Airwars assessment

One to two men were reportedly killed and up to two other men were reportedly injured on February 22nd 2023 in Jaded Akidat, Deir Ezzor, Syria, as a result of a US-led Coalition backed SDF / QSD militia air raid.  The air drop happened “after midnight.”   Euphrates Post reported that the two injured men were civilians named Diaa al-Barghash and Tareq al-Rashou, who were wounded by bullets during the raid.

The man who was reportedly killed was identified as Fadi Rafi Al-Daoud, whose house was also targeted, but it is unclear whether he is a member or associated with ISIS in any way. Various sources report him as a “civilian”, but others, including @humam__isa tweeted that he was arrested “on charges of belonging to ISIS.”

Al Arab and Al Modon both indicated that two men were killed in the raid, who were “likely to be members of the ISIS organisation” and that they were “armed.”

Deir Ezzor 24 reportedly the incident slightly differently. It said that “the force raided a house near the house of Fadi Rafi Al-Daoud so that the owner of the raided house fled with Fadi from their homes, and the Internatinal Coalition pusued them near the Euphrates River by means of drones and police dogs.”

SANA reported that the house was searched, whilst the owner was killed and two others were wounded.  It wrote that “the militia kidnapped the two injured persons along with three other citizens and transferred them to one of its military heaquarters in the area.”  These reports differ from source to source, as Deir Ezzor 24 reported, alongside the death of Al-Daoud, the arrest of “another person”, and the injury of Diaa al-Barghash and Tareq al-Rashou, while those that were arrested were identified as Moayad Al-Hammadi and Ayham Al-Shaheen. It is unclear as to whether they are members of the Islamic State or cells.

A civilian was injured during a declared raid carried out by CENTCOM and partner forces in Al Shahil on January 21, 2023. Up to three alleged ISIS members were also arrested during the raid.

CENTCOM released a statement that “US Central Command forces conducted a partnered helicopter and ground assault raid in eastern Syria, Jan. 21, capturing two ISIS-Syria members, Abdallah Hamid Muslih al-Maddad AKA Abu Hamza al-Suri, an ISIS facilitator, and Husam Hamid al-Muslih al-Maddad, al-Khayr, ISIS facilitator and logistician, and one associate. One civilian received minor injuries. “The injured civilian was escorted by our partner forces to a nearby medical care facility along with an accompanying family member,” said Colonel Joe Buccino, a CENTCOM spokesperson. “He received care and was released back to his family.”

The Syrian Observatory for Human Rights reported that during an operation carried out by the Anti-Terrorism Units with the support of International Coalition aircraft, three members of ISIS were arrested when the home of the “Al-Madad” family in the town of Al Shahil was raided. SOHR added that the operation lasted two hours and consisted of the Coalition forces asking the wanted persons to surrender via loudspeaker, however when the wanted persons refused, clashes took place.

@Sharqya_reporte tweeted that the home that was raided belongs to Hamid Al-Musleh Al-Madad and that Hisham Al-Hamid Al-Musleh was arrested for unknown reasons. @HamamIssa7 added that Majid Kamel Al Musleh and the son of Subh Al-Musleh, 13 years old, were also arrested.

Halab Today TV added that Abd Hamed Al-Muslehwas also arrested, and that a fourth person escaped from the raid – Hisham Al-Hamid Al-Musleh. According to Halab Today, all men arrested are cousins of Hisham, who was residing in the city of Ras Al-Ain before coming back to Al Shahil and that Hisham is a close associate of Sabahi Ibrahim al-Musleh, an alleged member of ISIS who was killed by an air strike carried out by the Coalition in October 2022 in the city of Ras al-Ain.

A local source told Al Araby that “the operation was accompanied by the sound of explosions in the area, without knowing whether any injuries occurred during the operation.” Eye of Euphrates identified machine guns from Coalition helicopters as used in conjunction with an SDF military convoy.

A tweet from @alsharqia24news identified the location as being in the Al-Hawi area of Al Shahil. @Rian_almasri stated that following the raid, the Coalition forces headed towards the Al-Omar oil field.

At least two civilians, including a woman and a child, were injured in declared British drone strikes on the city of al-Bab on December 20, 2022. An alleged member of ISIS was also injured in the operation.

Syrian Observatory for Human Rights (SOHR) reported that a Yemeni person was severely injured by a drone likely belonging to the Coalition in al-Bab. Local sources were conflicted as to whether the injured man was taken to a hospital in al-Bab or in Turkey, as well as whether or not he died from his injuries.

A local source also told SOHR that the injured person is an ISIS commander and lives with his family, but was alone at the time of the attack. Two civilians that were near the strike site were also injured. Syria TV correspondent said that he talked to the neighbors in the building, who reported that there were light injuries among several women and a child. Baladi News, which originally attributed the incident to the Syrian regime, identified “various injuries to three civilian” in al-Bab.

Euphrates Post identified the injured Yemeni as “Abu Yasser al-Yemeni, one of the leaders of the “Islamic State” organization” and added that the civil police were keeping him in al-Bab hospital. Naher Media gave details that Abu Yasser was known for his work as a general responsible for booby-trapping and that he witnessed all the battles of al-Baghouz.

@SyriaCivilDefe reported that Civil Defense volunteers responded to the scene to ensure that there were no victims under the rubble. Afrin Post added that the house that was struck was completely destroyed.

SOHR identified the location as being a home on Khalo street in the al-Bab city center and North Press Agency described the location as being near al-Bab city market. Furat News specified that the strike occurred near the Great Mosque, between “Al-Nofteh Street and Al-Waki Street”.

Shaam News reported that the missile that was found among the rubble was an AGM-114 Hellfire missile, which is “a US-made missile used by the International Coalition”. Naher Media cited images of the site as showing that the American missile used was an AGM-179, a missile weighing 52 kg that can be launched Apache helicopters as well as MQ-9 Reaper drones. @IdlibCallingSy specifically referred to the source of the missiles as being a MQ-9 Reaper armed drone.

Combined Joint Task Force – Operation Inherent Resolve (the Coalition) has not released a statement about this incident. The UK government released a statement that on December 20th, “a Reaper struck a Daesh target in northern Syria. On Tuesday 20 December, a Reaper remotely piloted aircraft kept close observation on a building near Al Bab in northern Syria where at least one active Daesh terrorist was known to be present.  Great care was taken to ensure that any potential risks to civilians were understood and minimised before the Reaper’s crew fired a salvo of two Hellfire missiles which both struck the target accurately.” However, the Ministry of Defense has not released any statements regarding the civilian casualty claims.

Local sources pointed out that this was the first operation of its kind carried out by the Coalition in a residential area within the Euphrates Shield area.

Tuesday 20 December – a Reaper struck a Daesh target in northern Syria.

Royal Air Force aircraft have continued to conduct armed reconnaissance patrols against elements of the Daesh terrorist network in Syria, as well as supporting, as required, the Iraqi authorities’ efforts to keep Daesh out of their country. On Tuesday 20 December, a Reaper remotely piloted aircraft kept close observation on a building near Al Bab in northern Syria where at least one active Daesh terrorist was known to be present. Great care was taken to ensure that any potential risks to civilians were understood and minimised before the Reaper’s crew fired a salvo of two Hellfire missiles which both struck the target accurately.

Royal Air Force aircraft have continued to conduct armed reconnaissance patrols against Daesh terrorists. On Monday 10 October, a Reaper remotely piloted aircraft, armed with Hellfire missiles, tracked and, when it was safe to do so without posing a risk to civilians, successfully engaged one such terrorist who was on a motorcycle in northern Syria, near Hamman At Turkumen.

Iraqi security forces identified a number of Daesh terrorists attempting to re-establish a presence in an area to the north of Tikrit. A Royal Air Force Reaper remotely piloted aircraft joined coalition aircraft in supporting the Iraqi operation by tracking the group on Tuesday 14 June, and at an appropriate opportunity, when the terrorists were exposed in the open away from any civilians, conducted a successful attack alongside the other coalition aircraft; the RAF Reaper employed Hellfire missiles. The group was reported to be destroyed as a result of this Iraqi-led operation, and the terrorists eliminated before they could mount an active threat to the Iraqi people.

Royal Air Force aircraft have continued to fly missions over Iraq and Syria in support of the global coalition against the Daesh terrorist movement. On Tuesday 14 December 2021, hostile drone activity was detected around the At Tanf coalition base in Syria. A pair of Typhoon FGR4s from Royal Air Force Akrotiri were conducting one of their regular patrols over Syria and Iraq as part of the global coalition against Daesh, and were tasked to investigate. On arrival in the At Tanf area, the pilots were able to identify a small hostile drone, and despite the diminutive size of the target, succeeded in conducting an air to air engagement with an ASRAAM (Advanced Short Range Air to Air Missile) which eliminated the threat it posed to coalition forces. a

A young man was either injured or killed during a raid allegedly carried out by the Coalition and Syrian Democratic Forces in the village of al-Zar the evening/morning of November 22, 2022.

According to @euphratspost, a young man named Ahmed Hussein Ali al-Qubbah was severely injured and a 13 year old named Ahmad Mahmoud al-Hilu was arrest during a raid carried out by the SDF in the village of al-Zar around 2am.

Syrian Observatory for Human Rights (SOHR) reported that units affiliated with the SDF, with the support of “International Coalition” aircraft, carried out a raid and arrested a person alleged to be a member of ISIS. At the time of reporting, SOHR did not have information on human losses or material damage.

Nedaa Post referred to the raid as being carried out against “a number of civilian homes” and added that armed clashes between the people in the homes and the SDF resulted in the injury of the young man Ahmed Hussein Ali al-Qubbah when he tried to leave his house.

Baladi News reported that Ahmed Hussein was killed during the raid and Chamtimes referred to the person killed as being a civilian, indicating that Ahmed later died from his injuries. @DeirEzzore identified Ahmed Hussein as being 37 years old and added that he was wounded by a bullet that penetrated his back, paralyzing him.

One young man was killed when he was run over by a vehicle allegedly belonging to the Coalition in the village of Jedid Bakara on November 14, 2022.

Euphrates Post reported that a young man named Salam Hussein Al-Arif was killed when he was run over by a vehicle belonging to the Coalition. Multiple other local sources provided similar information, adding that he died instantly and that it was a “mistake” or “accident”.

According to El Dorar News, the young man that was killed was riding his motorcycle on the village’s main road when he was run over by a vehicle belonging to the Coalition, which was driving at high speed. Baladi News added that the military vehicle was crossing the town after coming from one of the American bases.

A young man was killed during an airdrop operation allegedly carried out by the Coalition and Syrian Democratic Forces in the village of Al Ruwaished on November 3, 2022.

Euphrates Post reported that a young man named Muhannad Ibrahim al-Khalaf was killed during a raid carried out by the SDF at dawn in the village of Al Ruwaished.

According to Naher Media, Muhammad left the SDF after receiving a threat from ISIS several months ago. The Syrian Observatory for Human Rights reported that the SDF were raiding the house of someone accused of theft and rape, and an armed clash took place resulting in the death of a young man and arrest of two others.

All of the sources that reported on the incident attributed the operation to the SDF and Coalition forces, with Naher Media specifically pointing out that the military forces that carried out the raid came from the city of Al-Shaddadi in the Hasaka countryside with support from Coalition helicopters.

The incident occured around dawn.

A woman was killed and two others, including a minor, were injured in an alleged airdrop operation carried out by the Coalition and Syrian Democratic Forces (SDF) in the Hawija neighborhood of Thiban town, east of Deir Ezzor, on October 28, 2022.

Nahr Media reported that a woman named Nadia Mustafa al-Ali was killed and two other people were injured when an SDF patrol raided the homes of the “Al-Askar” family in the Hawija neighborhood of Thiban town to arrest someone connected to smuggling operations. Clashes broke out between the SDF and the people of the houses, resulting in the casualties. According to Orient News, a minor was among those injured and the SDF arrested a number of people, taking them to al-Omar field base.

Local sources from Deir Ezzor governorate told Alaraby News that ““a woman was killed on Thursday/Friday night, and two other people were injured of varying degrees, in addition to the arrest of several people following a raid carried out by the SDF with the support of US helicopters of the coalition forces,” adding that this was an operation carried out by the SDF and the US Coalition.

@DeirEzzore added that the clashes were between the SDF/Coalition forces and people who smuggle oil cross the Euphrates River.

Orient News pointed out that this operation was part of an increase of operations carried out by the Coalition and SDF, with the majority of them occurring in Deir Ezzor

Two civilians, a man and his minor son, were killed and another man, who is alleged to be a civilian or a member of ISIS, was injured during an airdrop operation carried out by the Coalition and the SDF in the village of Al Baydar on September 20, 2022.

According to the Euphrates Post, Muhammad Al-Shalash and his son Abadi Al-Shalash were killed during a raid carried out by the SDF (Syrian Democratic Forces) along with the Coalition in the village of Al Baydar.

Eye of Euphrates added that the father and son were shot when the American forces and the SDF were trying to arrest a displaced person from the countryside of Aleppo and residing in the village who had fled to the home of the Al-Shalash family and was firing at the raiding forces. The correspondent added that a third civilian was wounded by a bullet and taken to the hospital and that the intended person was arrested during the raid.

@AlkneterOthman tweeted that the wounded person is the other son of Muhammad and Baladi News provided the name of the wounded son as Muhammad Al-Shalash, detailing that he was taken to Raqqa hospital for treatment of his injuries. According to Nedaa Post, the wounded son Muhammad was the intended person to be arrested and was arrested on charges of “working in the ranks of ISIS cells in the area”. The three men had only been in the area for ten days and were displaced from a village in northern Aleppo.

Shaam News disputed that the injured person was a member of ISIS, referring to him as a civilian, and reporting that the SDF “raided the house because it received information about the names of wanted persons, who are relatives of the owner of the house that they raided, but instead of raiding the house of the wanted persons, they mistakenly raided another house.”

@DeirEzzore identified Abadi, the son that was killed, as being a minor, and reported that the raid occurred at approximately 3:30 in the morning. @DeirEzzore added that the father and son were from “the Al-Bureij clan – Al-Aliat”.

All of the sources referred to the incident as a joint operation between the SDF and Coalition, with some sources blaming the shooting on the SDF while others attributed the shooting to the Coalition.
