Airwars assessment
Two named civilians died in an alleged Coalition airstrike at a water well in Raqqah, according to local media – though the date of the incident is currently unclear.
According to Raqqa is Being Slaughtered Silently (reporting on October 13th), one young man, Bebars Ismail al-Habash, died “a few days ago” in a bombing targeting a well.
Alshabaka111 named two victims and blamed “indiscriminate US aircraft” for their deaths.

Geolocation notes
Reports of the incident mention a well being struck in the city of Ar Raqqah (الرقة). Due to limited information available to Airwars, we were unable to verify the exact location of the well. The generic coordinates for the city of Ar Raqqah (الرقة) are: 35.9505639, 39.0094148.
Attached to this civilian harm incident is a provisional reconciliation of the Pentagon's declassified assessment of this civilian harm allegation, based on matching date and locational information.
The declassified documents were obtained by Azmat Khan and the New York Times through Freedom of Information requests and lawsuits filed since March 2017, and are included alongside the corresponding press release published by the Pentagon. For October 10th – 11th the Coalition reported “Near Raqqah, five strikes engaged four ISIS tactical units and destroyed a logistical node.” It additionally reported that “Near Ar Raqqah, Syria, one strike engaged an ISIS tactical unit and destroyed a fighting position.”
