Airwars assessment

Local media reported that four bodies were recovered from various areas of Raqqa city, though it was unclear at which point during the Raqqa campaign the deaths occurred.

In the first of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

Sources told the Smart News Agency that warplanes “likely” belonging to the Coalition “bombed the villages of Hunaidah and Al Safsaf Al Wasatani and Altahani west of the city of Raqqa, killing two civilians and injuring nine others”.

But Melody-fm-syria blamed the Syria Democratic Forces, saying they used rocket-propelled grenades on Hunaida, killing four civilians including one woman and injuring 13 more.

Three civilians from one family and an additional person died in an alleged Coalition airstrike on the Third neighbourhood of Tabaqa, according to local media.

SheroAlo1 said that “the family of the media activist Wassim Abdou“, died in a Coaltion strike, adding that the victims were still under the rubble.

According to Etihad Press – “a member of the coordination of the Kurdish brotherhood” – was killed along with his wife and daughter. Again, the source pointed towards the Coalition, as did Al Hassaka Rasd.

Raqqa is Being Slaughtered Silently reported the deaths of a man and “his wife and grandson”.

‘Thursday 11 May – Typhoons attacked three targets in eastern Syria, as well as a truck-bomb factory north-west of Raqqa. Tornados also struck six times in Mosul…On Thursday 11 May, a pair of Typhoons, armed with Paveway IVs, destroyed a truck-bomb staging area some fifteen miles north-west of Raqqa, while another pair supported the SDF in eastern Syria, hitting a mortar team and two Daesh-held buildings near Al Ulwah. The same day, two flights of Tornados patrolled over Mosul, using Brimstone missiles against two Daesh positions very close to Iraqi troops. A further Paveway IV eliminated a mortar in a courtyard, and three more Paveways cratered roads along which Daesh might have tried to move truck-bombs along.’

Four civilians died and three more were injured in an alleged Coalition airstrike on Kdeiran village, according to the Smart News Agency.

Step News Agency and 24Raqqa said that the Coaliton carried out raids in the vicinity, but didn’t mention civilian casualties.

In April 2019 the Coalition announced that it had classed this allegation of civilian harm as non-credible, noting: “After review of all available strike records it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

For May 23rd-24th, the Coalition reported: "Near Raqqah, three strikes engaged two ISIS tactical units; destroyed three fighting positions and a mortar system." It further added that "Near Raqqah, Syria, three strikes destroyed eight command and control nodes and destroyed a VBIED facility."

Al;Araby was among a number of sources which noted: “Four civilians were killed by an air strike targeting a vehicle they were traveling on Al-Akirishi-Madan road.”

Friday 7 July – Typhoons struck two Daesh positions in Raqqa, whilst Tornados destroyed a terrorist-held building and an armed truck north-west of Bayji, and two targets in Mosul…Tornados flew further missions over Mosul on Friday 7 July, delivering two Paveway IV attacks which eliminated a sniper team and another group of terrorists firing on Iraqi troops. Further south in Iraq, a Daesh-held building had been identified in the countryside some 25 miles north-west of Bayji, with an armed truck hidden inside. Tornados demolished the building with a direct hit from a Paveway IV. Two more such weapons were used in attacks by Typhoons on a pair of defensive positions which the SDF had come up against in Raqqa.’

In the past week, France reports 21 sorties and 4 strikes, 2 in Raqqa and 2 in Iraq. Task Force Wagram conducted 15 artillery strikes in Mosul. Since September 19th 2014, it reports 1311 strikes, 2076 targets destroyed and 6775 sorties.

‘Point de situation des opérations Armée française – Opérations militaires·Thursday, 13 July 2017 CHAMMAL SITUATION En Syrie, A Raqqah, la manœuvre d’encerclement menée au Sud de la ville pour couper les combattants de Daech de leurs soutiens est terminée. Dans la ville, la progression des Forces Démocratiques Syriennes se poursuit maison par maison, face à une défense de Daech faite d’actions permanentes de harcèlement, d’infiltrations et d’attaques suicides menées avec l’aide de boucliers humains. Les Forces armées syriennes se heurtent aux défense de Daech plus à l’Est et les positions se stabilisent. En Irak, Dimanche 9 juillet, le Premier ministre irakien a annoncé la libération de Mossoul. Four civilians – a father and his three children – died in a “rocket attack” or artillery bombardment on Raqqa’s Old Hal Market, local media reported – though it was unclear whether the Coalition or the SDF were responsible.

According to Raqqa is Being Slaughtered Silently, “Fahd Abdulaziz Al-Majbil died in addition to three of his sons after the rocket attack that hit the area of the old Hal market”. Sharqiya Voice and other sources also named the victims of a “rocket attack” on the market.

According to Raqqa is Being Slaughtered Silently and Syrian Revolution the SDF carried out the rocket attack. But Alaraby pointed towards the US-led Coalition, reporting that it had fired land-to-land missiles on Old Hal market from its “Kharab Eshak base in the northern Raqqa countryside”.

7al.net said that four non-combatants died in artillery fire in Raqqa, though it didn’t give the location. Airwars understands that only the Coalition is using artillery in Raqqa.

In the last week (20th-27th) France reports carrying out two strikes in Raqqah, destroying two ISIL combat positions. Task Force (TF) Wagram carried out 21 artillery strikes in Mosul. The overall record of air activity since September 19th 2014 amounts to 1,324 strikes, 2,092 targets destroyed and 6,857 sorties.

‘OPÉRATION CHAMMAL SITUATION En Syrie, Dans la ville de Raqqah, Daech continue de perdre du terrain, jour après jour, face aux Forces Démocratiques Syriennes. Les combattants terroristes continuent néanmoins de disposer de solides positions défensives dans le cœur de la ville, à partir desquelles ils mènent des contre-attaques régulières et des actions de harcèlement. En Irak, Les forces de sécurités irakiennes poursuivent leurs opérations de sécurisation de la ville de Mossoul, face à des équipes isolées de combattants qui continuent de mener des actions symboliques de harcèlement. Dans le même temps, Daech consolide ses positions autour de Tal Afar, pour tenter de résister à l’offensive prochaine de la Coalition pour libérer aussi cette ville. Daech poursuit par ailleurs ses actions de diversion et de harcèlement, en se concentrant dans les régions de l’Anbar et d’Hawijah. ‘Thursday 27 July – a Tornado and Typhoon pair attacked mortar and sniper positions in Raqqa…The following day [July 27th], a mixed pair of a Tornado and a Typhoon, based at RAF Akrotiri and supported by a Voyager air refuelling tanker, flew overwatch for Syrian Democratic Forces (SDF) advancing inside Raqqa. The SDF came under mortar fire from a terrorist position, but a Paveway IV attack removed this threat. Another Paveway IV similarly dealt with a sniper position which was encountered by the SDF two hours later.’

Airwars assessment

Two adult male civilians, one child and one woman died in airstrikes on Hatla, according to local media, though sources were conflicted as to whether the Coalition or Russia were to blame. The majority of sources, however, pointed to Russia. Munitions recovered at the scene were Russian in origin.

The Syrian Observatory for Human Rights and Alwatan blamed the Coalition for the death of one man in Hatla. But Smart News, Marsad al Hassaka, Qasioun and the Syrian Network for Human Rights said that Russia carried out strikes with cluster bombs.

According to Alqudos , “Russian warplane targeted the villages and towns of the eastern countryside of Deir Al-Zour, including Hatla, Mrat, Mazloum, Khasham, Tabit, and new Akidat with more than 70 raid cluster munitions”.

Euphrates Post, also blaming Russia said that an elderly man died and named two male victims. Jisr TV reported that a child was killed in strikes on Hatla but didn’t identify the culpriT, however, a child fatality was named by several other sources.

Additionally, Justice for Life, who put the death toll at three said that this total included one woman.

The US-led Coalition informed Airwars that as a result of their deconfliction agreements they have ceased to conduct strikes entirely in Deir Ezzor city.

‘Monday 11 September – Tornados destroyed two sniper positions in Raqqa, and attacked a Daesh-held compound and terrorists on a motorcycle near Dayr az Zawr…A flight of Royal Air Force Tornados supported the Syrian Democratic Forces fighting in Raqqa on Monday 11 September, when Paveway IV guided bombs were used to destroy two sniper positions. A second Tornado flight patrolled north-east of Dayr az Zawr, where they attacked a group of terrorists in a compound with a Paveway IV. Survivors of the attack then attempted to move to another position on a motorcycle, but were successfully engaged with a Brimstone missile.’

‘Tuesday 12 September – a Reaper successfully guided a coalition airstrike onto a truck-bomb workshop near Dayr az Zawr…The following day [Sept 12th], a Reaper remotely piloted aircraft operated in the same area near Dayr az Zawr, and provided precision targeting that enabled a coalition air strike to destroy a truck-bomb workshop and a vehicle that was being prepared there.’

Airwars assessment

In the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality”, four civilians were reportedly killed in alleged Coalition airstrikes in Raqqa. Although Airwars assesses single sourced incidents as “weak”, researchers have assessed this incident “fair” due to the depth of material provided by Amnesty.

The report stated that “Dhiab al-Rusly and his two sons aged nine and 11 and his elderly father, were killed when their home was hit by an air strike.”

A neighbour and eye witness, Khalil, told Amnesty in a testimony that “They were good people, there was no reason to kill them. It must have been a mistake.”

No precise building was identified for the site of the strike.

In July 2019 the Coalition announced that it had assessed this allegation of civilian harm to be non-credible, noting: “After a review of available information it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”
