Airwars assessment

Local sources said that heavy airstrikes and artillery shelling hit Rifai and 17 July neighbourhoods in West Mosul, killing and injuring an unspecified number of civilians. Iraqi Spring Media Center and Urgent Mosul News blamed the Iraqi government, though none of the other sources said who was responsible.

Sawlf Ateka (local Facebook page) reported that Ibrahim Naqib died in Rifai neighbourhood “as a result of the bombing”.

Airwars assessment

A single source – the local Facebook group of the Jarjria tribe – said that a son of the family of Muhammad Daham Murad al-Jarjari from the village of Jasa was killed in an airstrike on Yarmouk neighbourhood in West Mosul.

It was unclear from the report who carried out the strike. In its June casualty report the Coalition denied responsibility: “April 9, 2017, near Mosul, Iraq via social media: After a review of available information it was assessed that no Coalition strikes were conducted in the geographic area that correspond to the report of civilian casualties.”

A Coalition official confirmed to Airwars that this related to the Yarmouk allegation.

A man, his wife and his son were reported killed and six members of their family wounded in an alleged Coalition airstrike on “the garage and the market” in the Al Manghiya neighbourhood of Tabaqa, according to local media.

Citing a local source, Al Watan said that “[Coalition] aircraft targeted the industrial zone and the garage in the market and Al-Manghiya neighborhood in the town of Al-Tabaqa (55 km west of the city of Raqqa) under the control of Daesh, resulting in the killing of a man, his wife and his son and the wounding of six other relatives.”

Two civilians died and four were wounded in an alleged Coalition airstrike on Raqqa’s Fardous neighbourhood, according to the Smart News Agency. However the Coalition did not report any strikes on the city that day.

According to Smart, “One of the sources pointed out that the [likely Coalition] aircraft targeted al-Fardous neighborhood in the city of Raqqa near the White Garden, killing two civilians and injuring four others. They were taken to al-Raqqa National Hospital, while the organization launched warning sirens in the city.”

Local media reported the death of two families in an alleged Coalition airstrike on the Tishreen Farms area.

According to the Syrian Observatory for Human Rights, four non-combatants including a woman and her child died at the hands of the Coalition. Other sources put the number of dead at six, again pointing to Coalition warplanes while BNN put the death toll at at least ten, with dozens more wounded.

Q_Alenzy reported the death of two families when the home of Khaled Al-Latif was bombed.

The Coalition denied casualties in its June 2017 report, noting: ”26. April 10, 2017, near Tashrin, Syria, via social media: No Coalition strikes were conducted on that day in the geographic area of the reported civilian casualties. The closest strike to the report of possible civilian casualties was 2 km away.”

In an incident not previously tracked by Airwars, on November 30th 2017 the Coalition said it had concluded an assessment on claims of civilian harm “near Mosul, Iraq” by Human Rights Watch. According to the Coalition report, “April 10, 2017, near Mosul, Iraq, via Human Rights Watch organization: After a review of available information and strike video it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

The Coalition shared the location of this assessed strike with Airwars. The location was stated as the Sekak neighbourhood in Mosul. This matches the location of a separate strike reported by Airwars (I489), also assessed as non-credible in the April 2017 civilian casualties report.

The strike was assessed as non credible based on the claim that “no Coalition strikes were conducted on that day in the geographic area of the reported civilian casualties.” However, the Coalition reported multiple strikes in Mosul that day.
