Airwars assessment

According to multiple sources, member of Iraq’s parliament reported killed along with 3 of his family members followed an alleged Coalition strike.

Abdul Rahman Ellewizi MP reported that his cousin was killed in a Coalition raid, also his wife, son and his daughter-in-law dead

Hawas Al Gader also reported the deaths of Mr al-Nayef and his wife but did not say who was responsible.

In an incident not previously tracked by Airwars, the Coalition later confirmed the deaths of five civilians in an event near Tal Afar, Iraq.

Their December 2017 civilian casualty report noted: “During a Coalition strike which destroyed an ISIS headquarters, it was assessed that five civilians were unintentionally killed.”

In July 2019, the Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

Airwars assessment

Local press and other sources reported on the death of three civilians, all from the same family, in airstrikes on Al Rutba, 420 km west of Baghdad.

According to Amad Al-Dulaimi, the mayor of Ar Rutba, the family was killed following a bomb dropped by an unknown aircraft.

Sahafaty News also quoted the mayor who said that the bombing resulted in the death of a woman and her 13-year-old daughter and the wounding of her husband, he said that the injured bodies were taken to the general hospital.

It is unclear who was to blame for this civilian casualty incident. However, tracked sources do refer to the presence of the International Coalition in the area regarding strikes that resulted in Daesh casualties. Artillery shells were used, according to local sources.

Airwars assessment

As many as 300 civilians were allegedly killed and injured in Tal Afar over three days of shelling. Information on the number of lives lost was retrieved from local medical sources, who said mostly women and children were killed and wounded.

According to JBC – which said that 300 civilians were killed across two days of fighting – Iraqi sources have estimated the number of troops attacking Tal Afar is about 40 000, including thousands of the popular mobilization forces of Iran, led by the paramilitary movement backed directly by the Revolutionary Guards. JBS, along with other sources, pointed to air and missile strikes and aerial bombardment as the cause of the significant number of civilian casualties.

Iraqi Spring Media and Omar al Halbusi said that 300 civilians had been killed and injured.

It is pertinent to note that these are general civilian casualty numbers, spanning two to three days, therefore this entry may encompass other entries recorded by Airwars.

The Coalition has confirmed two civilian casualty events in Tal Afar for this date range, see I631a and I631b below.

Their October 2017 civilian casualty report noted: “During a Coalition strike that destroyed an ISIS headquarters structure, it was assessed that five civilians were unintentionally killed.”

In July 2019 the Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

Airwars had monitored a mass casualty event in Tal Afar on this day (see CI830), however the Coalition have assessed it to be non-credible due to insufficient information. It is possible that this confirmed incident relates to part of that event.

Their January 2018 civilian casualty report noted “During a Coalition strike which killed at least two ISIS members and destroyed an ISIS indirect fire weapon system being prepared to fire it was assessed that two civilians were unintentionally killed when they inadvertently crossed into the blast area after the weapons had been fired from Coalition aircraft.”

During a Coalition strike which killed at least two ISIS members and destroyed an ISIS indirect fire weapon system being prepared to fire it was assessed that two civilians were unintentionally killed when they inadvertently crossed into the blast area after the weapons had been fired from Coalition aircraft.

For August 18th-19th the Coalition reported “Near Tal Afar, three strikes destroyed 24 vehicles, two tunnels, two weapons caches, two front-end loaders, a command and control node, a staging area, an explosives factory, an explosives cache, and a fighting position, and damaged three bridges and two supply routes.”
