The Violations Documentation Center named two civilians, Zahra Fihan, and her son Mohammad Abdullah al-Rashed, as killed in an alleged Russian airstrikes on Raqqa.
The victims were also named by Raqqa is Being Slaughtered Silently, which blamed Russia.
