Airwars assessment

One named civilian died in a casualty event in Al Baghouz, according to local media – though it was unclear who was responsible. There were allegations against Russia, the regime and Iraqi forces. No sources explicitly blamed the Coalition, though some didn’t identify the warplanes responsible.

The official page for the al Soussa area reported: unbelievable bombings yesterday evening on Albagouz. It said that the following locations were struck: the mosque, the house of Tayseer al-Hilal, the three houses of Al Matar, the house of Khaled al-Fayadh, the house of Nouri al-Fayyad, the house of Talib al-Faisal, two houses of the son of al-Hilal”. It added that Amir the son of Jamil al-‘Aziz with his wife and children were wounded; that “the son of Hamdan Aziz and two of his brothers” were wounded critically; that Abd, the son of Hamed al Mheissan was killed and that the son of Hamdan al Aziz is in a hospital in Hajeen in the operation room. However, the source didn’t say who was responsible.

Smart blamed the regime, while Al Jisr attributed the event to Iraqi sectarian militia, reporting that the mosque was destroyed. The Step News Agency didn’t identify the warplanes that carried out the attack, while Masar Press reported that Russian aircraft launched several raids killing three civilians, as did Baladi and Syrian Free Army.

SHRC named one male victim reported that he died in artillery shelling.

According to the Syrian Observatory for Human Rights, one person was killed and two of his brothers were injured by the bombing of warplanes in areas in the town of Al-Bagouz in the eastern suburb of Deir Al-Zour.

According to two sources, three civilians were killed in an airstrike on the village of Al-A’liat in the Soussa district of Deir Ezzor governorate on April 14th.

Smart News and Fresh Online reported that an ISIS HQ in the village of Al A’liat near al Soussa was targeted by the Coalition. A local source told Smart News that the three civilians had been present at the facility, as they had been detained by ISIS on charges of drug abuse, statements against sharia law and pornography that was found on their phones.

According to both Smart News and Fresh Online, three ISIS members were allegedly also killed in the bombardment.

Airwars assessment

In the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality”, three civilians were reportedly killed in alleged Coalition airstrikes in Raqqa. Although Airwars assesses single-sourced incidents as “weak”, researchers have assessed this incident “fair” due to the depth of material provided by Amnesty.

The report stated that “Three members of the Al-Aalu family were killed when the building they were sheltering in was hit by an airstrike.”

Relative of the family, Abu Hamed, told Amnesty “They were first injured in a strike on a nearby building where they were staying, so they fled to another place and were killed there.”

In July 2019, the Coalition announced that it had classed this allegation of civilian harm as non-credible, noting: “After a review of available information it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

Three civilians reportedly died and three were injured in an alleged Coalition strike at al Tabaqa.

The victims were said to be from Qaryatain in Homs, with Step News, Shaam News Network and Euphrates Post reporting that they died while collecting wood. Syria News Desk instead said the trio died when homes were struck.

In an emailed response to a report submitted by Airwars on this and other incidents in December 2016, Coalition officials said the event was presently assessed as ‘Not credible.’ A second review published in August 2017 asserted that “After a review of available information it was assessed that no Coalition strikes were conducted in the geographical area of the reported civilian casualties.”

A family – comprising of a husband, wife and a two-year-old child – were reportedly killed in an alleged Coalition airstrike in the Al Awwal neighbourhood of Tabaqa.

The first source, Mohab Nasser, reported the casualties and blamed the Coalition. All subsequent reporting was based on this report, however Euphrates Post also published an image of the deceased husband.

Local sources reported “a number of civilians were killed” following airstrikes they believed were likely conducted by US-led Coalition aircraft.

According to sources, the bombs contained white phosphorous – a chemical weapon sometimes proscribed under international law.

Al Mayadeen, a pro-regime news organisation, reported “the attack [allegedly by the Coalition] led to the deaths of 3 civilians and wounding 5 others and significant material damage to public and private property.”

In its January 25th 2018 civilian casualty report, the Coalition reported that a civilian casualties allegation near At-Tanak is currently being assessed: “#1 Nov. 7, 2014 near At-Tanak Oilfield, Syria via regional human rights organization report.”

Further research by our Syria team indicated that this incident was in fact previously known to Airwars, but had not been linked to this specific location. At the time, a single source, the Violations Documentation Center, claimed that two male civilians, from the same family, were killed during a coalition airstrike on the village of Al Zir.

This source was initially archived as separate incident S021. Further research found more than a dozen of other sources corroborating the death of the two victims, all stating the airstrike took place near al Tanak oil field in al Sha’itat desert. Subsequently, Airwars merged the two separate events into incident S023a on February 22nd, 2018.

On the 10th and 11th of November, a couple of sources reported the death of one civilian male Abd Al Kader Ibrahim Al Saleh. We initially had this as a separate incident that took place on November 10th S025 but further research revealed this as the same incident. Syrian Human Rights committee specified that he died “due to injuries sustained in a coalition airstrike on al Tanak oil fields” a few days earlier.

On the 11th another male civilian Rashed Hamdan Al Abd al Jassem was reported killed in alleged coalition raids on ‘one of the oil fields in the eastern countryside a few days ago’. We have this listed as a separate incident [CS028] but there is a chance these two incidents are linked.

When Deir Ezzor Under Fire reported on the incident, they stated that it happened “an hour ago”, indicating that the airstrike allegedly took place around 11pm local time. Most sources identified the “International Alliance” or the US-led “Arab-International Alliance” as the culprit.

In their February 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that after a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.

Two airstrikes east of Dayr Az Zawr damaged an ISIL oil collection point.“
