Airwars assessment
A family of four was reported killed when their car was struck in an alleged Coalition airstrke on the Hazime-Tal Abiyad road.
Sadaa al Sham cited local sources as saying that “Coalition aircraft targeted a car belonging to displaced people on the road between Hazima and Tal Abiyad north of the city of Raqqa, killing a man and his wife and their two children.” A number of civilians were reportedly “injured and taken to the National Hospital in the city of Raqqa.”
The local time of the incident is unknown.

Attached to this civilian harm incident is a provisional reconciliation of the Pentagon's declassified assessment of this civilian harm allegation, based on matching date and locational information.
The declassified documents were obtained by Azmat Khan and the New York Times through Freedom of Information requests and lawsuits filed since March 2017, and are included alongside the corresponding press release published by the Pentagon. Airwars is currently analysing the contents of each file, and will update our own assessments accordingly.

After a review of available information it was assessed that no Coalition strikes were conducted in the geographical area of the reported civilian casualties.

For November 12th-13th, the Coalition reported “Near Ar Raqqah, two strikes engaged two ISIL tactical units and destroyed a fighting position and a vehicle.”
