Two local sources reported “several civilian casualties” including fatalities as a result of alleged Coalition airstrikes on ISIS at Hajin.

According to 7al the bombardment had targeted an ISIS HQ “killing six elements inside three of them Moroccan nationals,” later adding that the same shelling had caused civilian casualties near “the entrance of the city”. This was echoed by Barda, which reported that several raids had “killed civilians.”

Step also reported on the airstrikes, but did not mention any civilian casualties and claimed that there “were no reports of damage”.

Thursday 8 March – a Reaper destroyed a terrorist drone in eastern Syria…Royal Air Force aircraft have continued to fly daily armed reconnaissance missions over eastern Syria against Daesh. A terrorist drone was reported north of Abu Kamal in the Euphrates valley of Syria on Thursday 8 March, and an RAF Reaper was tasked with hunting for it. The Reaper’s crew spotted the conventional winged drone on a flat roof where it had landed. Having conducted a careful check for any signs of civilian life in the area, the drone was then destroyed by a direct hit from a Hellfire missile.

For March 7th to 13th, France reports 25 aerial sorties were carried out in support of local forces engaged on the ground. This led to 3 strikes: two in Syria in the Abu Kamal region and one in Iraq west of Ramadi. Task Force Wagram carried out three ‘three lighting firing missions‘ in support of ISF in Euphrates Valley.

Airwars assessment

Two to four civilians were killed in an alleged Coalition airstrike on the village of al Hardoun.

Marsad al Hassaka stated that the house of Mohammed Ahmed Hardan was targeted at “dawn today”, where he was killed with his three children while his wife was seriously injured.

Zaman al Wasl quoted a local activist who stated that both Mohammed and Manaf al Hardan were killed in the attack, and that an injured woman and a small child from the same family were brought to the hospital.

The report identified the location of the strike as “Mita’afeen”, which is likely another name for al Hardoun village.

The incident occured around dawn.

For June 13th – 19th, France’s Task Force Wagram reports five shooting missions in the Euphrates Valley. Since the launch of the offensive on May 1st there have been 148 missions. Over the past week, There were 22 air sorties in support of the local forces on the ground, but no strikes.

In a major civilian casualty event, between 13 and 30 civilians were killed and up to 70 more injured from airstrikes from either a Russian or a Coalition strike on al Idkhar neighbourhood in Raqqa City. Both belligerents report bombing in the area.

Raqaa is Being Slaughtered initially reported on the morning of August 11th: “Wael Haj Hussein martyred and his father injured in coalition raids last night on al Idkhar.”

However it later reported “Shawkat Jajan al Zayid and his daughter martyred following Russian raids on al Idkhar neighbourhood midnight last night.”

Many sources attributed the airstrikes to Russian aircraft, specifically “10 Russian warplanes that launched 12 airstrikes against Raqqa and surrounding areas.”

Following the strikes, Russia published a statement saying that six warplanes bombed Raqqa and surrounding areas, and the Russian Defence Ministry posted a video showing the planes launching and dropping bombs on Raqqa.

According to Syrian Observatory for Human Rights and Raqqa is Being Slaughtered Silently, the airstrikes targeted al-Taj hall, the al-Ferdosia area, the Brigade 17 area, a state security building, and the water pumping station in al Kassrat. Then areas effected were identified as those under the control of ISIS by the Syrian Network for Human Rights.

@syriamubasher reported that “at least two people died – in an initial count – dozens more were wounded (including cases of amputations and other serious injuries) when Russia carried out more than a dozen airstrikes in Raqqa city. The raids resulted in water being cut off to entire districts of the city and widespread destruction of buildings and public facilities”.

Photos published by Raqqa is Being Slaughtered Silently showed the collapse of buildings and houses as a result of the strikes. They also included very graphic images of dead children.

In their May 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

On August 11th 2016, the Ministry of Defence of the Russian Federation reported that, "six Tu-22M3 long-range bombers took off from the territory of the Russian Federation and carried out concentrated strikes with high-explosive fragmentation munitions on objects of the ISIS terrorist grouping located to the south-east, north, and north-west regions from the Raqqah city. A large weaponry, ammunition and POL storage located near the Raqqah city, a plant producing chemical munitions located in the north-western suburbs of the city, and a large ISIS terrorists’ training camp have been destroyed by the aviation strike." Further to this they added that "Terrorists have suffered significant material damage. A lot of insurgents have been eliminated." According to the report the bombers took off from Hmeymim airbase.

Airwars assessment

Between five and 20 civilians were reported killed in an alleged airstrike which was said to have targeted Al Kashma. All sources blamed the Coalition for the incident.

Al Araby reported that “Local sources told Al Araby Al Jadid that the raids left 15 dead civilians, mostly children and women, in addition to dozens of wounded.” More than one other source supported the claim that most of the casualties were women and children.

According to Shaam News, “International coalition planes carried out heavy air raids this morning [25th] targeting a gathering of displaced persons and fugitives from clashes in the towns of Abu Hasan and al-Kashma in the eastern countryside. Activists said that at least 15 people, mostly women and children, were wounded.” Shaam was the only source to report that the targeted area was a camp for displaced people.

Al Sha’afa Facebook page claimed that numbers of casualties was likely to rise as civilians remained trapped under the rubble. They were also the only source to report that some of the casualties were children as young as 10 years old.

In its December 2020 monthly civilian casualty report, the Coalition assessed this event as ‘non credible’, claiming that it had conducted no strikes in the geographical area which corresponded with civilian harm claims.

The Coalition once again assessed this event two years later. On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

Cette semaine, les aéronefs de l’opération Chammal ont réalisé 16 sorties aériennes (bilan du 21 au 27 novembre inclus). Les Rafale français ont conduit 2 frappes cette semaine. Bilan total de l’action du pilier appui aérien depuis le 19/09/14 : 8670 sorties / 1481 frappes / 2280 objectifs neutralisés. Les Task Forces Monsabert et Narvik poursuivent leurs missions de formation La Task Force (TF) Monsabert poursuit sa mission d’assistance et de conseil de l’état-major de la 6ème division irakienne, qui est en charge de la sécurisation de l’ouest du grand Bagdad. Insérée au sein du quartier général de la division, la TF se compose d’une centaine de militaires dont les expertises variées permettent de dispenser des instructions opérationnelles adaptées aux besoins émis les Irakiens. Depuis le mois d’octobre, treize stages ont ainsi été organisés, dans des domaines variés comme le secourisme de combat, la lutte contre les IED, le combat en zone urbaine, la lutte contre la menace NRBC ou encore la maintenance ou l’entraînement physique et sportif. Ils ont permis de former quelque 240 militaires irakiens, dont une majorité de cadres ayant pour vocation de devenir instructeurs à leur tour. Monsabert intervient également au profit de l’école d’artillerie irakienne : 75 cadres de cette école ont ainsi été entraînés pendant plus d’un mois. L’artillerie est une capacité de premier ordre pour l’armée irakienne qui l’emploie actuellement à la frontière irako-syrienne pour prévenir toute incursion de Daech depuis la Syrie. Composée d’une quarantaine de militaires, la TF Narvik, qui est implantée dans les faubourgs de Bagdad, forme et conseille les membres de l’Iraki Counter Terrorism Service (ICTS). Mi-octobre ont débuté cinq formations dans les domaines suivants : mise en œuvre d’armes lourdes, combat motorisé, lutte contre les engins explosifs improvisés, sauvetage au combat et tir de précision. D’une durée de douze semaines chacune, ces formations permettent d’instruire les stagiaires de l’école de spécialité de l’ICTS mais également de conseiller les instructeurs irakiens.’

For November 21st-27th 2018, the Dutch MoD reported that Dutch F-16's supported ground troops in the fight against IS during 9 missions. Weapons were deployed during 3 missions above Deir Ezzor in Syria, targeting vehicles, logistical places and IS-fighters.

Airwars assessment

An alleged Coalition airstrike killed a total of 42 people, including 13 civilians in addition to 29 members of ISIS according to local reports.

Among other sources, the Syrian Observatory for Human Rights reported that the Coalition “shelled places on the eastern banks of the Euphrates River, in the eastern sector of Deir Ezzor countryside, where the shelling targeted farms between Al-Baghuz Fawqani town and Al-Marashdah village during the last night.”

The Observatory added that seven civilian victims were from the same Syrian family, of whom three were children. The other six non-combatant victims were men of Iraqi nationality. The death toll was expected to increase because of an unspecified number of civilian casualties with serious injuries.

Syria LiveMap reported seven civilian deaths, which it said took place on the edge of al Baghouz around dawn.

One named ISIS fighter, Bashar al-Ajami, was also reported killed. He was identified as a commander of the al-Hesbah organization, allied to ISIS.

In its monthly civilian casualty report for October 2019 – published on December 5th of that year – the Coalition conceded the killing of three civilians and the injuring of a fourth in a strike near Marashdah.

According to the report, “January 25, 2019, near Marashidah, Syria, via self-report. Coalition aircraft conducted an airstrike against a Daesh vehicle. Regrettably, three civilians were unintentionally killed and one civilian was unintentionally wounded as a result of the strike. 2664 37SFU781164”.

Asked whether this might be a match for this incident, a Coalition official told Airwars: “Looking at the two reports, there is a chance these two are related as your report mentions some corroborating information, however it appears that this [Airwars] report is an aggregate of incidents and thus it is difficult to single out specific incidents with any certainty.”

Because of our inability to dis-aggregate this event, Airwars has created a separate civilian harm assessment for the confirmed Coalition event [CS1891a]. We have also modified this civilian casualty range to avoid double counting.

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.” The coordinates provided are different than CS1891a, confirming that the Coalition was declaring a separate event.

The incident occured between 12:00 am and 6:00 am local time.

For Jan 23rd-29th, France report that French Rafales conducted 7 strikes south of Hajin on ISIS fighters in the mid-Euphrates Valley.

Airwars assessment

After midnight, alleged Coalition airplanes carried out a number of strikes on areas in Al-Mayadeen city which was under ISIS control at the time of the attack.

The Syrian Observatory for Human Rights reported that the airstrikes targeted the area where the Commercial Bank is located and struck a house in which an Iraqi family was living, killing one woman and two children while others were wounded. Two other houses near the Abduljabbar School were also reportedly struck in the same raid.

Revolutionary Forces of Syria Media Office also reported raids, but didn’t identify the culprit, reporting that “the air force renewed raids after midnight targeting the Commercial Bank and a pool of residential buildings in the vicinity of the school of Abdul Jabbar in the city of Mayadeen. This led to the martyrdom of an Iraqi family of one woman and two children and the injury of several others”.

In their June 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Airwars assessment

A child was reportedly killed by alleged Russian and Coalition warplanes in the residential neighbourhood of Akhtarin, Aleppo. However, there are disputed claims as to whether the raids were carried out by Russia or the Coalition.

LCCSY and Quasion News Agency both blamed the Coalition for the airstrikes – with Quasion noting that Russia was shelling parts of Aleppo in the same vicinity with vacuum missiles around the same time. They also claimed this was an IS controlled area and that there were “reports of deaths and injuries amongst Daash as a result of the international raids”. The Syrian News Press and multiple local sources do however blame Russia.

According to local sources –The village of Turkman Bareh, Akhtreen Facebook Page – dozens of women and children were also injured in the raid on residential homes. 

In their January 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Airwars assessment

In the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality”, 11 civilians were reportedly killed in alleged Coalition airstrikes in Raqqa. Although Airwars assesses single sourced incidents as “weak”, researchers have assessed this incident “fair” due to the depth of material provided by Amnesty.

The family names Thalji and Sueri are mentioned in CS957, however the location of the strike is different and names do not match. The area was targeted around the 15th of August, there are multiple incidents in that area around that time, however no existing incidents specific to this case.

The Amnesty/Airwars report stated that “A Coalition air strike destroyed a six-storey building on Fardous Street and killed four members of the Thalji family, who lived on the 5th floor and seven members of the Sueri family who had been displaced from their home elsewhere in the city and were sheltering in the building.”

The son-in-law, Ali, of one of the victims told Amnesty in a testimony that “I was present when the bodies of my parents in law and their children and their neighbours were recovered from the rubble of the building. Two whole families destroyed.”

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”
