One civilian was reportedly killed in alleged Syrian regime or Russian airstrikes on an IDP camp in Hass, Idlib, on July 19th, 2019. An additional one to two civilians were reported injured in the attack, along with substantial damage to residential structures.

Syrian Network for Human Rights named the victim of the airstrikes as “Abdul Rahim Ahmad al-Saghir, a displaced person from Kafr Zita city in Hama governorate northern suburbs”, who was “killed as Syrian regime forces helicopters dropped barrel bombs on Rahma residential village for IDPs, located in east of Hass village.”

Smart News reported that “Syrian helicopter gunships bombarded residential buildings inhabited by displaced persons near the town of Hass, south of Idlib, north of Syria – killing an elderly man and injuring a civilian, as well as damaging residential buildings and property.”

According to this same source, “on Saturday, July 20, 2019, the head of Al Wafaa Charitable Society, Mohammad Ata, said that the helicopters of the regime bombed an explosive barrel containing about 11 residential buildings, inhabited by nearly 200 displaced families, killing one civilian and injuring another.”

Five sources attributed the attack to the Syrian regime, while one named both Russian forces and the Syrian regime in reporting the incident. A further source did not positively attribute blame.
