A six-year-old girl was killed by shrapnel while outside her house in Jabalia on May 14th, 2021, multiple sources reported. The majority of sources said the shrapnel resulted from nearby Israeli shelling, but Defence for Children International – Palestine and NGO Monitor reported that it came from a rocket-propelled grenade. Rocket-propelled grenades are commonly used by Palestinian militants.

The girl was named as Buthaina Mahmoud Issa Obaid. She was reported to have had a disability, which a source identified as cerebral palsy. The shrapnel struck her head and although she was rushed to hospital, she was unfortunately pronounced dead on arrival.

Defence for Children International – Palestine noted it had not yet been able to confirm the source of the rocket-propelled grenade and said it was continuing to investigate the incident. NGO Monitor, a group based in Jerusalem, alleged that “this incident is the result of Palestinian munitions: Either one of the RPGs fired by Palestinians towards Israel misfired, or an Israeli strike on a weapons cache led to secondary explosions.”

There were no other reports of harm as a result of this incident.

The Israeli Occupying Forces (IOF) intensified attacks on civilian properties, including high rise tower blocks, residential buildings, commercial properties, a traffic police station and the port of Deir Al-Balah. In addition Israel targeted cultural property including a mosque and cultural centre, and critical civilian infrastructure, including a desalination plant. Further, Israel destroyed vital agricultural lands, targeting and damaging the natural environment. The aggravated attacks resulted in the unnecessary and disproportionately high civilian casualties, with the Gaza Ministry of Health reporting more than 139 Palestinians have been killed and 1,038 injured as of 15 May 2021 at 12:00 pm. Friday 14 May 2021: Israel Escalates Indiscriminate Attacks on Civilian Homes Killing 20 Civiliasn, including one child, and Causing Serious Injuries to Others Medics at Al-Shifa Medical Complex in Gaza City announced the death of Mahmoud Muhammad Ahmad Al-Madhoun, 30, at approximately 4:30 pm on Friday, 14 May 2021. Mahmoud who lives to the east of the Hala Al-Shawa clinic, in the Beit Lahia area in the northern Gaza Strip, died from his wounds sustained at about 1:00 pm on Wednesday 12 May 2021, after IOF warplanes bombed the agricultural land near his home with two missiles. He was hit by shrapnel in the left side of the head, while standing at the front door of his house. At approximately 18:30 on Friday, 14 May 2021, IOF warplanes bombed the house of Shadi Abd Rabbo in Ezbet Abd Rabbo, east of Jabalia, North Gaza Governorate, wounding six civilians, including three women and two children. The house was completely destroyed. It is therefore incumbent on third States to respect and ensure respect for the Conventions and fulfil their obligations to search for, arrest and prosecute perpetrators of Israeli war crimes, who are located in their territory, or who are nationals and may have dual citizenship of the Third State. Both third States along with the Prosecutor of the International Criminal Court, must commence immediate, effective and impartial investigation of war crimes and crimes against humanity, including Israel’s architecture of apartheid, facilitating the settler colonisation and maintained by the current acts of aggression in the Gaza Strip and against the Palestinian people as a whole.[1] This report provides a preliminary non exhaustive report of the attacks on the Gaza Strip between Friday 14 to Saturday 15 May 2021.

(Field Report: 14 – 15 May 2021)[1] Date: 18 May 2021 Throughout Friday 14 May 2021 and as Palestinians and the international community gathered to march and commemorate Nakba Day on 15 May 2021, and protest against Israel’s attacks on the Palestinian people in the Gaza Strip, the West Bank, including East Jerusalem and Palestinian citizens of Israel, Israel bombarded the Gaza Strip in a relentless unpunctuated bombing campaign.  The Israeli Occupying Forces (IOF) intensified attacks on civilian properties, including high rise tower blocks, residential buildings, commercial properties, a traffic police station and the port of Deir Al-Balah. In addition Israel targeted cultural property including a mosque and cultural centre, and critical civilian infrastructure, including a desalination plant. Further, Israel destroyed vital agricultural lands, targeting and damaging the natural environment. The aggravated attacks resulted in the unnecessary and disproportionately high civilian casualties, with the Gaza Ministry of  Health reporting more than 139 Palestinians have been killed and 1,038 injured as of 15 May 2021 at 12:00 pm. Friday 14 May 2021: Israel Escalates Indiscriminate Attacks on Civilian Homes Killing 20 Civiliasn, including one child, and Causing Serious Injuries to Others Medics at Al-Shifa Medical Complex in Gaza City announced the death of Mahmoud Muhammad Ahmad Al-Madhoun, 30, at approximately 4:30 pm on Friday, 14 May 2021. Mahmoud who lives to the east of the Hala Al-Shawa clinic, in the Beit Lahia area in the northern Gaza Strip, died from his wounds sustained at about 1:00 pm on Wednesday 12 May 2021, after IOF warplanes bombed the agricultural land near his home with two missiles. He was hit by shrapnel in the left side of the head, while standing at the front door of his house. At approximately 18:30 on Friday, 14 May 2021, IOF warplanes bombed the house of Shadi Abd Rabbo in Ezbet Abd Rabbo, east of Jabalia, North Gaza Governorate, wounding six civilians, including three women and two children. The house was completely destroyed. The injured were transferred to the Indonesian Hospital for treatment, where medical sources described the wounds of two of them as serious, and the wounds of the other four, as moderate. At approximately 6:50 pm on Friday 14 May 2021, an Israeli drone fired a missile at the house of Ziyad Abdel Aziz Abu Shakra. After a few minutes, IOF warplanes fired a missile at the 360-square-meter house, destroying it. This resulted in damage to a number of neighbouring houses, wounding seven civilians, as a result of flying debris. Notably, that the bombing was preceded by about half an hour of contact by the Israeli army on a number of residents of the area, informing them of the evacuation of the residents of the house and the surrounding homes. The house is inhabited by a family of 7 seven including two women and three children. On  Friday 14 May 2021, at around 8:00 pm, IOF warplanes bombed with two missiles, an apartment, located on the second floor from the southwestern side, of the Al Rabeeh Building, located behind Burj Al-Zafer in the center of Gaza City. The building consists of six floors containing 27 apartments, and is built on an area of ​​800 square meters. The bombing resulted in the complete destruction of three apartments and collateral damage to  neighbouring houses. Two children were killed in the attack, Abdullah Ashraf Abdullah Judeh, 12, and Adam Muhammad Ali al-Farawi, 1. At approximately 8:10 pm on Friday 14 May 2021, IOF aircraft launched an Israeli "drone" missile, at a group civilians in the town of Abasan al-Kabira, east of Khan Yunis, which resulted in the killing of of Walid Zuhair Muhammad Abu Shab, 23 from the town of Bani Suhaila, and the wounding of another.  At approximately 8:20 pm on Friday 14 May 2021, rescue crews of the Civil Defense Service and medical teams recovered the bodies of Ahmad “Muhammad al-Mahdi” Ismail al-Nadr, 32 and Ahmad Awad Muhammad al-Nadr, 36. Both were residents of Jabalia Al-Balad, on Jaffa Street in Jabalia town in the northern Gaza governorate. They were taken to the Indonesian Hospital in the North Gaza Governorate, which the IOF had earlier bombed with one missile at about 10:05 am on the same morning. At approximately 8:35 pm on Friday 14 May 2021, an Israeli drone fired a missile at the house of the Abu Shahla family, and after several minutes, IOF warplanes fired a missile at the house destroying it completely, further causing damage to a number of neighbouring houses. Two civilians were wounded by the rubble. The shrapnel of a missile fell, at approximately 9:15 pm on Friday 14 May 2021, on the house of the sons of Issa Obaid on Al-Nuzha Street in Jabalia Al-Balad in the North Gaza Governorate. Buthaina Mahmoud Issa Obaid, 6, a chid with disabilities and suffering from brain atrophy, died when shrapnel hit her in the right side of the head, while she was in front of her house. On Friday 14 May 2021, at approximately 9:30 pm, IOF warplanes bombed with two missiles a house in the Bureij camp in the central governorate, owned by Mohammed Qatamesh. His family of six including four children, live in the two-storey house with an area of ​​180 meters. The bombing resulted in the destruction of the house and the injury of three civilians, including a girl from the area. Medical sources described their wounds as minor. Partial damage was caused to the civilian homes and properties. At approximately 23:50, IOF warplanes bombed with about 15 missiles, the Abd al-Raziq Qalibo mosque, located in Tal Qlebo, east of Beit Lahia, North Gaza Governorate, bringing about  its complete destruction. About 5 minutes later, the neighbouring house, of Hatem Al-Mansi, which borders the mosque from the southern side, was about to be targeted and neighbours ran to evacuate the residents. As they tried to leave the house, an Israeli reconnaissance plane targeted them inside the Al-Mansi’s garden, killing:  Ahmed Hatem Mahmoud al-Mansi, 34, and his brother  Yusef al-Mansi, 22 Ahmed Muhammad Abdel Aziz Sabah, 28   In addition, five civilians, including a woman, were injured, with the injuries of one being described as extremely serious, while the remaining injured were described as in a moderate to minor condition. Throughout Friday 14 May 2021, Israel continued to target and attack residential homes throughout the Gaza Strip. The following attacks led to the destruction of family homes. There were no injuries reported in the following cases: At approximately 12:10 on Friday 14 May 2021, an Israeli drone fired a missile at the house of Omar Jihad Ahmad Al-Astal, 26, in the Al-Satar Al-Gharbi area in Khan Yunis. After a few minutes, Israeli warplanes fired four more missiles at the ground-floor of the house in which a family of three lives, destroying it completely, and damaging a neighbouring house. No injuries were reported. Three missiles fired by IOF warplanes bombed the house of Muhammad Mustafa Zarandah's sons, which consisted of four towers, at 1:05 pm on Friday, 14 May 2021. The house located in the Bir al-Naja area, west of Jabalia, North Gaza Governorate, was completely destroyed. There were no injuries reported.  On Friday 14 May 2021, at approximately 14:30 pm, Israeli warplanes bombed a one story house in Al-Bureij camp in the Central Governorate, owned by Mahmoud Abdel-Hadi. The house covered an area of ​​about 200 meters, and was home to three families, of 16 individuals, including five children and two women. The house was severely damaged and number of neighbouring houses were partially damaged. No injuries were reported. At approximately 3:30 pm on Friday 14 May 2021, Israeli drones bombed the house of Suhail Abdul-Jabbar Al-Qatati, in the Brahma neighborhood, west of Rafah. The house consists of one floor, is an area comprising 160 square meters, and is inhabited by eight members of one family. After about 5 minutes, an Israeli warplane bombed the house with a war missile, completely destroying it, destroying a car that was under the house, and partially damaging a number of neighboring houses. No casualties were reported.  At around 4:30 pm on Friday 14 May 2021, an Israeli drone fired a missile at the house of Mazen Shabir, west of the Islamic Complex in Khan Yunis. After a few minutes, an Israeli warplane launched a missile at land adjacent to the house, causing a hole in the site and damage to a number of neighbouring houses. No injuries were reported. At around, 18:20 pm, on Friday 14 May 2021, IOF artillery fired, several intensive and violent artillery shells in the east of the Central Governorate, and four artillery shells towards the house of Marwan Muhammad Abu Muhareb, 51 from east of Wadi al-Salqa village, East of Deir al-Balah. The house is about 500 meters away from the separation fence, consists of three floors and has an area of ​​140 square meters. It is inhabited by three families of 25 people, including 7 children and 5 women. The bombing resulted in partial albeit severe damage to the third floor of the house. No injuries were reported. The IOF, at approximately 7:00 pm on Friday 14 May 2021, fired several shells in the east of the Central Governorate, with one artillery shell falling on the house of Naim Saeed Al-Louh, 43, east of Deir Al-Balah in the Central Governorate. The two-story building covers an area of ​​130 meters, and is inhabited by nine people, including a woman and seven children. The artillery shelling resulted in partial damage to the house. No injuries were reported.  15 May 2021: Nakba Day Continues with Destruction of Residential Buildings and the Killing of 18 Civilians, including Five Members of the Hatab Family and Four Members of the Al-Hadidi Family At approximately 12:15 am on Saturday, 5 May 2021, Israeli warplanes bombed a house in Al-Bureij camp in the central governorate, belonging to Abdul Karim Issa, consisting of three floors, covering an area of ​​300 square meters. The house was home to six families, consisting of 30 individuals. The bombing resulted in the destruction of the house and the injury of one of the neighbourhood  residents. Medical sources described his injuries as moderate. Partial damage was caused to a number of neighbouring houses. The following morning at 1:00 am on Saturday 15 May 2021, IOF warplanes bombed the house of Abdul Shafi Khamis Al-Shobaki, 62, located near the Al-Sahaba compound in the Al-Sahaba neighbourhood in Gaza City, consisting of four floors, and containing eight apartments. The shelling caused severe damage to the house and the two neighbouring houses. One of the adjacent houses is the home of Abdul Karim Kamel Rashad Al-Qassas, 60 and it consists of four floors, in which there are five apartments, wherein five families live, including 12 children and six women. Another house is that of Wajih Ramadan Musa Al-Mutrabai'I, 55, which consists of four floors, housing eight apartments, in which four families reside, including eight children, and six women. At approximately 1:30 am, on Saturday 15 May 2021, IOF warplanes bombed for one hour, the house of Alaa Muhammad Abu Hatab, located next to the Al-Sousi Mosque in Al-Shati refugee camp, west of Gaza City. No prior warning was issued before the IOF attack on the three story residential building. The bombing killed nine civilians, all women and children, including the wife of the targeted homeowner, Alaa Abu Hatab and their four children: Yasmine Muhammad Khamis Abu, Hatab, 30,  Yusef Alaa Muhammad Abu Hatab, 10  Bilal Alaa Muhammad Abu Hatab, 9  Maryam Alaa Abu Hatab, 7  Yamen Alaa Abu Hatab, 5 Alaa Abu Hatab’s sister and her children was also killed in the bombing: Maha Muhammad Abd Al-Aal Abu Hatab "Al-Hadidi", 34  Suhaib Muhammad Subhi al-Hadidi, 12   Abd al-Rahman Muhammad Subhi al-Hadidi, 7   Usama Muhammad Subhi al-Hadidi, 5   The bombing caused severe damage to the adjacent houses. It is reported that the medical teams and rescuers in the civil defense are still searching for missing people under the rubble. At around 04:00 am on Saturday, 15 May 2021, IOF warplanes bombed with at least one missile from a reconnaissance plane, the house of citizen Hassan Ahmed Khaled Al-Maqadma, then bombed again about half an hour later with four missiles from the warplanes. Located in Al-Bureij Block 7 camp in the central governorate, the property consists of three floors and covers an area of ​​140 square meters. The building was inhabited by three families consisting of 15 individuals.  Partial damage was caused to the homes and properties of citizens. Some hours later at 6:00 am on 15 May 2021, the IOF launched five missiles, targeting the Al-Rawda Tower, located in the Tal Al-Hawa neighborhood, west of Gaza City, which consists of five floors. The Al-Rawda Tower houses 20 apartments, including three apartments on the northwestern side, the first, second and third floors which were completely destroyed. There was also severe damage caused to Al Saada Towers. At approximately 11:15 am on Saturday 15 May 2021, IOF warplanes bombed the house of Jamil Hassan Abu Zaid, in the Shaboura refugee camp in Rafah. After about 10 minutes, Israeli warplanes bombed the house with a war missile, which consists of two floors and is located on an area of ​​170 meters, and where three families numbering 13 people live. The bombing led to severe damage to the house and the destruction of three shops below the house, and partial damage to neighbouring  homes. On 15 May 2021, at around 11:20 am an Israeli drone fired a missile at the house of Tayseer Al-Mubasher in the Emirati neighborhood, west of Khan Yunis. Ten minutes later, Israeli warplanes lined the house with a missile and destroyed it completely. At approximately 1:00 pm on Saturday 15 May 2021, the Israeli occupation warplanes targeted "drones" with a missile, killing  Zaher Attia Muhammad Anbar, 38, a resident of Nuseirat camp, while he was riding a motorcycle east of Maghazi camp in the central governorate. He was transferred to the Al-Aqsa Martyrs Hospital in Deir Al-Balah. Half an hour later at 1:30 pm, Israeli warplanes bombed Souq al-Jumah Street, located in the Al-Sajaiya neighborhood, east of Gaza City, killing two citizens, including a child, namely Muhammad Ahmad Attiya Bahar, 17 and Saif Al-Din Hani Muhammad Abu Al-Ata, 18. At approximately 5:15 pm on Saturday, May 15, 2021, IOF warplanes bombed, with about five missiles, the Nour al-Din building located on Shifa Street in Gaza City, owned by the Hussam Fouad Nour al-Din. The building covers an area of approximately 280 square meters, has been completely destroyed, with severe damage to neighbouring houses. On Saturday, May 15, 2021, at approximately 6:50 pm, Israeli warplanes bombed a dark blue Flux vehicle and killing Saeed Khaled Saeed Abu Ghalyoun, 26 as he stood near the Al-Shorouk hall in Gaza City. At approximately 7:00 pm, Israeli warplanes bombed, with three missiles, the eighth and ninth floors of the northwest and southwestern sides of the Cairo Tower, "Mushtaha", which is located on the Arab League Street, south of Gaza City. It is a multi-storey inhabited tower consisting of 14 floors, and it contains 48 apartments. The bombing completely destroyed the two targeted apartments, and caused varying damage to residential houses and neighbouring apartments. On the evening of Saturday, 15 May, Israeli warplanes bombed and completely destroyed the house of Khaled Al-Manamah, located near the Abu Shanab Mosque, at the end of Al-Quds Open University Street, west of Gaza City. At approximately 10:15 on Saturday, 15 May 2021, an Israeli drone missile bombed the house of Ramzi Abu Daqqa in the large town of Abasan, east of Khan Yunis. After several minutes, Israeli warplanes bombed the house with two missiles, completely destroying it. The house consists of 4 floors inhabited by two families, consisting of 11 individuals, including four children and three women. Israeli warplanes bombed the house of Odeh Salman Suleiman Abu Suhaiban with two missiles, at around 11:40 pm. It is located on Al-Galaa Street (near the Abdel Aal Junction) in the center of Gaza City. No injuries were reported. The residents house were notified to evacuate. Israeli warplanes bombed six missiles, the second, third and fourth floors of the Andalus Tower located opposite the "Hanadi" tower near the fishermen port, west of Gaza City, at approximately 11:50 pm on Saturday. The bombing caused the complete destruction of the entire 45 targeted residential apartments, and the bombing caused varying damage to the neighbouring houses and apartments. Targeted Attacks on Commercial Properties Medical sources at Al-Shifa Hospital in Gaza announced, at approximately 9:00 pm on Saturday May 15, 2021, the death of the civilian Ahmed Iyad Ahmed Fattouh, 22, who succumbed to his wounds sustained during the bombing by Israeli warplanes of a car wash, located near the entrance to the town of Zawaida in the central governorate, at approximately 10:40 pm on Thursday 13 May 2021. Ahmad was injured while he was in his house adjacent to the site of the bombing.  He was transferred to the Al-Aqsa Martyrs Hospital in Deir Al-Balah, and his wounds were described as serious. He was transferred to Al-Shifa Hospital in Gaza, and admitted to the intensive care unit until his death was announced. At approximately 12:00 noon on Saturday, 15 May 2021, Israeli warplanes bombed the Al-Riachi batteries store, located opposite the Salah El-Din Mosque, where it was completely destroyed. Israeli warplanes bombed six missiles, at approximately 3:15 pm on Saturday 15 May 2021, targeting the Al-Galaa Tower located on Al-Jalaa Street next to the Watan Tower in the center of Gaza City, consisting of 12 floors, including 6 floors containing residential apartments, and 6 floors containing commercial offices. The bombing caused the complete destruction of the tower, and severely damaged homes and neighbouring commercial buildings in the vicinity of the tower. At approximately 5:30 pm on Saturday, 15 May 2021, Israeli artillery stationed inside the border fence fired dozens of shells east of Khan Yunis. Two shells fell on the roof of the cultural center of the municipality of Khuza'a in the town, east of Khan Yunis, causing partial damage to it. On Saturday, 15 May 2021 at 10:20 pm, Israeli warplanes bombed with two missiles, one of them from a reconnaissance plane that targeted the headquarters of the Islamic National Bank located at the bottom of the Kazem Abu Shaaban building in Al-Rimal neighborhood in the center of Gaza City. The building consisted of eight floors. The bank was completely destroyed, and the building severely damaged. Critical Civilian Infrastructure  At approximately 5:30 pm on Saturday 15 May 2021, Israeli warplanes bombed, with two missiles, and completely destroyed a desalination plant, located in the vicinity of the Fayrouz Towers, and owned by the Abu Wazfa family. Occupation forces fired dozens of artillery shells in several areas along the border fence, and IOF gunboats fired several shells towards the coast west of Khan Yunis. Reconnaissance aircraft "drones" bombed the traffic police station in Deir Al-Balah, and bombed a boat with a missile in the port of Deir Al-Balah and bombed with another missile, the port of Rafah.  Israeli Attacks from the Sea, and Targeted Attacks on Agricultural Lands Between 14-15 May 2021, Al-Haq documented four attacks of Israeli gunboats, Gaza shores of the Sudania area, west of Jabalia, north Gaza. At least 27 missiles were shot. No injuries were reported. Between 14-15 May 2021, Al-Haq documented 15 attacks of Israeli warplanes on open grounds or agricultural lands throughout the Gaza Strip, including the Al-Tawam, Al-Sultin, Al-Fakhoura and Bir al-Naja neighbourhoods of west of Jabalia, the Sheikh Zeyed and Al-Atatra neighbourhoods in Beit Lahia, land near the Nada Towers and lands in the east of Beit Hanoun. No injuries were reported.  At approximately 11:50 pm on Saturday, May 15, 2021, the artillery of the Israeli occupation forces fired at least one shell on an open ground east of Al-Maghazi Camp in the Central Governorate, wounding the a child with special needs, Zeina Shady Al-Saftawi, as she fell and hit the ground. During the fifth day of the Israeli aggression, the IOF bombed 5 sites of the Palestinian resistance: At approximately 13:40 pm on Friday 14 May 2021, Israeli warplanes bombed the house of the leader of the Al-Qassam Brigades, Marwan Abdul Karim Issa in Al-Bureij camp in the central governorate, which is made up of two floors and has an area of ​​300 square meters. Home to a family of 10 members, including one woman and eight children, the bombing completely destroyed the house, partially damaged a number of neighbouring houses. A local resident was injured, and medical sources have described his wounds as moderate. At approximately 1:40 pm on Friday, 14 May 2021, IOF warplanes bombed the house of the commander of the Qassam Brigades, Ayman Nofal, located in Block 3 of the Bureij camp in the central governorate. The house was comprised of two floors, was completely destroyed, killing Mahmoud Muhammad Ismail Al-Khalidi, 28, who happened to be in the house, and caused the injury of 10 other citizens, including two children and four women from the neighbouring houses.  Israeli warplanes bombed a "drone" at approximately 2:00 p.m. on Friday 14 May 2021, with one missile targeting Musa Ghaleb Ibrahim Madi, 25, from the Palestinian resistance while he was riding a motorbike near the Al-Bilbisi roundabout in the Tannour neighborhood, east Rafah.  His body was transferred to Abu Yousef Al-Najjar Hospital in Rafah.  The house of the Hamas leader, Khalil Al-Hayya, located at the end of Al-Sha`f Street, east of Gaza City, was targeted by three missiles, at around 5:00 pm on Saturday 15 May 2021. At approximately 12:10 pm Saturday, IOF warplanes targeted a "drones" missile, at Muhammad Salem Yusef Ayesh, 34, a resident of Al-Maghazi camp and member of the Palestinian resistance, while he was in an open land east of Al-Bureij camp in the central governorate. His body was transferred to Al-Aqsa Martyrs Hospital in Deir Al-Balah.  At approximately 2:00 pm on Saturday, 15 May 2021, Israeli drones targeted a motorcycle with a missile in the town of Al-Qarara, north of Khan Yunis. A Palestinian resistance fighter was seriously wounded and transferred to the Nasser Medical Complex Hospital in Khan Yunis. Israeli warplanes bombed with two missiles, one of them from a drone aircraft, the house of Ghazi Abu Tamaa, located in the city of Deir Al-Balah in the Central Governorate, at approximately 4:10 pm on Saturday, 15 May 2021. The shelling completely destroyed the house. The bombing did not result in any injuries, however a number of neighbouring houses were partially damaged. It’s owner is a leader in the Al-Qassam Brigades, and he and his family evacuated it before it was bombed. Conclusion The catalogue of attacks on civilians and civilian objects is prohibited as a violation of international humanitarian law. Noting that the Geneva Conventions criminalise as a grave breach wilful killing, and wilfully causing great suffering or serious injury to body or health and the “extensive destruction and appropriation of property, not justified by military necessity and carried out unlawfully and wantonly”. It is therefore incumbent on third States to respect and ensure respect for the Conventions and fulfil their obligations to search for, arrest and prosecute perpetrators of Israeli war crimes, who are located in their territory, or who are nationals and may have dual citizenship of the Third State. There can be no impunity for international crimes of this magnitude. Israel and the Palestinian movement Hamas reached a ceasefire early on Friday after two weeks of violence that have left hundreds dead and thousands more injured across the region. The hostilities began amid Israeli authorities’ crackdown on Palestinians in Jerusalem, first in the Sheikh Jarrah neighbourhood, then at al-Aqsa Mosque. According to the latest official information from Palestinian and Israeli sources, at least 292 people were been killed between 7 and 21 May, including at least 71 children and 45 women.  Explained: Why did Israel bomb Gaza? Read More » The vast majority were Palestinian: Israeli air strikes on the besieged Gaza Strip killed at least 248 Palestinians, while a further 29 Palestinians were killed by Israeli fire in the occupied West Bank and East Jerusalem. Another two Palestinian citizens of Israel have been reported killed by Israeli fire. In Israel, 12 people have been reported killed by rockets launched from Gaza by Hamas, among them two children, two Palestinian citizens of Israel, two Thai citizens, and one Indian national. One person was also killed by Israeli forces in southern Lebanon during a protest in solidarity with Palestinians. During the past two weeks, Middle East Eye has compiled a list of names, ages and genders of  those killed, using available information from official Palestinian and Israeli sources, including the Gaza Ministry of Health, and MEE’s own reporting on the ground. This list is far from exhaustive. The chaos that has hit the region means that many people have yet to be publicly identified; for some – especially in Gaza – the date of death has yet to be released. It has not yet been possible to ascertain exactly which of those killed in Gaza were Hamas and Islamic Jihad members, though the vast majority are thought to be civilians. Since the 10 May, at least 75 children have been reported killed in the Gaza strip and in Israel. Hoor Momen Jamal al-ZamliHoor Momen Jamal al-Zamli, age 2. Around 7:45 p.m on 13th May, 2021, an Israeli plane attacked Jamal al-Zamli’s two-story home in the Tanoor neighborhood of Rafah. Hoor died instantly[28]. Ibrahim Mohammad Ibrahim al-RantisiIbrahim Mohammad Ibrahim al-Rantisi, age 6 months. An Israeli plane fired a missile at a three-story home in the Jnaineh neighborhood of Rafah shortly before 8:30 p.m on 13th May, 2021. Ibrahim died due to the collapse of the building[29]. Mahmoud Hamed Hasan TolbehMahmoud Hamed Hasan Tolbeh, age 12, succumbed to his injuries two days after he was critically wounded by shrapnel from a missile that was fired by an Israeli plane in southeastern Gaza City. Mahmoud was leaving the barbershop on Salah al-Din Street in Gaza City’s Shaafout neighborhood around 9:15 p.m. on Wednesday evening, 14th May, 2021 when he was struck in the head with shrapnel from the blast[30]. Amira Mohammad Mahmoud al-AttarAmira Mohammad Mahmoud al-Attar, age 6. Shortly after midnight on 14th May, 2021, Israeli planes launched a barrage of attacks, striking multiple areas in northern Gaza. Two missiles hit Mahmoud al-Attar’s home in Beit Lahia. The family was on the ground floor of the home when a concrete pillar fell on them. Their bodies were removed from under the rubble two hours later and taken to Kamal Odwan hospital[31]. Mohammad Ahmad Alya BharMohammad Ahmad Alya Bhar, age 17 died on Saturday afternoon in Gaza City’s Shuja’iyya neighborhood. Mohammad was returning home after visiting a nearby shop when an Israeli aerial drone targeted him and a group of boys who had gathered near the market around 1:30 p.m on 16th May 2021, according to documentation collected by DCIP. Shrapnel struck Mohammad in his lower chest, and he succumbed to his injuries while en route to Gaza City’s Shifa hospital[48]. He died from his injuries in Hebron’s Al-Ahli hospital four days later on May 16, 2021. Mohammad Khalil was at least 300 meters (1000 feet) away from the clashes when an Israeli soldier shot him in the left eye with live ammunition[50]Obaida Akram Abdurahman JawabraObaida Akram Abdurahman Jawabra, age 17, was shot dead by Israeli forces with live ammunition today around 8 p.m. local time on the 17th May, 2021 in Al-Arroub refugee camp located near the southern occupied West Bank city of Hebron. Obaida sustained a gunshot wound to his chest during a demonstration at the entrance of the camp located near Route 60, the main route in the West Bank connecting Hebron and Jerusalem[51]. Rafeef Mershed Kamel Abu DayerRafeef Mershed Kamel Abu Dayer, age 10, died in Gaza City. Around 6:45 p.m on the 17th May, 2021 Israeli planes struck the upper three floors of the seven-story Ghazi Shawa building on Al-Wehda Street in Gaza City. Members of the Abu Dayer family were eating in a garden nearby at the time of the attacks. Shrapnel and rubble from the air raid struck the girl’s leg. Medical reports showed that Rafeef had internal bleeding, likely due to the force of the explosion[52]. Ismail al-BazIsmail al-Baz, age 13, killed by an Israeli drone-fired missile, on the spot, around noon on the 17th May, 2021, and critically injured the boy’s 16-year-old brother, Ramadan. The al-Baz family home was directly struck by the missile. The two brothers were transferred to Al-Aqsa Martyrs hospital, where Ismail was pronounced dead[53]. Mina Iyad Fathi SharirMina Iyad Fathi Sharir age 2, died on the 18th May, 2021 in Shifa hospital. She had been hospitalised in critical condition with third-degree burns following an Israeli airstrike in Gaza City on May 11, 2021. An Israeli warplane fired two missiles at a two-story home in Gaza City’s Al-Manara neighbourhood around 4:30 p.m, completely destroying the residential building. The same attack killed Mina’s sister, 15-year-old Lina Iyad Fathi Sharir[54]. Islam Wael Fahmi Dar NasserIslam Wael Fahmi Dar Nasser, age 16, was struck in the head with Israeli-fired live ammunition around 5 p.m. on the 18th May, 2021 in the village of Bil’in, located west of the occupied West Bank city of Ramallah. He was shot during a demonstration as Israeli forces confronted Palestinian protestors in the village near Israel’s separation barrier[55]. Nagham Iyad Abdulfattah SalhaNagham Iyad Abdulfattah Salha, aged 2. An Israeli aerial attack around 4 p.m. on May 19, 2021 struck the second-floor apartment of her house and she was killed instantly along with her parents. DCIP continues to investigate whether the missile was fired by an Israeli warplane or a weaponized aerial drone[56]. Dima Sa’d Ali AsaliyaDima Sa’d Ali Asaliya, 10, was returning from her sister’s house adjacent to her family home in Jabalia in the northern Gaza Strip around 8 p.m. on May 19, 2021 when she was killed in an Israeli drone missile strike on the street. Her body was covered in shrapnel wounds, and she was transported to Indonesian hospital where she was pronounced dead[57]. Israeli VictimsNadeen Khalil AwadNadeen Khalil Awad, age 16, was killed on May 11th, 2021, when a Hamas rocket was fired into the central city of Lod and hit the car she was in, also killing her father[58]. Since the 10 May, at least 75 children have been reported killed in the Gaza strip and in Israel. Their deaths were mostly by explosive weapons. 73 of these children were killed in Gaza. 2 were killed in Israel.Here are their names and the circumstances of their deaths.Palestinian victimsMohammad Saber Ibrahim SuleimanMohammad Saber Ibrahim Suleiman, age 15, was killed by an Israeli Drone Missile shortly after 6 p.m, 10 May, 2021 outside the city of Jabalia. Around 1:30 a.m, an Israeli warplane targeted the third floor of the Salha residential building in Gaza City’s Tal Al-Hawa neighborhood, destroying the house[10].Hala Hussein Rafat RifiHala Hussein Rafat Rifi, age 13, killed by an overnight Israeli airstrike in Gaza City on 12 May, 2021. Israeli forces deployed on the opposite side of the perimeter fence shot and killed Bashar around 10 a.m. Bashar sustained two gunshot wounds to the right side of his chest, according to documentation collected by DCIP[13]Hamza Mahmoud Yassin AliHamza Mahmoud Yassin Ali age 12, was struck by shrapnel from an Israeli drone-fired missile in Gaza City’s Shuja’iyya neighborhood around 1 p.m. on 12 May, 2021 and died the following day. Hamza was participating in a funeral procession near his home when he sustained wounds to his abdomen and lacerations on his limbs[14].Hamada Attia Abed al-EmourHamada Attia Abed al-Emour, age 13, was on his way to a store near his home around 5:30 p.m on 12 May, 2021, accompanied by his two cousins (below),  when an Israeli Apache attack helicopter fired two thermal flares and then a missile in the direction of the children, in Al-Fukharia village southeast of Khan Younis, located about 3 kilometers (1.8 miles) from the Gaza perimeter fence[15].Ammar Tayseer Mohammad al-EmourAmmar Tayseer Mohammad al-Emour, age 10, died around 5:30 p.m on 12 May, 2021, when an Israeli Apache attack helicopter fired two thermal flares and then a missile in the direction of the children, in Al-Fukharia village southeast of Khan Younis, located about 3 kilometers (1.8 miles) from the Gaza perimeter fence[16].Elyan Moneer Ibrahim al-EmourElyan Moneer Ibrahim al-Emour, age 12, died around 5:30 p.m on 12 May, 2021, when an Israeli Apache attack helicopter fired two thermal flares and then a missile in the direction of the children, in Al-Fukharia village southeast of Khan Younis, located about 3 kilometers (1.8 miles) from the Gaza perimeter fence[17].Yahya Mazen Shehada KhalifaYahya Mazen Shehada Khalifa, age 13, was killed when an Israeli plane fired a missile in Shaafout neighborhood, located in southeastern Gaza City on the 12 May, 2021. The Israeli missile exploded in front of an auto repair shop located on Salah al-Din Street, the Gaza Strip’s main roadway. Yahya died instantly in the blast, and his body was dismembered[18].Rashid Mohammad Rashid Abu ArraRashid Mohammad Rashid Abu Arra, age 16, was shot dead by Israeli forces with live ammunition early Wednesday morning, 12 May 2021 in the village of Aqaba, located northwest of Tubas in the occupied West Bank. Killed by an Israeli drone fired missile: around 12:40 p.m. near the Gaza perimeter fence in North Gaza’s Izbat Beit Hanoun on 13th May 2021. An Israeli weaponized aerial drone targeted Khaled, firing at least one missile killing him on the spot near the Nada residential towers, which overlook the Gaza perimeter fence[25].Ahmad Rami Mahmoud al-HawajriAhmad Rami Mahmoud al-Hawajri,age 13, was returning home from the grocery store around 3:20 p.m. when an Israeli fighter jet targeted a residential building in the heart of the densely populated Al-Bureij refugee camp in Central Gaza on 13 May, 2021 according to documentation gathered by DCIP. Ahmad was killed in the attack. He was struck in the head with shrapnel and sustained burns all over his body[26].Fawziya Nasser Mohammad Abu FarisFawziya Nasser Mohammad Abu Faris, age 13, died from Israeli Shelling on their house in Umm An-Naser village, also known as Al-Qaraya Al-Badawiya, in the northern Gaza Strip late on May 13, 2021. Around 6:15 p.m., three Israeli-fired artillery shells struck the Nasser Abu Faris’ one-story house.Mohammad Salameh Mohammad Abu DayyehMohammad Salameh Mohammad Abu Dayyeh, age 9 months, died from Israeli Shelling on their house in Umm An-Naser village, also known as Al-Qaraya Al-Badawiya, in the northern Gaza Strip late on May 13, 2021. Around 6:15 p.m., three Israeli-fired artillery shells struck the Nasser Abu Faris’ one-story house.Lina Mohammad Mahmoud IssaLina Mohammad Mahmoud Issa, age 13, killed by an Israeli airstrike on a residential building in Al-Bureij refugee camp. An Israeli plane attacked the home of Mohammad Issa, 42, around 4:45 p.m on 13th May, 2021. Lina was killed along with her mother, Manar, and their home was completely destroyed[27].Hoor Momen Jamal al-ZamliHoor Momen Jamal al-Zamli, age 2. Around 7:45 p.m on 13th May, 2021, an Israeli plane attacked Jamal al-Zamli’s two-story home in the Tanoor neighborhood of Rafah. Hoor died instantly[28].Ibrahim Mohammad Ibrahim al-RantisiIbrahim Mohammad Ibrahim al-Rantisi, age 6 months. An Israeli plane fired a missile at a three-story home in the Jnaineh neighborhood of Rafah shortly before 8:30 p.m on 13th May, 2021. Ibrahim died due to the collapse of the building[29].Mahmoud Hamed Hasan TolbehMahmoud Hamed Hasan Tolbeh, age 12, succumbed to his injuries two days after he was critically wounded by shrapnel from a missile that was fired by an Israeli plane in southeastern Gaza City. Mahmoud was leaving the barbershop on Salah al-Din Street in Gaza City’s Shaafout neighborhood around 9:15 p.m. on Wednesday evening, 14th May, 2021 when he was struck in the head with shrapnel from the blast[30].Amira Mohammad Mahmoud al-AttarAmira Mohammad Mahmoud al-Attar, age 6. Shortly after midnight on 14th May, 2021, Israeli planes launched a barrage of attacks, striking multiple areas in northern Gaza. Two missiles hit Mahmoud al-Attar’s home in Beit Lahia. The family was on the ground floor of the home when a concrete pillar fell on them. Their bodies were removed from under the rubble two hours later and taken to Kamal Odwan hospital[31].Islam Mohammad Mahmoud al-AttarIslam Mohammad Mahmoud al-Attar, age 8. Buthaina was playing outside her home on 14th May 2021, Nuzha Street in Jabalia when she was struck in the back of her head by shrapnel by a RPG, according to documentation collected by DCIP[35].Yamen Alaa Mohammad Abu HatabYamen Alaa Mohammad Abu Hatab, age 5. An Israeli plane targeted Alaa Abu Hatab’s three-story home in Al-Shati refugee camp around 1:30 a.m. on 15 May, 2021. Around 6:45 p.m on the 17th May, 2021 Israeli planes struck the upper three floors of the seven-story Ghazi Shawa building on Al-Wehda Street in Gaza City. Members of the Abu Dayer family were eating in a garden nearby at the time of the attacks. Shrapnel and rubble from the air raid struck the girl’s leg. Medical reports showed that Rafeef had internal bleeding, likely due to the force of the explosion[52].Ismail al-BazIsmail al-Baz, age 13, killed by an Israeli drone-fired missile, on the spot, around noon on the 17th May, 2021, and critically injured the boy’s 16-year-old brother, Ramadan. The al-Baz family home was directly struck by the missile. The two brothers were transferred to Al-Aqsa Martyrs hospital, where Ismail was pronounced dead[53].Mina Iyad Fathi SharirMina Iyad Fathi Sharir age 2, died on the 18th May, 2021 in Shifa hospital. An Israeli warplane fired two missiles at a two-story home in Gaza City’s Al-Manara neighbourhood around 4:30 p.m, completely destroying the residential building. The same attack killed Mina’s sister, 15-year-old Lina Iyad Fathi Sharir[54].Islam Wael Fahmi Dar NasserIslam Wael Fahmi Dar Nasser, age 16, was struck in the head with Israeli-fired live ammunition around 5 p.m. on the 18th May, 2021 in the village of Bil’in, located west of the occupied West Bank city of Ramallah. He was shot during a demonstration as Israeli forces confronted Palestinian protestors in the village near Israel’s separation barrier[55].Nagham Iyad Abdulfattah SalhaNagham Iyad Abdulfattah Salha, aged 2. An Israeli aerial attack around 4 p.m. on May 19, 2021 struck the second-floor apartment of her house and she was killed instantly along with her parents. DCIP continues to investigate whether the missile was fired by an Israeli warplane or a weaponized aerial drone[56].Dima Sa’d Ali AsaliyaDima Sa’d Ali Asaliya, 10, was returning from her sister’s house adjacent to her family home in Jabalia in the northern Gaza Strip around 8 p.m. on May 19, 2021 when she was killed in an Israeli drone missile strike on the street. Just minutes after the war between Israel and Hamas broke out, a 5-year-old boy named Baraa al-Gharabli was killed in Jabaliya, Gaza. A 16-year-old, Mustafa Obaid, was killed in the same strike, on the evening of May 10. Gaza is crowded and its population skews young, with about half under age 18. So when Israeli warplanes hit homes and residential neighborhoods, the number of children at risk is extraordinary. Sometimes nearly entire households disappear with a single blast. Israel blames Hamas for the high civilian death toll in Gaza because the group fires rockets and conducts military operations from civilian areas. But a rocket fired by militants in Gaza slammed into the ground next to their home, killing both of them. Nadine was a top student, her academic adviser, Sirin Slameh, said. She spoke English proficiently, taught herself how to play the piano and participated in Jewish-Arab coexistence programs, Ms. Slameh said. The week before, she had scored a 97 on a math exam, a subject she had struggled with. At least two of the children killed in Gaza — Baraa al-Gharabli and Mustafa Obaid — may have been killed when Palestinian militants fired a rocket at Israel that fell short, according to an initial investigation by Defense for Children International-Palestine. And one of the children killed in Israel, Nadine Awad, was Palestinian. “The rockets don’t differentiate between Arabs and Jews,” said Ismail Arafat, her uncle. Once the war started, Ido Avigal, 5, was so anxious that he did not want to sleep, shower or eat alone, said Shani Avigal, his mother. When sirens started blaring in Sderot, Israel, he huddled with his family in a fortified safe room at his aunt’s home. But when a rocket hit a nearby building, shrapnel punctured the thick glass of the safe room, tearing into his stomach and killing him. Ms. Avigal said her son was caring and loving, and had recently told his classmates that “not all Arabs are bad.” “I said they all don’t want to kill us,” he told his mother. “I eventually convinced them.” The same day, May 12, Hamada al-Emour, 13, went with his cousin, Ammar al-Emour, 10, to get haircuts at a barber shop — a tradition among many Palestinians before the festival that follows the end of Ramadan. They were nearly back home in Khan Younis when an Israeli airstrike killed them both, said Atiya al-Emour, Hamada’s father, who said he witnessed his son’s death. “I wish I didn’t see what happened to him,” said Mr. al-Emour. “It was awful.” Mahmoud Tolbeh, 12, was an excellent student, his father, Hamed Tolbeh, said. He liked the sciences and dreamed of becoming a mechanical engineer. He was helpful around the house, making eggs and sandwiches for his siblings, tea and coffee for guests, cleaning the house and picking up groceries. “He was the backbone of our family,” Mr. Tolbeh said. “We could rely on him for anything.” On the last night of Ramadan, he went to help a cousin at his barber shop. Mahmoud was steps from the shop’s entrance, his father said, when shrapnel from an Israeli airstrike hit his head and neck. He died two days later. His sister Nagham cradled his body. “He had a bright future,” Mr. Tolbeh said. “But it was buried with him in the grave.” Nagham Tolbeh mourned over the body of her brother, Mahmoud.Samar Abu Elouf for The New York Times Yahya Khalifa, 13, enjoyed riding his bike, had memorized several chapters of the Quran and hoped to one day visit the Aqsa Mosque in Jerusalem. “He was an innocent and sweet boy,” his father, Mazen Khalifa, said. He went out to run a quick errand, promising to pick up yogurt and ice cream for the family, his father said, and was killed in an Israeli airstrike. The identities of the children killed, their photographs and the circumstances of their deaths came from their parents and other relatives, teachers and schools in Gaza and Israel, international rights organizations, Palestinian officials, social media, and news organizations in Gaza and Israel. It says a major part of its bombing campaign was aimed at Hamas’s underground tunnel network, a military facility that runs underneath civilian neighborhoods. Many people in Gaza, however, say that the number of civilians killed proves that whatever precautions Israel may be taking are tragically insufficient. “People think there has to be some rationale,” said Raji Sourani, director of the Palestinian Center for Human Rights in Gaza, “but the bottom line is they want to inflict pain and suffering.” The mother and brother of Yahya Khalifa, 13. Hamas and other militant groups fired more than 4,000 rockets at Israeli towns and cities, also indiscriminately. But most were intercepted by Israel’s Iron Dome air defense system, which Israeli officials said stopped about 90 percent of the rockets. And many Israelis have safe rooms in their homes. In Gaza, most people have no access to safe rooms or shelters. Many people seek refuge in the United Nations schools, but they too have been bombed, reinforcing a feeling that anyone could be killed anywhere. Even in Israel, Arab citizens don’t always have equal access to bomb shelters. Ms. Awad, who was killed by a rocket from Gaza, lived in an Arab village with no bomb shelter. Ramallah, May 15, 2021—At least nine Palestinian children have been killed since Friday evening as Israeli forces intensified attacks on the Gaza Strip, bringing the total number of Palestinian children killed to at least 41 since the escalation of hostilities on May 10.   Israeli forces carried out hundreds of air and ground strikes throughout the Gaza Strip, continuing to target residential buildings and civilian infrastructure. Since Monday, at least 139 Palestinians in Gaza have been killed and at least 1,038 Palestinians were injured, including 313 children, according to data issued by the Palestinian Ministry of Health in Gaza. Several days into escalating hostilities, over 17,000 Palestinians are now internally displaced and are sheltering in 41 UNRWA schools, primarily in Gaza City and other locations in North Gaza, according to UNRWA.  Israeli attacks have caused extensive damage to residential and commercial buildings, schools and civilian infrastructure, including roads, the electricity and water networks, and agricultural lands, according to the UN Office for the Coordination of Humanitarian Affairs (OCHA).  Since May 10, at least 76 buildings have been destroyed and at least 725 housing units have suffered major damage, according to data issued by the Palestinian Ministry of Public Works and Housing. Another 4,134 housing units have sustained minor damage. “As we’ve seen in past Israeli military offenses on the Gaza Strip, Israeli forces have repeatedly targeted residential and civilian buildings, including schools, killing entire Palestinian families,” said Khaled Quzmar, general director at DCIP. “Israel’s complete disregard for international law ensures Palestinian children have no safe space and undoubtedly become targets. The Israeli attacks we are witnessing are deliberately and recklessly causing disproportionate civilian harm and amount to war crimes.” Israeli airstrikes killed 12-year-old Abdullah Ashraf Abdullah Jouda in Gaza City on Friday evening. Israeli warplanes struck the six-story Al-Rabee'a Building in the heart of Gaza City around 8 p.m., targeting an apartment on the second floor and destroying the second and third floors. The attack killed at least two Palestinians, including Abdullah, according to documentation collected by DCIP. Shrapnel from a rocket-propelled grenade killed six-year-old Buthaina Mahmoud Issa Obaid in North Gaza around 9:15 p.m. on May 14. Buthaina was playing outside her home on Nuzha Street in Jabalia when she was struck in the back of her head by shrapnel, according to documentation collected by DCIP. She was rushed to Indonesian hospital and pronounced dead upon arrival. DCIP has not yet been able to confirm the source of the rocket-propelled grenade and continues to investigate this incident. An Israeli airstrike in the densely-populated Al-Shati refugee camp, located northwest of Gaza City, killed at least nine members of the same family early Saturday morning. Among the dead were at least seven children ranging in age from five to 12 and their mothers. There was no prior warning before the aerial attack, according to information collected by DCIP.  An Israeli warplane targeted Alaa Abu Hatab’s three-story home in Al-Shati refugee camp around 1:30 a.m. on May 15. The airstrike completely destroyed the residential building, and rescue, civil defence, and medical teams searched for hours to find missing people under the rubble, according to documentation collected by DCIP. The family had reportedly gathered to celebrate Eid al-Fitr, the holiday marking the end of the holy month of Ramadan.  Among those killed in the Israeli airstrike were four of Alaa Abu Hatab’s children, brothers five-year-old Yamen Alaa Mohammad Abu Hatab; nine-year-old Bilal Alaa Mohammad Abu Hatab; Yousef Alaa Mohammad Abu Hatab, 10; and their seven-year-old, sister, Miriam Alaa Mohammad Abu Hatab. Their mother, Alaa’s wife Yasmeen was killed alongside her children,. Alaa’s sister, Maha, and three of her sons, five-year-old Osama Mohammad Sobhi al-Hadidi; seven-year-old Abdurrahman Mohammad Sobhi al-Hadidi; and Suheib Mohammad Sobhi al-Hadidi, 12, were also killed in the blast, according to documentation collected by DCIP. There were reports of an eighth child killed in the attack, Maha’s son, Yahya Mohammad Sobhi al-Hadidi, 10, but DCIP has been unable to confirm this death. The Palestinian Ministry of Health in Gaza and officials at Shifa hospital reported that nine people, including seven children, were killed. However, photos of the funeral depict 10 victims in the May 15 attack.  Maha’s five-month-old infant, Omar Mohammad Sobhi al-Hadidi, was the sole survivor of the attack, apparently shielded by his mother’s body, according to Haaretz.  DCIP has documented 32 other children killed since hostilities between Israeli forces and Palestinian armed groups escalated on May 10. In two separate incidents, at least two Palestinian children are missing, and while presumed dead, DCIP has not yet confirmed their deaths. The latest escalation in hostilities between Israeli forces and Palestinian armed groups follow weeks of mounting tension as Israeli settlers, with Israeli government support, seek to expel hundreds of Palestinians from their homes in Sheikh Jarrah, a neighborhood in occupied East Jerusalem. Palestinian-led protests against these planned expulsions have been met with state-sanctioned violence as Israeli police and paramilitary border police use excessive force against Palestinian protesters.  In December 2019, the International Criminal Court’s chief prosecutor, Fatou Bensouda, announced the preliminary examination had concluded with the determination that a reasonable basis did exist and that an investigation be opened into war crimes. In March, her office announced a formal investigation into suspected war crimes in the State of Palestine after a nearly five-year preliminary examination. This week, Bensouda warned against crimes as hostilities escalated. "These are events that we are looking at very seriously," Bensouda told Reuters on May 14. "We are monitoring very closely and I remind that an investigation has opened and the evolution of these events could also be something we look at." International humanitarian law prohibits indiscriminate and disproportionate attacks and requires all parties to an armed conflict to distinguish between military targets, civilians, and civilian objects. Israel as the occupying power in the Occupied Palestinian Territory, including the Gaza Strip, is required to protect the Palestinian civilian population from violence. While Israel relies on the principle of self-defense to justify military offensives on Gaza, Israeli forces are bound to customary international law rules of proportionality and necessity.

A major element of NGO propaganda consists of accusing Israel of targeting and killing civilians in Gaza. NGO Monitor has examined the use of this subterfuge during the May 2021 Gaza conflict, as well as in previous confrontations. One method used by NGOs to inflate civilian casualty numbers, accompanied by allegations of “war crimes,” is to obscure or omit essential details about specific incidents – thereby erasing the role of terrorist groups. NGOs falsely classify Palestinian terrorists as civilians and ignore evidence that implicates terror groups in the deaths of Gazan civilians. NGO Monitor research has identified 50 incidents in which Hamas and Islamic Jihad operatives killed in Gaza were falsely labeled by NGOs as civilian casualties, or in which civilians killed by Hamas were implicitly attributed to Israel. (Approximately 15 percent of the 4,300 missiles fired towards Israel fell short and impacted in Gaza.) In failing to report accurately, Palestinian NGOs amplify the demonization strategy, ignore the commission of war crimes by Palestinians, and distort the reality of Israeli efforts to limit civilian casualties during the fighting. These manipulated NGO accounts also serve as the basis of inflammatory media projects, such as the infamous New York Times front page story with pictures of children, and for international “investigations”, such as a forthcoming UN Human Rights Council commission of inquiry. Erasure of Terror Links NGO report: According to the Palestinian Center for Human Rights (PCHR), an Israeli drone strike killed Saber Ibrahim Mahmoud Suliman and his son Mohammed at 18:10 on May 10, 2021, in Jabalia. The NGO reported that the two were killed “as they were in the [agricultural] land.” Similarly, Al Mezan reported that two “residents of Jabalia” were killed in an Israeli air raid on farmland east of Jabalia. Additionally, Al Haq claims that the two were killed “as they worked their agricultural fields in the Jabal Al-Kashef area, east of Izbt Abd Rabbo.” Omission of Hamas ties: According to Hamas, Suliman was a field commander in the Izz Ad-Din Al-Qassam Brigades. Photographs have been published of Mohammed (15) dressed in military clothing carrying automatic weapons.  A video of Suliman instructing his son in the use of automatic weapons is revealing, and indicates that the son was a victim of the crime of child recruitment. Source Notably, the reported Israeli strike occurred at the very beginning of hostilities, just 10 minutes after Hamas launched a rocket barrage toward Jerusalem. This timing – when Israel was responding narrowly to the initial attack and had yet to widely strike targets throughout Gaza – combined with the location of the incident in an isolated area reflects a precision strike on individuals engaged in military activity. NGO report: According to Al Mezan, at 6:05 on May 12, 2021, Israeli planes struck Khan Younis, killing Mahmoud Jamil Kallousa (28). Al Mezan refers to Kallousa as “a passerby” who was killed. In its Arabic language report, the NGO labels Kallousa as a civilian. PCHR reported that the area where Kalloua was killed contained a military site belonging to “Palestinian armed groups,” adjacent to a municipal park.  Its Arabic language report also refers to Kallousa as a civilian. Omission of Hamas ties: According to Hamas, Kallousa was a combatant in the Izz al-Din Qassam Brigades. Neither NGO explained why a military installation was located next to a municipal park, or why Kallousa, a confirmed Hamas member, happened to be “passing by” at that precise moment. NGO report: According to Al Haq, at 23:50 on May 14, 2021, near Abdelrazeq Glebo Mosque in Beit Lahia, Israeli missile strikes killed Ahmed Hatem Al-Mansi (34), his brother Yousuf Hatem Al-Mansi, (22), and neighbor Ahmed Mohammed Sabbah (28). Al Haq reported that the Al-Mansi house was targeted “as residents tried to leave the house.” Al Mezan reported that the three were killed when a missile was “fired at a front yard next to a mosque.” According to PCHR, “3 civilians, including 2 brothers, were killed.” (emphasis added). Omission of Hamas ties: According to Hamas, Ahmed Mansi and Ahmed Mohammed Sabah were both combatants in the Izz ad-Din al-Qassam Brigades, while the Hamas Ministry of the Interior referred to Yousuf Mansi as a “soldier.” Notably, Al-Mezan’s claim that munitions were “fired at a front yard next to a mosque,” further suggests that Hamas members were exploiting civilian objects to shield their military activity. There is no correlation between the incidents listed below and in Table 1 and the ones mentioned above in the database. NGO report: According to DCI-P, at 18:10 on May 10, 2021, a “blast” killed eight civilians, most of them from the al-Masri family, in the al-Thahrah area, east of Beit Hanoun in the northern Gaza Strip. The organization acknowledged that it had not confirmed the cause of the deaths, referring only to a “blast” that caused the incident. PCHR and Al Haq both reported that “a missile” killed the civilians, while Al Mezan originally reported that the incident was an airstrike, later revising to say instead that the casualties were the result of a “shell” hitting the house. Omission of Hamas role: The significant discrepancies in NGO reporting regarding the incident, combined with Al-Mezan’s correction and DCI-P’s cautious language, strongly suggest that these casualties were the result of Palestinian weapons that fell short and landed in Gaza. In many other reports, these NGOs consistently and regularly attributed attacks to the IDF.  The lack of such attribution in this instance is conspicuous. Similarly, Human Rights Watch (HRW), claimed that “a guided missile struck near the town of Beit Hanoun and killed 8 people, including 6 children, all apparently civilians, and reportedly injured 18.” NGO report: According to DCI-P, at 21:15 on May 14, 2021, a six year-old girl was killed by shrapnel from a rocket-propelled grenade on Nuzha Street in Jabalia. PCHR and Al Haq both reported that Buthaina Mahmoud ‘Issa ‘Obaid (6) was killed after being hit with shrapnel in the right side of her head when she was in front of her house. DCI-P acknowledged that it was not yet able to confirm the source of the rocket-propelled grenade. Omission of Hamas role: None of the NGOs reported the origin of the alleged rocket-propelled grenade. Moreover, RPGs are typically used for low to mid-range targets by infantry, there was no known Israeli ground incursion into Gaza, and these weapons are not a regular part of the IDF arsenal. These factors suggest that this incident is the result of Palestinian munitions: Either one of the RPGs fired by Palestinians towards Israel misfired, or an Israeli strike on a weapons cache led to secondary explosions. NGO report: According to Al Mezan, at 16:20 on May 12, 2021, Hammad Ayyad Mansour Al-Dabari (86) was killed by shrapnel from a missile, near Al-Sabreen Mosque, Rafah.  The NGO reported that Al-Dabari was killed by “the shrapnel of a missile that hit his home…” Al Haq and PCHR both reported that the circumstances of the incident were still under investigation, but “coincided with the firing and interception of homemade Palestinian rockets from the Israeli Iron Dome system, and the firing of Israeli artillery shells.” Omission of Hamas role: Al-Haq’s and PCHR’s explanations are inconsistent with Iron Dome’s capabilities and deployment in intercepting rockets, which could not conceivably have intercepted a rocket over Rafah. Furthermore, as noted above, Al-Mezan’s statement demonstrates that while Israeli attacks are clearly labeled as “Israeli” in its reports, the attacker is not mentioned when Palestinian rockets cause fatalities – a recurring theme throughout NGO reporting on the conflict.
