Between 4 a.m. and 5 a.m. on Friday, June 13, 2025, a series of the alleged Israeli missile strikes, including a “double-tap” strike  half an hour after the first one, struck the building of the Qasr-e-Shirin Welfare Department and the Arbaeen pilgrimage HQ in Qasr-e-Shirin in Kermanshah Province, western Iran, resulting in the death of one employee, an accountant named Faramarz Hazrati and injuries to at least 24 and up to 31 others, including another employee of the organization, Kiomars Sadeghi, and an Iranian Red Crescent Society rescue worker named Milad Moradpour.

According to multiple Iranian outlets, including ISNA and Kermanshah Central Broadcasting, the attack struck the social service center at dawn, completely destroying the facility. Local authorities reported that the building had provided services for people with disabilities, low-income families, and women without guardians.

In an interview with IRNA, the governor of Qasr-e-Shirin stated that one person was killed and 24 civilians were injured. However, in a video filmed by IRNA and shared by @toloukermanshah on Instagram, the female reporter and a local official both claimed that 31 civilians were injured, fifteen of whom were transferred to neighboring towns. The rest of the injured were reportedly in good condition, with only minor injuries, and were receiving treatment

According to the testimonies of the late Faramarz Hazrati’s daughter’s Faezeh to IRNA, Faramarz was an accountant at the Qasr-e-Shirin Welfare Department and had worked for the welfare of the less privileged for 30 years. Faezeh praised the dedication and selflessness of her father: “His only weapon was his big heart. He was always ready to help others. Everyone knew him for his good name, kind heart, and dedication. He was martyred with this weapon.”

Faezeh told reporters that at 4 o’clock in the morning, her father rushed to the building of the Welfare Department to help his colleague Kiomars Sadeghi, who had been injured in the first explosion, replying to his call for help. According to her, Mr. Sadeghi said in a frightened voice that the Welfare Department had been attacked and he had been injured, and asked her father to help him quickly. About half an hour later, Faramaz was on the phone with his daughter, telling her the details of the explosion, that Mr. Sadeghi was fine, and the building was damaged. She asked him when he would be back. He said, “I am helping right now.”Suddenly, another explosion interrupted their conversation, and Faezeh realized that her father had passed away. She concluded: “He will forever be a hero to me.” She recounted the story in a video shared by IRNA, with a trembling voice and tears constantly streaming down her face.

The wife of the late Faramarz, Golzar Parvin, also spoke to IRNA and said: “My husband was martyred to help his colleague and to protect the building and property of the center that provides services to the disabled community and people in need. The welfare center is a place that provides services to the disabled community, meaning that the enemy is so shameless and criminal that they should target a center whose only job is to provide assistance to the disabled, the needy, the elderly, and homeless families.”

Faramarz’s colleague, Nasrin Zahabi, also mourned his death, praising his personal qualities: “I am deeply saddened by the loss of my dear brother, my very good colleague, Martyr Hazrati, and I cannot speak at all. Martyr Hazrati was our good colleague; he served faithfully for 30 years and was martyred in the way of serving and helping his fellow man.”

Faramarz’s daughter also spoke to a Fars reporter, again commending her father and his sacrifice: “My father was a simple employee at the Welfare Office. He was a very pure, very sincere man. All of his colleagues respected him; everyone loved him and held him in high regard.”

Kiomars Sadeghi shared the story of his injury in a video interview with IRNA. He was injured in the first rocket explosion and quickly called Mr. Hazrati, who immediately rushed to the building to help. Kiomars said that they went to the second floor together to assess the damage, and a few seconds later, a second explosion occurred, killing Mr. Hazrati right away.

Referring to the severity of his injuries, Mr. Sadeghi said, “I have had nine surgeries so far. I suffered severe burns, and I still have some splinters in my body. My eardrum is torn, my eye is damaged, and it is not operable.”

IRNA also reported that Seyyed Hassan Mousavi Chelak, Deputy Head of the National Welfare Organization, visited his home and presented him with a plaque of gratitude from the head of the National Welfare Organization. Kiomars was declared a “veteran” by the authorities.

An Iranian Red Crescent Society rescue worker named Milad Moradpour was also injured in the attack. On Twitter/X, Iranian_RCS reported about the injury of Milad, adding his image in an ambulance where he was lying in a red T-shirt, stained in blood.

In an interview with the reporter of the social group of the “Mersad” information network, Milad Moradpour spoke about his work and his injury. Born in 1992, he dedicated 19 years of his life to the service in the Kermanshah Red Crescent Society. He said that in 2006, during his high school years, he was introduced to the Red Crescent by one of my friends and entered this path with a special motivation. He completed general and specialized courses and became a rescuer.

Milad told the reporter that after the first explosion, he and his colleagues quickly reached the site, where they encountered a heartbreaking scene – innocent children who were sleeping were disturbed by the explosion. The volume of smoke and destruction was reportedly so great that it was difficult to breathe even for a few seconds. He continued to tell that they took the masks he had in the car with him and entered the building when the second explosion occurred and we were thrown back at the same time. This veteran rescue worker stated: “At that moment, I felt a severe burning sensation in my side. When I lifted my clothes, I saw that I was bleeding heavily from my left side.”

Later, he was taken to Taleghani Hospital in Kermanshah and was hospitalized for a few days. He was still to undergo an operation to remove shrapnel from his body.

This veteran rescue worker concluded: “This incident was not just an explosion; I left a piece of my soul in that building. I still remember the screams of children and scenes of helplessness, and this scar will remain in my heart forever.”

According to the website Kermanshah, Dr. Afshin Yeganeh, Managing Director of the Kermanshah Provincial Red Crescent Society, visited Milad’s home and learned about the progress of his treatment and health status. The image that accompanied the report showed Milad lying on a sofa, surrounded by five paramedics from the Red Crescent Society.

The governor of Qasr-e-Shirin, along with a number of officials from the city, also visited and consoled Milad, as reported by IRNA.

A video shared by farhad__khazaii on Instagram showed the direct aftermath of the attack on the Welfare Department building, with large clouds of smoke billowing into skies, and people frantically running away from the place of the attack.

A video posted by Tasnim News on Instagram showed the heavily damaged building of the Welfare Administration, with rubble and concrete chunks surrounding it.

Following the incident, a funeral ceremony was held in Qasr-e-Shirin for the deceased welfare worker, identified as Faramarz Hazrati. The procession took place from Hajj Qasem Soleimani Square to the Rezvan cemetery, with the participation of residents of the border region. Images and reports describe mourners carrying the body while chanting slogans, performing a military-style march, and playing the Chamri instrument as a sign of mourning. The funeral prayer was led by the Friday prayer leader of Qasr-e-Shirin, Hojjatoleslam Sadeq Salehi, in extreme heat reportedly reaching 46 degrees Celsius.

Authorities stated that welfare services had been temporarily relocated and that debris removal and reconstruction preparations were underway.

At the time of writing, no further details had been released regarding the identities or conditions of the remaining injured individuals.

Where sources identified a belligerent, all named Israeli military forces. The second attack on the building hit the first responders; therefore, it has the characteristics of the “double-tap” strike.” While most sources did not comment on the nature of the strike, Tasnim News stated that this was a drone attack.
