Airwars assessment

Multiple sources reported that Coalition aircraft were responsible for the deaths of up to seven members of two families following a dawn airstrike near the post office building in Al Bukamal. The target appears to have been a key Islamic State figure, whose family members died in the attack.

According to Shaam News, “Activists said planes believed to be with the international coalition launched several raids with rockets on the post office zone in Abu Kamal, hitting the houses of civilians from the family of Hajj Fawaz [or Fawzi] and his brothers killing more than seven people from the same family and there are still people trapped under the rubble and the residents are working to lift them out, including children.”

Deir Ezzor is Being Slaughtered later named the following as having been killed by the Coalition: “The child Msa’ab [or Musab] Katiba al Rawi [or al Raqi], The child Maria Katiba al Rawi, the child Ali Katiba al Rawi and their aunt Hana’a Fawaz al Rawi.” Ms al Rawi’s brother Katiba was also reported injured in the attack.

According to a case study later issued by Amnesty International, the likely target was a prominent Daesh figure, Fawaz al Rawi: “On the basis of the available information, Coalition forces were most likely responsible for this attack in which only civilians were killed, according to multiple sources. Since all indications are that at least four civilians were killed, and the apparent intended target was not present, the attack raises concerns regarding whether adequate precautions were taken. It is also unclear whether Fawaz al-Rawi’s activities amounted to direct participation in hostilities.“

Four civilians were reported killed and 15 injured in multiple Coalition strikes on Manbij, according to local reports.

In a separate incident, 17-year old Zaki al Mohammad died when the Aleppo Road [or Al Hajj Street] bridge was destroyed.

Lens Young Manbij also reported that “yesterday on Saturday one of the doctors at the general hospital in the city was killed when planes targeted the area around the hospital with two raids. We will give you his name as soon as we receive it.”

In the third of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

One or more civilian was killed and two injured in an alleged Coalition strike on the al Sarib neighbourhood of Manbij.

Local blogger Hathifa al Yaman Abu al Majd reported: “Saif the son of Moussa al Hamdoush died due to being hit by shrapnel from raids that targeted al Sarib neighbourhood with ten missiles, targeting the area around Bilal mosque and the area the day before yesterday. His brother Bahaa was injured as well as his brother in law Mohammad al Mozher, though they are now in a good condition.”

In a related post, Manbi Direct reported: “Violent clashes between SDF and Daesh in al Sarib neighborhood and al Rabita street in an attempt by the SDF to control Al Sarib neighborhood which is densely populated, yesterday the neighborhood was bombed by coalition aircraft which destroyed several houses.”

And Lens Young Manbij added its own detailed report: “The day before yesterday warplanes targeted Al Sarib neighbourhood at midnight with more than ten missiles around Bilal mosque. The raids targeted several empty houses but in the area there are some people including dead and wounded among them Saif Ibn Moussa al Hamdoush who died due to shrapnel wounded. It was difficult to move him to the hospital at night, as the battles are daily more intense at night between al Sarib and al Rabita neighbourhoods. The entire area is witnessing an advance of SDF at night and retreat by morning to the buildings in al Rabita street. People there have told us that around the mosque no one can leave their home after evening prayer due to the intensity of the clashes and the street to street fighting between the two sides. The brother of Saif Ibn Moussa, Bahaa, was injured as well as their brother-in-law Mohammad al Muzer and their condition is good.”

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

Twenty people were reported killed and 50 injured after clashes at Jeb el Kussa, south of Jarabulus.

According to Al Alam “these people fell during battles between militants and extremist groups backed by Turkey and the so-called “democratic forces of Syria” and armed groups backed by America.

The Syrian Observatory confirmed casualties in the ranks of the local fighters backed by the Turks in the region.” Russia Today, citing the Syrian Foreign Ministy, said those who died were civilians but blamed “air and artillery weapons of the Turkish army in coordination with armed groups.”

Most media blamed Turkey. However local Free Syrian Army factions accused both Turkey and the US-led Coalition of “deliberate raids by warplanes on al Sreirat and Bu’r al Koussa committing brutal massacres against the unarmed civilians of the elders and women and children killed tens of martyrs and the wounded.”

Ara news: “Syrian Kurds have accused Turkish troops of committing a massacre against civilians in the villages of Jeb al-Kousa and Megher-Sresat, south of Jarabulus. According to human rights organisations, at least 20 Arab civilians were killed and 50 injured under Turkish bombardment.

In their May 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Coalition raids in the vicinity of ground fighting left at least 2 civilians dead, according to local sources.

Initial reports from ISIS-controlled Al A’amaq Agency blamed the Coalition for the deaths of two civilians. Subsequent reporting echoed that account (they may have been based on Al A’amaq);Al Jarnia and several other outlets named the two civilians as Abd al Ghani Al Sahoud and Moussa al Zagheer. They also noted that the town was the cite of shelling by Kurdish militias as well as coalition strikes.

Shaam News Network also cited Coalition raids and said that “a number” of civilians were also wounded. The Syrian Network said the Coalition was responsible.

Step News agency reported that the Coalition targeted Al Jarnia with 3 raids “which centered on IS positions and cars in the city center killing two civilians and wounded several others.” It noted that ISIL had clashed with the Kurdish led Syrian Democratic Forces in the area.

However, a subsequent Smart News report put the toll of Coalition strikes in Jarnia at four civilians and a further five wounded.

Step News Agency reported that “4 civilians were killed and others injured in an air raid by the international coalition targeting Al Safsafa neighborhood in the city of Raqqa.”

Al Mirsad and Al Amawi also reported raids in the neighborhood and said 4 civilians were killed.

Radio al Kul noted that clashes had taken place during the night between Kurdish forces and ISIL near Ain Issa, shortly after the announcement of the SDF’s campaign to retake Raqqa.

A single source reported that two civilians were killed and nine injured by Coalition strikes on the Raqqa neighbourhoods of Al Manghiyah and Al Sina’a.

According to Smart News, “Our correspondent said that the international coalition aircraft against IS launched two raids on the neighborhood Al Manghiyah and Al Sina’a, which led to the deaths of two civilians and wounding of nine others, who were taken to the city hospital.”

No other details are presently known.
