Airwars assessment

Local sources reported that between 17 and 59 civilians were killed in the village of Al Sha’afa. According to a tweet by @syrians, most of the casualties were women and children.

Radio al Kul and Free Deir Ezzor both stated specifically that 17 non combatants died at al Sha’afa. Step News Agency only makes mention of the destruction of “many buildings, houses and shops.” Other sources may have included the dead from S1526 in their tallies.

In a reply to a query by one of our researchers, Sound and Picture stated that the airstrikes started on the night of February 5th and continued until the morning of February 6th. This was later echoed by Zamanal Wasl. All sources mention the Coalition as the culprit.

It is important to note that Baladi News and Zamanal Wasl identified Al Amaq, the propaganda wing of so-called Islamic State, as their main source.

For February 5th the Coalition reported: “On Feb. 5 in Syria, Coalition military forces conducted six strikes consisting of six engagements against ISIS targets.
• Near Abu Kamal, six strikes [1 British] engaged four ISIS tactical units and destroyed two staging areas, an ISIS motorcycle, a fighting position and a VBIED."

For February 6th the Coalition reported: "On Feb. 6 in Syria, Coalition military forces conducted two strikes consisting of four engagements against ISIS targets.
• Near Abu Kamal, two strikes destroyed two ISIS supply routes, a tunnel entrance and a weapons cache."

The Wagram Task Force continues its support security operations in the Euphrates Valley. This week, two firefighting missions were carried out for the benefit of the Iraqi security forces. This week, the air activity provided intelligence and support missions for the Iraqi Security Forces and Syrian Democratic Forces. It resulted in 28 sorties (assessment from 31 January to 6 February) during which a strike was conducted in the Abu Kamal area in support of the Syrian Democratic Forces fighting the last pockets of Daesh in the valley of the Euphrates.

Elle a donné lieu à 28 sorties aériennes (bilan du 31 janvier au 6 février) au cours desquelles une frappe a été réalisée dans le secteur d’Abu Kamal en appui des forces démocratiques syriennes combattant les dernières poches de Daech dans la vallée de l’Euphrate. For January 31st-February 6th, the Dutch MoD reported its F-16s released four munitions in the vicinity of Abu Kamal: on ISIS fighters, a storage facility and artillery positions. Jets provided support to ground troops in 12 missions, including in the Iraqi provinces Nineva, Salah ad-Din and As-Sulaymaniyah.

Degenen die de training afrondden, ontvingen een certificaat. In het westen van Irak werkt een chirurgisch team in het Amerikaanse Role 2-hospitaal. De Nederlandse medici werken daar nauw samen met een Brits team.’

Local sources reported that 59 civilians, including women and children, were killed and dozens were injured after Coalition airstrikes and shelling on 17 July neighbourhood, as well as on Old Mosul and a health centre in Oreibi neighbourhood, all in West Mosul. It was said that more than seven houses were destroyed “over the heads of residents”.

The incident was first reported on April 22, 2018 at 12:24 am by Iraqi Spring Media Center.

For this reason, the coordinates given in the assessment summary are the generic coordinates for West Mosul. The coordinates for 17 July (Talmuz/تموز 17 ) are 36.3667014, 43.0854607. The coordinates for Oreibi (العریبیي) are 36.3539142, 43.0924988, although its boundary are unclear. In a major incident, multiple local sources reported that up to 58 civilians died and between 40 and 90 were injured in airstrikes on the MSF Al Quds hospital in Sukkari. Medical staff were among the casualties. Most reports alleged that Russia was responsible, though the White Helmets pointed towards the regime.

The Syrian Network for Human Rights initially blamed the regime and said that eight civilians died. However, a subsequent SN4HR brief said that “suspected” Russian warplanes were responsible, and put the death toll higher at 25, including eight children and one woman. A further report said that Russia launched two missiles on “on Al Qudus Field Hospital in Al Sukari neighborhood in Aleppo city, causing a massacre and damaging the hospital rendering it inoperable.”

Eyewitness Mujahed Abu Al Joud, a local media activist, told SN4HR: “I headed to the site of the bombing of a AlQuds hospital after approximately 10 minutes of bombardment. The front façade of the hospital is totally destroyed as well as the entrance of the ambulances. Up on this bombardment, I lost my friend doctor Abu Abdul Rahman. There was a targeting of the street located behind the building of the hospital after 5 minutes of being bombed. I saw two completely destroyed buildings, and 6 partially destroyed ones. The Civil Defense teams prevent us from straying in place due to the fear of the repetition of the bombardment because the warplanes had not left the place. The corpse was found under the rubble and the rescue teams tried to save what can be saved, I heard a girl yelling and crying as the corpse of her family are under the rubble.” In total, SN4HR documented 36 deaths including 14 children and eight women, two doctors, a nurse, and two of the medical cadres.

According to Shaam News Network, “At least ten civilians and members of the medical staff, including the only pediatrician in Aleppo were killed by Russian aerial bombing on al Quds hospital in the neighborhood of al Sukkari in Aleppo. Russian aircraft carried out several raids targeting areas in the neighborhood as well as AlQuds hospital where many of the wounded fell along with the martyrs.” A later report by SNN put the death toll still higher, at 30, adding that the whole hospital was destroyed.

The White Helmets said that three consecutive raids on the hospital had left “dozens of dead and injured including doctors and medical staff“, though they did not say who was to blame.

A later statement said that as many as 50 had died with more than 80 injured – most of them women and children. They published a distressing video showing a living baby being removed from the rubble after 24 hours of constant work. In a further report, the White Helmets suggested that strikes on this day were conducted by the regime, adding that the death toll had now spiraled to 53 with more than 90 wounded.

A report by ABC News included a video of a statement by The White House condemning the attack. It said: “At least three children and six medical staff were among the 27 killed after overnight airstrikes hit a hospital supported by Doctors Without Borders in the Syrian city of Aleppo, according to the Syrian Observatory for Human Rights. The city’s last pediatrician was among the dead, the group said.” It continued: “The Syrian military said it did not target the hospital, but the building was destroyed by at least one strike, according to hospital staff on the ground with the humanitarian group Doctors Without Borders”.

On April 28th, the Russian Ministry of Defence refuted claims that it had carried out the strikes: “Within last days, Russian Aerospace Forces have performed no flights near Aleppo.” The Violations Documentation Center named 19 victims, including three children, killed in “regime shelling”. Besides from the identified victims, the VDC also reported about another three unidentified adult male victims (here, here and here)

The Kremlin makes no public mention of carrying out strikes in Syria from April 1st – 30th. However Russia later refuted claims they had carried out the strikes: “Russian Ministry of Defence refutes report of Western media about strike against a ‘hospital’ in Aleppo carried out by Russian Aerospace Forces. A mass casualty incident was reported in Iraq, with at least 43 civilians killed and a further 68 injured, after aircraft were said to have bombed the Senyah region north west of Bayji. The target appeared to have been a former Iraq Army logistics base, while those killed were living nearby in tin shacks.

Locals urged Iraq’s Prime Minister to open a federal inquiry into the morning strike. Naim al-Gaood, a local tribal leader, told al-Sumaria News: “The warplanes of unknown nationality bombed stores and buildings west of Bayji and north of Salah al-Din, killing [and injurng] about 150 civilians, mostly children, women and the elderly.” He said that among the dead and injured were 50 people from the tribe of Albu Nimr, and demanded that Iraq’s Prime Minister “open an urgent investigation into the identity of the planes that bombed those buildings where displaced families and other clan members of the Albu Nimr tribe had sought safety; and to seek compensation for the victims and the dead.”

In its July 2017 monthly report, the Coalition said it had not conducted strikes in the area on the day: “Sep. 18, 2015, near Al Senyah, Iraq, via Airwars report: After a review of available information it was assessed that no Coalition strikes were conducted in the geographic area that correspond to the report of civilian casualties. ”

Local sources reported that between 28 and 58 civilians were killed and up to 45 injured as a result of alleged Coalition or associated Iraqi strikes on an “ice factory” in the Deir Ezzor countryside.

According to a correspondent for Step News, Coalition aircraft “launched five successive air strikes”, hitting an ice processing plant called “Mozan” at the intersection between the towns of Al Sousse and al Baghouz.

Hajeen Magazine however stated that “Muazen” is the name of the village “between the towns of Al-Bagouz Al Fawqani and Al Sousse. Step News Agency’s correspondent stated that villagers had gathered at the factory to get ice when the area was struck, resulting “in a massacre, […] in addition to the massive destruction of residential buildings and shops.”

Al Sousse Youth reported a tally of 35 civilians killed, noting that the airstrike took place “after sunset” and added that among the civilians killed were two members of the Shahadat family. This was confirmed in a Facebook post by Shabab.net in which was stated that the son of Mahdi Al-Salamah and the son of Mahjoub Salama were both killed. Sound and Picture and Hajeen Magazine reported the highest tally, saying that between 55 and 58 were killed – most of them displaced Iraqis.

The director of the Syrian Observatory for Human Rights confirmed “the death and injury of dozens”. His statement placed this incident in the context of a current military operation for the control of the “the last enclave of the ‘Islamic State’ on the eastern banks of the Euphrates River”. A later report by the Observatory identified a more specific number of civilians killed, stating that the airstrike led to “the martyrdom of 28 civilians, mostly Iraqi nationalities”. The monitor added that “until now we don’t know whether the planes were Iraqi or coalition.”

Reuters later reported that the Coalition confirmed that it or “partner forces” may have conducted the air raid. Coalition spokesman Colon Sean Ryan stated in an e-mailed response to a question posed by Reuters that “The Coalition or our partner forces may have conducted strikes in the vicinity of Al Soussa and Baghour Fukhani yesterday”. Reports of civilian casualties would have been sent to the “Civilian Casualty Cell for further assessment”, the spokesperson stated.

In November 2018, the Coalition announced that it had classed the event as non-credible: “After reviewing all the available evidence, the preponderance of the evidence did not indicate that the alleged civilian casualties were caused by Coalition operations.”

From July 11th to 17th, France report that Task Force Wagram carried out six artillery ‘shooting missions’ in the Euphrates Valley. In total since the start of the offensive on May 1st, it’s conducted 195 shooting missions. Aircraft conducted 24 sorties but there were no strikes.

In a reported mass casualty incident, at least 15 and as many as 57 civilians were killed in a Russian airstrike on the town of Bisharfeh in the Jabal al-Akrad area. Many of the victims were reported to be women and children.

Al Khaleej cited a local civil defence official: “The shelling came from a Russian aircraft on villages under the control of the opposition in the eastern countryside of the province of Latakia, killing 42 people and wounding dozens. The wounded were taken to the field hospital in the region.” The BBC placed the death toll slightly higher, at 45. However, rebel group the First Coastal Division later told Reuters that 15 non-combatants had died. Others insisted that as many as 57 civilians died.

A senior commander named as Captain Basil Zimmu was also killed along with four other fighters in the attack. The Syrian Observatory also later noted that the dead included “fighters from the rebel and Islamist factions with their families, one of them a chief of staff in a rebel division. The death toll is expected to rise because there are some people in critical situation.”

An eyewitness, Ghania Hassan – resident of the al-Jadida (New Mosul) neighborhood – told Foreign Policy that more than 56 civilians were killed after a Coalition missile hit a house where they were gathered, reportedly forced to by ISIL combattants. The eyewitness account as written down by Sam Kimball, Foreign Policy:

“If they stopped the airstrikes, that would be better,” said Ghania Hassan, a resident of the al-Jadida neighborhood. “The coalition has destroyed us.” Hassan has good reason to hate the coalition airstrikes. On March 2, Islamic State militants barged into her home at 5 a.m. and took her and others to another home, where she was packed in with what she believes were well over 100 others in the basement. This may have been an attempt to use the civilians as human shields.

In the basement, Hassan and the group listened to Islamic State fighters firing machine guns nearby. She said that the owner of the house, a man named Abu Imad Ayad, knew his home might be struck by airplanes because of the Islamic State fighters firing all around it, and that he and his son climbed to the roof and tried to signal to the air force not to fire on them.

But at 11 a.m., a missile screeched in and the house crumbled on top of her. She said God is the only reason she survived. “They went up to the roof and were saying, ‘Don’t shoot.’ Then the house fell, and both died,” she said in a matter-of-fact tone.

Hassan said neighbors pulled her out — and would eventually excavate 56 bodies from the rubble. She maintains that it wasn’t just one missile, but several, that fell on the homes of al-Jadida. “House upon house fell,” she said.

In a major casualty incident, between 44 and 56 named civilians reportedly died and up to 55 others were wounded in a Coalition airstrike on an automated bakery in the Al Thani neighbourhood of Tabaqa, according to local sources.

The US-led alliance later conceded seven deaths in the event. Their September 2018 civilian casualty report noted: “During a strike on an ISIS fighting position, seven civilians were unintentionally killed.”

Step News reported that the Coalition carried out more than 25 airstrikes in Tabaqa since dawn, targeting “the first neighborhood and the second neighborhood and the automated oven and the city market”. Radio Akul, also blaming the Coalition, put the death toll at 27.

However, according to Raqqa is Being Slaughtered Silently, 37 civilians died with 52 more wounded.

Other sources said that a local market was hit as well as the bakery. The Syrian Observatory for Human Rights said at least 13 were killed but that the number was likely to rise. According to Syrian News Desk, “The raids focused on the main market behind the bakery building, causing heavy damage to four residential buildings and the burning of cars and shops.”

A local source told the Smart news agency that the Coalition carried out “four raids on an automatic bakery in the city, killing the owner of the bakery, the employees and dozens of civilians who were nearby.” Raqqa is Being Slaughtered Silently – also attributing the event to the Coalition – produced a number of reports naming victims as well as publishing graphic images of the strike’s aftermath. According to Euphrates Post, in addition to targeting the bakery, the Coalition “also targeted one of Daesh’s HQ near the Assyrian church in the city.”

Human Rights Watch published a major field investigation into the event in September, which concluded that a 5pm strike on GPS co-ordinates 35.845879, 38.540913 had killed at least 44 civilians. Multiple witnesses and survivors spoke with HRW, with some indicating that the aircraft responsible may have been a B-52 bomber. The international NGO published a casualty list featuring 44 victims.

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.
