Airwars assessment

Multiple civilians were reported killed as a result of air raids launched by the coalition south of Mosul. The National Iraqi News Agency cited forensic sources as saying that 16 people, including six women and children, were killed.

Other media reported that up to “22 Daesh militants” were also killed in coalition airstrikes in the vicinity, including 13 at Al Qayyarah.

A Kobanî official reported that a civilian – an 87 year old woman – and six Kurdish fighters from the Peoples’ Protection Units (YPG) died in a ‘friendly fire’ incident in the besieged city.It was also reported that two hospitals in the town had been destroyed.

According to Sky News Arabia, Kurdish sources said that the bombing occurred near Al-tall Street in the city. It represented the first known alleged Coalition ‘friendly fire’ incident in Syria.

CENTCOM disputed the claims, noting internally that Kurdish YPG sources instead insisted the elderly woman “was executed by ISIL forces.” The declassified report also concluded that no hospitals had been targeted by the Coalition, although it was conceded that “The closest target struck was approximately 100m away.”

No CIVCAS determined. SiNe 29 Sep 14, no women or children have been observed by TF IVO Kobani. No reporting or intel supports the death of the 87 year old civilian from US airstrikes. Information provided by the YPG in the ground indicates that the woman alleged killed was executed by ISIL forces, and that the reported source of the report was not in Kobani at the time of the report. It was reported by several sources in Hit that Coalition or Iraqi jets struck a number of civilian houses, killing up to 22 persons. Eight children and 3 women were reportedly among the dead.

One of those quoted on the event was Nabil Souri, an Iraqi citizen working at Hit hospital, who learned that many in his family had been killed including his parents and six others: “I was in the hospital the moment the alliance bombing hit the townhouses in Hit. We were informed that there were dead and wounded, including critically wounded, who were on their way to the hospital to be treated.”

The official spokesman for local Sunni tribes, Sheikh Abdul Razzaq al-Shammari, told Rudaw that the coalition was responsible: “Twenty people were killed and 40 wounded, mostly women and children, and a large number of the wounded died on Monday, following the aerial bombardment of the international coalition aircraft on the city of Hit.”

However, al-Gharbiya News reported that while many civilians had indeed died in the bombing, this had been the result of an erroneous Iraq Air Force strike. Al Jazeera also interviewed a city official by phone, who said that “The town yesterday endured bombings carried out by coalition planes and Iraqi military planes. They targeted Al Jabad, Al Qadissia, Al Ummal and al Mukhabarat streets. More than 24 civilians were killed, most of them women and children.”

The UN cited the attack in its quarterly report, noting that: “On 6 October, an air strike allegedly hit civilian buildings in Heet [sic], killing at least 18 civilians (including three women and eight children), with an undetermined number of wounded. Other sources, however, reported that the target of the air strike was ISIL, and that the three civilian houses had been hit with resulting civilian casualties in subsequent shelling of the area.” The UN attributed the attack generally to Iraq and its allies – including possibly the coalition.

Graphic images allegedly showing children killed in the Hit incident emerged on October 6th. These were later used for anti-Assad propaganda purposes in Syria, for example for October 26th 2014.

Responding to allegations of civilian casualties at Hit, CENTCOM internally reviewed all records of strikes on the town between October 1st and October 5th 2014. According to a report declassified in August 2015, “No strikes IVO [in vicnity of] Hit struck any civilian structures.” Based on information presently available, it appears likely the strike was the work of Iraqi aircraft.

A number of sources including the Syrian Martyrs website reported that a woman was killed in a Coalition airstrike on Ar Raqqah. She was reported as being a resident of the city.

The3 Damascus Center for Human Rights Studies also reported her death fropm Coalition actions – though said this occured on September 24th: ” Fawzia al-Jadou, from Raqqa, was martyred by the bombing of the international coalition forces, on 24/9/2014.”

According to Raqqa is Being Slaughtered Silently, “Ms. Fawzia al-Jadou died due to extreme panic which led to an attack that stopped her breathing and killed her.”

A Syrian Network for Human Rights report relating to this event can no longer be traced.

On the first night of US airstrikes in Syria, the United States carried out a sequence of attacks on the Al Qaeda-affiliated Khorasan Group (part of the al-Nusra Front.) For the only recorded occasion during the allied air war, the US deployed Tomahawk cruise missiles to strike targets in the vicinity of Aleppo. Locals also reported what they described as US combat aircraft participating. Up to fifteen civilians died in the strikes, along with “a large number of mujahideen” according to one Al Qaeda-linked militant at the scene.

Eyewitnesses told SN4HR that all of the civilian deaths occurred when a house collapsed: “The huge pressure from the explosion caused the collapse of a two-storied residential house near the Nusra Front target, less than 100 m from it. This caused the death of 12 people, all civilians, including five children and five women.” SN4HR later added a 13th fatality to its lists.

The civilian victims were later named by various sources.

After examining video evidence of apparent US cruise missile fragments at the village, Human Rights Watch later said that the strikes “should be investigated for possible violations of the laws of war.”

Buzzfeed also spoke with two eyewitnesses to the attack, with one noting: “What we saw with our own eyes was unreal — the [civilian] houses were completely gone. Our job was to collect the body parts. The worst thing was the children. It’s still in my mind.”

An internal CENTCOM investigation into alleged civilian deaths swiftly concluded “No further inquiry required,” it was revealed a year later. This was in part based on an assessment that “Open source images presented as casualties from the strikes actually came from previous GoS [Government of Syria] strikes.”

Airwars has since examined all known published images relating to the Kafr Daryan event. As our Syria researcher Kinda Haddad notes, “Every picture but one we are aware of first appears on 23rd September 2014, and in connection with Kafr Daryan.”

The one known exception is a picture which first appeared as a tweet on September 2nd, after a child was killed by the Assad regime. Shortly after the Kafr Daryan attack some three weeks later, that same image was claimed in English by at least one site to have been taken at Kafr Daryan.

However even a rudimentary search by CENTCOM would have identified multiple photographs and videos relating to September 23rd itself. Even when investigators noted new evidence on the strike from the Syrian Network for Human Rights in April 2015, this did not appear to trigger any new inquiry.

A reported aerial bombardment (at 2200hrs local time) near an ISIL HQ east of Mosul, allegedly left up to seven members of the same family dead and injured in the al-Wadha Street area. At least three women were reported killed and a man and child injured.

While Baghdad TV attributed the strike to US aircraft, other media referred only to unspecified aircraft, or said that Iraqi forces were responsible.

According to local media, residents had earlier been warned of imminent airstrikes: “Iraqi planes dropped leaflets two days ago, in which civilians were warned against mixing with members of IS to avoid harm from any Iraqi security strikes targeting the organisation.” In response, ISIL reportedly evacuated part of its HQ in the city.

In its July 2017 civilian casualty report, the Coalition denied responsibility for the event: “Sep. 3, 2014, near Mosul, Iraq, via Airwars report: After a review of available information it was assessed that no Coalition strikes were conducted in the geographic area that correspond to the report of civilian casualties.”

The incident occured at approximately 10:00 pm local time.

Between one and five civilians, including women and children, were killed as the Farigow leper colony near Jilib, Middle Jubba was struck by unknown warplanes, international media reported.

A woman living near the settlement told the Kenyan group Journalists for Justice that the colony was struck by jets by “mid 2014”, killing one person and injuring another three. “Farigow is a settlement of leprosy victims near Jilib. A woman living near there said it was attacked by jets in mid-2014. Three adults were injured and one killed, she reported to JFJ.”

Journalists for Justice said the attack was the same one described by the UN in its Somalia Monitoring Group report for 2014, which stated: “On 20 May 2014, for example, a village at Faragurow, 3 kilometers west of Jilib town in Middle Jubba, was attacked by fighter jets. Some reports claimed that among the dead were ‘2 women, 2 children and an old man.'”

Airwars assessment

Drones and helicopters reportedly attacked outside the town of Jilib, in Somalia’s Middle Juba region, killing three people and seriously wounding seven, according to locals interviewed by the Kenyan group Journalists for Justice.

Of the three people killed, two were women and one an elderly man, and of those wounded, three were reportedly children.

As the report noted, “Seven people, including three children, were seriously wounded, two women died and one elderly man after drones and helicopters attacked their village. An elder who was present at all the strikes said ‘We agree there was al Shabaab in our town but the militia have no known base. In their response the KDF [Kenya Defence Force] attack settlements where civilians are the victims.”

While Journalists for Justice inferred KDF responsibility, the use of drones and helicopters also indicated possible US involvement.

Currently, no further details are available, and the exact date of the event in June is unclear.
