Afghanistan: Reported US covert actions 2018

The timeline below contains information on all US air attacks on Afghanistan recorded by the Bureau in 2018. It is updated with the latest US air attacks. We also log Afghan Air Force attacks when they are reported. The Bureau collects information on the US and Afghan strikes and the people they kill from local and international media reports – including the Bureau’s own field investigations – as well as academics and NGOs that cite US, Afghan and Pakistani civil, military and intelligence officials, and witnesses and local people in the affected areas.

Please note that our data changes according to our current understanding of particular strikes. The information below represents our present best estimate.

Background

US aircraft have been bombing Afghanistan since late 2001 and the airstrikes have continued into the Trump administration. Up until December 2014 the US was operating in concert with its allies in the Nato-led International Security Assistance Force. Now it is just the US, and the Afghans, flying strike missions in the country.

The Bureau began tracking the strikes from January 1 2015 onwards, when the US and Nato’s combat mission in Afghanistan came to an end. The Afghan military and police took the lead in fighting the Taliban with the US and its international partners moving into a non-combat “train, advise, assist” role, supporting local forces.

US air forces are still flying combat missions however. There are three targeting authorities that govern the kind of strikes the US can conduct in Afghanistan.

Force protection strikes are intended to protect friendly ground forces who are under attack, or are about to be attacked. From January 1 2015 the US was supposed to stop deliberately going after the Taliban, leaving that to the Afghans. But in June 2016, with the Taliban pushing the Afghan forces to breaking point, the US went on the offensive against the Taliban, under “strategic effect” strikes.

The third authority governs the US’s counter-terrorism strikes, part of its offensive operations against al Qaeda and, since January 2016, Afghanistan’s Islamic State offshoot.

First combat mission for F-35B fighter jet link

The US military's F-35B fighter jet conducted its first combat mission in Afghanistan, the US Marine Corps announced.

The strike was carried out in support of ground clearance operations, and the strike was deemed successful by the ground force commander, a statement on the Marine's website read.

The location of the strike was not given, and there was no information on any casualties.

"The F-35B is a significant enhancement in theater amphibious and air warfighting capability, operational flexibility, and tactical supremacy," said Vice Adm. Scott Stearney, commander, US Naval Forces Central command.

"As part of the Essex Amphibious Ready Group, this platform supports operations on the ground from international waters, all while enabling maritime superiority that enhances stability and security."

We know from US data that 17 strikes were carried out on this day. These strikes have been broken down by province, but due to a lack of location information for this strike, we are unsure where to include it.

The New York Times has reported that a strike killed three civilians, which would be the fourth such alleged strike in under a week.

Esmatullah Moradi, Kunduz's provincial spokesperson, told CNN that the strike was carried out by the US in the province's Chardara district. Data from US Forces - Afghanistan does show that there were three US strikes carried out in the province on this day. These destroyed three structures, it said. But a US spokesperson said that "no connections" were found between the claims of civilian casualties and US actions.

The victims were a 45-year-old woman and two teenage girls, according to Sher Mohammed, the husband of the woman who died. He said another two of his children were injured. CNN reported that the younger women were his daughter-in-laws.

Angry relatives reportedly carried the bodies of two of the victims to the city of Kunduz, the provincial capital, in protest over the deaths.

“They martyred three women. My son, who is a university student in economics faculty, and my daughter, Atifa, are wounded — they are in a serious condition in hospital currently,” Sher Mohammed, a teacher in the village school, told the New York Times. “They destroyed my life."

The provincial government had reported a US strike on a Taliban factory used to manufacture improvised explosive devices. It said two militants, described as "IED experts", were allegedly killed. They were named as Hekmatullah and Hamas.

The provincial government said that hundreds of kilograms of explosives, equipments, and spares used in landmines were destroyed in the strike, which they placed in Mamozai area, Zurmat district.

The description of the target hit in the provincial government statement seems to differ from what was outlined in the US report.

Muhibullah Muhib, the Farah governor's spokesperson, told Pajhwok News that 23 Taliban insurgents were killed and 16 others injured in a strike by "foreign troops". The US is only foreign country known to be carrying out strikes in Afghanistan.

However, Abdul Jabar, a resident of the village, told the news site that during the strike, five Taliban and eight civilians were killed. He added the insurgents were hit by the strike while planting landmines. Civilians were also hit, he said.

But while the US did not deny carrying out strikes in the province, a US Forces - Afghanistan spokesperson said that after reviewing all operational material, they found "no connections" between their actions and the claims of civilian casualties. "It isn't uncommon for insurgents to use these accusations to drive a wedge between the military and the population," Commander Grant Neeley told the Bureau.

The provincial police chief has also rejected the claims of civilian casualties.

A report published on Resolute Support's website in October showed there were four strikes in Farah province on this day. According to that, the strikes destroyed two tactical units, two vehicles, one motorcycle, and one cave. There was no information on the number of people killed. This entry records those four strikes, with a range to reflect the claims of civilian casualties.

A US strike hit a house in Wardak province killing one woman and eleven children from the same family, an investigation by the Bureau and The New York Times has found. The youngest was four years of age.

Shortly after the strike, a US spokesperson said they reviewed all operational material and found "no connections" between their actions and the claims of civilian casualties. The UN and others had reported on a strike killing a family. In second response to our reporter in February, they said they had no record of a strike in the area at all.

However, evidence from the scene proved otherwise. From metadata contained in photos supplied by Masih (who lost his wife, seven children and four young relatives), we were able to obtain the coordinates of the house. We used these to get satellite images which showed it had been attacked, with the damage consistent with a strike.

A team from the Bureau and the The New York Times' Visual Investigations unit also reviewed photos of Masih’s children’s graves and found satellite images of the burial site. Both the damage to the house and the burial site are only visible in satellite images after September 23.

Names and ages of those killed

Crucially, we also were given photos of weapon fragments said to be found at the site of the strike. Weapons experts then reviewed the photos, and saw the distinctive pattern of four bolts on a tail fin that identified it as part of a JDAM. A JDAM is a missile kit that enable bombs to be guided by GPS. But only the US military have the capability to use these in Afghanistan.

Shortly before we published a story on this strike, the US admitted they had bombed Masih’s house. Days later, there was yet another statement. American soldiers had reported being fired on from the house, they said, and a strike had been carried out “in self-defence.” But they still deny civilians died in the strike.

A US report published in October did show there were 19 strikes carried out by US forces in the province on September 23. The report said the strikes destroyed "two tactical units, three structures, and one vehicle".

This is the second strike in just two days that the UN believes led to civilians casualties, with the first strike also killing members of a single family.

The UN mission in Afghanistan has said it has received multiple, credible allegations that an aerial attack in Kapisa province on September 22 hit the home of a teacher and killed nine civilians, all of which were members of one family.

Four children aged between the ages of two and 12 and three women were among the dead. A further six civilians are believed to have been injured, five of which were women and young children.

The UN mission said it was not immediately clear whether the strike was carried out by international military forces or by the Afghan Air Force. It took place during operations carried out by pro-government forces in the area, UNAMA said.

US Forces - Afghanistan admitted to carrying out a helicopter attack in support of Afghan forces under fire, but said they had no indication of civilian casualties.

In a US report published in October, US forces are shown to have carried out five strikes in Kapisa on this day. It said they destroyed one tactical unit and denied terrain. It did not mention anything that correlates with the account a spokesperson gave following the incident. Their account suggests that a local pro-government militia accidentally fired at Afghan forces.

Commander Grant Neeley, US Forces - Afghanistan Spokesperson, gave the following account to TOLO News:

During an Afghan army operation in Kapisa, the Afghan forces came under fire from a local mobilization militia. The Afghan army requested air support. US helicopters were present to provide the support and immediately came under fire from the local militia and returned fire in self-defense, resulting in the wounding of six militia. As the fog of war lifted and it became clear the militia had fired in error, the wounded militia members were airlifted and they are currently receiving treatment in a US hospital. We have no indication of non-combatant casualties

We had recorded a single strike in the database to reflect the helicopter attack. We will add in an additional four in the above entry to include the extra strikes mentioned in the October report.

Mahfoz Safi, the provincial council’s deputy chief, confirmed civilian casualties from what he said was an operation by foreign forces on the night of September 23 in Budrab village.

But the spokesperson for the province's governor said while there was an operation in the Kapisa's Tagab district, it did not lead to civilian casualties.

Ghafoor Ahmad Javed, a spokesperson for the Afghan Ministry of Defense, has told the New York Times that the reports of civilian casualties were being investigated.

Up to 16 civilians were killed when the Afghan intelligence (NDS) unit "02" called in an airstrike in Nangarhar after attacking the village, the Bureau reported.

In our investigation into "02", the NDS unit that have been accused of human rights atrocities but can call in US airstrikes, one of our reporters spoke to Zahed Zahidi who put the death toll at 16:

“When my family members heard shots being fired outside, they went out to see what was going on and were hit by an air strike that killed the five of them. The airstrike also destroyed part of our house,” said Zahidi. “They destroy and bomb houses without a second thought. They riddled a tractor my family owned with bullets.”

Zahidi told us that five members of his family were killed in the attack - two were students and the other three were farmers. The strike also destroyed part of his house.

We have listed this as a possible US strike as Zahidi was unsure whether it was a US or Afghan strike that killed his relatives.
