Airwars assessment

A 60 year old male civilian was killed by a declared US drone strike on the outskirts of Qurqaniya just before noon on May 3, 2023. US Central Command released a statement that they had targeted a senior Al Qaeda leader without any additional details.

The Syrian Civil Defense (@SyriaCivilDefe) tweeted that a civilian named Lutfi Hassan Masto (Abu Hassan), age 60, was killed by an unidentified drone while grazing sheep on the outskirts of Qurqaniya. The drone strike also resulted in the death of sheep.

US Central Command (CENTCOM) released a statement on May 3rd that “at 1142am local Syrian time on 3 May, US Central Command forces conducted a unilateral strike in Northwest Syria targeting a senior Al Qaeda leader. We will provide more information as operation details become available.”

However, the information provided by CENTCOM has been disputed by local sources. A tweet from Syrian journalist @pressrahhal stated that while “US Central Command claimed targeting a leader it said was prominent in the “Al-Qaeda” organization…the target is the martyr uncle “Lutfi Hassan Masto” at the age of 60, and he is a civilian who has no connection with any organization, neither now nor previously.”

Xeber24 News was the only source that referred to “the leader of one of the terrorist organizations” as being killed in the drone strike but did not clarify if it was the same person as the elderly man killed. However, multiple terrorism experts that spoke with the Washington Post pointed out that “it would be very unusual for al-Qaeda — particularly a senior leader — to operate in any meaningful way near the area, which is controlled by a rival group (Hayat Tahrir al-Sham) that split from the organization years ago and now considers al-Qaeda an adversary.” Other terrorist analysts pointed out that there were no announcements or celebrations of martyrdom among any terrorist organizations. Hayat Tahrir al-Sham, a militant group that controls Idlib province, told The Post the victim was a civilian.

A Washington Post investigation into the victim identified him as “a father of 10 tending to his sheep when he was slain by an American missile” and “a former bricklayer who lived quietly in this town in northwest Syria” according to interviews with his brother, son and six others who knew him. Those that knew him described a kind, hard-working man whose “whole life was spent poor.”

Multiple local sources referred to the location of the strike as being on a poultry farm, specifically in the vicinity of “Abu Khalouf poultry farm.”

Aramme News attributed the strike to a MQ9 reconnaissance aircraft.

On May 9th, AP quoted Maj. John Moore, a CENTCOM spokesperson, who said Tuesday that U.S. forces “are in the process of confirming the identity of the individual killed in the strike….We are aware of the allegations of a civilian casualty and the outcome of the confirmation process will inform if further investigation is necessary and how it should proceed.” On May 18th, the Washington Post quoted two U.S. defense officials, one who said “We are no longer confident we killed a senior AQ official,” while the other official said  “though we believe the strike did not kill the original target, we believe the person to be al-Qaeda.”

The victim’s brother, Mohamed Masto, told AP that reports that his brother was involved in al-Qaida were “absolute lies” and that his killing was “an injustice and an aggression…He had nothing to do with the revolution. … He had nothing to do with the Al-Nusra Front or with the Islamic State” or any of the other armed groups involved in Syria’s 12-year-old uprising-turned-civil-war, Masto said.

A neighbor named Fayad Jamil Raji told AP he had known Lufti Masto — or “Abu Hassan,” a nickname meaning “father of Hassan” — for many years. “The man was a civilian. He had a farm with poultry, cows and sheep,” he said.

According to the Washington Post, on the day of the strike, his son Hassan said that Masto had gathered with his family about 7:30 a.m that morning. “We had breakfast that morning like there was nothing wrong. We had breakfast and everything was fine, and then he went to herd his sheep,” the son recalled. Masto then took a break after a few hours outside near his home to have tea with his brother, and they parted ways around 11:30 a.m., and he returned to his animals as they grazed. An MQ-9 Predator drone soared overhead and struck him close to where he had just had tea with his brother 20 minutes ago. Neighbors pointed out that aircraft had been surveilling the area for nearly two weeks.

A young woman was killed and four other civilians, including two children and a woman, were injured by alleged Syrian regime and/or Russian artillery shelling of Ma’arablit on April 25, 2023.

Afrin Post reported that Noura Abdul Hamid Al-Ahmad, twenty years old, was killed by artillery strikes in Ma’arablit, and her family members, the infant Lyan Muhammad Al-Ahmad, only eight months old, Nour Abdul Hamid Al-Ahmad, sixteen years old, Khadija Abdul Hamid Al-Ahmad, eighteen years old, and Ghufran Najjar, twenty years old, were all injured.

All members of the same family, @SY_plus also reports two of their pet cats died from the strike.

The Syrian Observatory for Human Rights reported that in addition to the one woman killed, four others were injured in the shelling. Other local sources provided similar casualty counts.

Ahmed Razzouk, a volunteer for the White Helmets, gave an account that the family had been gathering and celebrating Eid when the shelling occurred. Ahmed also described 8 month old Lyan, who was injured by shrapnel in her thigh, as crying and shouting for her injured mother after the shelling.

According to multiple sources, artillery shelling from regime and/or Russian forces hit Ma’arablit and other residential areas in the south of Idlib. A military source told Afrin News the Syrian regime’s military began bombing residential areas in Ma’arblit with heavy artillery, affecting many civilian homes. Zaman Al Wasl specified that the shelling was carried out by regime forces stationed in the city of Saraqib. Afrin Post reports the shelling occurred only hours after a meeting between defense ministers from Syria, Russia, Iran, and Turkey, and North Press Agency notes the Northwestern region of Syria, which included Ma’arablit, continues to be affected by violence despite a 2020 de-escalation agreement between Russia and Turkey.

On 9th July 2023, up to three civilians were reportedly injured and a member of the regime forces were killed by an artillery strike allegedly carried out by the factions of the ‘Al-Fateh Al-Mubin’ operations room, a Turkish-based militia, in the town of Jurin, located in Sahl Al-Ghab in the western countryside of Hama.

The Syrian Arab Army reported on the death of one of its soldiers and identified that three individuals were injured, but only documented one civilian among the injured. Simultaneously, a report from Sahl Al-Ghab News aligns with this narrative, but suggests that one civilian was injured and three others were injured, seeming to refer to the others as militants. Whilst, the Syrian Observatory of Human Rights documented the death of a regime soldier and the injury of three civilians.

According to the Syrian Arab Army, the regime responded to the incident by using missiles in the city of Jisr al-Shughur.

On July 31st, 2023 Turkish forces allegedly shelled several villages in the Sherawa district, injuring a child and an elderly woman in Kalota village. Both were brought to a nearby medical checkpoint. According to the news outlet NPN, at the time of reporting, their condition was unstable.

Local sources Hawar News, ANF, and multiple other sources reported that a woman and a child were injured by Turkish shelling. No other details were available about the civilian victims.

The North Press Agency pointed out that the district of Sherawa houses Kurdish IDPs from the city of Afrin, located nearby, who were displaced by Turkish forces and affiliated forces. All of the sources that reported on the incident attributed the shelling to Turkish forces.

On October 12th 2023, at least 15 and up to 25 civilians were killed and at least 25 others were wounded in an alleged Israeli airstrike on the Halawa family home in Al-Hoja Street in the centre of Jabalia camp, located in the Gaza Strip.

The incident was reported on by local Twitter/X and Facebook accounts, with most sources indicating between 14 and 25 deaths from the incident. A news report from Alaraby.com reports on the death of at least 14 civilians, whilst a Twitter/X post from @ShehabAgency recorded 25 deaths. Names of the victims were not found among local sources.

It has also been widely reported that 25 civilians were wounded in the airstrike. A post from the Palestinian Ministry of Interior and National Security corroborated the narrative of the incident, providing images of emergency services handling the aftermath. However, @ShehabAgency and Wattan.net only referred to “dozens” of wounded while other sources only specified “more than 25” wounded. Almasryalyoum.com added that the wounded were taken to the Indonesian Hospital.

Where sources identified the belligerent, all sources attributed the strikes to Israeli forces. Elfagr.org specified that the strike occurred “without warning”.

During the evening of Monday, October 9th, 2023, an alleged Israeli airstrike struck the three-story Qannan family home located near the Al-Qubba Mosque in the Al-Mawasi area of the town of Khan Yunis, Gaza strip, killing up to 10 members of the family, including five children and three women, one of whom was pregnant. According to an Elbalad news report referring to the Palestinian Ministry of Foreign Affairs, the deadly attack happened without prior warning.

Professor Muhammad Issa Muhammad Qannan (“Abu Issa”) was killed together with his 71 year-old wife Professor Zuhdiyah Mahmud Muhammad Qannan (“Umm Issa”) (also referred to as Zuhdiya Mahmoud Darwish Qannan), their 46-year old daughter Wissal Muhammad Issa Qannan, their 40-year old son, engineer Mahmoud Muhammad Issa Qanan (Abu Jihad), Mahmoud’s pregnant wife Khitam Abu Odeh (possibly a 36-year old Khatam Sameer Abdul Rahman Qannan, according to the Palestinian Health Ministry), and the five children of Mahmoud and Khitam.

Among the deceased children of Mahmoud and Khitam are a daughter Mayar Mahmoud Muhammad Qannan (12 years old), a son Muhammad Mahmoud Muhammad Qannan (10 years old), a daughter Reem Mahmoud Muhammad Qannan (7 years old), a son Omar Mahmoud Muhammad Qannan (5 years old), and a daughter Lina Mahmoud Muhammad Qannan (3 years old).

The late Professor Muhammad Issa Muhammad  Qannan (“Abu Issa”) was a Secretary of the Board of Directors of the Asqalan Association and was described as a “sincere and generous professor” in a Facebook post in the group “Society of Asqalan people”.

Initially the news sources, including Alghad news, Elbalad news and Wafa news as well as Twitter/X accounts reported that eight members of the family were killed and their bodies were transported to Nasser hospital. However, on October 11, 2023 Shehab Agency reported that two additional bodies were recovered from under the rubble of the Qannan family home, thus increasing the number of victims to ten. According to @Zakariya, more than 20 ambulances rushed to the site of the strike at the Qannan home.

Family members and friends expressed their sadness about the tragic incident in Facebook posts. Nisreen Abu Kawalek wrote in her testimony about the devastating losses for her husband, a surviving member of the Qannan family: “With patient and hopeful hearts, we received the news of the martyrdom of my husband’s family (my husband’s mother, my husband’s father, my husband’s sister, my husband’s brother, his wife, and his five children)”.

A surviving son, Areeg Qannan, honoured the memory of his parents and siblings in a Facebook post, mourning the death of his “father, the crown of my head, and my pride, Professor Muhammad Issa Muhammad Qanan (Abu Issa)”, his “mother, the pulse of my life, my companion, and my refuge after God, the able professor/Zahdia Mahmoud Darwish Qanan (Umm Issa)”, and his “caring brother, of beautiful character and good influence, Engineer Mahmoud Muhammad Issa Qannan”. Sefyan Awda posted the pictures of the young children who lost their lives in the attack.

Where possible, names have been matched with the Palestinian Ministry of Health list of fatalities in Gaza released on October 26th, 2023.

Where sources identified the belligerent, all sources attributed the strikes to Israeli forces.

Geolocation notes

Reports of the incident mention a residential building being struck in the vicinity of Al Qubba mosque (مسجد القبة), west of Khan Younis (خانيونس) city. Airwars assessment

At least one person, a young male civilian who had been riding a motorcycle, was injured in the area of Al Izbah, north-east of Deir Ezzor when he was allegedly struck by a Syrian Democratic Forces sniper on Tuesday, September 5th 2023. According to a number of sources, when local residents tried to help him, they were also reportedly attacked by the sniper.

Naher Media reported that the man had been out after the SDF imposed curfew buying food for his children when the incident happened.
