Multiple local sources reported the explosion of a car bomb in “the second village of engineers” killing members of Haiat Tahrir al Sham [formerly Al Qaeda/ Al Nusra] and up to four civilians, as well as wounding others.

A media unit of the group confirmed the explosion, saying that a number of its members were killed and wounded.”

There was only one allegation against Coalition warplanes, from the Step News Agency. It reported: “Thirteen members of Haiat Tahrir al Sham [formerly Al Nusra] and a number of civilians were killed and wounded when the Coalition’s international air force targeted them in the area of the Society of Engineers [or Jamiaat al Muhandissen] in Orme al-Kubra, west of Aleppo.”

Airwars assessment

Four civilians died and between four and ten were wounded after a series of three cluster missile attacks were carried out against the city of Maarat Misrin, according to local media. The majority of sources have assigned responsibility to Syrian regime planes but LCCSY and Syria Idlib Today alleged that Russian warplanes carried out the attacks. In addition, Moussa al Assa’ad, an armed leader of the FSA, and the Fath al-Sham Front, blamed the US-led coalition as being responsible for the attack.

In a statement released following the strikes, Fath al-Sham alleged ”the criminal world sponsor, America’s injustice and tyranny have targeted one of our Mujahideen centers in Maarrat Misrin.”

Those killed in the attacks were alleged by Sky Souria to be members of Jabhat Al Nusra.

The Holy Defence Network reported that the raids were a response to attacks that alleged militants had carried out in al Fo’a and Kafriya.

Video footage published by the Idlib White Helmets shows badly injured people being removed from the rubble and loaded into emergency vehicles. According to Syrian News Desk, they were swiftly transported to medical units in the town.

An on the ground source said that cluster bombs were used in this raid, however other sources such as RadioAlKul reported that surface missiles were used.

Airwars assessment

Up to four civilians were killed in alleged Russian, Syrian regime, and or US led Coalition airstrikes on Taftanaz. Sources are conflicted as to who was to blame. Most sources blame Russia and the Syrian regime, however there were also two allegations against the Coalition.

As many as four civilians were also wounded – according to sources – some with serious injures that it was estimated the death toll would likely rise.

According to some source the three adult males pictures were displaced civilians from the same family, however many sources also reported that they were three leaders of the “Lwa’a Al Haq” in the operations room of the “Fatah Army”, also known as the Free Syrian Army.

Sources reported that residential homes were struck in the raid, causing huge fired and destroying much infrastructure.

In their June 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

The incident occured during the night.

Airwars assessment

In the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality”, four civilians were reportedly killed in alleged Coalition airstrikes in Raqqa. Although Airwars assesses single sourced incidents as “weak”, researchers have assessed this incident “fair” due to the depth of material provided by Amnesty.

According to the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality”, “Ibrahim Sabri al-Aabed, 17, and his three cousins were killed when the boat they took to cross the river was destroyed by an air strike.”

Field notes contain additional information explaining that they went to the river with Ibrahim’s mother and other relatives; people boarded boats by the old bridge (to the right [west] side, which is now not accessible). Ibrahim’s mother and other relatives managed to cram onto a boat and crossed but Ibrahim and his cousins did not as Ibrahim were a bit further behind waited for a guy to bring him cigarettes. Once on the other side (where her sister lived) his mother learned that the boat had been hit and Ibrahim and his cousin and two others had been killed.

Fatima, the mother, told Amnesty in a testimony that “I got on a boat with some relatives but my son and his cousin had stopped to buy cigarettes, and had to wait for the next boat. When I reached the other side I learned that their boat had been bombed.”

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.

The local time of the incident is unknown.
