حيث تمت مصادرة أحد تلك الأسلحة، كما تعرض أحد العاملين الأميركيين للتهديد المباشر من قبل مسلح أثناء الفوضى. لكن هذه الرواية قوبلت بالنفي من الجانب الفلسطيني، حيث أكد المتحدث باسم جهاز الدفاع المدني في غزة، محمود بصل، أن الحادث جاء نتيجة إطلاق النار واستخدام الغازات من قبل الجيش الإسرائيلي بالتزامن مع حالة التدافع التي أعقبت إغلاق البوابات الرئيسية لمركز المساعدات أمام آلاف المواطنين الجوعى الذين تجمعوا منذ الفجر في منطقة الطينة، جنوب غرب خان يونس. وقال بصل: “نقلنا 20 شهيداً على الأقل وعدداً كبيراً من المصابين، بينهم أطفال ونساء، إلى مستشفى ناصر في خان يونس، بعد أن أطلق الاحتلال النار ورش الغاز على الحشود الباحثة عن الغذاء في منطقة الطينة قرب مركز توزيع المساعدات”، موضحاً أن القوات الإسرائيلية استهدفت المدنيين أثناء تجمعهم، مما تسبب في حالة تدافع مأساوية. بدورها، أعلنت وزارة الصحة في غزة “استشهاد 21 مواطناً، بينهم 15 توفوا اختناقاً بفعل الغازات التي أطلقتها القوات الإسرائيلية قرب المركز، والبقية سقطوا نتيجة التدافع الشديد”. وقالت الوزارة في بيان رسمي: “الاحتلال الإسرائيلي والمؤسسة الأميركية يتعمدان ارتكاب المجازر بحق المجوَّعين بأساليب متعددة، بدءاً من القصف المباشر، مروراً بإطلاق الرصاص والغاز، ووصولاً إلى مصائد الموت داخل مراكز توزيع المساعدات”. وفي السياق ذاته، كشف مصدر طبي من مستشفى ناصر أن طواقم المستشفى استقبلت جثامين تسعة ضحايا، بينهم أطفال، لقوا حتفهم بعد تعرضهم لإطلاق النار في منطقتي الطينة والشاكوش أثناء توجههم سيراً على الأقدام نحو مركز المساعدات، مشيراً إلى أن هذه المناطق تقع على بعد أكثر من كيلومتر عن المركز، وأن الضحايا سقطوا بفعل إطلاق النار من قوات الاحتلال ومن عناصر أمن المركز ذاته. يأتي ذلك في وقت تتواصل فيه عمليات توزيع المساعدات الغذائية التي أطلقتها مؤسسة “غزة الإنسانية” المثيرة للجدل منذ أواخر مايو الماضي، بعد أكثر من شهرين من الحصار الكامل الذي فرضته إسرائيل على دخول أي مواد غذائية أو إنسانية إلى القطاع. إلا أن هذه العمليات ترافقها مشاهد متكررة من الفوضى، مع تسجيل حوادث يومية تقريباً لسقوط قتلى وجرحى في صفوف الفلسطينيين الباحثين عن الطعام، نتيجة إطلاق النار أو التدافع داخل محيط مراكز التوزيع. منظمات الأمم المتحدة وغالبية المؤسسات الإنسانية العاملة في غزة ما زالت ترفض التعاون مع هذه المؤسسة، مشككة في طبيعة عملها وفي ارتباطها المباشر بالجيش الإسرائيلي، معتبرة أنها لا تتبع معايير العمل الإنساني المعروفة دولياً.

Al Mezan Center for Human Rights condemns in the strongest terms the heinous crime that occurred this morning at the aid distribution point near Morag, south of Khan Yunis, which claimed the lives of dozens of starving civilians, some killed and others injured, as a result of a stampede and suffocation while waiting to receive food. While the center holds the Gaza Humanitarian Foundation and the forces supervising the distribution operations fully responsible for this catastrophe, it also affirms that this massacre has revealed a new face of the transformation of aid into tools of oppression and death traps. According to field information, 20 citizens were suffocated to death this morning, Wednesday, July 16, 2025, and dozens more were injured as a result of the severe stampede as they attempted to cross the main gate of the aid distribution point known as Morag, south of Khan Yunis. The point is supervised by the Gaza Humanitarian Foundation, in coordination with Israeli forces and US forces operating on the ground. According to eyewitnesses, the American soldiers assigned to secure the site closed the gate to thousands of civilians who had gathered since the early hours of the morning awaiting food aid. They then fired pepper spray directly at them, causing extreme panic and suffocation. This led to an unprecedented crush at the gate and among the iron wires. Dozens of people fell to the ground, including children and young people who suffocated to death under the feet of the stampeding crowd. The victims were transported by animal-drawn carts to Nasser Hospital in Khan Yunis, where 17 victims have been identified to date, while unidentified bodies remain in morgues. An eyewitness recounted what happened at the distribution point. M. Z., 17, a single man who lives in a tent in the Mawasi area of Khan Yunis and was there at the time of the incident, said: “With the scarcity of food supplies and their skyrocketing prices, I went more than once to the American aid distribution points to bring in whatever food I could to stave off our hunger.” Today, Wednesday, July 16, 2025, at around 5:00 a.m., I went with my cousin (Z. N.) to the Al-Tina Street area to go to the American aid distribution point in the Morag area, south of Khan Yunis. After we arrived, we sat at the end of a street called Lemon Street, which is the only road leading to the Morag point, and is about a kilometer and a half away from the distribution point. Suddenly, there was shooting from an Israeli tank that was stationed in the middle of the street. At around 6:30 a.m. on the same day, the tank withdrew, which meant that the distribution point was open and people could cross the street and go inside the point to obtain aid. Indeed, my cousin and I ran at top speed towards the point. There were huge numbers of people heading to obtain aid. When we arrived at the main gate, we were crowded between the fence as if it were a milking machine for inspection. We were surprised after our arrival when the American soldiers closed the gate before we entered, and they fired pepper gas at us. Then, a stampede and collision occurred among the people, and many of us fell on the ground. The ground, especially the children, was underfoot. People were trampled underfoot by the crowding and jostling, and no one was able to rescue them. Everyone wanted to get away from the gas and, at the same time, get aid. After that, we opened the gate that the American soldiers had forcibly closed and entered the distribution point. I took some legumes and cooking oil and put them in an empty flour bag that I always take with me. People crowded around me as I sat on the ground searching for some 1-kilo bags of flour. I felt extremely suffocated, so I immediately grabbed the bag I had placed in which I had placed some of the food and shouted at the people above me to get me out. After the jostling and shouting, I was able to get out. As I was outside, near the main gate, I saw about 15 people lying on the ground, some of whom were motionless, and others whom people were trying to help. I grabbed the bag I had with me and returned home, feeling extremely exhausted. I still feel suffocated from the gas the Americans fired at us. It should be noted that the American-Israeli mechanism, implemented by the so-called Gaza Humanitarian Foundation, has claimed the lives of more than (650) citizens since it began operating on May 27, 2025, and more than (183) on aid convoy routes. Al Mezan Center for Human Rights condemns this heinous crime and holds the parties responsible for managing and distributing aid, primarily the Gaza Humanitarian Foundation and the military forces supervising it, fully responsible for this crime. This crime adds to a long list of crimes committed against civilians in the Gaza Strip, and the continued use of aid distribution points as a means of repression, control, and collective punishment, through what has become known as "death traps," an inhumane distribution mechanism that uses abuse against unarmed civilians crowded together for survival. Accordingly, the Center calls on the international community to open an urgent and transparent international investigation into this incident and other similar incidents, and to hold accountable all those responsible for this crime and previous crimes, including those who operate or support these checkpoints. It also calls for the immediate cessation of this inhumane mechanism, which has proven its goal of re-engineering hunger to ensure the multiplication of civilian suffering and harm. The Center reiterates its call for the international community to intervene immediately to compel the occupying state to halt the crime of genocide, impose a ceasefire, abandon the use of collective punishment and starvation as weapons, lift the blockade, and ensure the continued flow of humanitarian aid to the maximum extent possible. The Center emphasizes that allowing the passage of humanitarian relief consignments is a humanitarian, moral, and legal duty incumbent upon all countries of the world. Relief access must not be subject to any political considerations, except for humanitarian standards that preserve the lives and dignity of civilians. In this context, the Center calls for support for the efforts of the United Nations and its specialized agencies, particularly the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), and for enabling them to continue their life-saving role and interventions in the Gaza Strip. UNRWA is the only agency that has proven over decades its commitment to international humanitarian standards and its ability to implement neutral and safe relief operations that respect human dignity and rights. The Center emphasizes that the continuation of this approach, based on humiliation and forced hunger engineering, constitutes a full-fledged humanitarian crime and a dangerous indicator of the moral decline in the mechanisms for dealing with the ongoing humanitarian catastrophe in Gaza. يستنكر مركز الميزان لحقوق الإنسان بأشد العبارات الجريمة البشعة التي وقعت صباح اليوم في نقطة توزيع المساعدات بمحيط موراج جنوب خان يونس، والتي راح ضحيتها عشرات المدنيين المجوعين بين شهيد ومصاب جراء التدافع والاختناق أثناء انتظارهم للحصول على الغذاء، وإذ يحمل المركز مؤسسة غزة الإنسانية والقوات المشرفة على عمليات التوزيع المسؤولية الكاملة عن هذه الكارثة، فإنه يؤكد في الوقت ذاته أن هذه المجزرة كشفت عن وجه جديد من وجوه تحويل المساعدات إلى أدوات قمع ومصائد للموت.  وبحسب المعلومات الميدانية، فقد لقي20 مواطناً صباح اليوم الأربعاء 16/7/2025، حتفهم خنقاً وأصيب عشرات آخرين، جراء التدافع الشديد أثناء محاولتهم عبور البوابة الرئيسية لنقطة توزيع المساعدات المعروفة بنقطة موراج جنوب مدينةخان يونس، والتي تشرف عليها مؤسسة غزة الإنسانية، بالتنسيق مع القوات الإسرائيلية، وقوات أمريكية عاملة على الأرض. وبحسب شهود عيان، فإن الجنود الأمريكيين المكلفين بتأمين الموقع، أغلقوا البوابة أمام آلاف المدنيين المتجمعين منذ ساعات الفجر بانتظار مساعدات غذائية، ثم عمدوا على إطلاق غاز الفلفل بشكل مباشر تجاههم، ما تسبب بحالة من الذعر الشديد والاختناق، وأدى ذلك إلى تزاحم غير مسبوق عند البوابة وبين الأسلاك الحديدية، وسقط عشرات الأشخاص أرضاً، بينهم أطفال وشباب قضوا خنقاً تحت أقدام المتدافعين، وجرى نقل الضحايا بواسطة العربات التي تجرها الحيوانات إلى مستشفى ناصر الطبي في خان يونس، إذ جرى التعرف حتى هذه اللحظة على 17 ضحية، فيما لا تزال جثث مجهولة الهوية داخل ثلاجات الموتى. ويروي أحد شهود العيان ما حدث عند نقطة التوزيع، إذ أفاد (م. ز) 17 عام، وهو أعزب، يقطن في خيمة في مواصي خان يونس، وكان هناك وقت الحادث: مع شح المواد التموينية وإرتفاع أسعارها بشكل جنوني، ذهبت أكثر من مرة إلى نقاط توزيع المساعدات الأمريكية لجلب ما يمكنني جلبه من هناك من مواد غذائية لسد جوعنا. واليوم الأربعاء الموافق 16/7/2025، ذهبت عند حوالي الساعة 5 صباحاً، رفقة ابن عمتي (ز. ن)، إلى منطقة شارع الطينة للذهاب إلى نقطة توزيع المساعدات الأمريكية في منطقة موراج جنوب خان يونس، وبعد وصولنا، جلسنا في آخر شارع يطلق عليه شارع الليمون، وهو الطريق الوحيد الذي يؤدي إلى نقطة موراج، ويبعد عن نقطة التوزيع حوالي كيلو ونصف متراً، فجأة حدث إطلاق نار من قبل دبابة إسرائيلية كانت متمركزة في وسط الشارع، وعند حوالي الساعة 6:30 من صباح اليوم نفسه، انسحبت الدبابة، وذلك يعني أن نقطة التوزيع فتحت ويستطيع الناس عبور الشارع والتوجه إلى داخل النقظة للحصول على المساعدات، وبالفعل ركضت أنا وابن عمتي بأقصى سرعة تجاه النقطة، وكانت هناك أعداد مهولة من الناس متوجهة للحصول على المساعدات، وعند وصولنا للبوابة الرئيسية، كنا محشورين بين السياج وكأنها حلابة للتفتيش، تفاجأنا بعد وصولنا بإغلاق الجنود الأمريكان للبوابة قبل دخولنا، وأطلقوا تجاهنا غاز الفلفل، عندها حصل تدافع وتصادم بين الناس، وسقط الكثير منا على الأرض، وخاصة الأطفال وقعوا تحت الأقدام، وكان الناس من شدة الازدحام والتدافع يدوسونهم بأقدامهم، ولم يتمكن أحد وقتها من انتشالهم، الجميع كان يريد الابتعاد عن الغاز، وفي نفس الوقت الحصول على المساعدات، بعدها فتحنا البوابة التي أغلقها الجنود الأمريكان عنوة، ودخلنا لنقطة التوزيع، وأخذت بعض البقوليات وزيت الطعام ووضعتهم في كيس دقيق فارغ آخذه معي دائماً، واحتشد الناس فوقي وأنا جالس على الأرض أبحث عن بعض أكياس الدقيق حجم 1كيلو، شعرت بالاختناق الشديد، وفوراً أمسكت بالكيس الذي وضعت فيه بعض المواد الغذائية، وصرخت على الناس التي كانت فوقي ليخرجوني من بينهم، وبعد التدافع والصراخ، استطعت الخروج، وأنا خارج وبالقرب من البوابة الرئيسية، رأيت ما يقارب 15 شخصاً ملقون على الأرض، منهم من لم يكن يتحرك، ومنهم من يحاول الناس إسعافه، حملت الكيس الذي كان معي ورجعت للمنزل وأنا في حالة إرهاق شديد، وأشعر لحد هذه اللحظة من الإختناق من الغاز الذي أطلقه الأمريكان علينا.  تجدر الإشارة إلى أن الآلية الأمريكية الإسرائيلية التي تنفذ بواسطة ما يطلق عليه مؤسسة غزة الإنسانية، حصدت أرواح ما يزيد عن (650) مواطناً منذ بدء عملها بتاريخ 27/5/2025، وما يزيد عن (183) في طرق قوافل المساعدات. مركز الميزان لحقوق الإنسان إذ يستنكر هذه الجريمة البشعة، فإنه يحمل الجهات المسؤولة عن إدارة وتوزيع المساعدات وعلى رأسها مؤسسة غزة الإنسانية والقوات العسكرية المشرفة عليها المسؤولية الكاملة عن هذه الجريمة التي تضاف إلى سلسلة طويلة من الجرائم المرتكبة بحق المدنيين في قطاع غزة، واستمرار استخدام نقاط توزيع المساعدات كوسائل قمع وتحكم ومعاقبة جماعية، عبر ما أصبح يعرف بـمصائد الموت المتمثلة في آلية توزيع غير إنسانية، تستخدم التنكيل ضد المدنيين العزل المحتشدين من أجل البقاء على قيد الحياة. وعليه، يطالب المركز المجتمع الدولي بفتح تحقيق دولي عاجل وشفاف في هذه الحادثة والحوادث الأخرى المشابهة، ومحاسبة جميع المسؤولين عن هذه الجريمة والجرائم الأخرى السابقة، سواء المشغلين أو الداعمين لهذه النقاط، وضرورة الإيقاف الفوري لهذه الآلية غير الإنسانية التي أثبتت هدفها في إعادة هندسة الجوع بما يضمن مضاعفة معاناة المدنيين وإلحاق الأذى بهم.  ويجدد المركز مطالبته للمجتمع الدولي بضرورة التدخل الفوري لإجبار دولة الاحتلال على وقف جريمة الإبادة الجماعية، وفرض وقف إطلاق النار، والإقلاع عن استخدام سياسة العقاب الجماعي والتجويع كسلاح، ورفع الحصار وضمان استمرار تدفق المساعدات الإنسانية بأقصى حد، ويشدد المركز على أن السماح بمرور إرساليات الغوث الإنساني هو واجب إنساني وأخلاقي وقانوني يقع على عاتق دول العالم كافة، ويجب ألا يخضع وصول الغوث لأي اعتبارات سياسية باستثناء معايير العمل الإنساني التي من شأنها حفظ حياة وكرامة المدنيين. وفي هذا الإطار يطالب المركز بدعم جهود الأمم المتحدة ووكالاتها المتخصصة وعلى رأسها وكالة غوث وتشغيل اللاجئين الفلسطينيين الأنروا، وتمكينها من مواصلة دورها وتدخلاتها المنقذة للحياة في قطاع غزة، باعتبارها الجهة الوحيدة التي أثبتت على مدار عقود التزامها بالمعايير الإنسانية الدولية، وقدرتها على تنفيذ عمليات إغاثة محايدة وآمنة تحترم كرامة الإنسان وحقوقه. ويؤكد المركز على أن استمرار هذا النهج القائم على الإذلال والهندسة القسرية للجوع، يعد جريمة إنسانية The Euro-Med Monitor explained that its field team's documentation revealed that the massacre occurred in two stages. The first stage occurred around 4:00 a.m. on Wednesday, July 16, 2025, when the Israeli occupation forces opened fire on thousands of civilians who had gathered on al-Tina Street, north of Rafah, coinciding with the unloading of food aid trucks, resulting in deaths and injuries. Despite the gunfire and casualties, thousands remained there, left with no choice but to starve to death or wait for aid, after being informed by a worker that the distribution would begin at 6:00 a.m. Some tried to climb the fence to escape, but snipers opened fire on them. Those who fell to the ground were unable to get up and were trampled underfoot. I saw women and children among the victims, and we managed to get out over the dead bodies lying there. Abdul Rahman B., one of the survivors of the massacre. The second stage occurred at 6:20 a.m., when crowds surged toward the outer gate leading to the distribution point, amidst severe overcrowding and a complete closure of the inner gate leading to the distribution area. This caused a tragic stampede amidst the absence of any safety measures or immediate intervention to contain the disaster. Instead of organizing the crowds and ensuring their safety, members of the American special security force began firing sound bombs and pepper gas at the civilians trapped inside the gates, causing panic and chaos, forcing thousands to scramble in a desperate attempt to escape. Some tried to jump into the distribution point to escape the overcrowding and certain death, but the force members opened fire on them. The firing of tear gas and sound bombs, along with the violent stampede, resulted in the deaths of at least 21 Palestinians, including seven who were shot with live ammunition, and 15 who suffocated from tear gas inhalation and the intense stampede, according to the Ministry of Health in Gaza. People rushed frantically toward the entrances. When we arrived, we found the inner door closed. There was a heavy presence of American forces with employees speaking Arabic. They asked us to step back 50 meters and enter in groups of no more than 100, but the crowding was so intense that retreat was impossible." He added: "Minutes later, they started firing sound bombs, then tear gas and pepper spray. People were confused and suffocated. Some tried to climb the wires to escape, but the snipers shot them. Those who fell to the ground couldn't get up and were trampled. I saw women and children among the victims, and we managed to escape over the dead bodies lying there." The Euro-Mediterranean Human Rights Monitor emphasized that what happened proves that aid distribution points were deliberately designed in dangerous areas, with narrow paths surrounded by barbed wire that can be easily closed, unable to accommodate the huge numbers of people in need, and completely under the control of the Israeli occupation army, making them more like traps for killing and humiliation than corridors for delivering humanitarian aid. The Euro-Mediterranean Human Rights Monitor noted that the institution established by Israel to manage the starvation regime contented itself with a brief statement claiming to have opened an investigation into the circumstances of the massacre, a deliberate repetition of a well-known propaganda pattern: whenever starved civilians are killed, an internal investigation is announced, the results of which are not published, and no party is held accountable. The same crime is then repeated without change. Euro-Mediterranean Human Rights Monitor emphasized that it is difficult to rely on the investigation of an institution established within the framework of entrenching the starvation policy, emphasizing the need to immediately dismantle the institution and withdraw any mandate or cover granted to it under the guise of humanitarian work, as it is a direct tool in managing the crime, not a neutral intermediary for delivering aid. The Euro-Mediterranean Human Rights Monitor explained that the Gaza Humanitarian Foundation effectively serves as a field tool in the service of the policies of siege, starvation, and killing. It operates distribution points designed to humiliate civilians and gather them in locations under tight security control, provided under the guise of so-called "organization." Instead of protecting those in need, the foundation facilitates the implementation of starvation engineering and creates a closed environment in which civilians are killed in the name of humanitarian work. The Euro-Mediterranean Human Rights Monitor emphasized that even in cases where a threat is alleged, this does not legally justify the use of lethal force. The Euro-Mediterranean Human Rights Monitor emphasized that placing these crimes in their broader context—including the systematic destruction of livelihoods, the denial of aid access, and the imposition of deadly living conditions on the civilian population—along with public statements issued by various political and military levels in Israel, reveals a clear and declared intent to destroy the Palestinian population in the Gaza Strip. This constitutes, according to Article II of the Convention on the Prevention and Punishment of the Crime of Genocide, the crime of genocide, specifically through the intentional killing of members of the group and the imposition of conditions of life calculated to bring about its total or partial destruction. The Euro-Mediterranean Human Rights Monitor emphasized that the international community and complicit governments bear responsibility for the ongoing horrific crimes against starving civilians at aid distribution points run by the organization in the Gaza Strip. It called for an immediate halt to its operations and the opening of an independent international investigation leading to the prosecution of its officials before international and national courts for their involvement in systematic mass killings at distribution sites run by a criminal organization forcibly imposed by the Israeli occupation army as an alternative to the UN mechanism that had been in place in the Strip for nearly a year and a half. His administration also provided a comprehensive umbrella of military, financial, political, and diplomatic support that enabled Israel to perpetrate the crime and continue to expand its scope over the course of more than 21 months. The Euro-Mediterranean Human Rights Monitor explained that the United States, through this organization and other means, continues to provide political, logistical, and financial cover for the occupation's crimes, making current and former US officials, most notably President Donald Trump, subject to international criminal legal accountability. The Euro-Mediterranean Human Rights Monitor called for accountability for all heads of state and government involved in the genocide committed in the Gaza Strip, whether through direct or indirect participation in its implementation, or through providing political, military, or financial support, or facilitating its commission in any way, which constitutes criminal complicity under Article 25 of the Rome Statute. The Monitor also held states that failed to take serious measures to prevent or halt the crime legally responsible under their international obligations, particularly within the framework of the Convention on the Prevention and Punishment of the Crime of Genocide. And freezing its assets in international banks, in addition to suspending trade and customs privileges and bilateral agreements that grant Israel economic advantages that enable it to continue committing crimes against the Palestinian people.

الأرض الفلسطينية المحتلة – قال المرصد الأورومتوسطي لحقوق الإنسان إن مقتل 21 فلسطينيًا مدنيًا خنقًا بالغاز وتحت الأقدام وبرصاص قوة أمنية أمريكية تعمل بتنسيق مباشر مع الجيش الإسرائيلي، في نقطة توزيع مساعدات تديرها مؤسسة ’غزة الإنسانية‘ في رفح، يكشف بوضوح تحوّل هذه المؤسسة إلى ذراع تنفيذية في منظومة القتل الجماعي والتجويع القسري التي تُحاصر بها غزة. وأشار المرصد الأورومتوسطي إلى أن هذه النقاط لم تَعُد مواقع إغاثة، بل مصائد موت تُستدرَج إليها الحشود المجوّعة عمدًا، في مشهد مركّب من الإذلال والإبادة يشكّل انتهاكًا جسيمًا للقانون الدولي ويستدعي وقف عملها فوريًا وفتح تحقيق عاجل ومساءلة جنائية كاملة. وأوضح الأورومتوسطي أنّ توثيق فريقه الميداني أظهر أن المجزرة وقعت على مرحلتين: المرحلة الأولى حدثت قرابة الساعة الرابعة فجر الأربعاء 16 يوليو/تموز 2025، حين أطلق جيش الاحتلال الإسرائيلي النار على آلاف المدنيين الذين تجمّعوا في شارع "الطينة" شمالي رفح، بالتزامن مع إنزال شاحنات المساعدات الغذائية، ما أسفر عن سقوط قتلى وجرحى. ورغم إطلاق النار وسقوط الضحايا، بقي الآلاف في المكان، إذ لم يكن أمامهم خيار سوى الموت جوعًا أو انتظار المساعدة، بعدما أُبلغوا من أحد العاملين بأن التوزيع سيبدأ عند الساعة السادسة صباحًا.    حاول البعض تسلق الأسلاك للهرب، لكن القناصة أطلقوا النار عليهم. من يسقط على الأرض لا يستطيع النهوض وتدوسه الأقدام. رأيت نساءً وأطفالًا بين الضحايا، وتمكنا من الخروج فوق جثث الموتى الملقاة    عبد الرحمن ب.، أحد الناجين من المجزرة أما المرحلة الثانية، فكانت عند الساعة 6:20 صباحًا، عندما اندفعت الحشود نحو البوابة الخارجية المؤدية إلى نقطة التوزيع، في ظلّ ازدحام شديد وإغلاق تام للبوابة الداخلية المؤدية إلى ساحة التوزيع، ما تسبّب في تدافع مأساوي وسط غياب أي تدابير سلامة أو تدخل فوري لاحتواء الكارثة. وبدلًا من تنظيم الحشود وتأمين سلامتهم، بدأت عناصر القوة الأمنية الأمريكية الخاصة بإطلاق قنابل الصوت وغاز الفلفل الحار على المدنيين المحاصَرين داخل البوابات، ما أحدث حالة من الذعر والفوضى العارمة، ودفع الآلاف للتدافع في محاولة يائسة للفرار، فيما حاول بعضهم القفز إلى داخل نقطة التوزيع هربًا من الاكتظاظ والموت المحتم، لكن عناصر القوة أطلقوا النار عليهم. وأسفر إطلاق قنابل الغاز والصوت والتدافع العنيف عن مقتل ما لا يقل عن 21 فلسطينيًّا، بينهم 7 بالرصاص الحي، و15 قضوا اختناقًا نتيجة استنشاق الغاز والتدافع الشديد، وفق ما أفادت به وزارة الصحة في غزة. وأظهرت مراجعة أجراها فريق المرصد الأورومتوسطي لعدد من الجثامين عدم وجود آثار إصابة بالرصاص، ما يعزّز الرواية بأنّ غالبية الضحايا لقوا حتفهم نتيجة الاختناق أو التدافع، في ظل بيئة مغلقة ومكتظة وغياب أي تدابير حماية. وقال "عبد الرحمن ب"، أحد الناجين، لفريق المرصد الأورومتوسطي: "في حوالي الساعة 6:15 صباحًا وصلت طائرة "كواد كابتر" وأبلغتنا أنه تم فتح نقطة التوزيع وطلبت التوجه إلى البوابات. اندفع الناس بشكل جنوني نحو المداخل، وعندما وصلنا إلى الأمام وجدنا الباب الداخلي مغلقًا، وكان هناك حضور كثيف للقوة الأمريكية ومعهم موظفون يتحدثون بالعربية. طالبونا بالتراجع خمسين مترًا والدخول على شكل مجموعات لا تتجاوز المئة، لكن الازدحام كان خانقًا ولم يكن التراجع ممكنًا". وأضاف: "بعد دقائق بدأوا بإطلاق قنابل الصوت ثم الغاز والفلفل الحار. الناس ارتبكت واختنقت. حاول البعض تسلق الأسلاك للهرب، لكن القناصة أطلقوا النار عليهم. من يسقط على الأرض لا يستطيع النهوض وتدوسه الأقدام. رأيت نساءً وأطفالًا بين الضحايا، وتمكنا من الخروج فوق جثث الموتى الملقاة". وأكد المرصد الأورومتوسطي أنّ ما جرى يثبت أنّ نقاط توزيع المساعدات صُممت عمدًا في مناطق خطرة، بمسارات ضيّقة محاطة بأسلاك شائكة يسهل إغلاقها، ولا تستوعب الأعداد الهائلة من المحتاجين، وتخضع بالكامل لسيطرة جيش الاحتلال الإسرائيلي، ما يجعلها أقرب إلى مصائد مُحكمة للقتل والإذلال منها إلى ممرات لتقديم المساعدات الإنسانية. وأشار المرصد الأورومتوسطي إلى أن المؤسسة التي أنشأتها إسرائيل لإدارة منظومة التجويع اكتفت بتصريح مقتضب زعمت فيه أنها فتحت تحقيقًا في ملابسات المجزرة، في تكرار متعمّد لنمط دعائي بات معروفًا: كلما سقط قتلى في صفوف المدنيين المجوّعين، يُعلن عن تحقيق داخلي لا تُنشر نتائجه ولا يُحاسب أي طرف، لتُعاد الجريمة نفسها لاحقًا دون تغيير. وأكد الأورومتوسطي على أنه من الصعب الاستناد على تحقيق المؤسسة التي أنشئت في إطار ترسيخ سياسة التجويع، مشددّا على أنه ضرورة تفكيك المؤسسة فورًا، وسحب أي تفويض أو غطاء يُمنَح لها تحت مسمى العمل الإنساني، كونها أداة مباشرة في إدارة الجريمة، لا وسيطًا محايدًا لإيصال المساعدة. وأوضح المرصد الأورومتوسطي أنّ مؤسسة "غزة الإنسانية" تعمل فعليًا كأداة ميدانية في خدمة سياسات الحصار والتجويع والقتل، عبر إدارة نقاط توزيع مصمّمة لإذلال المدنيين وتجميعهم في مواقع خاضعة لسيطرة أمنية مشددة، تُقدَّم تحت غطاء ما يُسمّى "التنظيم"، وبدلًا من حماية المحتاجين، تسهّل المؤسسة تنفيذ هندسة التجويع، وتوفّر بيئة مغلقة يُقتل فيها المدنيون باسم العمل الإنساني. وأكّد الأورومتوسطي أنه حتى في الحالات التي يُزعم فيها وجود تهديد، فإن ذلك لا يبرر قانونًا استخدام القوة المميتة، إذ تُلزم قواعد القانون الدولي القوات الأمنية باتباع مبدأ التدرج في استخدام القوة، ولا تجيز اللجوء إلى القوة القاتلة إلا كخيار أخير وفقط عند وجود تهديد وشيك وحقيقي للحياة، وهو ما لم يتوفر في الحالات الموثقة، ما يجعل عمليات القتل تلك انتهاكًا جسيمًا وصريحًا للقانون الدولي. وشدد على أنّ ما يجري من استهداف متعمد للمدنيين الفلسطينيين، من خلال القتل والإصابة أثناء محاولتهم الوصول إلى الغذاء، إلى جانب استخدام التجويع سلاحًا، يُشكّل انتهاكًا صارخًا للقانون الدولي الإنساني والقانون الدولي الجنائي، وجرائم حرب بموجب نظام روما الأساسي، بما في ذلك القتل العمد، واستهداف المدنيين، واستخدام التجويع كوسيلة حرب، وهي أفعال محظورة على وجه القطع في النزاعات المسلحة. وأشار إلى أنّ نمط هذه الانتهاكات، بما يشمله من طابع واسع النطاق وتكرار منهجي ضد السكان المدنيين، يُحقق أركان الجرائم ضد الإنسانية، ولا سيّما جرائم القتل، والاضطهاد، والأفعال يكشف عن نية واضحة ومعلنة لتدمير السكان الفلسطينيين في قطاع غزة، ما يُشكّل، وفقًا للمادة الثانية من اتفاقية منع جريمة الإبادة الجماعية والمعاقبة عليها، جريمة إبادة جماعية، وتحديدًا من خلال القتل المتعمد لأفراد الجماعة، وفرض ظروف حياة يُراد بها إهلاكها كليًا أو جزئيًا. وشدد الأورومتوسطي على أن المجتمع الدولي والحكومات المتواطئة يتحملون المسؤولية عن استمرار الجرائم المروعة ضد المدنيين المُجوعين أمام نقاط توزيع المساعدات التي تديرها المؤسسة في قطاع غزة، مطالبًا بوقف عملها فورًا وفتح تحقيق دولي مستقل يُفضي إلى ملاحقة مسؤوليها أمام المحاكم الدولية والوطنية، لتورطهم في عمليات قتل جماعي منهجية داخل مواقع توزيع تُديرها مؤسسة إجرامية فرضها جيش الاحتلال الإسرائيلي بالقوة كبديل عن الآلية الأممية التي كانت سارية في القطاع لمدة عام ونصف تقريبًا. وجدد المرصد الأورومتوسطي مطالبته للجهات القضائية الدولية والوطنية أن تتحرك لمساءلة الرئيس الأمريكي دونالد ترامب جنائيًا، لاشتراكه في جريمة الإبادة الجماعية في قطاع غزة، من خلال تبنّيه ودعمه المباشر لآلية توزيع المساعدات الإسرائيلية التي فُرضت بالقوة وتحولت إلى ساحات قتل جماعي بحق المدنيين المُجوعين، فضلًا عن توفير إدارته مظلة دعم عسكري ومالي وسياسي ودبلوماسي متكاملة مكّنت إسرائيل من تنفيذ الجريمة والاستمرار في توسيع نطاقها على مدار أكثر من 21 شهرًا. وأوضح أنّ الولايات المتحدة، عبر هذه المنظمة وغيرها من الأدوات، تواصل توفير الغطاء السياسي واللوجستي والمالي لجرائم الاحتلال، ما يجعل المسؤولين الأمريكيين، حاليين وسابقين، في مقدمتهم الرئيس دونالد ترامب، خاضعين للمساءلة القانونية الجنائية الدولية. ودعا المرصد الأورومتوسطي إلى مساءلة كافة قادة الدول والحكومات المتورطين في جريمة الإبادة الجماعية المرتكبة في قطاع غزة، سواء عبر المشاركة المباشرة أو غير المباشرة في تنفيذها، أو من خلال تقديم الدعم السياسي أو العسكري أو المالي، أو تسهيل ارتكابها بأي شكل، بما يُشكّل اشتراكًا جنائيًا وفقًا للمادة 25 من نظام روما الأساسي، كما حمّل المرصد الدول التي امتنعت عن اتخاذ تدابير جدية لمنع الجريمة أو وقفها، المسؤولية القانونية بموجب التزاماتها الدولية، خاصة في إطار اتفاقية منع جريمة الإبادة الجماعية. وطالب المرصد الأورومتوسطي بفتح تحقيقات دولية مستقلة وشاملة في الدور الذي تؤديه ما تُعرف بـ"مؤسسة غزة الإنسانية" في تسهيل وتنفيذ الجرائم الجسيمة المرتكبة ضد المدنيين الفلسطينيين، بما يشمل المسؤولية الفردية للمؤسسين، والمديرين، ومنسقي اللوجستيات، وقادة الفرق، وأيّ من العاملين في المؤسسة، سواء من خلال التخطيط، أو التسهيل، أو الإسهام المباشر، أو حتى الامتناع الواعي عن الحيلولة دون ارتكاب الجرائم. وحث المرصد الأورومتوسطي الدول التي تتمتع بـاختصاص قضائي إقليمي أو عالمي على فتح تحقيقات جنائية فورية ضد جميع الأفراد المرتبطين بالمؤسسة أو الشركات الأمنية المتعاقدة معها، لمساءلتهم عن دورهم في الجرائم المرتكبة ضد الفلسطينيين في قطاع غزة، وعلى وجه الخصوص القتل العمد، والتجويع، والمعاملة القاسية أو المهينة. وطالب المرصد الأورومتوسطي جميع الدول، منفردة ومجتمعة، بتحمل مسؤولياتها القانونية والتحرك العاجل لوقف جريمة الإبادة الجماعية في قطاع غزة بأفعالها كافة، واتخاذ جميع التدابير الفعلية لحماية الفلسطينيين المدنيين هناك، وضمان امتثال إسرائيل لقواعد القانون الدولي وقرارات محكمة العدل الدولية، وضمان مساءلتها ومحاسبتها على جرائمها ضد الفلسطينيين، داعيًا أيضا إلى تنفيذ أوامر القبض التي أصدرتها المحكمة الجنائية الدولية بحق رئيس الوزراء الإسرائيلي ووزير الدفاع السابق في أول فرصة وتسليمهم إلى العدالة الدولية، ودون إخلال بمبدأ عدم الحصانة أمام الجرائم الدولية. ودعا المرصد الأورومتوسطي المجتمع الدولي بفرض عقوبات اقتصادية ودبلوماسية وعسكرية على إسرائيل بسبب انتهاكها المنهجي والخطير للقانون الدولي، بما يشمل حظر شامل لتصدير الأسلحة إليها أو قطع الغيار أو البرمجيات أو المنتجات ذات الاستخدام المزدوج، أو شرائها منها، ووقف كافة أشكال الدعم والتعاون السياسي والمالي والعسكري والاستخباراتي والأمني المقدمة لإسرائيل فورًا، بما في ذلك تجميد الأصول المالية للمسؤولين السياسيين والعسكريين المتورطين في الجرائم ضد الفلسطينيين، وفرض حظر على سفرهم، وتعليق عمل شركات الصناعات العسكرية والأمنية الإسرائيلية في الأسواق الدولية، وتجميد أصولها
