Airwars assessment

Relatives reported that four or more members of the Al-Fakhri family were among those who died after airstrikes hit their house in Old Mosul.

Iraqi Spring Media Centre reported: “Eyewitnesses reported that nine civilians from two families were killed in aerial bombardment of coalition forces and artillery. The government forces targeted residential houses in the vicinity of Al Hayah neighbourhood on the right side of Mosul, including six of the family of the former Iraqi army’s Hisham Sabah al-Fakhri.” Iraqyoon also blamed the Coalition.

Airwars assessment

Multiple sources reported that more than 90 civilians died in a major incident in Al Thawra (Revolution) neighbourhood in Old Mosul. As Reuters noted, “Dozens of civilians were killed on Saturday by air strikes targeting homes in the Thawra district on the western side of Mosul, a neighborhood declared by Iraqi forces restored overnight by the Islamic state, local residents said.”

In June 2019 the Coalition accepted responsibility for this allegation of civilian harm – though conceded just one death. Its monthly civilian casualty report noted: “Coalition aircraft conducted an airstrike against a Daesh fighting position. Regrettably, one civilian was unintentionally killed due to their proximity to the strike.” This was later declared by the Pentagon to have been a US action.

Local Facebook group Sawlf Ateka reported that fatalities had resulted from actions by several belligerents: “The bodies of civilians fill the streets of Al-Thawra district, on the right side of Mosul.” They allegedly died after sniper attacks, “terrorist attacks, or because of the indiscriminate bombardment of mortars, artillery and aerial bombardment by the security forces.”

Sources reported to Al Jazeera that “there are dozens of civilians under the rubble, [and] no one knows whether they were alive or dead because Iraqi forces prevented anyone from reaching these areas.”

Iraq Newspaper cited a senior official of the Iraqi Ministry of the Interior’s Rapid Response Force, who spoke of a “total destruction of more than 30 houses in the Thawra neighbourhood, including houses belonging to the region’s dignitaries.”

It was also reported that Dr. Mohamed Mahmoud El Sheikh Issa, a neurologist in the Al-Thawra neighborhood, also died together with his father and son.

Mosul News Now (local Facebook group) named Ahmed Shiite Aida Abu Doaa as one of the victims. He reportedly was Director of Accreditation Company Asia Cell and Sales Manager of North Sale Company. Local comparisons were made to of the “massacre” to the major incident in New Mosul neighbourhood, on March 17th-18th.

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

In May 2020 in its annual civilian harm report to Congress, the Pentagon said this had been a US action.

Between two and five civilians died and up to seven more were wounded in alleged Coalition airstrike on Tabaqa, local media reported.

According to Syria Mirror, “field activists said that the Coalition aircraft launched several air raids on the residential communities in the city of Al Tabaqa, killing seven people, including two members of IS and wounding others”.

The Smart News Network also pointed towards the Coalition, reporting that it carried out five raids which killed four non-combatants and wounded seven more.

TunisiaTV and Moheet also said that “Syrian opposition sources reported the killing of two people and wounding others in the bombing of the Daheyat Alexandria, south of the city of Tabaqa in rural Raqqa”, though the sources didn’t identify the culprit.

In a second reported incidcent in the city for the day, up to four civilians including a doctor and three patients died and between two and five more were wounded in alleged Coalition airstrikes on Tabaqa, local media reported.

According to Syria Mirror, there were several Coalition raids on Tabaqa, “one of which was on a field hospital, resulting in the deaths and injuries of medical staff and the injury of a number of patients.” The source added that “activists reported the death of a doctor and the injury of two nurses as a result of the shelling, in addition to the wounding of a number of patients who were receiving treatment in the hospital, which was located in the second neighborhood in the city of Tabaqa”.

The Smart News Agency also pointed towards the Coalition, reporting the death “of a doctor and three patients, including a woman, and wounding five others, including two nurses.”

In their June 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Airwars assessment

Local sources reported that airstrikes of the Coalition and the Iraqi airforce on several neighbourhoods in Old Mosul, as well as artillery shelling, led to the deaths of 18 civilians. It was also reported that more than 41 civilians were injured.

Correspondences Team and Al Rafidain reported 17 dead and more than 30 wounded in Al-Tanak, Zanjili, Farouk and Rifai neighbourhoods in West Mosul.

Amnesty field investigators later interviewed survivors of the al Tanak event: “Amnesty International interviewed witnesses to an attack on a civilian house on Street 20 in al-Tenak neighbourhood on either 19 or 20 April 2017. One of the witnesses was “Mohamed”, the house owner.

He had escaped from the area the night before. He learned on the telephone the following day that IS had taken over the house he had abandoned and that, as a result, it had become the target of air strikes. The air strikes destroyed the house containing the IS fighters. It also destroyed an adjoining house with a family inside. The houses were struck three times; two strikes occurred in quick succession and a third was carried out a short time later while rescue efforts were ongoing.

Amnesty International also spoke to two other witnesses, one of whom “Hamza” described going to the scene: “We were still in al-Tenak neighbourhood. The two homes were adjoining each other. After the second bombing, my son Mohamed went to the scene and tried to pull the bodies out of the rubble. One of the occupants, Mohamed Diab, was only buried from the waist down. My son Mohamed put his arms under Mohamed Diab’s armpits and tried to pull him free. They succeeded and Mohamed Diab survived. He was the only survivor from the house. While my son and the other civil defence lads were trying to dig out the others the plane came around again and struck again [for a third time]. It killed one of the [civil defence] lads.”

The first two strikes killed the IS fighters but they also killed the entire family living next door. The third strike killed one of the first responders. Amnesty International is concerned that the choice of munitions in this attack resulted in the destruction of a house full of civilians, as well as the decision to launch a third strike, once the houses had already been destroyed. Based upon available information, there are reasons to suspect that the first two strikes may have been disproportionate. The third strike raises the possibility that rescuers and the injured may have been deliberately targeted.”

In what appeared to be a separate event to the previous day’s casualties, Amnesty field investigators spoke with survivors of an April 20th strike on Al Thawra which killed two people and injured dozens more.

Amnesty’s published report reads as follows: “According to “Mustafa”, a young father displaced to al-Thawra neighbourhood from elsewhere in west Mosul, at around 8.30am on 20 April, an IS fighter entered the house where he had taken shelter in al- Thawra neighbourhood via a hole in the wall. IS had made holes in the walls of adjoining houses so they could enter and exit at will and without being seen from above. The IS fighter walked through the house and exited into the street via the main gate. An hour later, at around 9.30am, there was a strike on the house.

Mustafa told Amnesty International: “I was sitting in the back room of the house, the one furthest away from the street. I was smoking a cigarette and drinking a cup of tea with some cake. My sister came into the room and I moved over and told her to come and sit next to me. She sat down next to me and at that moment the explosion happened. I don’t know for sure that it was a strike from a plane but that’s what our neighbours told us. Perhaps they knew from the sound.”

The house was near the Palestinian school. It had two-storeys, with two downstairs rooms and one upstairs room. Due to heavy population concentration in areas under IS control, there were 104 people in the house at the time, attempting to huddle for safety in the corners of rooms. Two people were killed, including Mustafa’s 27-year-old nephew, who was pulled out of the rubble, taken to an IS-run hospital and left to bleed to death after hospital personnel told the family there were no doctors available to treat him. Almost everyone in the house was injured in some way, some severely, including a 40-year-old man who suffered spinal injuries that left him paralysed. The likely intended target of the attack had left the house one hour before the strike occurred, leaving only civilians as victims.

Another witness, “Khaled”, from al-Hermat, described the situation: “IS used our houses. If there were planes in the sky they’d come in through the front door. Otherwise they’d use the openings [the holes IS made in people’s houses to be able to come and go unnoticed by drones in the sky]. They’d enter a house, go up to the roof and shoot at the helicopters or in the direction of Iraqi forces’ positions. Then they’d leave. Fifteen minutes later the house would be hit. But we knew their [pro-government forces’] behaviour. As soon as IS left the house after shooting we’d collect our families and go as quickly as we could to another house. We’d run through the openings just like IS does and into someone else’s house.”

Airwars assessment

Seven civilians reportedly died in an alleged Coalition airstrike on Maysalon Farm, according to local media.

Raqqa is Being Slaughtered Silently named three of the victims.

The victims were also named by Q_Alenzy and Syrian PC, which also blamed the Coalition.

According to Mohammed Al-Abbullah, “four young men from the Maysaloun farm died as a result of an air raid carried out by the international coalition aircraft”. Raqqa is Being Slaughtered Silently later reported that five civilians died.

Al Raqqa Truth named four additional victims.

Al Jazeera reported that a woman and her child were killed in the strike.

‘Thursday 20 April – Typhoons supported Syrian Democratic Forces, striking a Daesh-held building north-west of Raqqa, and a mortar team hiding in a tunnel in the east of the country… The RAF is continuing to support Iraqi forces in their effort to liberate western Mosul. While the operating environment in the city is very challenging, particularly given the closely-packed buildings, very narrow streets, and the density of the urban population, our aircrew have continued to deliver precision strikes in close support of Iraqi troops on the ground. Daesh’s current tactics, including the illegal use of civilians as human shields, and fighting from sites such as schools, hospitals, religious sites and civilian neighbourhoods, increases the risk to innocent life. While no military operations come without risk, particularly in dense urban environments and against such inhuman Daesh tactics, the RAF continues to take all steps necessary to minimise civilian causalities. The RAF assisted Syrian Democratic Forces (SDF) on Thursday 20 April. A pair of Typhoons struck a Daesh-held building to the north-west of Raqqa. The Typhoons then hit a Daesh mortar team hiding in a tunnel in the east of the country.’
