Airwars assessment

Eight civilians were allegedly killed in a joint US/Somali military operation near Tortorrow.

Halgan Media said: “US trained Somali Paramilitary Forces (Danab) executed 8 civilians inside a Mosque during an overnight raid targeting the village of Moyiloow in the Lower Shabelle province of Somalia. All the victims where executed at close range. Two of them where brothers.”

The Horn of Africa Centre for Regional Studies reported a Danab special forces operation in the area with aerial support from the US. It said eight suspected Al Shabaab members had been killed.

In its fourth quarter civilian casualty assessment AFRICOM wrote: “On Sept. 21, 2020 USAFRICOM received one (1) report from an online media source claiming eight (8) civilians were killed as a result of a joint Somali/U.S. military operation in the vicinity of Tortorrow, Somalia on Sept. 21, 2020. USAFRICOM’s assessment is ongoing.”

Airwars has so far not been able to find a clear allegation of civilian harm against US forces.

In the following report AFRICOM said the allegation was unsubstantiated: “After review, the report was assessed as unsubstantiated. U.S. forces were not directly involved in this operation and no U.S. military strike took place at the time and place reported. Partner force reporting and sensitive intelligence confirmed that no civilians were killed in the operation. The source of the report is a known al-Shabaab propaganda outlet that falsely stated that the partner force destroyed a mosque during the operation. U.S. Africa Command performed a careful assessment of the area after the operation and confirmed that a mosque was not destroyed in the operation.”

Airwars assessment

The US military reported on the same day that it had conducted an airstrike against al Shabaab fighters in the town of Jilib. However it was locally claimed that the attack had killed three young children, whose bodies were shown on social media.

In a press release published on the evening of the attack, AFRICOM noted: “The command’s initial assessment concluded this airstrike killed one (1) terrorist and wounded one (1) terrorist. An al-Shabaab compound was destroyed in the airstrike.”

The release also noted that “U.S. Africa Command is aware of reports alleging civilian casualties resulting from this airstrike. At this time, U.S. Africa Command currently assesses no civilians were injured or killed as a result of this airstrike.”

However al Shabaab released images which it said were taken at the scene of the US strike, showing the bodies of three young boys and a destroyed structure. Morad news named the dead as Abukar Ahmad, 8 years old; Abdisamad Hussain, aged 12; and Abdullahi Mohamad, aged 13.

AllBalcad said: “The bombing, which took place at around 2pm, featured pro-al-Shabaab media showing the bodies of three children and the destruction of a house. The children were said to be between the ages of 8 and 13 and Alshabab did not say who else was injured in the bombing.”

Mareeg reported: “But the strike has killed at least 3 children under the age of 13, and destroyed their wooden house in the town.

The children were playing outside their home when they were struck by a heavy metal fragment from the munition and then, all died on scene, a witness, who asked to be anonymous said.”

Halgan Media and other sources said it was a drone strike.

In it fourth quarter civilian casualty assessment AFRIOM said: “After review, the reports were assessed as unsubstantiated. Contrary to the reports stating the airstrike targeted a residence killing three children, the airstrike was executed on July 29, 2020 against two al-Shabaab members on a known al-Shabaab compound used as a senior al-Shabaab leadership meeting place. U.S. intelligence confirmed that the compound was only accessible to al-Shabaab members, and the casualties of the strike were al-Shabaab members. It is assessed with a high degree of confidence that no civilian casualties occurred as a result of U.S. military action. One source also used one photo that was previously published in 2015.”

Airwars found that one picture used by Goobjoog had indeed been used before.

In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike targeting al-Shabaab terrorists in the vicinity of Jilib, Somalia, July 29.

“U.S. Africa Command continues to assist the Federal Government of Somalia in disrupting al-Shabaab plans for destruction,” said U.S. Air Force Col Chris Karns, director of public affairs, AFRICOM. “We remain committed to supporting our partners in our mutual fight against violent extremism.”

The command's initial assessment concluded this airstrike killed one (1) terrorist and wounded one (1) terrorist. An al-Shabaab compound was destroyed in the airstrike.

U.S. Africa Command is aware of reports alleging civilian casualties resulting from this airstrike. At this time, U.S. Africa Command currently assesses no civilians were injured or killed as a result of this airstrike.

As with any allegation of civilian casualties we receive, U.S. Africa Command reviews reasonably available information it has about the incident. U.S. Africa Command complies with the law of armed conflict and takes all feasible precautions to minimize risk to civilians.

In support of the Federal Government of Somalia, U.S. forces will use a range of effective and appropriate methods to assist in the protection of the Somali people. Together with partner and allied forces, U.S. Africa Command works on a daily basis to improve security conditions to enhance governance and economic development while preventing al-Shabaab's desire to expand their reach and further export violence.

U.S. Africa Command continues to work with its Somali partners to transfer the responsibility for long-term security in Somalia to the Federal Government of Somalia and its Member States.

Up to four civilians were reported killed in Abu Zuwair, Baiji in Iraq on June 30th, 2020 when a US-led coalition drone bombed them after they carried wreckage of a US-led coalition drone that had crashed earlier on that day. Local reports said that the raid resulted in killing up to four shepherds and the destruction of the drone wreckage that they carried and their vehicle.

@firas1alhashmy reported that the US drone (MQ-1C Gray Eagle) crashed and then a number of shepherds who gathered around were killed after they were attacked by another US drone.

@MaithamAlhmdy tweeted that ” A US plane crashed in Abu Zuwair, in the depth of Baiji Island. The plane was captured by shepherds near the demarcation border with the district. Another drone chased after the shepherds and bombed their vehicle. The shelling destroyed the vehicle, killing the citizens immediately.”

@Mustafa__Kurde said that the drone crashed after carrying out an airstrike on Jabal Makhoul. “An American drone crashed in Abu Zuair area between Baiji  and Haditha, northwest of Salah al-Din, after carrying out an air strike on Jabal Makhoul.”

Yesiraq.com said that Al-A’alam Iranian TV Channel said that US drone that crashed was targeted and downed by the Iraqi resistance. Al-A’alam said “A US plane was shot down by Iraqi resistance fires in the Abu Zuwair area in the depth of Baiji Island in Salah al-Din.”

@sumeri129 said that the American airstrike came as revenge for the downed drone. “An American drone crashed, west of Baiji, followed by an American retaliatory raid targeting shepherds , who were killed. ”

Sotaliraq said that after some local shepherds caught the drone, they were bombed. They were killed as a result and Pickup vehicle was destroyed.

While most sources said those killed were sheep herders, @DrJohnHanaDahle said that those killed were found to be members of the Popular Mobilization Forces.

In the third of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

A civilian was reportedly killed in alleged US-led Coalition or Turkish drone strikes on the road between Idlib city and Binnish, Idlib governorate, on June 24th, 2020, according to local sources.

The Syrian Civil Defence in Idlib told Smart New Agency that “an ammunition drone had targeted a Santa Fe car with missiles and destroyed it completely, indicating the death of an unidentified person inside.” The SCD added that another unidentified person, thought to be a civilian, was killed as he was riding his motorbike in the vicinity of the explosion. SCD teams worked to extinguish the fire and collected the human remains.

According to the Syrian Observatory for Human Rights, “a civilian on a motorcycle was killed near the site where a drone targeted a military vehicle driven by a commander in the Ethbatu operations room on the road between Idlib and Binish. The attack killed the commander instantly.”

While the SOHR initially reported that the US-Coalition had likely been responsible, it later wrote that “sources suggested that the drone that targeted the commander was Turkish, while a Coalition drone was flying over Idlib coinciding with the attack.”

Smart News Agency and @HoseenAdnan reported that the killed militant was Abu Adnan Al Homsi from the Al Qaida linked group Hurras Al Din.

In the third of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

One civilian was reported killed in alleged joint SDF and US led coalition operation in Al Shuhail in Deir Ezzor on May 22nd, 2020 according to local sources.

Euphrates Post reported that “Muhammad Al-Ouda Al-Khaled Al-Addad from the city of Al-Shuhail, was killed during a security operation carried out by SDF supported by the international coalition forces and helicopters in the Al-Shabaka neighborhood, in the city of Al-Shuhail.”

The Syrian Network for Human Rights reported that the victim was shot by SDF. “Muhammad Al-Ouda Khaled al Addad from al Shabaka neighborhood in al Shuhail city in the eastern suburbs of Deir Ez-Zour governorate was shot dead by Syrian Democratic Forces personnel during a raid in the neighborhood on May 22nd.”

Suriye.u.a.d blamed the coalition reporting “the death of the civilian Muhammad Al-Oudah Al-Khaled during the airdrop of an international coalition in the city of Al-Shuhail, east of Deir Ezzor.”

Deirezzor24 blamed both forces saying that “International coalition forces, accompanied by SDF forces, just carried out an airdrop operation on a house in the Shabakah neighborhood in the town of Al-Shuhail, east of Deir Ezzor, according to the reporter of Deir Ezzor Network 24. Our correspondent said that the operation targeted the house of Ahmad Al-Oudah Al-Khaled, and its results are not known yet, as displaced persons from Al-Baghouz and Al-Bukamal countryside live in the mentioned area.

Airwars assessment

Six civilians were allegedly injured after a US airstrike near Kunya Barrow.

Somali Memo, a news outlet close to Al Shabaab, said: “Last night, Drone planes bombed a civilian residence in the town of Kunya Barrow.

Sources say several missiles hit the home and injure four civilians, including a mother and three children. The injured are recovering in a local hospital.”

Later Somali Memo updated the number to six.

Morad News tweeted: “BREAKING: Suspected #US drone strike reported in #AlShabaab-controlled town of Kunya-Barrow overnight. Several people injured including women and children – Witnesses. #Somalia”

AFRICOM stated in its press release: “In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike targeting al-Shabaab terrorists in vicinity of Qunyo Barrow, Somalia, May 17.

The command’s initial assessment concluded this airstrike killed two (2) terrorists.

U.S. Africa Command currently assesses no civilians were injured or killed as a result of this airstrike.”

In its civilian casualty assessment third quarter report AFRICOM said the incident was currently under review.

In the following civilian casualty report AFRICOM stated: “After review, the reports were assessed as unsubstantiated. Contrary to the reports stating the airstrike targeted a mother and her children in their home, the airstrike conducted on May 17, 2020 targeted two al-Shabaab members in a known al-Shabaab compound utilized by the group to plan attacks in Mogadishu. No civilians were observed in the area or interacting with the al-Shabaab compound. U.S. intelligence confirmed that the only casualties of the strike were al-Shabaab members, and it is assessed with a high degree of confidence that no civilian casualties occurred as a result of U.S. military action. Additionally, the initial source of the reports is known to be sympathetic to al-Shabaab. Further, forensic analysis indicates that at least some of the photographs had been deliberately manipulated.”

In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike targeting al-Shabaab terrorists in vicinity of Qunyo Barrow, Somalia, May 17.
“The U.S. support to our Somali partners is and will remain strong,” said U.S. Army Maj. Gen. William Gayler, director of operations, U.S. Africa Command.
The command's initial assessment concluded this airstrike killed two (2) terrorists.

“U.S. Africa Command affords our partners over-watch and added precision capabilities,” said Col. Christopher Karns, director of public affairs, U.S. Africa Command. “This enemy has no regard for the lives of innocent Somalis and the group presents a threat to the Somali people, the U.S., and interests abroad.”
U.S. Africa Command and our international partners recognize that stability in Somalia will not be achieved through purely military means. It requires providing programs and opportunity for the Somali people.
In support of the Federal Government of Somalia, U.S. forces will use a range of effective and appropriate methods to assist in the protection of the Somali people, including partnered military counterterrorism operations with the Federal Government of Somalia and Somali National Army forces. Together with the partner and allied forces, U.S. Africa Command works on a daily basis to improve security conditions to enhance governance and economic development while preventing al-Shabaab's desire to expand their reach and further export violence.
U.S. Africa Command continues to work with its Somali partners to transfer the responsibility for long-term security in Somalia to the Federal Government of Somalia and its Member States.

Airwars assessment

The homes of civilians were reportedly raided and bombed by alleged Coalition forces in a possible joint action with the Syrian Democratic Forces in the city of Al Basira, Deir Ezzor governorate, on May 16th, 2020, leading to the death of five possible civilians. Sources additionally reported that two to three men likely linked to ISIS were killed.

Euphrates Eye reported that Coalition forces had targeted three houses of Internally Displaced People (IDP) in Al Basira. The source indicates that five possible civilians were killed in one of the raids: “In Ibrahim Al Baraka’s house, inhabited by displaced people from Albukamal, there were clashes because the displaced people refused to surrender.” Five of the displaced people present were reportedly killed in the house, after which Coalition forces bombed the building. It is not specified whether the victims were civilians or militants.

According to Euphrate Eye, men and women were arrested and interrogated after raids on the house of Hassan (“pharmacist of Albufahd”) and the house of Hammoud Abu Hani, which were both in use by internally displaced people from Albukamal. According to the source, all those arrested were later released.

@DeirEzzor24 wrote that “three persons believed to be linked to ISIS were killed, and a number of others were arrested, by the international Coalition forces, in an airdrop operation in a neighbourhood of the city of Al Basira, east of Deir Ezzor, on Saturday, May 16, 2020. Special forces from SDF participated in the operation.” The source added that the operation lasted for an hour, while the Coalition requested civilians through loudspeakers to remain in their homes.

Other sources also report the victims were “likely” ISIS members. According to Eye On Hasaka, the operation took place in the evening, whereas Step Agency reported the incident occured around dawn.

According to Euphrates Post “the Coalition aircraft targeted with heavy machineguns around the Abu Bakr Al Siddiq mosque in Al Basira after a military convoy of SDF forces arrived in the city from the side of the Al Safa mosque.”

Whereas all sources reported the operation to be a joint action, Step Agency wrote that “it is worth noting that this raid operation did not witness the participation of the “Qasd militia”, unlike the previous times that the American forces raided the areas of Deir Ezzor.” Hence, Airwars graded the strike status of this incident as contested.

In the second of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Airwars assessment

Between one or two civilians were allegedly injured in US or Kenyan airstrike on Araboow.

Halgan Media reported: “A series of blasts rocked a rural town of Araboow overnight in Somalia’s Middle Jubba province. The blasts said to be a result of a barrage of missiles fired down on the Militant controlled town.

Sources that spoke with Halgan Media revealed US drones launched 10 simultaneous strikes targeting the town of Araboow. The strikes are said to have hit three mini buses parked at a transit junction in the town.

Two civilians where confirmed to have been wounded in the indiscriminate aerial bombardment, while three mini buses where nearly obliterated and almost unrecognizable following the strikes.

The civilians in the mini buses targeted in the strike are said to have departed the capital Mogadishu and where traveling to the Kenyan occupied Northern Frontier District (NFD). The group than stopped in the town of Araboow to break there fast for ‘iftar’ when they where besieged by US droned according to sources.”

Somali Memo said one civilian was injured and added that the strike could have been conducted by Kenya or the US.

AFRICOM denied conducting a strike on Twitter, which it reiterated in an email to Airwars.
