Airwars assessment

An unknown number of civilians were reportedly wounded by alleged Russian and/or Syrian regime airstrikes in Ma’rat Al Numan city, Idlib governorate, on December 16th, 2019, according to local sources.

Shaam News Agency reported that “dozens of people were wounded”  following Russian and Syrian regime airstrikes on towns and cities across the Idlib countryside including Ma’rat Al Numan.

@HalabTodayTV, @Mohamed2Aldaher and @Omyusif_syria reported that civilians had been injured following strikes on the city.

@HalabTodayTV and Syria LiveUA said aircraft had used “heavy machine guns” to target the city.

The sources said the strikes had been the result of both Syrian regime helicopters and Russian aircraft.

One person was killed and several civilians wounded in alleged Russian airstrikes on the town of Kafarouma, Idlib Governorate on December 16th, 2019, according to local sources.

Iskenderun Arabic reported Russian aircraft struck the town four times between 20:38 and 20:55 on December 16th, 2019. According to the source, strikes on Kafarouma and the town of Jarjanaz resulted in the injury of Ahmed Mustafa Al-Ziyadi, Hind Al-Sateef and Mahmoud Abdullah Al-Subhi. The source did not clearly specify in which location the men were injured. Following a request for information from the Violations Documentation Center, the source provided the following names of people injured in the strikes: Mustafa Ziadi, Hind Al-Sateef and Mustafa Al Ali. According to the source the injuries were caused by a Russian strike that occurred at 20:40.

Baladi News reported: “Russian Air Force airplane took off from Khmeimim Airport in Lattakia countryside and bombed the town of Kafarouma in southern Idlib countryside with a number of rockets, which resulted in the injury of several civilians with varying wounds”.

The Syrian Civil Defence reported one person killed and several injuries from a Russian “rocket attack” that targeted the outskirts of the Kafarouma.

@jisrtv, @tarekahmd22  and @MMCSYR  reported that Russian warplanes had used vacuum bombs.

In a summary of events that took place on December 16th, Shaam News reported that Russian and Syrian regime helicopters carried dozens of strikes against towns in the Idlib countryside including Kafarouma.

The majority of the sources attributed the strike to the Russian airforce.

At least one civilian was reportedly injured in alleged Russian or Syrian regime airstrikes on the town of Jarjanaz, Idlib Governorate on December 16th, 2019, according to local reports.

The Syrian Civil Defence reported on Facebook that “civilians were wounded by rockets targeting the Russian occupation air force, in the town of Jarjanaz, south of Idlib”.

Baladi News reported one wounded civilian and wrote that the bombardment targeted civilians’ homes and properties.

Al Araby reported: “On Sunday night, Russian warplanes bombed the town of Abu Makka, east of Maarat al-Numan in the southern countryside of Idlib, in addition to the vicinity of the village of Al-Sarman, and the vicinity of the town of Jarjanaz in the eastern countryside of Maarat al-Numan in Idlib countryside”

The remaining sources said the strikes were either the result of barrel bombs, dropped by the Syrian regime, or attributed the strike to both Russia and the Syrian regime.

One civilian was allegedly killed by LNA artillery shelling on the Salaheddin neighbourhood of Tripoli.

The Field Medicine and Support Center (FMSC) said: “Salem Al-Nafis Field Hospital, Salah Al-Din, affiliated to the Center for Field Medicine and Support, treated Mr. Ali Ramadan Al-Harak in Salaheddin today, Monday 16-12-2019, who was wounded with shrapnel of shells that landed near his house, which caused his head to be seriously injured and led to his death. He was transferred to Dar Al-Rahma at Tripoli Medical Hospital.”

Libya Alahrar TV wrote: “Ministry of Health spokesman Fawzi Onis confirms to Libya Al-Ahrar the death of a citizen as a result of a random shell fired by Haftar gunmen that landed on his home in Salaheddin.”

Salah Alkabgarie said a child was also injured.

As many as three civilians, two children (siblings) and a woman, were killed and five family members, including a child and a woman, were injured in as many as six alleged Russian or Syrian regime airstrikes on the outskirts of the town of Binnish, Idlib Governorate on December 16th 2019, according to local media reports.

Several sources named the dead children as Muhammad Ahmad Al-Qazq and Hajar Ahmed Al-Qazq. The source, Ahmad Abd, gave their ages as seven and nine respectively. One source, Al Bayan, said that a woman had been killed in the strike carried out by the Russian military.

The Syrian Network for Human Rights reported: “The sibling children Hajar and Mohammad Ahmad al Qazaq, displaced from al Ghadafa village in the eastern suburbs of Idlib governorate, were killed as fixed-wing warplanes we believe were Russian fired missiles near a tent where they stay with their family south of Binnesh city in the southern suburbs of Idlib governorate, on December 16, 2019”

@Zshikhani posted an image of a severely damaged house where, the source said, the children had lived.

@khaleedalkhteb said “the rest of the family were seriously injured”. @Emusa87 put the number of family members injured in the attack at five.

Idlib Plus reported: “Two children were killed and five other civilians were wounded, including a child and a woman, this morning, Monday [Dec 16th], as a result of Russian warplanes targeting a grain sieve and a camp for displaced people with six airstrikes”.

Several of the sources specified that six strikes had been carried out. The Step News Agency and Zamanalwsl both reported that vacuum missiles had been used.

An opposition air traffic tracking observatory said that Russian warplanes had carried out the strikes, according to Anadolu Agency.

@media_idlib reported that members of the Syrian White Helmets had retrieved the bodies of the deceased and transported the injured to hospitals for treatment.

Ahla Shabaab said that the planes that struck Binnish belonged to the Syrian regime, the vast majority of the sources, however, attributed the strikes to the Russian military.

As many as five civilians, including two women and a child, were killed and dozens of civilians, mostly women and children, were injured following alleged Russian or Syrian regime airstrikes on the town of Ma’ar Shmareen, Idlib Governorate on December 16th, 2019, according to multiple sources. The names of those killed and injured indicate several of the victims came from two families.

Two sources, The Syrian Network for Human Rights and The Syrian Human Rights Committee, reported that the girl Ikhlas Abdul Aziz al Mustafa and the women Jamila Jum’a al Mustafa and Fatima Mahmoud al Mustafa were killed. Additional sources also reported the death of two women and a child but did not provide their identities. The Syrian Human Rights Committee reported that five people were killed in total, in what it called a “Russian bombing”.

Dozens of civilians were reported to have been injured. Twitter user, @iA6TWquU3yvk2RK, named some of them as: Khadija Al-Mustafa, 4, Baraa Al-Mustafa, 25, Zainab Al-Hassan, 6, and Badi’ Al-Hassan, 7. Those injured were said to be mostly women and children.

The majority of the sources reported that planes of the Russian airforce carried out the strikes. A correspondent for Al-Jisr said Russian warplanes had used “vacuum missiles” to target civilian houses in the town which led to “widespread destruction in the area”.

Four sources said they were unable to identify whether the aircraft were Russian or Syrian. Two sources said Syrian regime helicopters carried out the strike using barrel bombs. Zaman Al Wasl reported the barrel bombs had targeted a secondary school in the town.

In a video posted to the organisations’ Facebook page, members of the Syrian White Helmets could be seen recovering the body of a young girl from a field.
