Airwars assessment

On the 23rd of February, 2024, the Somali National Army (SNA), supported by international partners, reportedly conducted a night-time military operation against Al-Shabaab in the Farah-Adan and Jawle areas of Harardhere district in Mudug region, central Somalia. It was reported that several Al-Shabaab leaders were killed in the attack, however the exact number of Al-Shabaab members killed has not been confirmed, and their identities remain unknown. To date, there have been no reports of civilian harm as a result of the operation.

The military operation was reported by Shabelle Media on the 24th of February. The report stated the location of the attack and also referred to comments from Maslah Macalin, the General Secretary of Harar Dheere district who “told the government media that members of Al-Shabaab, including leaders and militias, were killed in the operation last night, but he did not say how many”.

Additionally, on the 24th of February, a brief statement containing the approximate time and location of the operation (Farah-Adan) was posted online by MENA FN, quoting a report on the attack by the Kuwait News Agency. Halbeeg News posted a similar statement on February 24th which referred to information released by the Government of Somalia, and noted that the operation had been conducted in cooperation with “allied forces”.

While no sources directly implicated the US in the operation, the Somali government’s reference to “international partners” has in the past indicated US involvement.

The incident occured during the night.

An AFRICOM declared US airstrike in coordination with Somali Army commandos resulted in the death of up to five Al-Shabab fighters near Labi-Kus village on July 17, 2022.

Somali National News Agency (SONNA), a Somali government-run news agency, tweeted that “three #Alshabab terrorists were killed and one was captured after Somali National Army’s commandos (#DANAB) attacked a roadblock which terrorists used to extort money from the local people near Labi-Kus village under #Kismayo town , on Sunday “. Graphic images accompanying the tweet show the bodies of two alleged members of Al-Shabab.

A tweet from Somali National Television (@sntvnews1) reported that two Al-Shabab fighters were killed in action in the vicinity of the Jubba River Valley and no civilians were killed, adding that the operation was carried out by the Somali National Army’s Danab brigade. Shabelle Media Network tweeted that five militants were killed and one was captured alive, and that at least four assault rifles and a PKM machine gun were also seized in the operation. Somaliweyn added that that intelligence that led to the operation was based on the movement of the weapons they seized.

Horseed Media specified that the Somali Forces that were involved was the the 5th Division, 16th Battalion and that a statement issued by the Danab military command said that they killed “least 5 members of Al-Shabaab, including the officer in charge of the area”. According to Kulmiye News Network, one of the militants killed was the “leader of Al-Shabaab in charge of financial affairs in this area, whose name was shortened to Ismail”.

AFRICOM released a statement on July18th stating that “In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike against al-Shabaab terrorists after they attacked partner forces in a remote location near Libikus, Somalia July 17, 2022…The command’s initial assessment is that two al-Shabaab terrorists were killed in action and that no civilians were injured or killed given the remote nature of where this engagement occurred.” However, none of the reporting prior to the press release mention US involvement, with many sources, including the Somali government-run news agency (SONNA), indicating that Somali forces were responsible.

This was the second incident declared by AFRICOM since US President Joe Biden ordered the redeployment of troops to Somalia in May.

At least seven alleged al-Shabaab militants were killed by declared US airstrikes near Galmudug, Somalia on February 21, 2023.

AFRICOM released a statement on February 22nd that “At the request of the Federal Government of Somalia and in support of Somali National Army engagements against al-Shabaab, U.S. Africa Command conducted a collective self-defense strike on Feb 21, 2023. The strike occurred in a remote area near Galmudug, Somalia which is approximately 510 km northeast of Mogadishu. The initial assessment is the strike killed 7 al-Shabaab fighters. Given the remote location of the operation, the command assesses that no civilians were injured or killed.”

Garowe Online added that prior to the announcement by AFRICOM, Somali officials had hinted at the airstrikes and stated that they were against senior al-Shabaab officials. Islam Times News quoted Somali government officials who announced that the Somali military with support from Galmudug regional forces killed over 80 al-Shabaab militants in Shabeelow, Mudug region. It is unclear if this is the same operation AFRICOM is referencing due to their lack of a specific location.

Task and Purpose pointed out that no information was given in the statement as to whether the strike was carried out by a manned of unmanned aircraft, or what ordnance was used.

At the request of the Federal Government of Somalia and in support of Somali National Army engagements against al-Shabaab, U.S. Africa Command conducted a collective self-defense strike on Feb 21, 2023.

The strike occurred in a remote area near Galmudug, Somalia which is approximately 510 km northeast of Mogadishu.

Somali President Hassan Sheikh Mohamud has publicly stated that economic reform, social and political reconciliation, and religious tolerance are key pillars of his strategy to mobilize society against international terrorism. Military actions are just one part of the Federal Government of Somalia’s efforts to comprehensively address their security challenges.

The U.S. is one of several countries providing humanitarian aid, stabilization efforts, economic development, and military assistance to the Federal Government of Somalia in their ongoing campaign.

U.S. Africa Command is the defense arm of the U.S. whole-of-government approach with African partners -- diplomacy, development and defense. This three-pronged, or “3D” approach brings together multiple agencies from within the U.S. government to increase cooperation and support for partner-led, U.S.-enabled solutions to shared security challenges, including violent extremism or terrorism.

Somalia remains central to stability and security in all of East Africa. U.S. Africa Command's forces train, advise, and assist partner forces to help give them the tools they need to defeat al-Shabaab, the largest and most deadly al-Qaeda network in the world.

U.S. Africa Command and partner forces will continue to assess the results of this operation and will provide additional information as appropriate. Specific details about the units involved and assets used will not be released in order to ensure operations security.

On the 26th of May, 2023, U.S. forces conducted an airstrike against Al-Shabaab fighters in the vicinity of an ATMIS (African Union Transition Mission in Somalia) forward operating base in Bulo Marer, 75 miles southwest of Mogadishu, Somalia. To date, there have been no reports of civilian harm with regard to the airstrike, while a local source reported that “many” Al-Shabaab members were killed.

United States Africa Command (AFRICOM) released a statement on the strike on the 27th May 2023, claiming that the strike had “destroyed weapons and equipment unlawfully taken by Shabaab fighters” and added that “the command’s initial assessment is that no civilians were injured or killed”. AFRICOM also stated that the strike had been carried out “in support of the Federal Government of Somalia”.

Arab News reported, on the 28th of May, that local residents and a Somali commander had spoken to AFP, claiming that “Al-Shabaab militants drove a car laden with explosives into the (ATMIS) base, prompting a gunfight”.

On the 28th of May, a reporter for Garowe Online added further details and context, stating that the Al-Shabaab fighters had “initiated dawn attacks mainly targeting the Uganda People’s Defense Forces (UPDF)” who were serving as part of a peace-keeping mission.

A report from ‘Antiwar.com’ stated that the assault had started with suicide car bombings, adding that Al-Shabaab had “claimed that it had killed 137 soldiers in the attack”. However, ‘Antiwar.com’ noted that this claim was unconfirmed.

A report written by Somalia News (@SomaliaNews252), dated the 27th of May, stated that U.S. airstrikes had “destroyed vehicles” taken by Al-Shabaab as they retreated from Bulo Marer. On the 30th of May, ATMIS Somalia posted an online statement via X/Twitter that ATMIS and SNA (Somalia National Armed Forces) troops had “successfully pursued the fleeing Al-Shabaab terrorists” and claimed that “many” terrorists had been killed.

Voice of America journalist, Harun Maruf, reported that the President of Uganda, Katuga Museveni, had made comments on the Al-Shabaab attack: “@KatugaMuseveni says about 800 al-Shabaab fighters were involved in the attack; admitted that Al-Shabaab overran the base”.

15 al-Shabaab militants were reportedly killed by Somali forces and “international partner” airstrikes or ground operations near Bulo Madina on November 24, 2022.

Somali National Television posted on Twitter that 15 al-Shabaab militants were killed by an operation carried out by Somali security forces with the support of airstrikes from “international security partners” near Bulo Madina. @HarunMaruf added that the 15 militants killed had survived the operation the day before and were tracked down.

@GaroweOnline pointed out that no independent sources have been able to verify the government’s casualty claims.

While no sources directly implicated the US in the operation, the Somali government’s reference to “international partners” has in the past indicated US involvement.

The local time of the incident is unknown.

One senior al-Shabaab militant was injured by declared US AFRICOM airstrikes on Jilib, Somalia on May 20, 2023.

Somali National News Agency’s Twitter account @SONNALIVE first announced that “In a joint operation with international allies, the armed forces launched an airstrike on #Jilib city, the headquarters of #AlShabab terrorists. The enemy suffered losses in terms of casualties and destroyed equipment.”

The next day, AFRICOM announced that “In coordination with the Federal Government of Somalia, AFRICOM conducted an airstrike against the al-Shabaab militant network in Somalia on May 20, 2023. The strike occurred in Jilib, Somalia. Following a comprehensive battle damage assessment USAFRICOM assesses that one al-Shabaab fighter was injured as a result of the operation. The command’s assessment is that no civilians were injured or killed.”

Former al-Shabaab official Omar Mohamed Abu Ayan told Voice of America that Al-Shabaab’s head of external operations Osman Mohamed Abdi, known as Moallim Osman, was the target of the operation and appears to have survived the strike with an injury.

Somalia’s Ministry of Information said in a statement that the target Moallim oversaw bringing foreign fighters to Somalia to join al-Shabaab. Another Somali official said that he was involved in planning the al-Shabaab attack in January 2016 against an African Union military base manned by Kenyan forces in El Adde, which is the hometown of Moallim, as well as supervising al-Shabaab attacks on Kenya and their incursion into Ethiopia in 2022.

Garowe Online reported on May 26th that according to multiple sources, Moallim was in “critical and unconscious” condition, had suffered “major injuries” and that his condition was “deteriorating on an hourly basis”.

@HarunMaruf gave context that the strike occurred while the Director of Somalia’s National Intelligence and Security Agency was visiting Washington and New York, meeting with the Pentagon, FBI and CIA Officials.

One civilian was killed and between six and seven others, including at least one child, were injured by alleged US-UK airstrikes on a telecommunications site in the Shamir area in the Maqbanah District on February 24, 2024.

Anadolu Agency quoted the Houthi Al-Masirah satellite channel which reported that “a citizen (civilian) was killed and 6 others, all from one family, were injured, as a result of the US-British aggression’s air strikes on the Shamir area in the Maqbana District in Taiz Governorate.” The Yemen Data Project reported that in addition to the civilian who was killed, seven others were injured.

The Human Rights Office in Taiz Governorate condemned the “American-British aggression coalition aircraft carried out this morning” which struck “the communications network in the Al-Aqhouz area”. The Human Rights Office and the Insan Organization for Rights and Liberties also provided the names of the victims. Saber Muhammad Amin Ghalib, between 22-25 years old, was killed and six others were injured: Rafiq Abdullah Muhammad Hassan, 16-18 years old, various body parts; Watheq Abdullah Amin Ghalib, 25-28 years old, seriously injured; Abdel Samad Muhammad Ahmed Ghaleb, 15 years old, fracture of the right foot; Hammam Fayed Amir Ghalib, 32-41 years old, various body parts; Ahmed Muhammad Ahmed Ghaleb, 23 years old, various body parts; Saqr Hamid Hamid Ghalib, 22-24 years old, various body parts.

US Central Command released a statement that “at approximately 11:45 p.m. (Sanaa Yemen time), U.S. Central Command forces alongside UK Armed Forces, and with support from Australia, Bahrain, Canada, Denmark, the Netherlands, and New Zealand, conducted strikes against 18 Houthi targets in Iranian-backed Houthi terrorist-controlled areas of Yemen….The targets included Houthi underground weapons storage facilities, missile storage facilities, one- way attack unmanned aerial systems, air defense systems, radars, and a helicopter.”

The UK Ministry of Defence announced: “Four Royal Air Force Typhoon FGR4s, supported by two Voyager tankers, again participated in a deliberate coalition strike on Saturday 24 February against Houthi military facilities in Yemen which had been conducting missile and drone attacks on commercial shipping and coalition naval forces in the Bab al Mandab, southern Red Sea, and Gulf of Aden. The RAF aircraft were allocated multiple targets located at two sites. Intelligence analysis had successfully identified several very long-range drones, used by the Houthis for both reconnaissance and attack missions, at a former surface-to-air missile battery site several miles north-east of Sanaa. Our aircraft used Paveway IV precision guided bombs against the drones and their launchers, notwithstanding the Houthis’ use of the old missile battery revetments to try to protect the drones.”

It is unclear if the US and/or UK statements are the same strikes which hit the Shamir area as the US and UK military did not provide a location.

TAMPA, Fla. – On Feb. 24, at approximately 11:45 p.m. (Sanaa Yemen time), U.S. Central Command forces alongside UK Armed Forces, and with support from Australia, Bahrain, Canada, Denmark, the Netherlands, and New Zealand, conducted strikes against 18 Houthi targets in Iranian-backed Houthi terrorist-controlled areas of Yemen. These strikes from this multilateral coalition targeted areas used by the Houthis to attack international merchant vessels and naval ships in the region. Illegal Houthi attacks have disrupted humanitarian aid bound for Yemen, harmed Middle Eastern economies, and caused environmental damage.
The targets included Houthi underground weapons storage facilities, missile storage facilities, one- way attack unmanned aerial systems, air defense systems, radars, and a helicopter. These strikes are intended to degrade Houthi capability and disrupt their continued reckless and unlawful attacks on international commercial and U.S. and U.K. vessels in the Red Sea, Bab AI-Mandeb Strait, and the Gulf of Aden.
The goal of this multi-national effort is to defend ourselves, our partners, and allies in the region and restore freedom of navigation by destroying Houthi capabilities used to threaten U.S. and partner forces in the Red Sea and surrounding waterways. These strikes are separate and distinct from the multinational freedom of navigation actions performed under Operation Prosperity Guardian.

Previous RAF strikes, on 11 January and 3 February, had already successfully destroyed a number of buildings used to support drone and cruise missile operations at Bani, some fifteen miles west of Abbs airfield in north-western Yemen. Additional buildings at the Bani site had subsequently been confirmed as also being involved in the drone and missile activities there and were therefore targeted during this latest strike.
In planning the strikes, as is normal practice with such RAF operations, the greatest possible care was taken to minimise any risk of civilian casualties.
