Airwars assessment

Local sources reported that two civilians were allegedly killed by SDF artillery fire or ‘missiles’ in the Al Hadaika al Baytha neighbourhood of Raqqa.

Ahmad al Hasan reported that two young men were killed near the barbershop in the area, including the barber named Hamid Abu Aziz.

All five sources alleged that the US-backed SDF militia was responsible for the shelling. However, the Coalition has confirmed to Airwars that only it is using artillery at Raqqa.

For June 18th-19th the Coalition reported: “Near Raqqah, 12 strikes engaged 10 ISIS tactical units and destroyed four vehicles, two fighting positions, two mortar systems, a VBIED, a tactical vehicle, and a heavy machine gun.” It additionally reported that “On June 18, near Raqqah, Syria, three strikes engaged three ISIS tactical units, destroyed eight fighting positions and a mortar system, and suppressed an ISIS tactical unit.” And that “On June 18, near Raqqah, Syria, one strike engaged an ISIS tactical unit and destroyed five fighting positions; damaged eight fighting positions; and suppressed an ISIS tactical unit."

For June 14th-20th, 19 strikes were made by French aircraft in Iraq and Syria. Most of them were carried out during the Battle of Mosul, in support of the Iraqi fighters engaged in the fighting to drive ISIL out of its positions in the North of the Medina. The other strikes were carried out in support of the fighting for the capture of Raqqah, and against flows of arms and fighters in Iraq and Syria.

Sunday 18 June – A Reaper destroyed a car-bomb and a mortar team in Raqqa, while Tornados and Typhoons engaged ten positions in Mosul…A Reaper patrolled over Raqqa on Sunday 18 June. Its crew successfully spotted a Daesh mortar team and provided targeting assistance to a coalition air strike against them. The Reaper’s crew then used Hellfire missiles to destroy a car-bomb and a second mortar team who were spotted in the act of firing at the SDF.

A civilian female was indirectly killed following a heart attack said to be caused by hearing airstrikes on Al Tayba in Mayadeen, local sources reported.

Sharqiya Voice reported that the airstrikes hit the houses of Hassan al Hanan, Bashar al Hanan, Sufian al Hanan and Ghassan al Hanan and reported that a number of people were killed and wounded, but provided no further details.

A civilian male was killed following airstrikes into Raqqa, local sources reported, however it was not clear who was responsible.

He was reportedly from the Al Mashlab neighbourhood of the city.

All five sources who reported the incident did not make any claims as to who was responsible for the airstrikes. However, only the Coalition was known to be targeting the city by air at this time.

In February 2019, the Coalition assessed this event to be non-credible. Their report noted: “After review of all available strike records it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

Three civilian males, described as “youths” were reportedly killed – and more than 20 people were wounded – in alleged Coalition airstrikes in Al Bouhamad village, local sources reported.

Aleqirshi Alfuratiya reported that the deaths occurred as a result of strikes that were targeting an ISIL vehicle which was traveling on “Downtown Middle Street” to the west of the Great Mosque of Beit Elwan. It is not known whether any ISIL fighters were killed.

Alaraby reported that the the civilians were killed as a result of a “guided missile fired by a Coalition drone”.

Nine of ten sources who reported the incident alleged that the Coalition was responsible.

Les FDS progressent néanmoins de l’Est vers l’Ouest de la ville, profitant de brèches dans le mur d’enceinte pour entrer dans la Médina. Elles poursuivent également leur manœuvre d’encerclement au Sud de la ville pour réduire les soutiens de Daech, notamment en provenance du Sud-Ouest. Les Forces pro-régime sont à une vingtaine de km au Sud de Tabqa. En Irak, A Mossoul, Daech perd du terrain chaque jour dans la Médina et s’acharne à défendre le dernier kilomètre carré encore tenu. Sa liberté de circulation dans la région environnante est également compromise. L’organisation terroriste essaie de se recentrer vers Tal Afar à l’Ouest, et Hawijah plus au sud de Mossoul, deux secteurs fortement défendus et encore sous son contrôle. Daech a néanmoins la capacité de réactiver des cellules dormantes qu’elle concentre au moment opportun contre les forces de sécurité. Ceci démontre que la prudence reste de mise quant à la reprise de Mossoul même si l’optimisme des forces locales domine. MOSSOUL Cette bataille s’inscrit bien dans une stratégie coordonnée entre la Coalition et le pays hôte. Cette stratégie comportait une première phase de préparation de la bataille afin d’accompagner la montée des forces de sécurité vers Mossoul et d’encercler la ville pour couper tout renfort ou soutien extérieurs au profit des terroristes retranchés. 300 frappes aériennes françaises ont accompagné pendant plusieurs mois cette première étape de préparation et de renseignement (Shapping). Dans la deuxième phase, avec l’engagement des canons CAESAR et du Groupe aéronaval, 300 autres frappes aériennes, auxquelles s’ajoutent près de 1200 missions d’artillerie, ont permis d’appuyer les forces de sécurité engagées pour la libération de la ville. Les 600 frappes aériennes délivrées dans la région représentent donc une partie conséquente de l’effort français réalisé depuis trois ans, lequel s’élève début juillet à plus de 1 300 frappes. Avant de débuter une éventuelle troisième phase pour Mossoul et ses habitants, de longues opérations de déminage et de sécurisation devront néanmoins être menées pour neutraliser les pièges dont Daech a saturé la ville et éliminer les cellules dormantes. ACTIVITÉS DE LA FORCE Cette semaine, les aéronefs ont réalisé 35 sorties aériennes dont 31 de reconnaissance armée et d’appui au sol (CAS), ainsi que 04 missions de recueil de renseignement. 04 frappes ont été réalisées à Mossoul et 04 autres à Raqqah, toutes en appui des troupes au sol. La Task Force (TF) Wagram a mené de son côté 14 missions de tir dont 13 de harcèlement et 01 d’éclairement. Le bilan global depuis le 19 septembre 2014 s’élève 1307 frappes, 2072 objectifs et 6754 sorties. OPÉRATIONNELS ENSEMBLE : LE SOUTIEN INTERARMÉES EN OPÉRATIONS Pour réussir ces opérations, il faut réaliser les « 12 travaux de la logistique » et être « opérationnels ensemble ». 1 200 militaires sont déployés dans le cadre de CHAMMAL sur cinq pays. 16% seulement de cet effectif contribue à soutenir le personnel comme les matériels dengagés. La logistique en opérations recouvre douze domaines spécialisés : 07 sont principalement dédiés au profit du personnel, 05 le sont au profit des matériels. Dans le domaine de l’acheminement, en trois ans, 24 000 passagers ont transité par voie aérienne vers le théâtre. 15 000 tonnes de matériels ont été projetées de France, la moitié par voie aérienne et l’autre par voie maritime, avec une recherche permanente d’équilibre entre la nécessaire réactivité et les coûts induits. Dans le domaine du soutien carburant, 12 000 pleins (avitaillement) ont été réalisés au sol, 14 000 en vol (ravitaillements) au profit de l’ensemble des aéronefs français engagés. Ces forces sont parfaitement interopérables grâce aux réseaux classifiés établis entre 700 ordinateurs reliés sur le théâtre et avec la métropole, par le biais de 50 stations satellitaires.’

Airwars assessment

Local sources reported that 200 homes in Old Mosul to the west of the city were completely destroyed with many of their residents presumed dead following the intense fighting of the previous weeks.

Hossam al Din al Abbar, a member of the Ninveh Provincial Council, was quoted by several sources as saying: The civil defence teams have recovered 1,700 bodies belonging to civilians from the rubble of the houses in the city of Mosul since the launch of the military campaign to liberate the city on October 17.

There are more than 200 homes that were destroyed in the Old City on the western side of Mosul so we expect the number of civilian casualties to double as the civil defence teams begin their recovery operations.

Presently, no further details with regards to the specifics of civilian casualties were available but will be presented when the information is acquired.

Airwars assessment

Between 11 and 14 civilians – including several women and children – were killed and dozens others were wounded in airstrikes on Al Mayadin. However it was contested as to who was responsible. Sources either blamed Russia, the Syrian regime or the US-led Coalition. More than five sources made no claims with regards to responsibility. However, some also reported “unknown warplanes”.

Ahmad Shibli, blaming the Coalition, published a series of graphic images showing casualties from the strikes.

A number of local sources said the airstrikes struck the Tkeit Al Rawi Street, the children’s hospital, the Quail market, the Al Rawi hospice, the Al Samn Market and the Al Sharq hospital (though some of those locations may be overlapping) and Euphrates Post shared images which documented the extensive damage.

Sources reported that the Al Shaher family were trapped under the rubble. Additionally, many other sources reported that there were many wounded civilians, most critical, because the airstrikes “targeted” residential buildings.

For July 12th-18th, France report 11 strikes: 7 in Syria (6 in Raqqa) and 4 in Iraq. There were 26 artillery strikes in Mosul. Since September 19th 2014 France has carried out 1322 strikes, with 2090 targets destroyed and 6812 air sorties. Additionally, they’ve carried out 1310 artillery missions.

‘OPÉRATION CHAMMAL SITUATION En Syrie, Dans la ville de Raqqah désormais encerclée, Daech défend fermement les quartiers sous son contrôle en s’appuyant sur un usage intensif de pièges dont le terrain est littéralement saturé pour ralentir la progression des forces démocratiques syriennes (FDS). Cette stratégie impose aux FDS de déminer, pas à pas, chaque rue et chaque maison, sous la menace permanente de tireurs isolés entre autres tactiques adverses. Leur progression reste donc très lente. En Irak, Alors que les opérations de sécurisation de Mossoul se poursuivent, la principale zone de combat se situe désormais à l’Ouest de la ville dans le secteur de Tall Afar. Depuis cette localité, Daech mène des actions de harcèlement par des tirs directs et indirects contre les positions des Forces de Sécurité Irakiennes (FSI) à proximité. L’effort aérien de la coalition s’y porte donc tout en s’accompagnant d’un engagement plus large sur l’ensemble des autres territoires encore sous le contrôle de l’organisation terroriste. Daech poursuit notamment ses actions de harcèlement depuis la poche de Hawijah et dans l’Anbar, région dans laquelle elle dispose de nombreux camps et caches d’armes. ACTIVITÉS DE LA FORCE Cette semaine, les aéronefs ont réalisé 37 sorties aériennes dont 31 de reconnaissance armée et d’appui au sol (CAS), ainsi que 04 missions de recueil de renseignement et 02 de ravitaillement en vol après le déploiement récent d’un C135. La moitié des frappes françaises (6 sur les 11 frappes) a été réalisée dans le cadre de la bataille de Raqqah, les missions de reconnaissance française ou alliée permettant d’en réaliser autant sur le reste du théâtre afin de préparer les manœuvres futures ou de peser sur les réseaux terroristes. La Task Force (TF) Wagram a mené de son côté 26 missions de tir dont 17 de harcèlement et 09 d’éclairement. Le bilan global de CHAMMAL depuis le 19 septembre 2014 s’élève 1322 frappes, 2090 objectifs détruits et 6812 sorties aériennes réalisées. 1310 missions d’artillerie complètent cet engagement cinétique de la France au Levant.’
