On Friday, September 27th, 2024, an alleged Israeli airstrike reportedly struck a building affiliated with the Islamic Health Authority, killing at least twelve people and injuring ten others. At least 11 of those killed were doctors, nurses, paramedics, or otherwise affiliated with the health authority. This incident occurred in the town of Taybeh in the Marjayoun District, Southern Lebanon.

Among the victims were Dr. Zuhair Muhammad Mansour, Hassan Fayyad Yahya, Head of the Health Authority Center Ali Hussein Saleh (Abu Saleh), paramedic Hassan Ali Yassin (Abu Ali), paramedic Hussein Ahmed Raslan (Abu Ali), paramedic Hussein Hassan Abu Taam, paramedic Jawad Ali al-Rida Mustarah, paramedic Abbas Ali Sharaf al-Din (Abu al-Fadl), paramedic Hassan Wajih Zahri, Professor Mohammed Ramal, Hassan Yassin, and Houssein Aboud. Paramedic Ali Youssef Faqih was among those injured.

Early reports referred to a number of strikes on different civil defense sites. For instance, AlMada and Anadolu Agency, both cited the Lebanese News Agency, noting that air strikes had “targeted the civil defence centres and dispensary of the Islamic Health Authority in the towns of Taybeh and Deir Saryan.” Other sources, including Al Araby (@alaraby__Brk), reported that a total of three “civil defence centres” were attacked.

Among the incidents referenced above was a strike that reportedly hit an ambulance in Deir Siryan, Marjayoun District, killing at least one paramedic, Ahmed Ali Hussein Youssef Raslan. This incident has been recorded at ISLB270924zc.

Multiple sources including Bintjbeil News reported 11 killed and 10 wounded “doctors, nurses, and paramedics.” Facebook user A5bartaybeh posted a photo collage showing eight of the victims. In three of the portraits, the individuals are wearing vests bearing the logo of the Islamic Health Authority. Another victim can be seen in a blue nurse’s uniform. Areslan Zein posted a list of individuals killed, naming eight, and writing that “they were assassinated at the Health Authority Center in Taybeh.”

A post shared by Leila Farhat announced that “2 young men, including doctors and paramedics, have been martyred” in the “southern town of Taybeh.” The post also offered “Congratulations to the heroes of the health authority.” As Airwars was able to find the names of twelve individuals reportedly killed in this incident, the lower range of those killed in this incident has been recorded as 12, rather than 11 reported by Bintjbeil.

Another post, shared by Civil Defense Authority / Jabal Amel First to Facebook, names Hassan Wahij, Abbas Ali, Hussein Ahmed, Hussein Hassan, Hassan Ali, Jawad Ali, and Ahmed Ali as martyred paramedics (noted above, Ahmed Ali has been recorded in a different incident – ISLB270924zc). The logo for the Islamic Health Authority is included at the top of a a collage which pictures and names the seven men.

The collage shared by A5bartaybeh also includes an image of Dr. Zuhair Muhammad Mansour, who appears wearing a doctor’s gown. Other users shared the same photo of Dr. Mansour on social media, accompanied by farewell messages. “The eyes shed tears and the heart grieves,” wrote Bayram Al Amine, while Mohamed Jaber lamented the death of a “heroic doctor.”

The Islamic Society of Pharmacists also mourned Dr. Mansour, extending blessings to his wife, pharmacist Dr. Malak Issa. Colleague Mhamad Daghli also lamented the death of the “first physician martyr”. “Congratulations to you in paradise,” he wrote. The Society referred to Mansour as a “Mujahid doctor.” As there are no other references to militantly, and it is possible this could be based on the association of the Islamic Health Authority with Hezbollah, Dr. Mansour has been classified as a civilian until further information comes to light.

Areslan Zein posted on Facebook a photo of his friend, Hassan Fayyad Yahya, seated in a living room. In the image, he is shown wearing glasses, a dark green sweatshirt, and blue jeans. “I feel sorry for you, my friend,” he expressed with sorrow. Hassan was the only individual named in this incident who was not explicitly named as a paramedic. However, his name was included in posts shared by users like Head of the Health Authority Center which referred to “the heroes of the health authority in the southern town of Taybeh.” As such, Hassan’s death has been included in the upper range of paramedics killed in this incident.

In the post shared by Leila Farhat, Ali Hussein Saleh (Abu Saleh), was referred to as “the head of the health authority.”

Mostafa Choukair shared an image of Professor Mohammed Rammal, showing a man in clear rectangular glasses, a soft smile, and a blue polo shirt worn under a blue jacket. In Mohammed’s honour, Mostafa wrote: “To the eternal gardens of paradise, my dear friend.” It was not clear what Mohammed taught, or whether the term ‘Professor’ (أستاذ) was invoked as a term of respect. An image which included a list of the names of 11 individuals killed in this incident, shared by Leila Farhat, also referred to Mohammed as ‘Professor’.

User Ismail Diab shared an image of Jawad Ali al-Rida Mustarah speaking into a microphone at what appears to be a public event. He is wearing a blue uniform shirt adorned with striped shoulder pads and a patch of the Lebanese flag, suggesting an official or civil service role. In the accompanying post, he is referred to as a “mobile,” indicating that he served as a paramedic.

User Hassan Ireslan shared a video montage that included a photo of Jawad Ali Al-Rida smiling proudly at the camera, dressed in a black sweatshirt. Another user, Abed Mheich, also posted a montage featuring an image of Jawad Ali seated on a motorcycle. “The martyr Al-Saad Jawad Ali Al-Rida is resting,” he wrote in a heartfelt message. All images of Jawad show a young man, potentially a teenager. As such, Jawad’s death has been recorded in the upper range of men killed and children killed in this incident – allowing for both possibilities that he was a child or adult at the time of his death.

Airwars was able to initially connect Ali Youssef Hussein, the only named injured individual, through a Facebook post shared by Garage Hassan Fakih. The post included a video montage showing Ali and another paramedic, Ahmed Raslan, driving in an ambulance. The video then cuts to another clip, showing the bombed-out ambulance, with images of Ahmed and seemingly Ali taped to the vehicle’s burnt exterior. Garage included in the post’s caption: “Martyr Ahmed Raslan 💔🕊️ Wounded Martyr Ali Youssef Fakih 💔🕊️.” However, researching the two men, Airwars was able to find that Ali was injured in this incident in Taybeh. However, those who posted in honour and memory of Ahmed Raslan – including Garage – indicated that Ahmed was killed when the ambulance was struck in Deir Siryan. As such, his death has been recorded in a different incident (ISLB270924zc).

Ali Youssef Hussein was the only injured individual that Airwars was able to name. On the one-year anniversary of this incident, Ali’s daughter Mariam Fakih shared an image to Facebook. The image included a martyr photo for Ali, who was killed in an incident later in the year, reportedly on November 19, 2024. Below the martyr’s photo, Miriam wrote: “On this day, the Israeli enemy targeted the civil defence center and martyred twelve, and the martyred paramedic Ali Faqih was among the injured.” On June 9, Miriam shared an image of her father’s gravestone. Among the stone’s inscriptions is the Hezbollah logo. Additionally, an image shared by Miriam on April 16, 2025, appears to be from Ali’s funeral procession, in which his coffin was covered in a yellow wrap with green fringe – common among funerals for those affiliated with Hezbollah.

It was otherwise clear that Ali was affiliated with the Islamic Health Authority, a civil defense group that is associated with Hezbollah. While Hezbollah operates an active militant wing, their political presence is also deeply enmeshed within the state, providing social and organisational services, primarily in the Shia’a majority areas in Southern Lebanon, the Beqaa Valley, and the suburbs of Beirut. With this context in mind, and given that there are no indications of militant activities, Ali’s affiliation with the Islamic Health Authority – and work as a paramedic – cannot be used to determine if he was affiliated with Hezbollah’s armed wing. As such, Ali has been recorded as a civilian. This will be updated should additional information become available.

Ibrahim Zaiour, Ali’s son-in-law shared a tribute to Ali. Ibrahim wrote:

“[Ali] dedicated himself to helping the injured and wounded…he resisted [the Israeli military] in his own way. He took up his tools of work and went towards serving the people. A tireless and heroic medic, despite his advanced age, he seemed like a young man, answering the call without complaint or weariness. He rescued and saved countless lives.”

Where sources identified the belligerent, all sources attributed the strikes to Israeli forces.
