In an incident not previously tracked by Airwars, on November 30th 2017 the Coalition said it had concluded an assessment on claims of civilian harm “near Mosul, Iraq” by Human Rights Watch. According to the Coalition report, “April 10, 2017, near Mosul, Iraq, via Human Rights Watch organization: After a review of available information and strike video it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

The Coalition shared the location of this assessed strike with Airwars. The location was stated as the Sekak neighbourhood in Mosul. This matches the location of a separate strike reported by Airwars (I489), also assessed as non-credible in the April 2017 civilian casualties report.

The strike was assessed as non credible based on the claim that “no Coalition strikes were conducted on that day in the geographic area of the reported civilian casualties.” However, the Coalition reported multiple strikes in Mosul that day.

No additional details are presently known.

Local sources reported that 59 civilians, including women and children, were killed and dozens were injured after Coalition airstrikes and shelling on 17 July neighbourhood, as well as on Old Mosul and a health centre in Oreibi neighbourhood, all in West Mosul. It was said that more than seven houses were destroyed “over the heads of residents”.

The incident was first reported on April 22, 2018 at 12:24 am by Iraqi Spring Media Center.

For this reason, the coordinates given in the assessment summary are the generic coordinates for West Mosul. The coordinates for 17 July (Talmuz/تموز 17 ) are 36.3667014, 43.0854607. The coordinates for Oreibi (العریبیي) are 36.3539142, 43.0924988, although its boundary are unclear. Airwars assessment

Heavy shelling of Hermat in West Mosul led to the deaths of five families, according to locals living in the street who were interviewd by Amnesty International.

The following unpublished field report was shared with Airwars: “The bombing was random. There were airstrikes, helicopter strikes, artillery and rockets. There were 100s of strikes each day. (During the four or five days of shelling) we didn’t sleep at all.

I know of a house with five families inside that collapsed when hit by a bomb. It was just a one storey building. That happened on Friday (5 May). I don’t know what time of day it was as we were all hiding from the bombs ourselves at the time. We heard about it from our neighbour. Those five families had been hiding, just as we were doing.

They (the five families) were my neighbours. I knew them all. There were five brothers with their wives and children; their entire families. There were maybe 15 children in the house. The brother that I knew best was called Amr. The mother of the five brothers and grandmother of all the children was there as well. He name was Najood. They all died.

I wasn’t there at the time but I know the layout of the neighbour as my house is in the same neighbourhood and these people were my neighbours. There were four ISIS “barracks” near the house that was bombed. The barracks were just homes that ISIS had taken over from local people. The closest ISIS barracks was around 200 metres southwest of the house. There was another around 300 metres to the east.”

Airwars assessment

Local sources reported that twenty civilians, including one woman, were killed and dozens were injured in heavy airstrikes on Shifa neighbourhood in West Mosul.

A journalist had informed Yaqein that: “the bombing caused the deaths of more than twenty civilians [who were] burned in their homes, mostly women and children” and that “the shelling caused the injury of dozens of civilians in varying degrees.” Yaqein blamed the Joint Forces.

Al Jazeera said that witnesses had reported that the houses were used as storerooms by ISIL, and spoke of airstrikes and artillery shelling. The sources had not specified the identity of the aircraft to Al Jazeera.

In a later post, Sawlf Ateka (local Facebook group) posted two photos, of a couple reportedly killed in raids on their house.

Two civilians from the same family were reported killed by an unknown rocket and “random bombing”, according to local sources.

Sawlf Ateka reported the dead civilians as Mishan Mohammad Qasim al-Hiyawi and his grandson Hashim Firas. Other sources identified the two as victims but did not clarify who was responsible.

In February 2019, the Coalition assessed this event to be non-credible. Their report noted: “After a review of available information it was assessed that no Coalition strikes were conducted in the geographical area that correspond to the report of civilian casualties.”

Multiple local sources quoted witnesses as saying that an entire family – consisting of nine people – died after airstrikes hit their houses in the Nabi Jarjis area of Old Mosul.

Iraq News and others said that there were women and children among the dead. The sources did not say who had carried out the raids. However, a senior Coalition official informed Airwars on July 5th that “It is primarily Coalition aircraft conducting AIR strikes in Mosul. It has been a number of weeks since the Iraqis flew there.”

On July 5th, citing a local source, Yaqein reported: “Civil defense teams today recovered more than 20 bodies of civilians from the rubble of houses in the Nabi Jarjis area of ​​Mosul, where they were killed by the continuous shelling of the area.”

Local press and other sources reported on the death of three civilians, all from the same family, in airstrikes on Al Rutba, 420 km west of Baghdad.

According to Amad Al-Dulaimi, the mayor of Ar Rutba, the family was killed following a bomb dropped by an unknown aircraft.

Sahafaty News also quoted the mayor who said that the bombing resulted in the death of a woman and her 13-year-old daughter and the wounding of her husband, he said that the injured bodies were taken to the general hospital.

It is unclear who was to blame for this civilian casualty incident. However, tracked sources do refer to the presence of the International Coalition in the area regarding strikes that resulted in Daesh casualties. Artillery shells were used, according to local sources.
