Airwars assessment

Several sources claimed that civilians died in a Coalition airstrike on a medical complex in western Mosul. While Iraqi Spring and Raedlay spoke of 18 dead and 47 wounded, News of Iraq reported the death of a child in a video.

The Coalition confirmed to have carried out the strike, but did not state any civilian casualties. It stated in a press release issued on February 18th:

“With the approval of the government of Iraq, Coalition forces struck an ISIS command and control headquarters and propaganda facility in Western Mosul on Feb. 17. The five-story Bab Sinjar administration facility was located in the Al Jumhuri medical community complex. ISIS continues to ignore the Law of Armed Conflict and uses protected sites such as hospitals, schools, and mosques to try and shield themselves from Coalition airstrikes.

In this instance, the Coalition was able to determine through intelligence, surveillance, and reconnaissance efforts that ISIS did not use the building for any medical purposes and that civilians were no longer accessing the site. The intelligence showed that its sole function was as a military command and control facility for ISIS to oversee its operations against the people of Iraq.

Coalition forces comply with the Law of Armed Conflict, work diligently to be precise in our airstrikes, and take all feasible precautions during the planning and execution of air strikes to reduce the risk of harm to civilians. The air strikes conducted against legitimate ISIS military targets are just one of the ways the Coalition continues to work by, with, and through its Iraqi partners to defeat ISIS in Iraq.”

However Iraqi Spring Media Centre and Raedlay (Facebook) later reported “the killing of 18 civilians and wounding 47 others, including women and children, after coalition airstrikes on Medicine # city of Mosul in the right side of the city.” The source for the claim appeared to be so-called Islamic State.

Alrafidain Channel posted a video (GRAPHIC) showing the aftermath of the strike. News of Iraq posted the same video, saying: “watch a child dying from the effects of the bombing of the international Coalition on the Medical City Hospital in the right side of the city of Mosul”.

Airwars assessment

A family of eleven or seventeen members was reported killed in an alleged Coalition airstrike on Nabi Jarjis neighbourhood. While most sources did not specify who carried out the raids, Yaqein news said it was the Coalition.

“The US-led coalition forces on Monday bombed houses on the western side of the city of Mosul, the center of Nineveh province, killing 17 civilians in the continued brutal aggression by the forces on Mosul and its people.

A press source said in a statement that “the coalition forces targeted the bombing of civilian housing in the area of Nabi Jarjis west of the city of Mosul.”

“At least 17 civilians were killed and dozens wounded,” the source said.

The source pointed out that “the number of dead is likely to rise sharply in light of the presence of a number of bodies under the rubble, which is difficult to limit because of the intensity of the bombing and its continuation.”

Iraq News center spoke of indiscriminate shelling on the neighbourhood and said 11 of the family were killed.

A UN report on the protection of civilians in context of Nineveh operations and the retaking of Mosul stated: “In the morning of 20 March, an airstrike reportedly targeted ISIL fighters in the neighbourhood of Nabi Jarjees in western Mosul. The airstrike killed 11 civilians—all members of one family, including two women and three children—and wounded five others, including one child. A woman was also reported missing.”

Local residents reported that ‘indiscriminate’ ISF artillery shelling or possibly an airstrike hit the 17 July neighbourhood in West Mosul, causing civilian casualties.

While Ninawa Media Center did not say who was responsible, Iraqi Spring Media Center blamed the Iraqi government forces.

Urgent Mosul News blamed [Iraqi] security forces of shelling with “smart artillery, killing several elements of ISIL with their families and the martyrdom of a number of civilians.”

Local sources reported a major incident in Yarmouk neighbourhood, West Mosul, where airstrikes allegedly killed more than thirty civilians.

The local Facebook group Sawlf Ateka named the victims as: “Imad Abdul Ghani Al-Rashdi and his mother, his wife, four daughters, the daughter of his brother Iyad and five other families after they fled to their neighbor’s home.” According to the report, an ISIL member had been on the roof of their house, so they fled to the neighbour’s house. The ISIL combatant escaped, but the house where the families were hiding was then hit by airstrikes. According to Sawif Ateka “They are now under the rubble. We appeal to the counter-terrorist units to evacuate the bodies. The site of the incident is opposite the Yarmouk Bridge and the Maysaloun Preparatory School for Girls.”

MNN reported that A-10 aircraft carried out the bombings in Yarmouk. This type of aircraft is used only by the US in Iraq, so could point at Coalition involvement. However, none of the other sources indicated who was responsible.

Yarmouk Coordination spoke of a total of 73 dead, mostly children and more than 200 wounded in “American-Iraqi” bombings in Mosul over a period of three days.

Nineveh Media Centre later named Mohamed Abdel Wahab Ibrahim El Sayegh (see photo below) as also having died in the attack. Yarmouk neighbourhood was reportedly liberated by Iraqi forces that day.

In a later report. the Iraqi Observatory gave more details: “The monitoring network documented at the Iraqi Observatory on April 10 the killing of five families in the Yarmouk district of the right-hand side of the city of Mosul, after their house was targeted by air strikes. A displaced man from the city of Mosul reported that a bomb exploded near the Yarmouk Bridge, killing one of his cousins, his mother, his wife, four daughters, his nephew and five other families who were gathered in one house. He added that the house was bombed an hour after the escape of one of the elements of the organization that was on the roof of the house, likely to kill thirty civilians whose bodies are still under the rubble.”

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.

Residents and local media sources said that 34 civilians were killed and 77 (numbers reportedly mentioned by ISIL press agency) wounded after Coalition airstrikes and shelling by Iraqi government forces hit many neighbourhoods in West Mosul.

@sh0_news said in a tweet that “more than 130 martyred civilians are the result of the bombing of the Coalition on Mosul # Today”. This appears to be an inflated compound of dead and injured figures.

An unknown source told Yaqein that Iraqi and US artillery shelling had hit several neighbourhoods in West Mosul since 7am that day, including Shalalat.

Further details are presently unknown.

Eight Iraqi police were accidentally injured and one or two killed following an airstrike, according to multiple sources.

According to Yaqein, “a government source said in a statement that ‘the fourth regiment of the Ninewa Emergency Police headed to support the federal police in the area of ​​Wadi Akab in west Mosul, adding that as a result of a close clash with ISIL gunmen the area was bombed airstrikes.’ The source added that ‘the bombing resulted in the death of a policeman (Karim Pazo or Karim Bawz Sinjari) from Sinjar and the wounding of eight others, including Colonel Ahmed Juma who suffered a serious injury and was transferred to a hospital in the province of Erbil.” Another site reported that police commissioner Abbas Mustafa was severely injured.

NRT TV reported that two police offiicers died, adding that it was unclear whether Iraqi or Coalition aircraft were responsible.

Two local sources reported the death of a young man, called Hakam Marwan Ghazi, after air strikes were said to have hit him the day before. His body was still under the rubble – and his family were not yet able to bury him.

Sawlf Ateka (local Facebook page) later reported that Mohammed Sharif (Abu Suhaib) had also died as a result of air strikes.

The sources did not say who had carried out the raids. A senior Coalition official informed Airwars on July 5th that “It is primarily Coalition aircraft conducting AIR strikes in Mosul. It has been a number of weeks since the Iraqis flew there.”

For July 1st-July 2nd the Coalition publicly reported: “Near Mosul, three strikes engaged two ISIS tactical units and a sniper team; destroyed 13 fighting positions, eight IEDs, three medium machine guns, and a supply cache; damaged 11 fighting positions; and suppressed four sniper teams and two ISIS tactical units.” It additionally reported that “On July 1, near Mosul, Iraq, one strike destroyed an ISIS-held building and damaged four supply routes.”
