The shanty towns of Jangalok, Chabahar were not immune to American attacks either The night the sound of explosions reached Sistan and Baluchestan, the war did not only target military bases and even government equipment. A woman in Jangalok suffered a stroke from fear, a teacher in Iranshahr lost her life due to the shock of the sounds, and more than 200 female students in the dormitory spent an hour in darkness, smoke, and terror. For the people of parts of Sistan and Baluchestan, the war was no longer just a picture on the television screen since July 17, but an experience that left its mark on their lives. Parvin Sepahi is the same woman who was a victim of the war, a resident of Jangalok who lived with her children, but that night she suffered a stroke and died from the fear of the sound of the explosions. Efforts to find more information about this war victim are futile. Why? Because Jangalok is part of Chabahar, but it remains separate. A three and a half hectare area in the center of Chabahar, which is expensive due to its location near the rocky coast of Chabahar, or the Great Sea coast, and its potential for tourism, but its residents are very poor. They took refuge in this area in the early 1980s due to drought and unemployment in Sistan and Baluchestan. They built themselves huts and shantytowns with wood, composites, and compressed unolite, and over the decades their population reached about 400 households. Now, of course, no one enters Jangalok unless they are familiar with its residents. Even when people's houses caught fire in 2019 and women's clothes were burned, Rostam Belideh, one of the residents of Chabahar, was unable to directly deliver the clothes he had purchased for the women. "We made a list and there were about 160 to 170 girls and women for whom clothes were purchased, but since there was no way to communicate, it was distributed among them through the Jame Mosque." Janglouk had no drinking water, no proper education, and no urban development. Now, with the targeting of a military center nearby, it has become even more chaotic. According to Younes Zeineddini in May 2020, at the same time as the fire incident, one of the important reasons for the city authorities’ disagreement with changing the use of Janglouk to a residential area was “the proximity to security and military facilities.” Rostam Bleideh now tells “Etemad” about the recent attacks; one side of Janglouk is the Port Authority wall, and the other side is a military base. “When they hit there, people’s houses were destroyed, and Parvin Sepahi, who was a resident there, had a stroke from fear of the intensity of the explosion.” The distance between these people and the explosion site is about 40 to 50 meters; people who heard the noise of the war on Wednesday night; a number of them were injured and one person lost his life: “People there have no life at all, it’s like the shanty towns of Karaj and the white dirt of Tehran; A crime-ridden area that no one can enter. They are used to this kind of life, even if a rocket hits them, nothing special happens to them in their lives.” The day after the explosions, Rostam Blideh was able to go to Jangalok and then saw that the roof of the same shantytown had also fallen on the people. Although the life these people had experienced before did not even resemble the normal and customary life in Sistan and Baluchestan, you could see the fear on their faces. The wall of the military complex had collapsed towards them and earthmoving machines were working. There was no electricity, the Jangalok electricity transformer had been damaged by the explosion, and the electricity department agents were repairing it to put the cables back in place. “The person did not have a job or business in his village or had financial problems, and that is why he came here to work. Now they are mostly beggars or pickpockets and sell fruit in the Chabahar Friday market. They do whatever they want and it does not matter to them what it is. It is not easy to move them, because their population is large and they have nowhere to go. The land they have somehow occupied is commercial and expensive.” Janglak, or in the local dialect, Janglak, is an area not on the outskirts but in the middle of Chabahar city and adjacent to the Great Sea or rocky coast. High waves that sometimes rise up to four meters during the monsoon season create a very unique landscape in this area, but 500 meters beyond that, only a landscape of poverty can be seen, now mixed with war. “The space of Janglak is dense, it has no alleys or streets, and even cars cannot enter it.” Blide, who was the secretary of the Regeneration Headquarters in Chabahar for a while, says that there have been previous efforts to organize the area, but there are obstacles to entering the fabric. "Based on the decisions made, the current land of Jangalok settlement will be transferred to the Iran Urban Regeneration Company for the implementation of public projects by the Chabahar Free Zone Organization so that the process of relocating residents can continue without administrative obstacles."

حلبی‌آبادهای جنگلک چابهار هم از حملات امریکا در امان نبودند شبی که صدای انفجارها به سیستان و بلوچستان رسید، جنگ فقط پایگاه‌ نظامی و حتی تجهیزات دولتی را هدف نگرفت. زنی در جنگلوک از ترس سکته کرد، معلمی در ایرانشهر جانش را به واسطه شوک صداها از دست داد و بیش از ۲۰۰ دانشجوی دختر در خوابگاه، ساعتی را میان تاریکی، دود و وحشت گذراندند. جنگ برای مردم بخش‌هایی از سیستان و بلوچستان، از هفدهم تیر دیگر فقط تصویری در قاب تلویزیون نبود، تجربه‌ای بود که ردش بر زندگی آنها هم ماند. پروین سپاهی همان زن قربانی جنگ است، زاغه‌نشین جنگلوک که همراه کودکانش زندگی می‌کرد، اما آن شب از ترس صدای انفجارها سکته کرد و از دنیا رفت. تلاش‌ها برای یافتن اطلاعاتی بیشتر درباره این قربانی جنگ بی‌فایده است چرا؟ چون جنگلوک بخشی از چابهار است، اما جدا مانده. یک منطقه سه و نیم هکتاری در مرکز چابهار که به علت قرار گرفتن در نزدیکی ساحل صخره‌ای چابهار یا همان ساحل دریابزرگ و پتانسیلی که برای گردشگری دارد، گرانقیمت است، اما اهالی آن بسیار فقیرند. آنها از اوایل دهه هشتاد به خاطر خشکسالی و بیکاری در سیستان و بلوچستان به این منطقه پناه آوردند. با چوب، کامپوزیت و یونولیت فشرده برای خود کپر و حلبی‌آباد ساختند و در طول این دهه‌ها جمعیت‌شان به حدود ۴۰۰ خانوار رسید. حالا البته کسی وارد جنگلوک نمی‌شود مگر اینکه با اهالی‌اش آشنا باشد، حتی زمانی که سال ۹۹ خانه‌های مردم آتش گرفت و لباس‌های زنان سوخت رستم بلیده از اهالی چابهار هم نتوانست لباس‌هایی که برای زنان تهیه کرده بودند را مستقیما به دست آنها برساند. «لیست تهیه کردیم و نزدیک ۱۶۰ تا ۱۷۰ تا دختر و خانم بودند که برایشان لباس خریداری شد، اما چون امکان ارتباط نبود از طریق مسجد جامع بین آنها پخش شد.» جنگلوک آب شرب آشامیدنی نداشت، از آموزش مطلوب برخوردار نبود و از توسعه شهری هم هیچ بهره‌ای نبرد و حالا هم که با هدف قرار گرفتن یک مرکز نظامی در نزدیکی آن، بی‌سامان‌تر شده در حالی که به نوشته یونس زین‌الدینی در اردیبهشت سال ۹۹ و همزمان با ماجرای آتش‌سوزی؛ یکی از دلایل مهم عدم موافقت مسوولان شهری با تغییر کاربری جنگلوک به منطقه مسکونی «مجاورت با اماکن امنیتی و نظامی» بود. رستم بلیده حالا درباره حملات اخیر به «اعتماد» می‌گوید؛ یک سمت جنگلوک دیوار اداره بنادر است و سمت دیگرش یکی از پایگاه‌های نظامی.«زمانی که آنجا را زدند خانه‌های مردم خراب شد و پروین سپاهی هم که از اهالی آنجا بود از ترس شدت انفجار سکته کرد.» فاصله این مردم با محل انفجار حدود ۴۰ تا ۵۰ متر است؛ آدم‌هایی که چهارشنبه شب با سر و صداها متوجه جنگ شدند؛ تعدادی از آنها زخمی شدند و یک نفر هم جان خود را از دست داد: «مردم در آنجا اصلا زندگی ندارند مثل حلبی‌آبادهای کرج و خاک سفید تهران است؛ منطقه‌ای جرم‌خیز که هیچ کس نمی‌تواند وارد آن شود. عادت کرده‌اند به این نوع زندگی، یک موشک هم بزنند کنار زندگی آنها خیلی اتفاق خاصی برایشان نمی‌افتد.» رستم بلیده فردای روزی که انفجارها رخ داد، توانست به جنگلوک برود و بعد دید که سقف همان حلبی‌آباد هم روی سر مردم آمده است. اگرچه این مردم زندگی که از قبل تجربه کرده بودند حتی شباهتی به زندگی معمولی و مرسوم در سیستان و بلوچستان را نداشت، اما می‌شد ترس را در صورت‌های آنها دید. دیوار مجموعه نظامی سمت آنها ریخته بود و ماشین‌های خاکبرداری در حال کار بودند. برق نبود، ترانسفورماتور برق جنگلوک بر اثر انفجار خراب شده بود و ماموران اداره برق در حال تعمیر بودند تا کابل‌ها را سر جای خود بگذارند. «طرف در روستای خود کار و کاسبی نداشته یا مشکلات مالی داشته و به همین دلیل برای کار به اینجا آمده است. حالا هم بیشتر متکدی هستند یا مسافرکشی می‌کنند و در جمعه بازار چابهار میوه می‌فروشند. هر کاری می‌کنند و برای آنها اصلا مهم نیست چه کاری. به راحتی هم نمی‌شود آنها را جابه‌جا کرد، چون جمعیت‌شان زیاد است و جایی ندارند که بروند. زمین‌هایی هم که به نوعی تصرف کرده‌اند، تجاری و گرانقیمت است.» جنگلک یا به گویش محلی جنگلوک، منطقه‌ای نه در حاشیه که در میان شهر چابهار و در مجاورت دریابزرگ یا ساحل صخر‌ه‌ای است. موج‌های بلندی که در فصل مونسون، گاه تا چهار متر هم بالا می‌رود منظره بسیار منحصربه‌فردی را در این منطقه ترسیم می‌کند، اما ۵۰۰ متر آن طرف‌تر از آن، تنها منظره فقری دیده می‌شود که حالا با جنگ درآمیخته شده.«فضای جنگلوک متراکم است، کوچه و خیابان‌کشی ندارد و حتی ماشین نمی‌تواند داخل آن برود.» بلیده که البته مدتی در چابهار دبیر ستاد بازآفرینی بوده است، می‌گوید که پیش‌تر تلاش‌هایی برای ساماندهی آن منطقه انجام شده، اما موانعی برای ورود به بافت وجود دارد.«ساماندهی این افراد کار سختی است و باید آنها را جایی ببرند که زمین آن ارزش خوبی داشته باشد. مردم آنجا اگرچه سند مالکیتی ندارند، چون از ۲۰ سال پیش آنجا زندگی‌ می‌کنند، احساس مالکیت دارند و رضایت نمی‌دهند.»  با وجود این، دو روز بعد از حمله امریکا به چابهار و تخریب سرپناه مردم در جنگلوک، محمدسعید اربابی، مدیرعامل سازمان منطقه آزاد چابهار از آماده‌سازی پروژه یک‌هزار واحدی برای اسکان خانوارهای جنگلوک برای ساماندهی سکونتگاه غیررسمی این منطقه خبر داد و گفت که این حادثه ضرورت تسریع در ساماندهی سکونتگاه‌های غیررسمی را بیش از گذشته آشکار کرده و وظیفه همه دستگاه‌ها فراهم کردن شرایطی است که مردم بتوانند در محیطی ایمن و شایسته زندگی کنند.«ساماندهی سکونتگاه حاشیه‌نشین جنگلوک یکی از مطالبات دیرینه مردم و از مهم‌ترین برنامه‌های مشترک دستگاه‌های اجرایی است که طی ماه‌های اخیر با همکاری دولت، سازمان منطقه آزاد چابهار، شرکت بازآفرینی شهری ایران و قرارگاه سازندگی سپاه پاسداران روند اجرایی آن شتاب گرفته است.» به گفته او ساماندهی جنگلوک البته تنها جابه‌جایی چند خانوار نیست، بلکه اقدامی اساسی برای کاهش آسیب‌های ناشی از حاشیه‌نشینی، ارتقای کیفیت زندگی شهروندان، تامین امنیت و ایجاد فرصت برخورداری برابر از خدمات شهری است.«بر اساس تصمیمات اتخاذ شده، زمین فعلی سکونتگاه جنگلوک برای اجرای طرح‌های عمومی از سوی سازمان منطقه آزاد چابهار به شرکت بازآفرینی شهری ایران منتقل خواهد شد تا فرآیند جابه‌جایی ساکنان بدون مانع اجرایی دنبال شود.»
