Airwars assessment
One to three civilians were reported killed, and one to five wounded, in three to four airstrikes on Al Rahman hospital in Tal Mnes village, Idlib, on August 21st, 2019.
Of the civilians killed, one may have been a child – according to Syrian Observatory for Human Rights, which identified those killed in Tal Mnes but did not specify whether it was at the hospital or during later strikes.
A Facebook post by Mohammad Albakor identified Nidal Ahmed Al-Abd Al-Majid as being killed in the airstrikes on Al Rahma hospital.
Anadolu Agency reported that the civilian killed in Tal Mnes was a worker in the “health center.”
Many sources reported the striking of a hospital and substantial damage and evacuation as a result. The striking of the hospital in Tal Mnes was one of a double strike on the town. Sources named the damaged hospital as Al-Rahma Surgical Hospital and a tweet from @rahhalahmad06 identified four airstrikes as hitting the hospital and rendering it out of service. Jisr Press identified three raids as being launched against the hospital.
Videos posted by @HadiAlabdallah and @shaamnews show the moment of the strike and the aftermath of the strike on the hospital, which shows that the hospital was largely destroyed with the ceilings caved in and the equipment damages. There are also White Helmets shown in the videos removing the body of a victim.
In line with other sources, @IdlibPlus tweeted that “Al-Rahma hospital in Talmens town of Idlib countryside has been discharged due to being targeted by Russian warplanes with airstrikes.”
A report by Enab Baladi quoted a Mustafa Has Youssef from the Syrian Civil Defense as saying that “the hospital [was struck] with four successive raids, which led to its being out of service, killing one person and wounding another as a preliminary outcome.” The center of the hospital was hit, which severely damaged it.
Many sources cited one killed and one injured, while the Syrian Observatory for Human Rights “documented the death of a citizen and a girl, as well as the injury of five others, due to barrel bombs dropped by helicopters on the residential neighborhoods in Tal Mnes village in the eastern countryside of Maarrat Al-Nu’man.”
Shaam News referred to the hospital as being a surgical hospital and reported “three martyrs in Tal Mnes,” but did not specify whether it was at the hospital or during later strikes.
Smart News cited “many wounded” in the attack but did not quantify how many had been injured. Meanwhile, a number of sources documented one injured.
@SyrianCoalition stated that “Russia bombed a hospital in Idlib countryside, inflicting several casualties and leaving it out of service.”
Edlib Media Center stated that “massive destruction took place in a full residential neighborhood” as a result of the airstrikes.
A tweet by @Ahmadmuaffaq referred to the location destroyed as a “large terrorist stronghold” and then also identified the location destroyed as Al Rahma Hospital, which housed the sick and wounded.
Sources predominantly attributed the attack to Russian forces, yet a number, including a tweet from @BassamJaara, also named the Syrian regime as an active belligerent in the incident.
The local time of the incident is unknown.
The victims were named as:
