Airwars assessment

According to local sources, civilians were killed when Russian or Syrian regime helicopters dropped barrel bombs on Tamoura on February 14th 2020, as well as other areas close by incluing the villages of Bashmara and Sheikh Aqil in the western countryside of Aleppo, Syria. It is not clear how many civilians were allegedly killed.

The Shaam News Network reported: “The Russian and Assadian air forces launched air strikes targeting the towns of rural Aleppo, which led to the fall of five martyrs in the town of Ma’arat al-Atareb and two martyrs in the city of Atarib, and civilian casualties in each of Darat Azza, al-Tamurah, Bashmara, Sheikh Aqil and the vicinity of Greater Urm.”

Etilaf also reported an unspecified number of wounded civilians in Al Tamoura, and blamed Russian and the regime.

The local time of the incident is unknown.

Airwars assessment

On February 20th, the village of Ma’arat Na’asan was struck by alleged Russian or regime warplanes, resulting in the death of one civilian, a media activist.

A tweet from Ahmed Dekhan announced the killing of media activist and photographer Abdul Nasser Haj Hamdan. @MousaAlamar and Edlib News tweeted similar information as well. Alaraby News said that the photographer was working in the city media office, just north of Idlib and went to cover the assault when he was killed. This information was corroborated by IMC News, Zaitun Agency, and the Justice Organization.  Shaam News later reported that the activist was originally from Bunche.

Smart News reported that Russian warplanes specifically hit the buildings within Ma’arat Na’asan.

The majority of sources attributed the strikes to Russian forces. However, Euphrates Post attributed the death of the civilian to artillery shelling by the regime.

Up to 12 civilians, including between three and six children, were killed and up to 62 civilians were wounded in alleged Russian or Syrian regime airstrikes on the city of Ma’arat Misrin, Idlib governorate, on February 25th, 2020, according to local sources.

Whereas Shabha Press initially put the death toll at four killed civilians, they later updated this with “nine martyrs, including four children, and 30 civilians were wounded in a new toll as a result of airstrikes on the city of Ma’arat Misrin in the northern Idlib countryside”. The Syrian Observatory for Human Rights stated that ten people were killed, including six children. The Syrian Network for Human Rights reported three children among those killed.

The Syrian Civil Defence in Idlib reported that 11 people were killed after airstrikes targeted a school housing displaced people, adding that search and rescue operations were ongoing. According to Shabha Press, a camp of displaced people was targeted. The Syrian Network for Human Rights reported that “a center sheltering Internally Displaced People located inside a complex of two schools (Mounib Qamisheh school and Zuhair Radwan School)” was targeted.

Justice Organization reported the death of the girl Amal Al Aboud, whose family was displaced from the village of Afs, eastern Idlib countryside.

Images posted by @shaamnews show two or three children (one being a teenager) and two men receiving treatment for their injuries, along with the body of one of the children killed.

Shabha Press stated that there were several airstrikes. Macro Media Centre reported the use of vacuum missiles, while EMC reported the use of rockets.

Most sources blamed the Syrian regime for the attack, but Shaam News Network and Justice Organization pointed to both the Syrian regime and Russia as the belligerents for the attack.

In October 2020, Human Right Watch reported on the incident, writing that the airstrikes had damaged the Maarat Misreen Surgical Hospital (also known as Al-Hilal Hospital) across the street of Mounib Qamisheh primary school had been damaged by the strike. According to HRW, 12 civilians died and 62 more were wounded.

The report states: On February 25, an Idlib city resident accompanied his friend and his friend’s son to the hospital’s paediatrics department because the son needed a checkup. Dr. Khatib [director of the hospital] and the Idlib city resident said that they were inside the hospital at about 3 p.m. when they heard a loud bang, and the hospital’s windows and doors were blown out. They ran outside and said they saw that the yard in front of the school next door had been hit by a munition.”

HRW further reports that, according to flight spotters, a Russian-made SU-24 warplane was sighted in the area during the time of the attack: “Syria Sentry messages from flight spotters indicated that Russian-made Su-24 attack aircraft were in the area during the time of the attack, spotted in nearby Binnish (less than 7 kilometres to the southeast) at 3:35 p.m. and 3:52 p.m. and again sighted circling Maarat Misreen at 3:56 p.m. and 4 p.m. Numerous other sightings of aircraft identified as Russian “warplanes” and Su-24s were recorded by spotters in the area around Maarat Misreen during the previous hour. The Russian and Syrian air forces both fly the Su-24 in Syria.”

According to satellite imagery analysis by HRW, a potential impact location in the northern yard of the school could be seen two days after the attack. HRW concludes: “All of the witnesses interviewed said they knew of no military objectives in the vicinity before or at the time of the attack, nor were there signs of military weapons, equipment, or personnel in the imagery reviewed.”

One woman was allegedly injured by LNA artillery shelling on Abu Salim in Tripoli.

Libya Alahrar TV said: “The Mayor of Abu Salim Abdul Rahman Al-Hamedi reported that a woman was wounded and a number of houses near Al-Salam Street were damaged as a result of random shells falling.

For its part, the Department of Injured Affairs confirmed the evacuation of some serious cases in the Mitiga Hospital of the Military Medical Agency located near the airport due to the intense bombing of the area.”

Al Wasat also reported one woman injured.

Tk Yahroug Kl shy posted a video of the damaged Al-Kummati family house in Abu Salim. It is unclear whether the injured woman is from that family.

At least two civilians were wounded in alleged Russian or Assad regime airstrikes against the towns of al Fatira and Karsa’a in Idlib governorate.

RFS media office reported: “Russian and Regime air force planes also renewed their air raids on the towns and villages of Al-Fataira, Benin near ariha, Abdin and the southern suburb of Idlib, resulting in severe damage to property but no injuries.”

However, @homsy222 and Idlib Media Centre said that a number of civilians had been wounded.

According to Alyum TV, “Russian aircraft bombed the towns of Naquir, Harish Abdeen, Tall Menas, Marathat, Badama, Kafarsgana and Tirmala, and the outskirts of Karsa’a, Fataira and Khan Shaykhoun villages south of Idlib, killing of three civilians, including a girl and a woman” – but the source didn’t specify where the deaths were.

Reported airstrikes, which some local sources said were US drone strikes, targeted alleged AQAP militants on a farm in the Al Sabkha area, east of Ahwar city, early on April 1st 2017. There are no known associated reports of civilian harm, though one report suggested that a civilian farm was destroyed.

Several sources reported that two strikes targeted a farm near Qaroub area, and that local residents found burnt clothes and shoes near the location of one strike. According to press sources reported by Yemenat, the strikes killed AQAP militants stationed in the area. Yemanat also claimed that aircraft from the Saudi-led Coalition had reconnoitred the location before the attack.

According to the Aden Times, strikes against the farm killed an alleged AQAP leader who had escaped from previous strikes in Mogan, Al Maraqisha. Airwars has therefore assessed that between one and two militants were reportedly killed in the strike. The newspaper also claimed that the strikes were in fact conducted by a Saudi-led coalition F-16, with the support of a US drone.

SMA News reported that the 3am strikes hit a farm, which it named as Alawi Nasser Al Qaraa farm, but with no AQAP militants present. According to this source, the strikes burnt all of the crops on the farm and destroyed two-hundred bee hives. SMA News also reported that strikes took place in the Bandar and al-Faqqa areas, east of Ahwar, though no other sources mentioned these locations.

Sources varied in attributing responsibility to a particular belligerent.  Some described the strikes as US or American, while others indicated that Arab coalition aircraft “backed by US drones” were responsible. Airwars has therefore assessed this strike as “contested”.

This reported event took place amid a dramatic intensification of US operations against AQAP, beginning in early March 2017. On April 3rd 2017, Pentagon spokesperson Captain Jeff Davis said that, since February 28th 2017, seventy US airstrikes were conducted in Yemen.

The U.S. military conducted airstrikes over eastern Yemen during the weekend, targeting the sites of extremist group al-Qaida in the Arabian Peninsula, director of Pentagon spokesman Navy Capt. Jeff Davis told reporters today.

“We continue to target [al-Qaida in the Arabian Peninsula] in Yemen, and this is done in the interest of disrupting a terror organization that presents a very significant threat to the United States,” Davis said.

During the weekend in Yemen’s Shabwah governorate, the precision airstrikes targeted al-Qaida in the Arabian Peninsula terrorists, as well as the terrorists’ infrastructure, fighting positions and equipment, the spokesman said.

The airstrikes follow the late-January U.S. raid in Yemen during which a U.S. service member died. From Feb. 28 through last week, some 50 airstrikes were conducted, Davis noted.

The weekend airstrikes, which were largely unmanned, bring the total to 70, he said.

Airwars assessment

Civilians were wounded in alleged Russia or regime air or artillery strikes on Al Hawwash, local media reported.

Halab Today TV, reported that an unknown number of civilians were injured in a Russian airstrike on the village of Hawwash in the western suburb of Hama.

However, a number of other sources blamed barrel bombing by the Assad regime. According to Horrya, “Assad’s forces targeted the houses of civilians in the village of Hawash, west of Hama, injuring three civilians from one family”

@Wesal_TV tweeted a video showing “a young Syrian documenting horrific moments from inside his house with his family, during the bombing with explosive barrel on the village of Hawash.”

Smart added that the barrel bombing led to the “main road of the plain of Al-Ghab to be cut off. ”

Aletihadpress said that 10 explosive barrels were dropped by the regime.

Airwars assessment

A reported US drone strike targeted a minibus in Al Rawda neighbourhood, in the Wadi Ubaida area of Marib governorate, on the afternoon of August 3rd 2017. Several sources suggested that the strike targeted AQAP militants in the bus, killing three, though others indicated that as many as two civilians were killed and four injured, reportedly including two children.

An on-the-ground reporter indicated to Reprieve that a drone strike had hit a bus filled with people, killing two children and a third badly-burned person who could not be identified.  Reprieve shared their findings on this strike with Airwars. CENTCOM confirmed to Reprieve that it did conduct a strike in Marib on August 3rd; since there were no other known reported strikes on that day, this event is treated as declared.

According to an Al-Masdar Online correspondent at the scene, the strike targeted the bus while it was parked outside a house, killing the driver and injuring two of his children (both of whom were inside the house at the time), with shrapnel.  Reported photos of the scene also indicated that the vehicle was destroyed while parked outside a house.

Al-Masdar also reported that no information was available about the dead man, making it unclear whether he was a civilian or belligerent.

Al Araby reported that “at least one” suspected AQAP militant was killed in the strike, possibly referring to the driver of the bus. Others suggested that three alleged AQAP militants were killed in the strike.

One source, Belqees, suggested that two civilians were killed and four injured by the “remnants of a ballistic missile” intercepted over Marib city, rather than a drone strike, according to “witnesses”. However, images of the destroyed vehicle indicated that it had been directly targeted.

To reflect these competing claims, Airwars has assessed that a minimum of two civilians were injured in the blast, reflecting the reports of injured children, with a maximum of four. A minimum of one reported civilian death has been set, to reflect the possibility that the driver was a civilian, with a maximum of three, including two children.  A minimum of one militant death has been set, with a maximum of three.

In its May 2018 annual civilian casualty report, the US Department of Defense stated that “there were credible reports of civilian casualties caused by U.S. military actions in Yemen against AQAP and ISIS during 2017”, but did not specify which specific actions these reports referred to. Overall, the Department of Defense assessed that there were credible reports of “approximately 499 civilians killed and approximately 169 civilians injured during 2017”, as a result of US military actions in Iraq, Syria, Afghanistan, and Yemen.

Responding to Airwars’ publication of its Yemen dataset and accompanying report in October 2020, CENTCOM dismissed all but two civilian harm claims under President Trump, asserting that “USCENTCOM conducted a thorough review of the information AirWars provided regarding allegations of potential civilian harm caused by USCENTCOM strikes in Yemen from 2017-2020… The bulk of the information asserted by AirWars, however, did not correspond with dates and locations of U.S. military strikes or raids in Yemen.   Other AirWars allegations either did not allege civilian harm or were not assessed as credible upon our review.”

We assess or review all reports of civilian casualties because such assessments or reviews help us identify ways to improve our operations and counter misinformation and propaganda. We routinely share the results of every one of our assessments in Department of Defense (DoD) reports to Congress, including annual reports, many of which are publicly available. USCENTCOM conducted a thorough review of the information AirWars provided regarding allegations of potential civilian harm caused by USCENTCOM strikes in Yemen from 2017-2020. Of the information AirWars provided, one strike on September 14, 2017, was assessed to have caused injuries to two civilians. Also, as previously released by USCENTCOM to the public in February 2017, USCENTCOM acknowledged there may have been civilian casualties during a raid on January 29, 2017. The bulk of the information asserted by AirWars, however, did not correspond with dates and locations of U.S. military strikes or raids in Yemen.
